In 2016 the Government invited English local authority employers of social workers and university providers of social work qualifying programmes to apply jointly for funding to become social work teaching partnerships. This was in response to its concerns about the limited engagement of local authorities with qualifying training programmes. It was also part of the Government's strategy to ensure that students qualified as social workers with what it considered to be the right knowledge and skills and to improve their recruitment, retention and development and overall quality of practice. Following an evaluation of one partnership, this discussion paper addresses the evolution of these arrangements as found in consultations with representatives of 10 social work teaching partnerships (held 2017–18), the four original pilots and the six others that were subsequently funded. Drawing on a synthesis of the partnerships' reported experiences, this paper reports the variations in their approaches and sets out the challenges they faced and addressed, contextualising this in the policy landscape in which they were introduced and operated. This paper analyses the extent to which intersectionality is considered in university strategic approaches to equity, diversity, and inclusion, and how intersectionality is expressed within strategic plans. Intersectionality is a framework for understanding compounding experiences of those who identify with multiple diversity areas and how these factors interact to create an experience specific to this combination. Through a survey of publicly available diversity and inclusion action plans at Australian universities, this paper maps the extent of both intersectionality awareness and enactment. This paper shows that while there were mentions of intersectionality, these were often limited to aspirational statements and acknowledgements rather than meaningful enactment. This demonstrates a desire by universities to respond to intersectionality in education, but either a lack of action or understanding of how to act for positive impact. This paper reports a study of permanent secretaries who served at the Department for Education (DfE) from 1975 to 2011. Located within a context of theories that explain how government bureaucracies operate, it focuses on Michael Bichard. Appointed in July 1995 when attempts were being made to open Whitehall to non-career civil servants, he retired in May 2001 having served 21 months with a Conservative and 48 months with a Labour Secretary of State. He was an unusual permanent secretary. An outsider, state school and red-brick university educated whose father had been a docker, his prior service was in local government. Inter alia, the paper traces his background and career; his role in the merger of the Departments for Education and Employment (DfEE); his relationship with his Secretaries of State; his contribution to education policy; and his estimation of his style and achievements. As the English Higher Education (HE) system becomes characterised by centralised regulation, many professional services staff increasingly occupy significant positions sitting between traditional administrative roles, academia and management with responsibility for interpreting and implementing key policies. This study presents findings from a nested institutional case study, in a research-intensive institution, of the experiences of professional services staff implementing the Teaching Excellence Framework (TEF). Examining how policy 'landed' in two academic schools, the findings present staff acting as both operational and strategic drivers: experiencing the regulatory policy cycle as opportunities, subjugation and threat. On the one hand, the high-stakes nature of the TEF led to the development of policy-specific, third space-type roles with enhanced employment contracts, prestige, and agency and the reformulation of working relationships. On the other, the TEF, as but one feature of the regulatory burden on institutions, provided only a limited kind of agency – a term referred to here as 'structured agency' to staff. Through analysis of the diversity of roles, experiences and skills within the professional services workforce, this paper highlights the critical importance of professional services staff in a complex regulatory policy process, and the ways in which policy enactment in this space both constrains some individuals while, given adequate resource, enables others to carve out new career spaces and career trajectories. As the Office for Students (OfS) continues to normalise its power in institutions, these insights have important implications for labour force management, in turn allowing for the meaningful enactment of central policy within universities. This paper analyses Twitter microblogs over a 3-day period, during the release of the results of PISA 2015 on 6 December 2016 by the OECD. We document a methodological approach to investigating the social mediatisation of policy and its inclusive potential for enabling the participation of multiple voices. We draw on two data sets from the 3-day period: first, a large data corpus (n = 17,260) of all microblogs about PISA, and second, a smaller cluster of selected participant groups, notably academic, OECD, and teacher union actors (n = 65). Our analytic tools provide a methodological heuristic for scoping social media networks. Our research is guided by questions about 'Who participates?' in PISA debates and 'What is being said?' and considers the volume, engagement, and content of the microblogs. Of the three participant groups, the academic actors authored the largest volume of microblogs across the corpus and cluster. The content of microblogs from the OECD cluster mainly provided information about and promotion of PISA, while the academic cluster emphasised commentary and critique, with all actors using an analytic tone. This paper explores how university staff in Denmark, Germany, and England perceived higher education (HE) policy as impacting the experience of being a student in their respective countries. While, in each nation, different policy mechanisms were identified as