The author comments on Australia's Defense White Paper entitled "Defending Australia in the Asia-Pacific Century: Force 2030," which was released in May 2009. It is suggested that Australia's new defense policy was created in response to the rapid speed of globalization and increasing economic interdependence, as well as the declining power of the U.S. The author also argues that the policy document is beset with contradictions and there are no details of immediate challenges.

Internationalisation is now a prominent feature of the higher education landscape, with many institutions integrating international, intercultural and global dimensions inside and outside the classroom. In this paper, I examine the long-term outcomes of international faculty mobility on individual pathways at home institutions framed within the context of internationalisation. I find that the current mode of internationalisation neglects the role of how abroad activities contribute to subsequent institutional internationalisation at home and abroad. My retrospective tracer study with eight qualitative in-depth interview participants finds that formerly internationally mobile faculty integrate international, intercultural, and global dimensions related to the host country, host region and wider world at their home institutions into their teaching, research and service after returning from abroad. In doing so, I propose a new way of understanding how the complementary pillars of abroad and at home internationalisation maintain an on-going, synergetic process that react and contribute to each other and the way in which internationalisation can be re-visited and re-imagined meeting broader goals. The paper examines the concept of populism and how it is grounded in both democracy and nationalism, with a focus on the implications of its rise for the international trading system. The drivers of the demand for populist politics (economic, cultural, and political) are discussed. The factors facilitating the supply of populist politics are also reviewed. A synthesis is developed, with an interest in identifying common elements across different national experiences. The point is then made that populists are often opposed to 'globalism' but not necessarily to an active participation in trade. In addition to its influences across economic, geopolitical, and social spheres, globalization has given rise to the notion of a 'global citizen' who is able to understand a shifting and more internationalized world while moving fluidly through it. Education has been trumpeted as the means to achieve this globally-aware citizenry, leading to an entire field of global citizenship education (GCE). Here teachers are the linchpin, yet understandings of globally-focused coursework in teacher education remain underdeveloped. This paper explores the 'global' within core courses in initial teacher education in Australia and interrogates the kinds of 'citizens' to be cultivated. We begin in our pilot study by canvassing university courses across Australian Group of Eight universities, and locating more global aspects of the courses, where available. Based on initial findings, we offer a dual-axis conceptual framework for guiding an 'alternative future' for GCE within teacher education. We then use the framework in a focused coding of one teacher education syllabus as an exemplar of its potential utility for examining the ways in which future teachers are encouraged, or not, to engage with broader geopolitical, sociocultural, and economic forces of globalization in the PreK-12 schools in which they will eventually teach. In their highly influential teaching and research text Global Restructuring: The Australian Experience Fagan and Webber set out a substantivist, institutionalist and multi-scalar account of the Australian space economy’s relatively rapid and radical globalisation after 1980. This paper extends Fagan and Webber’s global restructuring thesis to Australian farming and agriculture, connecting historical and more recent scholarship on agriculture-finance relations. We highlight two areas where finance has fundamentally reshaped the agricultural sector. First, we argue that financial restructuring has shifted the relationship between farmers and lenders. Second, we suggest that under the logics of finance, Australian land and water are emerging as ‘alternative’ financial asset classes. The paper demonstrates that Australian agriculture has become subject to a comprehensive process of finance-driven economic restructuring over recent decades. Regulatory changes since the 1980s have resulted in an agricultural sector where finance’s growing role is normalised as a part of the sector’s operation. Importantly, we stress the paramount role governments have played in redefining agri-finance relationships in Australia by promoting and providing the regulatory framework for processes of marketisation and assetisation, thereby making agriculture attractive to subsequent financial investments. Following the style of analysis of Fagan and Webber’s Global Restructuring, this paper examines the marketisation, privatisation and globalisation of Australia’s electricity generation and transmission sectors. This paper shows how, in Australia’s spatially dispersed and politically fragmented space-economy, marketisation and privatisation policies tend to produce oligopolistic industries with the capacity to thwart market-based regulation. Globalisation has a direct impact on the collection development budgets of Australian research libraries. Electronic journal subscriptions make up a significant proportion of these budgets and are influenced by factors such as: the value of the Australian dollar, the domination of multinational publishing companies and available library funding. Open access publishing has developed in response to the escalating costs and restricted access of subscription journals. This paper focuses on these issues from the perspective of the Northern Territory Department of Health Library. Academic scholarship on Australian soccer is now approaching its fifth decade. Whilst Australian soccer has moved and evolved, the scholarship on it has, largely, still focused on the themes of ethnicity. Undeniably, ethnicity still plays its