How should the world deal with the problem of insufficient water infrastructure financing? Here we attempt to answer this question in the context of Asia. We estimate investment needs in water infrastructure to meet the United Nations' Sustainable Development Goals to be in the range of US$120–330 billion/year until 2030, compared with current investment of US$40–50 billion/year. Closing this financing gap is not just a matter of spending more, but also spending with greater quality and efficiency considering competing national policy goals and the distinctive characteristics of water infrastructure that make its financing more challenging. The rise of emerging donors has unleashed new political contests over aid policy, some of which have occurred at the domestic level. This article locates the special edition's analysis of these contests within the existing literature on emerging donors, draws out the key findings of included papers, and considers their implications for policy. It argues that domestic contests have had significant influence over aid policy in both emerging and established donors, the agendas at work have varied from case to case reflecting countries' different political economies, and aid policies represent a ‘work-in-progress’ rather than an expression of immutable models. The article analyses and synthesises the sustainable development important lessons and capacities of Quezon City, a highly-dynamic urban city in the Philippines, from the narratives and discourses of the City Planning and Development Officials. Conducting an elite and expert interview with the city planning and development officials, the paper document and highlight the city's vital best practices and capacities as a result of its technical expertise and specialised knowledge as supported and reinforced by the Comprehensive Development Plan 2017–2020 it helped to craft as evidence-based public policy coming straight from a city planner and developer views and perspectives on sustainable development. Utilising an integrative review approach, the article also critically examines some current literature frameworks and methods on sustainable development associated with Asia as an added dimension and contribution to sustainable development literature. Consequently, the article revealed and highlighted important sustainable development governance lessons that can contribute in shaping the future sustainable development agenda and its potential impact and contribution to the Philippines and Asia in terms of research, theory, and praxis, such as land banking, identification of manufacturing growth centres, revitalisation of manufacturing industry, and the promotion of Gender-Fair programmes and policies. Since the emergence of the sustainable development paradigm in the late 1980s, land-use planning has become a key arena for political debates over society-environment interactions and, in practice, an important means for territorialisation projects. The paper reviews the main planning approaches that have been employed over the past three decades in the Lao People's Democratic Republic, a country that has long been viewed as a valuable policy testing ground for the proponents of sustainable development. It highlights three concurrent territorialisation projects that have shaped the history of land-use planning and have fuelled tensions between central and subnational governments and local actors, national and foreign institutions, and land suitability and sustainability approaches. The paper argues that the latter tensions reflect an important dynamism and reactivity in the planning arena. It concludes that the capacity of land-use planners to adapt to specific contexts and evolving socio-environmental challenges should be harnessed in order to reconcile conflicting approaches to planning and, perhaps, to achieve sustainable development. A decade after the Asian financial and economic crisis, assessments can be made about the varying capacities of different political regimes to withstand economic shocks. This paper shows that Malaysia's hybrid approach to authoritarianism has been most resilient, Indonesia's harder authoritarian rule was most brittle, and Thailand's democratic politics displayed an intermediate level of sturdiness, hence delaying - but not preventing - their breakdown. However, this paper argues also that in trying to explain these varying amounts of resilience, it is not enough to examine the institutions and procedures of which regimes are composed. Instead, in taking a political economy approach, attention is given to prior patterns of capital ownership involving the state, indigenous tycoons, ethnic Chinese entrepreneurs and foreign investors. With rapid growth in demand for water, the resource is increasingly being transferred from agriculture to cities and industries. This paper examines trends and expected future changes in sectoral water demand, which drive water transfers. It then describes alternative mechanisms for water reallocation, including administrative reallocation, market-based reallocation, collective negotiation, and other means, including combinations of mechanisms, and illegal transfers. Transfer mechanisms and implications for rural livelihoods and the environment are illustrated for case studies in the western United States and Asia. This paper gives an overview on international marriage in East and Southeast Asia. It first reviews the available data on the incidence and trends of transnational