having triggered transformations in the experience of being a student, the transformations themselves were described in a strikingly similar manner across all three countries: staff stressed that students had become more instrumental in their approach to learning; that the student experience had become more circumscribed; and that students were under greater stress. We analyse how staff's narratives about the impact of policy on the experience of being a student were mediated by their own ideas about what constituted 'good education', which in turn were strongly rooted in national traditions. Furthermore, in each country, staff's assessment of the impact of specific policies on HE differed sharply from those of policy actors. Our findings contribute to the scholarship on the marketisation of HE, through drawing attention to how the rationality underpinning policy does not determine how it is engaged with by key stakeholders on the ground, and by demonstrating how the neoliberalisation of HE can unfold in different formats, some more explicit than others. This paper explores how nursing education both exemplifies the contradictions of neoliberalism alongside its seemingly all-encompassing influence. We conduct a feminist critical policy analysis to trace the histories of nursing as a feminised vocation located outside the academy, and how this is reflected in recent policy. We then critically explore widening participation and social mobility in relation to nursing education, and demonstrate how a discourse of fairness is used to justify market solutions. The 'special case' of nursing is considered through an analysis of how 'the nurse' as subject is constituted in education policy discourse. Our discussion focuses on the effects of these reforms and demonstrates how historical discourses that centre on women as carers are assimilated into the 'neoliberal social imaginary'. 'The numbers speak for themselves' is a phrase often linked to statistics supporting claims about the success (or otherwise) of policies. Quantitative data are usually viewed as objective and somehow exempt from the same critique that qualitative data faces. QuantCrit theory challenges these assumptions by considering how structural racism impacts on the use of statistics in research and evaluation. This paper applies QuantCrit to the Indigenous higher education policy context in the Northern Territory (NT), Australia. It aims to elicit hidden assumptions within the use of statistics to measure the success of Indigenous higher education policies in the NT. We explore the historical utility of Indigenous higher education student statistics for policy evaluation in the NT. We argue that quantitative success measures should always be considered within the context of the structural racism that shapes policy goals. We conclude by highlighting that quantitative data can be useful for Indigenous higher education policy evaluation and research, but that alternative views for measuring policy success must be considered. In 2017 Universities Australia (UA), the peak body representing Australian universities released its Indigenous Strategy 2017–2020. The document unites universities together in common goals for Indigenous achievement, filling a notable gap in the Australian higher education landscape. The Strategy outlines a comprehensive plan for enhanced Indigenous outcomes in critical areas of higher education including student access and success, graduate research, and community engagement. This paper focuses on the implementation of Indigenous curriculum for all Australian university graduates which is a key aspect of the Strategy. The changing Indigenous higher education landscape invites the nuanced analysis that critical examination of universities, as organisations, might elicit. Drawing on de Certeau's notion of tactics and strategies, the paper examines the policy and cultural climate of an Australian university which supports an Indigenous Graduate Attribute curriculum project. This paper explores the digitalisation of teaching and learning understood as external processes, influenced by government and international trends and as internal processes within the institutions, in Denmark and Norway. These are countries with similarities regarding digitalisation and educational systems. In the internal processes, there was some use of digital technology in teaching and learning when initiated from administration including IT-staff, in collaboration with academic leaders. There was little or only limited reported use of technology for teaching and learning, when the processes were initiated by administration together with enthusiasts among faculty staff, who did not have leadership roles or influence on change. There was more reported use of technology in teaching and learning in Denmark than Norway. The paper discusses possible explanations for these findings and thus illuminates how processes of digitalisation are influenced by broader governance arrangements, institutional maturity and academic and administration staffs. This paper is a reflective and critical review of research relating to widening participation (WP) in higher education (HE). The motivation for undertaking this was the twentieth anniversary of the Dearing Report Higher Education in the Learning Society (1997); a document that ignited a wide range of WP activity and policy. Dearing's report was published in the United Kingdom and represents one of the most significant reviews of higher education in this country since the Robbins' Report of 1963. His vision for HE included a "compact" between local and regional communities and their universities, and emphasised WP and greater student diversity. I draw on my own research in WP since Dearing, compare with other research projects, and compare with my experiences as a practitioner and researcher in various contexts, including most recently in a post-1992 university known for being a WP institution. This paper identifies several core themes that emerged from WP activities over the last 20 years and leads to the development of an added dimension in WP research. It calls for more consideration of the