part in the sport. Also, clearly, it was the dominant feature of soccer in Australia in the second half of the 20th century. However, the Australian soccer landscape changed considerably in the first decades of the 21st century following the intervention of the Federal Government in 2003. This paper, therefore, provides a thorough analysis and overview of the literature pertaining to the sport. In so doing it both highlights the depth of the ethnicity theme - something which originally gave soccer studies legitimacy in academia – whilst also encouraging the scholarship to open its lens to greater sophistication and diversity, including topic areas, methodology and theory. This paper provides a critical discussion of contemporary policy agendas to raise aspirations for university study among students from low socio-economic status (SES) backgrounds. It traces the politics of aspiration from the working class ‘poverty of desire’ thesis propounded by British socialists at the turn of the twentieth century to recent concerns about the educational aspirations of low SES groups. These concerns are manifest in the current aspiration-raising agenda in Australian higher education, which aims to realise equity objectives by cultivating market-rational behaviour and dispositions to maximise self-investment in human capital. However, changes in contemporary global education and labour markets present significant obstacles to the ‘good life’ promises made by advocates of human capital theory, and even when these promises are realised, deficit constructions of aspirations persist. The paper identifies a tension in aspiration-raising logics between (1) human capital promises of economic rewards for enterprising behaviour and (2) the policing of aspirations and associated behaviours according to dominant social values. This paper critically explores the counter-intuitive case for a “slow housing movement” by drawing on insights from alternatives to the status quo such as the “slow food movement” and the “slow city movement – cittaslow”. The empirical context is the fluctuating national ambitions for a “big” Australia and pressure to provide homes to support the anticipated population growth by 2050. The now all too familiar (neoliberal) reform mantra is the need to get housing developments into the market quicker by reducing bureaucracy and regulatory processes. But is this (as is often portrayed) the only option available? The paper emphasizes the role of theory in creatively challenging and informing the housing policy and practice status quo as a means by which to further more socially just and sustainable urban outcomes. This involves probing the silences in housing research and starting new debates around how this intersects with housing policy reform, progressive theory and democratic housing outcomes more broadly. This paper examines continuity and change in employment relations in two key industries – auto assembly and retail banking – across five countries: the USA, Australia, Germany, South Korea and China. The subsequent papers that constitute this symposium are discussed drawing on the varieties of capitalism (VoC) approach. Hallmark events are deemed to be exceptional and to have dramatic impacts for the communities involved with them. Whereas studies abound that examine their more immediate effects, there are few that re-visit a community to evaluate the long-term or enduring effects. This paper presents a discussion of the impact of the America's Cup defence that hit Fremantle in Western Australia like a tsunami when Alan Bond's Australia II wrested the Cup from the New York Yacht Club in 1983, some twenty-nine years ago. This discussion takes the form of two distinct perspectives. One views the America's Cup as the catalyst of mythological proportions that changed the city's direction from a sleepy, rundown heritage port into a major tourist destination. The other views the Cup as just another wave, surfing along on the underlying global swells of changing technology and gentrification. This ethnographic paper looks back to before the Cup win in 1983 (and its loss again in 1987) and at Fremantle post-Cup to explore these two versions of Fremantle's genesis as a tourist city. This paper explores a number of the ways in which globalization can accentuate the uncertainties and risks borne by Australians with retirement savings in superannuation funds or who are receiving superannuation benefits. It begins by addressing the impact of globalization on job prospects as a result of off-shoring. It then turns its attention to the impact of globalization on domestic inflation. The third area addressed by this paper is the vulnerability of superannuation funds to the ‘regular’ financial crises of the world financial system. Here, particular attention is given to the way international hedge funds operate in bear markets. Finally, the paper describes the increasing prominence of sovereign wealth funds and explores the implications of their growing role for future superannuation fund earnings. A major conclusion of the paper is that the certainty of the financial uncertainties and risks associated with the occupational superannuation pillar means that Australia's retirement income system needs to be modified in order to limit the exposure of workers' retirement savings and benefits in payment to some of the consequences of a globalized financial system. Branding is an economic and cultural process. Branding endows goods and services with value which corporations protect as their intellectual property, enabling brands to support share prices and be traded as assets in takeovers and mergers, at the same time as they serve to differentiate products competitively in the marketplace. Yet this 'brand value' depends on cultural perceptions of the meaning and worth of a brand. More than the unique image or positioning of a brand being maintained relative to others of its kind, such perceptions may involve the expressive and emotional attachment of consumers, and this may be very widely shared. This paper argues that, with certain brands, such shared attachment can occur on a national basis, so that they become symbols of national belonging. Whereas consumers attribute a putative foreign national origin