marriage. It then discusses the factors generally cited as contributing to the rising incidence of international marriage in the region: the increased mobility of population, particularly with respect to tourism, business travel, short-term employment and international study; and marriage market issues in a number of countries of the region, leading to deliberate and targeted search for spouses in other countries. It also reviews the types of international marriages in the region, including the national, ethnic and social characteristics of spouses in such marriages. Finally, it discusses the issues and problems covered and not (or inadequately) covered in the literature of international marriage in East and Southeast Asia in relation to the questions of rights and of the boundaries and sovereignty of the state. After a swift decline during the 1990s following the collapse of the Soviet Union, period fertility rates have either been stagnating or increasing in all countries of Central Asia. In this paper, I investigate the role of data artifacts, population composition effect, economic context and shifting tempo effect in explaining fertility changes in Central Asia. The analysis is primarily based on comparison of fertility data from the vital registration system with estimates from other data sources. The results show that the recent changes to be real and not a result of data artifact. The most plausible explanations are to be found in the three other non-exclusive factors (population composition effect, economic context and shifting tempo effect) that contributed jointly and simultaneously to push up the period fertility rates in the region. Amid growing alarm over the rising atmospheric concentration of greenhouse gases, increasing attention is being given to ‘geo-engineering’ technologies that could counteract some of the impacts of global warming by either reducing absorption of solar energy (solar radiation management (SRM)) or removing carbon dioxide from the atmosphere. Geo-engineering has the potential to dramatically alter the dynamics of global climate change negotiations because it might cool the climate without constraining fossil fuel use. Some scholars have expressed concern that certain states may be tempted to act unilaterally. This paper assesses the approach that China is likely to adopt towards governance of SRM and the implications this holds for broader international climate negotiations. We survey Chinese public discourse, examine the policy factors that will influence China's position, and assess the likelihood of certain future scenarios. While Chinese climate scientists are keenly aware of the potential benefits of geo-engineering as well as its risks, we find that no significant constituency is currently promoting unilateral implementation of SRM. China will probably play a broadly cooperative role in negotiations toward a multilaterally governed geo-engineering programme but will seek to promote a distinctive developing world perspective that reflects concerns over sovereignty, Western imperialism and maintenance of a strict interpretation of the norm of common but differentiated responsibility. Burma's first well known welfare plan was entitled Pyidawtha or Happy Land, and it was launched in 1952. In vernacular terms, the literal meaning of Pyidawtha is 'Prosperous Royal Country'. The government's attempt to sustain tradition and culture and to instil modern aspirations in its citizens was reflected in its choice of the word Pyidawtha. The Plan failed and its implications still overshadow the development framework of Burma. This paper discusses how the country's major decisions, including whether or not to join the Commonwealth, have been influenced by language; how the term and concept of 'development' were conceived; how the Burmese translation was coined to attract public support; and how the detailed planning was presented to the masses by the government. The paper also discusses the concerns and anxieties of the democratic government led by U Nu in introducing Burma's first major development plan to a war-torn and bitterly divided country, and why it eventually failed. This paper explores sexual and reproductive health and rights (SRHR) among young people, identifying intersecting factors that create inequities in access to services, health-seeking behaviour, and ultimately health outcomes. Based on qualitative interviews with young people in the Maldives, it demonstrates how these intersectional experiences are contrary to what is often assumed in official data, policies, and services. Three factors were found to shape young people's experiences: marital status, gender, and urban/rural differences. Non-marital sexual activity is illegal in the Maldives, but it is somewhat expected of unmarried men, while unmarried women are stigmatised for being sexually active. Although access to SRH services is restricted for all unmarried people, young women face additional difficulties, as the risk of being exposed is much greater in small island communities. Maldivian island communities are extremely small and characterised by an inward-looking culture that exerts considerable social pressure, particularly on unmarried women. For an unmarried woman, being known to be sexually active, or worse, pregnant outside of marriage, has severe social consequences including stigma and isolation from the community, and their own family. This concern is more prevalent among rural young women, as