complex and heterogeneous identities of WP students today. It then returns to some of Dearing's original themes and considers how WP is situated in the current neoliberal climate affecting HE; it presents a set of ideas for discussion with respect to the future of WP research. This paper provides a commentary on a significant collaborative international project to set up an effective system for promoting innovation in the Australian higher education sector. This project was the pilot Transforming Practice Programme (TPP), which was run in Australia in 2014. A sophisticated knowledge translation methodology, the TPP was influenced by the UK’s Higher Education Academy’s (HEA’s) thematic change programmes and focused on enhancing the reward and recognition of quality teaching in Australian higher education. The paper explains the intentions of the TPP and how it was run in conjunction with the HEA in both Australia and the UK. Thirteen Australian universities took part in the pilot, and nine UK universities took part in the UK version of the programme. Having detailed the content and process of the pilot TPP, this article also presents details of feedback received via surveys and interviews with participants, and closes with some evidence-informed conclusions on what worked in the pilot and why. The rejection of free movement embodied in the 2016 Referendum vote created tremendous uncertainty regarding the immediate and future legal rights of EU nationals living in the UK. Drawing on interviews with EU staff and management at three universities, this paper asks how Brexit was experienced by highly skilled migrants in a sector reliant on EU migration, and the ways that employment in higher education buffered staff against its impact. Interviews reveal the ways that the Brexit vote disrupted previous perceptions of life in the UK, creating new feelings of vulnerability in terms of rights as well as public acceptance. Symbolic and practical support provided by management, as well as informal support from colleagues, cushioned EU employees against this shock. At the same time, employee satisfaction with employer response was shaped by perceptions of a neo-liberal turn within the University, with a subset of (primarily) academics expecting more personalised support and political involvement in the Brexit debate. Ironically, at the institutional level, the university with the most neo-liberal employment model was the most concerned and proactive in response to the Brexit vote, due to reliance on ready access to the EU to fulfil contingent labour contracts. This article critically examines definitions of policy 'success' in the context of historical Indigenous higher education policy in the Northern Territory (NT), Australia. We begin by summarising applications of the often-used but arbitrary, rarely-critiqued terms 'policy success' and 'what works'. The paper chronologically articulates what 'policy success' has looked like in the context of historical Northern Territory higher education, based on a critical analysis of policy documents. We then apply Critical Race Theory and Indigenous research theories to highlight the power processes that are attached to representation of policy issues, creation of policy goals, and ultimately definitions of 'success'. We also consider the role of ethical principles in framing conceptions about what constitutes a worthy policy goal. We suggest expansion and resourcing of formalised Indigenous governance mechanisms is needed to create more productive dialogue about Indigenous higher education policy goals and, ultimately, discussions around what 'works'. A common theme in higher education research is the factors that affect university funding. Studies frequently examine how universities cope with funding cuts and the changes that have stemmed from operating in a neoliberal age, a period that now sees institutions commonly functioning on a cost/benefit basis. This paper offers an original contribution by using the Australian Federal Government Department of Education and Training’s document,Finance 2015: Financial Reports of Higher Education Providers, to problematise the financial assistance individual Australian public universities received from the federal government. The paper acknowledges the factors that can account for some institutions receiving more funding than others but nonetheless highlights the substantial discrepancies concerning government financial contributions that exist between Australia’s highest and lowest funded universities. At a time when a performative culture has increasingly become part of higher education, and an institution’s research performance is calculable and rankable, it is crucial to Australia’s long-term research success that all its universities remain competitive in the race for research and government funding. Higher education is a means by which human capital is mostly developed and awareness is created in people to think of themselves as active citizens willing and able to have influence in public life, and with the critical capacity to weigh evidence before speaking and acting. The rationale behind the paper is to address the low access to higher education in Ghana, and to emphasise the need to deal with the issue, if Ghana wants to maintain its middle-income status and be heading towards a developed country. Therefore, the paper re-examines the challenges of undergraduate education access in Ghana by intentionally selecting some educationists and engaging them in an interview. Financial challenges, infrastructural deficiency and inadequate lecturers are found to be some of the challenges. The contributions of the paper to knowledge include development of educational access conceptual framework. It is recommended that funding arrangements be pursued for students, technologically mediated distance education be effected and more research graduates be produced to augment the teaching capacity base. Although several studies have examined how quality teaching and learning is defined and operationalised in the global North, there is a paucity of such studies in developing country contexts. Using Zimbabwe as a case