to some global brands - for example, Harley-Davidson is unequivocally 'American' - they relate to other brands as expressive of their own national origin. This identification often persists even when national brands are taken over by global corporations, since the brand's association with the nation is a major dimension of its value, or the 'brand equity' which the new global owner has paid for, and intends to capitalise upon. The paper examines instances in which this has happened in Australia, such as the traditional brand Vegemite, long ago acquired by Kraft, and also cases where the Australian associations of a brand have been exploited in establishing its global identity, notably Foster's Lager. This paper documents the Federal Parliamentary Labor Party's (FPLP) approach to globalisation under four different leaders, starting with Paul Keating in the early 1990s, and ending at the early stages of Mark Latham's leadership in 2004. It argues that, despite some notable differences, there was a considerable degree of consistency in Labor attitudes to globalisation under successive party leaders: globalisation was seen as inevitable, irreversible, as beneficial for the majority of the population, and as destructive to states' capacity to intervene in the economy. The paper suggests that a number of factors explain Labor's continued support for globalisation in the face of growing public discontent, including the pressures of international institutions such as the World Trade Organisation (WTO) and big business, ideological factors, and comparatively low levels of economic growth, both in Australia and internationally. In Australia, it has become academic dogma that federalism is a problem rather than an asset. Nevertheless, federalism has significant advantages and is likely to remain an important model for systems of government worldwide. In the case of tourism, overlapping jurisdictions, multiple accountabilities and countervailing power are generally seen to impede effective tourism policy development. This paper goes beyond criticisms of federalism, to investigate the dynamics of federal-State relations in an effort to understand how cooperation in the tourism policy arena can be improved. Using a case study of New South Wales, this paper examines the effects of government personalities, political cycles, shifts in organisational structures and divergent interpretations of globalisation on governments' interest in cooperation. The red meat value chain in Australia is undergoing a rapid change due to globalisation, a highly competitive meat market and increased production efficiency and flexibility. This paper aims to investigate how beef producers can increase supply chain performance (SCP) flexibility by improving supply chain practices. A model was developed and hypotheses were formulated based on the literature review of agri-food supply chains. A survey questionnaire was distributed to beef producers in Australia and the results of stepwise multiple regression analysis revealed that performance flexibility was significantly influenced by the supply chain practices: customer relationships and information quality (IQ). Given these findings, beef producers should focus on customer relationships and IQ in order to achieve enhanced flexibility in their SCP. The 1980s and 1990s witnessed a deterioration in working-time arrangements for employees in Australia, driven by globalisation, demographic and structural change and labour market deregulation. Yet, working-time arrangements in the first decade of the 2000s have either improved for employees or stayed relatively unchanged despite continued global pressures and further reforms of domestic labour law. Fewer employees are working long hours or at antisocial times, hours variability has fallen and employee control over working time has increased. This paper attempts to explain the apparent levelling out of previous downward working time trends using data from the Household Income and Labour Dynamics in Australia (HILDA) Survey. Decomposition analysis shows that the improvement in working-time arrangements can be partly attributed to an increase in the skill level and earnings potential of the workforce and a general improvement in economic conditions. We show that the Fair Work industrial relations reforms of 2009 may have also contributed to the overall improvement in working-time arrangements, but this was partially offset by the negative effects of the global financial crisis. National boundaries and border cities have been transformed globally. This is partly due to neoliberal globalisation, the continuous formation of a ‘borderless world’ and partly to the global ‘war on terror’. Darwin, the capital city of the Northern Territory (NT), is on the northern coast of Australia, bordering its overseas Asian neighbours. Far away from the main Australian population centres in the south, the city grows slowly, relying mainly on Australian government investments, infrastructure, and the incorporation of defence programs in the north. The rise of Asia, as well as Australia's increasing economic reliance on Asia, has created new opportunities for Darwin's growth. The development of Asian economies has resulted in growing global investment in resource extraction in NT. Asia, though, has been seen as a key threat in the modern history of Australia. This national sensitivity is underpinned by the global ‘war on terror’ in which Australia is deeply involved. Australia has tight border control regimes and a growing military presence on the northern border area. This paper examines how these co-existing but contradictory dynamics have reshaped the urban development of Darwin City. The consequential social and spatial patterns are identified and discussed. Globalisation has impacted both the balance of economic power between cities as well as the distribution of economic activities within them. Studies focusing on the impacts of globalisation often investigate one or the other, but rarely tie the two together. In Australian cities, central business districts (CBDs) and inner suburbs since the 1980s have become revalorised as strategic sites for multinational firm activities, complementing an already robust agglomeration of commodities-oriented