they live in smaller communities where stigma is inescapable. The need to avoid public scrutiny and humiliation contributes to making unsafe abortion a common solution for many unintended pregnancies. Failure to acknowledge these intersecting factors in SRHR experience and access has led to inequities among an already overlooked population, shaping their experiences, knowledge, health-seeking behaviour, and health outcomes. Real Estate Investment Trusts (REITs) emerged in Asia in 2001, with Japan and Singapore as the market leaders. South Korea, Taiwan, Hong Kong and Malaysia have also launched REITs. This paper examines these REIT markets. The paper first examines the background of macroeconomic, financial market and real estate market development. The driving forces for REIT development on the supply and demand sides, government initiatives and market obstacles are also discussed. The initial performance of Asia REITs will be reviewed and contrasted with the common stocks in the respective markets. Finally, the future prospects of Asia REITs are assessed. In an effort to offer a more balanced assessment of Northeast Asian political economy than is typically found in the conventional neo-classical tradition, this paper highlights forms of business collectivism and state-economy interaction that have, arguably, played an important role in Northeast Asian economic dynamism. Beyond this, there is an account of why mainstream economic analysis has been so one-sided in its analysis of Northeast Asia. A number of policy implications are also drawn from the analysis. The purpose of this study was to explore the attitudes toward the components of active aging and to examine the relationship of attitudes toward active aging with the impressions of older adults across different age groups and across Taiwan, South Korea and Japan. The sample was a total 1,619 individuals comprising of 615 Taiwanese people, 495 Koreans, and 509 Japanese people. Five factors of attitudes toward active aging were extracted by factor analysis: Health, Participation, Connectedness, Work, and Security. Taiwanese people emphasized more importance on health, social participation, and security; while Koreans and Japanese people emphasized more on social connectedness and work. The age group differences were not significant in the attitudes to active aging. Japanese reported more negative impressions to older adults than Taiwanese people, and Koreans were less willing to live with older adults than Taiwanese people. The older group also reported more positive impressions to older adults. Public stigma of aging may exist, implying that intergenerational mutual understanding would reduce ageism or age discrimination. An active aging policy may reduce the public stigma toward older adults and may reduce the burden of intergenerational redistribution. [ABSTRACT FROM AUTHOR]

To explore factors impacting access to and participation in rehabilitation for people with lower limb amputation (LLA) in East, South, and Southeast Asian developing countries. A scoping review was undertaken following the PRISMA-ScR guidelines. Five electronic databases (PsycINFO (Ovid), Medline (Ovid), CINAHL (EBSCO), AMED, and Proquest Social Sciences) were searched for articles from January 1980 till March 2020. Two authors independently assessed articles for inclusion. Included articles were classified according to the Health Care Delivery System Approach (HCDSA) framework levels. Twenty-four studies from 14 countries were identified. At patient level, age, gender, limited rehabilitation awareness, and economic status; at the rehabilitation level, gaps in referrals, family support, and professional skills; at the environmental level, services availability, and location; and, at government level, service costs, income loss, and lack of supporting policies were identified as important influencing factors. Rehabilitation access and participation factors were identified at multiple levels of the HCDSA. Contextually appropriate and accessible services considering individual characteristics and socio-economic status of individuals with LLA are needed, with timely referral to rehabilitation by trained professionals. Improving rehabilitation services for people with LLA in Asian developing countries requires supportive environments, accessible transport, social and financial security, and increased awareness, underpinned by appropriate policy. Provision of timely referral to rehabilitation by primary/acute health care settings with involvement of family/peer supports. Improved government support systems to facilitate individual access to and participation in rehabilitation with consideration of contextual socio-demographic and economic factors. Prioritisation of adequately resourced and well-designed rehabilitation centres by health care organisations in accessible locations. Implementation by local government of strategies to support development and implementation of well resourced, accessible, equitable, and contextually responsive rehabilitation services. The benefits of organic agriculture have not been realized to their full potential, even though the organic market has been steadily expanding due to rapid economic growth and increasing environmental and health concerns in Asia. Organic agriculture has largely been promoted under the umbrella of low-chemical and environmentally friendly agriculture with different countries at different stages of establishing their own certification