firms, domestic manufacturing, and state-led industries. This paper compares the spatial organisation of Australian firm activity across Perth, Brisbane, Melbourne and Sydney. It first focuses on how the firms of each of these cities extend overseas through global branch office operations, and then shifts to the distribution of firms within each capital city region. Data are drawn from a complete set of 2196 listed Australian Securities Exchange (ASX) firms with operations in more than 100 countries. We find that while the mix of industries differs significantly between cities, the overall industrial patterns observed are relatively consistent from one city to the next. Australian cities are economically fairly centralised and services-oriented industries in particular are most prominent within CBDs. Sydney’s firms are found to be the most globalised, although all cities have significant numbers of global firms. However, we find that locational requirements are significantly varied from one industry to the next and between firm headquarters and branches. This has implications for planning cities to meet firm requirements in an economy that is digital and globally connected, and for national-level policy that distributes core economic competencies amongst Australian cities. Dilemmas around how to deal with asylum seekers who arrive in Australia by boat have been a key driver of political and public discourse for over a decade. In 2012, an ‘Expert Panel on Asylum Seekers’ was established to provide advice to the Australian government about how to deal with the increasingly embarrassing issue of asylum seekers drowning at sea and a parliamentary stalemate on the matter. Using frame analysis to understand how national and post-national identities are being recruited in this debate, this paper analyses submissions to the Panel. We demonstrate how arguments for and against asylum seekers are constructed around nationalism, regionalism and globalism (cosmopolitan). Australia was variously framed as having an alternative national character from that promoted by politicians, as having a key regional role, and hence identity, and as a global citizen (both in reality and in appearance). Contrary to expectations, we found that each frame served as a vehicle through which progressive arguments were articulated, indicating the utility of each in arguing for more humane treatment of ‘Others’. In the past two decades the Australian immigration experience has changed considerably in response to the changing impact of globalisation and the changing geopolitics post 9/11. During this time immigration and multiculturalism have remained controversial. This article reviews the Australian experience with immigration and immigrant settlement over the past few decades. The aim was to provide the guidelines for Australian immigration and settlement policy in coming decades. The paper makes the case for a future Australian immigration policy that favours continued large-scale immigration but within a framework with an increasing emphasis on long-term nation building rather than the short-term economic benefits of increasing guest worker immigration. This would mean restoring the vision of Australia as a settler immigration country where primacy is once again given to permanent immigration intakes with relative increases in humanitarian and family migration while temporary immigration continues but is constrained and more carefully monitored. The paper also argues for a continuation of multiculturalism, but reimagined within a cosmopolitan framework and reassessed with revitalised programmatic content within a more explicitly anti-racism framework. The newly emergent Pasifika diasporas as elements of a new sports labour migrant are an important force of immense significance in global rugby football. This paper illustrates the place of rugby in Pasifika communities and how and why it has become a zone of potential success, aspiration and social advancement for Pasifika people. An impression is given of the enormity of their range and influence in the sport using illustrations drawn from the ranks of current Pacific professional rugby players. The complex relationship among Pacific Islanders, globalisation and rugby football will also be discussed demonstrating not merely the issue of Pasifika communities as recipients of the cultural effects of globalisation via imperial rule and cultural diffusion, but also of their impact as creolising agents on the sport of rugby throughout the mid twentieth century to the current professional era. Throughout this discussion it is noted that rugby is seen as a means not just of individual advancement but as a potential source of financial security for players' families and their wider communities in the Pacific Islands and in their adopted countries. The vexatious issue of remittances, responsibility and rugby as a major career pathway is also raised. It must be acknowledged at the outset that the term ‘Pasifika’ is somewhat problematic. ‘Pasifika’, as a Polynesian way of saying ‘Pacific’, should technically be used as an adjective. However, ‘Pasifika’ is primarily used to refer to Pacific people in the diaspora, and the usage varies from New Zealand to Australia. In this paper, the inclusion of Mãori under the umbrella term ‘Pasifika’ has been avoided. One aspect of the internationalisation of higher education in Australia has been a large growth in the number of international students enrolled in universities. While this has brought a number of benefits to the institutions, the students themselves report varying levels of satisfaction with their experience. One area which can contribute to satisfaction levels is provision of student support services. This paper describes a study which found that international students and support service providers, while sharing perspectives in some respects, had differing views about student service delivery. The paper argues that providers of services for international students need to be more aligned to students' expectations of service provision, and more centred on students' actual needs, if they are to increase students' levels of satisfaction with their international experience. This paper employs ethnographic method to theorise