systems. Although overall benefits are expected from a harmonized certification system, Asian countries need to tailor their national organic promotion policies to suit diverse national circumstances and to improve their technical and institutional capacity to implement such policies. The huge increase in international reserve holdings by Asian countries since the 1997 crisis has been one of the most important recent developments on the international financial scene. These buildups have contributed substantially to concerns about the creation of excessive global liquidity. How justified these concerns are depends heavily on the extent to which the reserve accumulating countries have been able to sterilize the effects on their domestic monetary aggregates. We use a unified theoretical framework to undertake dynamic estimations of the magnitude of sterilization and offset coefficients (which measure the degree of capital mobility) for a large set of Asian economies. The Asia-Pacific region has the highest number of active smokers in the world. Efforts to reduce tobacco use should implement evidence-based measures. The Association of Pacific Rim Universities is a non-profit network of more than 50 universities representing 18 economies. In 2017, it held a virtual global health case competition relating to the use of universities as platforms for tobacco control. This study is a content analysis of tobacco control proposals submitted by 24 teams from 10 economies. Content analysis of the 10-min videos examined (1) general tone and scope of videos; (2) contextual analysis; (3) intervention approaches; (4) theoretical framework; (5) primary versus secondary prevention; (6) individual versus structural approaches. Proposals were not comprehensive; most included some but not all elements recommended by the WHO FCTC. Smoking was often referred to as a 'habit' (instead of an addiction), which likely explains the predominance of individual-level behavior change interventions (smoking cessation) over structural interventions (tobacco ad or sales bans). The most common intervention was the enforcement of current bans on smoking (proposed in 78% of videos), perceived as a major barrier to tobacco control. While most proposals emphasized individual components (e.g. health education and peer support), some also proposed to create more supportive smoke-free environments through billboards, posters and cues to action, such as 'no smoking' reminders and signs with cessation hotline numbers. University faculty, students and campus-wide organizations are well positioned to lead tobacco control efforts. More work is needed to support the establishment of smoke-free campus environments. The role of government policy in fertility change has been a central inquiry in understanding global demographic changes in the last half century. We return to this inquiry with longitudinal data for over 150 countries from 1976 to 2013 and use fixed-effects models to address common methodological concerns. Our results reveal that while government anti-natalist policies fail to show clear effects for all countries included, they are associated with significantly lower fertility in Asia and Latin America, two regions that have seen the most rapid fertility decline. For pro-natalist policies, which are becoming more popular in recent years, we detect only short-term positive effects, and effects limited to countries where fertility has not sunk below the ultra-low level of 1.4 children per woman. Combined, these results suggest that government policies are important in global fertility change, though the policy impacts vary by geographic location, timing, and fertility level. Tobacco and substance use is a great public health concern in Asia. The prevalence of tobacco smoking, while steadily declined in Western countries over past few decades, has increased in many regions of Asia, especially in low- and middle-income countries. And high-income countries in the region have reported rapid growth rates in e-cigarette use in recent years. Furthermore, illicit drugs, specially cannabis, amphetamines, and opioids, have begun to threaten the health of the people in the region like never before. To better understand the landscape of the two primary public health concerns in Asia, tobacco and substance use, this special issue examines cigarette/e-cigarette use and tobacco control policies for five selected countries (Singapore, China, South Korea, Japan, and Laos People's Democratic Republic); and explores substance use related issues focused on prevention, influencing factors, and policies of three countries (Hon Kong, Malaysia, and India). The research, policy, and clinical implications from this issue will contribute to mitigating the global burden of tobacco and substance use-related public health issues in Asia. It also insists that subsequent intra-Afghan talks should involve civil society and representatives of political parties, rather than simply being negotiations with Ghani's government, and that any future government and political system must adhere to Islam and sharia law. Prime Minister Narendra Modi and his immediate predecessors have long supported the US military presence in Afghanistan as a means to stabilise the country, protect the anti-Taliban government and provide security for India's development projects in the country. However, taken together with the fiscal deficit of state (provincial) governments and the public-sector borrowing