about the ethnic contribution networks enabled by major Australian political parties, with specific regard to Chinese Australian formations, and in the context of globalisation's impact upon 'de-nationalising' political institutions. The paper expands upon the notion of the contribution network by situating it within network theory literature, asserting the need for stability in the diffuse forms of resource exchange indicates that it is sustained by mixed and weak network ties. The character of the contribution network as a significant mode of political engagement by ethnic Chinese network actors, moulds participation in the political process that is both party ambivalent and politically apathetic. Its impact upon Chinese Australian political incorporation raises important questions about the role of progressive political theory, which through the politics of recognition has sought to legitimate modes of group representation, including clientelistic formations, as a means to enhancing the political inclusion of marginalised Australian migrant and ethnic communities. This paper examines factors that have lead to increasing internationalisation in nursing workforce and nursing education and contends that education and support for nurse managers and nurse academics is required in order to better prepare them for the challenges they will face. There are many benefits to be gained from internationalisation of nursing, the most significant being greater cross-cultural understanding and improved practices in workplaces across countries. However, the way in which nursing and nurses contribute to the international agenda is crucial to maintaining standards of education and nursing care in Australia and in countries with whom Australians collaborate. Internationalisation poses numerous challenges that need to be carefully thought through. The paper critically reviews the concept of ‘global flows’, beginning with the discussions of flows and networks in Appadurai (1996), Castells (2000) and Held et al . (1999). Emphasising the need to embed ‘global flows’ in agency and history, and to explore global connectedness in terms of situated cases, the paper develops an analytical framework for analysing global flows in higher education. It then applies that framework in an examination of global ‘scapes’, impacts, transformations, situatedness and relations of power in two national universities, research leaders in their nations but located in contrasting nations: Universitas Indnesia and the Australian National University. This paper uses the international education sector in Australia as a case study to argue against understanding globalization as an exogenous force. It introduces the notion of globalization as a governmentality and discusses alternative interpretations which take into account notions of subjectivity, positionality and space/time. The paper examines the types of global imaginaries used to govern international education. A discourse of cultural hybridity is mobilized to construct Australia as a safe multicultural study destination. The expressions of hybridity which are sanctioned within the international university are scripted by a neoliberal text, limiting the possibilities for more sophisticated intellectual engagements with the global. In this paper I conduct a Foucauldian discourse analysis of a political speech given by Brendon Nelson in 2006 when the Australian Minister for Defence in the Howard Coalition Government. The speech connects conceptualizations of terror, globalization, education and literacy as part of a whole of government security strategy. The analysis examines this speech as an example of a liberal way of governing the conduct of diverse and unpredictable populations. My analysis suggests that the apparatus of government has been strategically used in order to biopolitically contain the rise of complex social forces and protect a set of homogenous cultural values. The purposes of education and uses of literacy are seen as instruments for the inscription of a coded set of values understood to be synonymous with civil society. [ABSTRACT FROM AUTHOR]

This paper reviews the evolution of Australia's whaling discourse as it has appeared in Australian popular non-print media from the early 1900s to the early 2000s. Language and images from over 380 items (including films, television and radio reports, and home movies) were used to examine the formation of the anti-whaling idea, in which the media is considered to have played a significant role. The study was inspired by the nature of the current global whaling debate, which has become polarised politically and socially. Australia opposes whaling nations, primarily Japan. Significantly, Australia made a rapid transition to an anti-whaling nation once its own whaling industry terminated in 1979; its discourse now belongs to the globally dominant norm, in which whales have come to symbolise a strong green consciousness and identity. Such consciousness, framed as specific to the West, shapes the pro-whaling and counter-hegemonic or anti-anti-whaling stance taken by Japan. Reviewing the discourse, I have analysed how whales have positioned Australia in relation to the whaling issue and to environmentalism, while referring to the interplay between globality and language, and aiming to provide some insight into the current controversy. Recent changes within Australian soccer reflect changes that have taken place in the wider Australian context. Equally, the changes in soccer in Australia and the world reflect significant trends, such as postmodern consumerism and globalization. Whilst soccer in Australia had long been derided as a platform for ethnic nationalism, its current utility is as a vital cultural, geopolitical and economic commodity for Australian ‘engagement’ with Asia. The government-sanctionedCrawford Report(2003) and the New Football Era bookend the evolution of Australian soccer for the ‘Asian Century’ and the transformation to a new, post-multicultural, post-industrial Australia. This paper questions the legitimacy of the New Football Era and whose interests were served in its implementation, and whether what has been lost will have consequences that will outweigh and outlive the promised Asian riches. BeDevil (1993) addresses the marginallzation of Aboriginal Australians in the events, symbolism, and media hype surrounding the bicentenary of European settlement in Australia in 1988. Tracey Moffatt challenges the racial stereotypes by gearing a political process of reform and self-recognition though her postmodernist 'identity search'-driven work aiming at appropriation of hegemonic spectacle. BeDevil disrupts the hegemony of the pure original canon that excluded Aboriginal Australians from the mainstream. This sort of exclusion practice is a known phenomenon worldwide, more so happens in the postcolonial Third World countries like Pakistan and India as both exclude their ethnic minorities from the mainstream media. The paper echos back to Moffatt's stories of bedeviling experiences with tales of similar issues around race, gender, and normality from Islamic Republic of Pakistan, wherein post-Independence immigrants are constantly struggling for appropriation and redefinition of their identities. The Pakistan born children of miscegenation are considered immigrants by descent despite the facts concerning Islamic origins, two nations' theory, migration, and over 60 years residency. The paper compares the mutually bedeviling experiences of 'othering' and a struggle with the notions of shared social conscience and histories between children of miscegenation in Australia and Pakistan in the context of the Australian trilogy. Internationalisation and internationalisation of the curriculum in higher education are not new concepts, but they are much debated and diversely interpreted. Studies of the higher education curriculum have been scarce. Studies of internationalisation of the curriculum in higher education are even rarer and, with a few exceptions, are focused on a single institution and/or a single discipline. This paper presents a conceptual framework for internationalisation of the curriculum that explains the foundations of alternative constructions of an internationalised curriculum and presents three case studies of internationalisation of the curriculum in three disciplines and universities in Australia. The framework is based on research that engaged academic staff in the process of exploring and making explicit the meaning of internationalisation of the curriculum in their programmes. It highlights the full complexity of internationalisation of the curriculum in context, prompts consideration of alternative paradigms, accommodates and legitimates different perspectives and provides gateways into alternative futures. In the twenty-first century, a socially just system of schooling prepares all young people to adapt to new technologies, and participate in a global economy that is highly differentiated at the local level. In Australia and other countries where local markets have become heavily dependent on service economies, ‘working-class’ families are less able to exchange their labour for low-paid wages in factories and other industries, and they are more dependent on education and its accrediting authority than they have been in the past. At the same time, the influence of markets on education has allocated schools to these families, which operate under the least favourable conditions and produce weak outcomes. This paper illustrates how enterprising community collaborations can ameliorate some of these effects. It outlines relevant research about young people who do not complete school, and it describes the implementation of a learning programme in inner Sydney as a means of explicating some of the conditions required to re-engage young people in learning. It is argued that a socially just system of schooling assists young people to construct life narratives in which they are able to chart their way through and around problems, and accumulate the skills, knowledge and dispositions they need to access the formal economy. Information communication technologies have permeated new consumer markets at remarkable speeds, diffusing to even the most remote and economically marginalised populations. In remote Aboriginal communities in the Northern Territory of Australia, residents have until recently been isolated from these symbols and facilitators of globalisation. But the rapid diffusion of Internet based technologies in recent years raises important questions about future residential migration aspirations as residents engage with the global order. In this paper we critically review these ‘technologies of change’ for their propensity to alter remote Indigenous spatiality. We propose a theoretical reconstruction of transitional migration theory, as it has been previously applied, and denote the implications for policy makers, researchers and service providers. This article provides a law and policy prospective on Australia's fisheries interests and enforcement responsibilities projected towards the year 2020. First, the paper sets out two key economic and technological trends, namely, the trend towards fishing in deep waters and further down the water column and the rise of Asian markets as the principal demand centre in the global fisheries economy. Second, it discusses likely trends in the evolution of the illegal, unreported and unregulated (IUU) fishing sector towards 2020 by exploring the increasing criminalisation and militarisation of IUU activity in response to heightened control measures developed by states. Third, it addresses developments in the global regulatory framework, focusing on the high seas, including the role of Regional Fisheries Management Organisations (RFMOs) as regulators of high seas fishing, the likely implementation of the inspecting state concept, regulation of fishing for discrete high seas stocks and on fragile seamounts. Fourth, it discusses the changing balance in policy and enforcement relations between states and increasingly assertive environmental and commercial sector non-governmental organisations (NGOs). Cities and regions in different political contexts might play different roles in building communities, but when the cities shrink, they share common elements of what can be characterized as a “shrinkage identity”. One well-documented element is the independence from the country political context and a certain dependence on the effects