requirement (PSBR), which is government-guaranteed debt, the total fiscal deficit has been estimated to be close to 9% of national income. This assistance to Maldives comes against the background of the voting out of a pro-China government and the election of a pro-India government in the Arabian Sea island nation. China is also expected to step up FDI in India, with several Chinese companies having already established production facilities in telecoms and related industries, although the bigger beneficiaries of the US-China trade war have been China's smaller neighbours including Bangladesh, Thailand and Vietnam. International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help. This article examines the contours of how sex-selective abortion (SSA) and ‘gendercide’ have been problematically combined within contemporary debates on abortion in Europe. Analysing the development of policies on the topic, we identify three ‘turns’ which have become integral to the biopolitics of SSA in Europe: the biomedical turn, the ‘gendercide’ turn, and the Asian demographic turn. Recent attempts to discipline SSA in the UK and Sweden are examined as a means of showing how the neoliberal state in Europe is becoming increasingly open to manoeuvres to undermine the right to abortion, even where firm laws exist. Over the next quarter century it is likely that Southeast Asian countries will experience high levels of growth in the number of disabled people. It is therefore significant that, over the past decade, the region’s governments have at last ratified the United Nations Convention on the Rights of Persons with Disabilities (CRPD). At this critical juncture, and in the face of ongoing human rights issues in several territories, this study presents comparative analysis of state and civil society organisations’ (CSOs’) discourse on CRPD implementation. The findings show that while governments have espoused a participatory approach to fulfilling their CRPD obligations, contemporary practice falls short. Disabled people currently experience barriers to shaping policy and accessing social welfare. There is a “disconnect” between state and civil spheres that hampers effective implementation based on partnership working and knowledge exchange. This article reviews the development of public–private partnerships (PPP) in water services in Asia over the last two decades and situates the Asian experience within the wider global context. Through a comparative analysis of PPP data from two different sources, the article highlights the critical issue of how ‘private’ is defined in understanding the extent of PPP in Asia, due to the important role played by enterprises under mixed public and private ownership. The article identifies cyclical patterns of development of PPP in the water sector across countries and the use of hybrid contractual and institutional arrangements for PPPs. Developing country debt has been a major preoccupation for development policy makers and practitioners since the debt crisis of 1982. It is a major obstacle to economic and social progress in developing countries. After the resolution of the Asian financial crisis of the late 1990s and the debt relief initiatives for low-income countries of 1997–2006 concerns about developing country debt seem to have receded. However, there are a growing number of problems that warrant concern, including the accumulation of domestic debt, short-term debt and private non-guaranteed debt, and increasing recourse by low-income countries to international capital markets. At the same time developing countries have strengthened their capacity to oversee and analyse their debt portfolios. Nonetheless, significant weaknesses remain in debt management capacity at the national level. Moreover, the activities of ‘vulture funds’ and the lack of a sovereign debt restructuring mechanism reveal major shortcomings in the international institutional architecture that need to be addressed urgently. The palm oil industry exemplifies the ‘regionalisation without regionalism’ pattern seen in other industries in Asia: extensive, regionally concentrated transnational economic integration accompanied by a low level of formal regional institution-building. Production is concentrated in Malaysia and Indonesia, and Asian countries account for a major share of the market for intermediate products. The ownership structure of palm oil production reflects the dominance of transnational Malaysian and Singaporean firms. There is no authoritative regional institution governing production, investment standards or labour in the industry. A patchwork of both enabling and regulatory governance institutions supports the industry. These are formal and informal, public and private, and are situated at multiple levels: within, below and across the nation state. Although the governance structure surrounding the palm oil industry has supported it well in terms of production volumes and profits, large externalities—environmental and social costs—persist. This article argues that the governance failures associated with the industry stem from different stakeholders' competing interests in contexts of highly unequal wealth and power distribution. Misgovernance is not an unintended consequence of institutions failing to keep up with markets in scale and scope, but is embedded in the multilevel governance regime that supports, and partially regulates, the industry. Following the 1997 Asian financial crisis, the regulatory