of globalization on local industries. It can be described as economic structural dependency. Two other potential elements received very little attention: social structural dependency (so-called instituted behaviour) and urban sprawl. Case studies from Germany and England and observations in Australia witness that these three elements are specifications of the same analogue on different levels: spatial mismatches of needs and urban functions. This paper poses questions related to the role of the spatial mismatch concept and particularly interrogates social structural dependencies and urban sprawl as examples. It suggests that the latter are certainly contributing to long-term urban shrinkage (as cause and effect) and that spatial mismatches in general are hardly discussed as reasons for it. During the last decade or so, schooling policy has had to increasingly grapple with processes that have a global reach. One significant aspect of globalisation has been the global flows of asylum seekers and refugees. Although Australia has a long history of accepting asylum seekers and refugees, in recent times, concerns about national security have fuelled community disquiet about refugees and asylum seekers. As such the 'refugee problem' is a crucial site for research by those interested in the relationships between a vibrant and socially just society and educational policy and practice. This paper draws on Rose's genealogy of 'community' (that is community now a site for governmentality); and Bauman's meditation on 'elusive community' (how can we have both freedom and security?) as a means to think through an appropriate ethico-politics for educators grappling with the refugee problem in Australia. This paper is about an international electronic forum set up among university students in the United States, Australia, and Slovenia. It seeks to (a) develop a richer understanding of how Americans view themselves in relation to a globalizing world, (b) examine how American, Slovenian and Australian university students use an interactive online context to advance and challenge particular points of view within, and across, domestic boundaries, and (c) reflect on the ways in which the participants, in particular the American participants, might be said to have been moved, or not moved, to reassess their (national) views on various issues of global significance. For much of its history in the twentieth century, television was conceived mostly in national terms. American television, British television, Australian television and so on were thought of as distinct systems, even if they frequently displayed significant degrees of overlap. Such a notion has always been a convenient simplification. Television exists at a series of different spatial levels and the nationwide tier is only one of these. Recent interest in the notion of media capital draws attention to the role played by broadcasting hubs in larger television formations, not only in the industrial sense of resource accumulation and density but also in terms of colonizing larger media environments. This paper addresses this matter in terms of the role that a Sydney metropolitan television service has played in the life of the Australian nation. This article represents the collaborative efforts of two college faculty, one in the USA and one in Australia, exploring notions of internationalization of colleges of education and research on multilingualism and teacher education. First, the paper presents experiences of interactions with international researchers in Mexico, Brazil, Germany, Austria, Italy, Finland and Australia. Second, it presents research of three overseas immersion language teaching and learning experiences pursued with teacher candidates from Australia in Indonesia, Korea and China. The article focuses on two questions: in what ways can teacher educators enhance their expertise to prepare teachers for multicultural teaching in a global context? How can teacher educators and institutions create contexts and experiences where teachers and prospective teachers develop their knowledge, skills and dispositions to teach from an international and multicultural perspective? In essence, how can faculty prepare teachers to internationalize curricula and effectively teach students, not only from different ethnic groups and cultures but also different nations and languages? This paper argues that existing categories defining the geography of the world's wine industry, principally the Old World/New World dichotomy, are flawed. Not only do they fail to represent adequately the complexity of production and marketing in those two broad regions but also, crucially, they do not acknowledge the significant and rapidly expanding production and consumption of wine in 'Third World' developing countries. Rather than argue for the addition of a 'Third World' category, we instead use the lens of recent work on globalisation to argue that such production requires us to re-examine the dichotomous Old/New distinction which structures much of the thinking around the global wine industry. It also requires us to more closely link changes in patterns of global wine consumption with developments in global production. Changing geographies of wine production have been driven, to a large extent, by the rapid expansion of both local wealthy elites and burgeoning middle classes in countries such as China and India. This has resulted in the development of local wineries, large and small, throughout the developing world. It has also seen new flows of investment both from established wine regions to these new sites of production and from companies and individuals in the developing world who have invested in established wine regions, whether in France or Australia. Increasingly, the various worlds of wine will become more complex, accommodating new regions and also different forms of production and marketing, from traditional and modern artisanal production, closely tied to place and vintage, to large-scale industrial production for a mass market. This paper explores the consequences of these discourses for the ways that international students are identified and positioned within school communities. My argument is developed in four sections. The first describes my ongoing