system involving governance of the corporate sector was subjected to major legislative and institutional reforms, primarily in response to exposures of serious cases of corruption and abuse in the financial sector by well-connected businesspeople. However, the 2008 global financial crisis indicated continued occurrence of irresponsible forms of corporate development and practices, underscoring structural weaknesses within the regulatory system in spite of these reforms. This article argues that the reforms that had been introduced ignored how state-business nexuses shape the way firms operate, a core reason for the persistence of unproductive and speculative forms of corporate development, grand corruption and cronyism. Utilising Malaysia as a case study, this article indicates that institutional reforms involving devolution of power to regulatory institutions are imperative to provide them with the autonomy to objectively institute prudential controls and indict errant firms that violate legislation overseeing corporate activities. The author put forward a framework in which the five domains of care needs of older people, that is, financial security, health and personal care, housing, psychosocial emotional care and seniors as ‘resources’, should be provided with a shared responsibility between public and private domains. The public domain denotes the State's indispensable role in developing viable legislations and policies, whereas the private domain refers to the market, the community, as well as the family and the individual. The five actors play their respective roles in attending to the specific needs of older people when they enter a different life stage that incurs physical, psychological and socio-economic changes. This article examines recent trends in the evolution of elite Chinese foreign policy discussions about the normative organizing principles that should ground contemporary international politics. It finds that a pragmatic emphasis on sovereignty, albeit as a right which is flexible and far from sacrosanct, still maintains a core position within Chinese thinking in this regard. However, at the same time, a surprising reconstitution of an old world view has begun to take shape in China. More specifically, the tianxia (all-under-heaven) concept has emerged as a new reference point for some Chinese deliberations on the normative structure of international relations. While such a perspective is still of secondary importance within Chinese international relations circles, its emergence suggests that a potentially far-reaching, if still inchoate, reconsideration of international order is underway in China. It has now been over a decade since the concept of creative industries was first put into the public domain by the Blair Labour government's Creative Industries Mapping Documents in Britain. The concept has gained traction globally, but it has also been understood and developed in different ways in Europe, Asia, Australia, New Zealand, and North America, as well as through international bodies such as UNCTAD and UNESCO. A review of the policy literature reveals that although questions and issues remain around definitional coherence, there is some degree of consensus emerging about the size, scope, and significance of the sectors in question in both advanced and developing economies. At the same time, debate about the concept remains highly animated in media, communication, and cultural studies, with its critics dismissing the concept outright as a harbinger of neoliberal ideology in the cultural sphere. This article couches such critiques in light of recent debates surrounding the intellectual coherence of the concept of neoliberalism, arguing that this term itself possesses problems when taken outside of the Anglo-American context in which it originated. It is argued that issues surrounding the nature of participatory media culture, the relationship between cultural production and economic innovation, and the future role of public cultural institutions can be developed from within a creative industries framework and that writing off such arguments as a priori ideological and flawed does little to advance debates about twentieth-century information and media culture. Because of Asia's remarkable economic performance since the 1980s, some observers have predicted Asia's rise and the coming of a Pacific Century. We doubt this optimistic view. In the knowledge-based economy, ways of amassing wealth have changed, and better criteria for evaluating economic development are needed. This study compares research and development activities of four Asian developing countries - China, India, South Korea and Taiwan - with those of two advanced economies - the USA and Japan - to emphasise a neglected trend. The Asian cases do succeed in the information technology industry, a typical sector in the knowledge-based economy. None the less, Asia may be lagging further behind in relative terms. We show that this may not be the Asian century. In addition, it is possible that the battlefield between multinationals will switch from markets to intellectual property courts. In an increasingly globalised world effective international communicable diseases control requires states to embrace basic norms informing global health governance. However, recent international public health crises have shown that states continue to use national sovereignty to justify non-compliance with these norms. In this article we use three recent high-profile examples from Asia in which the tight hold of state sovereignty cut into the effective implementation of international communicable disease control efforts. Taken together, the three cases illustrate a wider trend in which states historically diminished in structural power or subject to imperialist intrusion contest the legitimacy of global governance initiatives if they are perceived to be another vehicle for the imposition of exogenous norms that do not reflect the values or goals of that state. In response to these challenges, three strategies are posited for how the actors involved in protecting public health might overcome the constraints of state sovereignty to more effectively address global public health threats created by the fluid movement of pathogens across borders. For over 30 years, East Asia has been free of major wars. But East Asia's stable order is based on a unique and remarkable triangular relationship among the region's three biggest powers, and that relationship is now under pressure from China's growth. Asia's future peace will depend on the ability of the United States, China and Japan - and eventually India - to create a new regional order which reflects the emerging economic and power relativities of the Asian Century. Creating a stable new order will require major sacrifices from all three powers: America will have to concede primacy and learn to treat China and Japan as equals; China will have to forgo its own dreams of primacy and accept Japan as a legitimate major power; and Japan will have to accept the costs and complexities of strategic independence. In the last fifteen years Russian government policy has seen dramatic changes from almost complete leaning towards the West to a more balanced approach taking into account Russia's interests in Asia. This reversal of attitude was dictated by internal and external factors which, if not addressed, could severely compromise Russian overall position in the world and internal development of its eastern parts. The Russian federal government and their local authorities' policies towards regional groupings in Asia reflect their desire to take part in integration processes. Despite certain achievements in this field, obstacles remain on the road to full-fledged Russian participation benefiting Russia as well as other states. The problems emanate both from internal and external reasons. There are numerous discussions in the expert community on bow to deal with issues hindering economic development of the Russian Far East but they all agree that it cannot be achieved without the active interaction with Asian neighbors. After a temporary downturn in many Asian states after the 1997 Economic Crisis defence expenditures are rising again. Although most states put internal and transborder security issues at the top of their list of potential threats, an examination of recent trends in regional defence expenditure trends and weapons acquisition patterns belies this. Resources are being directed predominately toward externally oriented weapons systems such as fighter aircraft, surface ships, submarines, and missiles of all types. The dramatic accumulation of such potentially destabilizing weapons systems, particularly in Asia's traditional flashpoints, risks fuelling competitive arms processes throughout the region. Most academic experts within the International Relations (IR) community and other, more specialized disciplines, failed to predict or warn government policymakers and the public of the possibility that events of 9/11 magnitude could take place on the U.S. homeland. Given that long-term investigation of trends in world affairs is one of the sources that has always informed policy analysis, this represents an interesting question to examine. The analysis contained in this assessment suggests that the ontological, methodological, and conceptual problems within and between the disciplines, combined with a skewed absorption with the prospect of developments in Asia, created a gap in the knowledge about Islamic terrorism and groups like Al Qaeda, which in turn caught most of the academic community unaware on 9/11. This article performs a quantitative study to determine the nature and scope of this apparent analytical failure on the part of academics in IR and other specialized disciplines to predict 9/11 and aims to address why this failure took place. Scholars in the field of international relations tend to treat the contemporary Asian system as if it emerged fully formed from nothingness in the post-World War II and post-colonial era. This essay explores a major historical epoch - the Asian international system from 1300 to 1900. During that time, the Asian international system was both intensive and extensive, in both interactions and relations between Asian states. Thus, understanding and incorporating this system into our theories of international relations is critical. To date, scholars have rarely described the main features of this system. In this article, I attempt such a task, and will also draw implications for mainstream international relations theories. In short, the research in this essay reveals that the historical Asian international system was stable and hierarchic in nature. The main theoretical finding is an alternative to the balancing proposition. That is, the findings in this article present a major empirical challenge to the argument that balance of power is a recurrent phenomenon across time and geography.