exploration into the impact of international student programmes in Australia. The second exemplifies my argument: exploring the day-to-day experiences of vice principals in two Victorian government state secondary schools as they market their schools, and examining the systemic and ontological discourses played out within those conversations. The third interrogates discourses of identity and difference, neo-liberalism and naive cosmopolitanism which I find shape teacher conversations about international student programmes. In the final section, I argue that the impact of the discourse formations implicit in teacher talk about international student programmes has been the objectification of international students and their ambivalent inclusion within the school community. Industry school partnerships have emerged recently in Australia as a policy solution for the management of problems associated with integration into the global economy. This paper draws on governmentality theory to examine a transnational partnership, the Gateways to the Aerospace Industry Project, which has been mobilised to manage transition risk for young people in the state education system of Queensland, Australia. It argues that globalisation emerges as an effect of knowledge producing practices and programmes that seek to reconfigure the governmental spaces and subjectivities in and around schools and communities. Freedom of Information laws (FOI) throughout Australia have been routinely studied by law and media scholars. These authors have revealed widespread challenges to functioning FOI regimens, which range from government hostility to public sector restructuring to globalisation. Nevertheless, analysts have only begun to fully appreciate and explore the symbolism of FOI. Access laws are situated at the very heart of state and citizen relations, and they are especially sensitive to broader assumptions about citizenship and democracy. This paper aims to explore this sensitivity through a contextual examination that is as much about democratic theory as it is about access law. Many of the deficiencies outlined by various studies, it is argued, can be best viewed as a cluster of concerns that relate to one major problem - a lack of popular sovereignty. Somatic cell nuclear transfer (SCNT) research, otherwise known as therapeutic cloning, requires large numbers of research oocytes, placing pressure on an already limited supply. In the UK, Canada, Australia, Singapore and most of Western Europe, oocytes are made available through modestly reimbursed donation, and, owing to the onerous nature of donation, the existing demand for reproductive oocytes far outstrips availability. SCNT research will place this system under even greater pressure. This paper investigates the growth in a global market for oocytes, where transnational IVF clinics broker sales between generally poor, female vendors and wealthy purchasers, beyond the borders of national regulation, and with little in the way of clinical or bioethical scrutiny. It considers the possible impact that SCNT research will have on this global market. It argues that oocyte vending could be understood as a kind of reproductive labor in the bioeconomy, and suggests some ways to improve the protection, security and power of vendors. This paper examines how the Sydney Olympics Games' opening ceremony presented images of a linear, multicultural, and chronological narrative of Australian history. However, the ceremony's attempts to manage difference produced multiple narratives of the Australian nation. Textual analysis of the Australian Channel 7 broadcast and newspaper coverage of the Olympics show how the ceremony's narrative of a united Australian nation responds to the increasing disintegration of nation-states' boundaries in the context of globalization. The research discussed in this paper examines the ways that an elite group of law firms in Australia are contributing to the globalisation of business and restructuring of legal services work. We examine the distinctive commercial orientation and institutional corporate connections of this group, focusing exclusively on the continuities, breaks and reconversions of the Australian legal profession. Our findings reveal an institutionalised reproduction of strategic practice favouring the elite group of players that generally complies with the political, economic and symbolic power currently wielded by US and UK firms. The data specifically on the recent phase of internationalisation of legal services show Australian lawyers to be of lower status when compared to elite US and European law firms. Using a Bourdieuian method of analysis we explore the extent to which these Australian lawyers' strategic accounts show the potentially coercive and mimetic influence of the economic and symbolic capitals of dominant groups. We apply Sklair's global system theory as a means of interpreting Australian law firms' collective strategic intent, which at the time of this research is to develop a global competitive presence in markets in the Asia Pacific region. This paper situates late modern Anglo-Indian lifeworlds in Australia in a dialogue with the theoretical templates of globalisation and postcolonialism. More particularly it deploys contemporary Anglo-Indian life stories to challenge theoretical positions in the domain of globalisation studies that announce either the demise of postcolonial theory (by suggesting that it has outlived its historical viability) or subsume its varied articulations under the rubric of "globalisation". Both positions find their voice in Michael Hardt and Antonio Negri co-authored Empire (2000). I take up the challenge posed to postcolonialism by Hardt and Negri by asking how they would theorise a mode of hybrid belonging in a globalised world that has a long colonial history of racial and cultural mixing and that is not just a by-product of late capitalism's global generation of difference. Such a mode of belonging is manifest in the Anglo-Indian community now residing in the Anglophone countries of Australia, Canada, New Zealand, and the UK. The Anglo-Indian narratives deployed in this analysis are seen as exemplary in addressing the theoretical links between postcolonialism and globalisation.