study, the research applies Sen's idea of deliberative democracy to a multi-stakeholder evaluation of policy formulation and practices in university teaching and learning. The study reveals a disjuncture between policy and practice, which has implications for the learning processes and valued outcomes of higher education. The paper proposes the broadening of the current technical-rational approaches to quality, to incorporate other stakeholder perspectives in informing a contextually relevant understanding of quality and its practices. In this paper, we focus on the institutionalization of transdisciplinarity (TD) in higher education institutions and how they institutionalize Transdisciplinarity (TD). As such, universities have engaged in different activities to enact TD policies that aim at incorporating TD in their research and teaching. We take the Methodology Center at the Leuphana University of Lüneburg as a case study. We analyze the institutionalization process of TD to shed light on the obstacles that TD faces to become a widespread policy and practice at universities. In adopting a neo-institutionalist approach in our research, we develop a two-level analysis that allow us to compare the formal characteristics given to TD policies with the actual TD practices taking place in universities. Our findings reveal that TD institutionalization at the Methodology Center is at a mid-level and that overall TD institutionalization is an iterative process, in which the two levels mutually can reinforce or hinder each other. This paper reviews the fourth decade of the Journal of Higher Education Policy and Management, including author analyses and thematic insights from articles published from 2009 to 2018. In addition to an increase in the number of articles published, the Journal now publishes more articles by authors from outside Australia, female authors and co-authored articles. Institutional management and leadership is the most common theme, responsible for just over one quarter of articles. By methodology and level of analysis, roughly half of all articles utilise survey or multivariate approaches and target national-level insights. Due to the practical orientation of the journal, many articles integrate management, leadership and policy with other common higher education themes, such as student experience and quality assurance. The broad aim of this paper is to track the evolution of adult literacy policy in the UK across three decades, highlighting convergences between policy phases and the promotion of democratic learning spaces. It is anchored onto the argument that, although it is generally accepted that democratic learning spaces are perceived as beneficial to adult literacy learners, policy has often deterred its promotion and, therefore, implementation. The paper identifies three block phases of adult literacy development: the seventies to mid-eighties, the mid-eighties to mid-nineties and the mid-nineties to the Moser Committees. The features of each of these phases are highlighted to map out convergences and divergences to the ethos of democratic learning spaces. The paper argues that, with the evolution of policy in adult literacy, the ethos of democratic learning space continuously diminished, such that as policy evolved year on year, the principle of democratic learning space found itself at counterpoint to policy. We draw on two theoretical frameworks, the NLS view of literacy and Bourdieu's capital framework to explain these divergences and conclude that the dominant perception of literacy and the prioritised capital in the context of policy appear to limit the vestiges of democratic learning spaces. This paper explores the changing terrain of disability support policy in Australia. Drawing on a critical disability framework of policy sociology, the paper considers the policy problem of access to education for people with disabilities under recent reform by means of the National Disability Insurance Scheme (NDIS), which commenced full roll-out across the country from July 2016. The paper reviews NDIS reports, legislation and associated literature to consider how eligibility to scheme participation and education services are shaped, and how education is positioned in the development and implementation of the NDIS. The analysis highlights tensions that exist for people with disabilities and their families who both access the scheme and who might draw on its provision to support their education, because of the way the policy is oriented towards pathological categorisation, standardised outcomes and service delineation rather than integrated support and informed involvement. The paper concludes by arguing that despite the policy priority across Organisation for Economic Co-operation and Development countries of increasing lifelong learning opportunities, fragmented NDIS policy in Australia prevents people with disabilities from achieving this ideal. The paper introduces the notions of policyscape and policy magic to explain ways in which thinking about both policy problems and solutions in education is discursively constrained. Analysis of boundaries is presented as a means of revealing and prospectively challenging such constraint. Research findings from projects spanning different international contexts and phases of education are analysed to illustrate complex inter-relationships between a series of knowledge boundaries that variously define the policy and pedagogical directions that can legitimately be pursued in physical education. Since 1995 the UK higher education sector has been required to implement national disability related legislation. This paper reports on a study which explored the role that policies play in influencing how staff support disabled students. In particular the extent to which staff in HE behave in similar ways to those described as street level bureaucrats by (Lipsky, M. 1980. Street-Level Bureaucracy: Dilemmas of the Individual in Public Services. New York: Russell Sage Foundation). Semi-structured interviews undertaken with 34 staff in the case study university provided the substantive data. Although there was little evidence to show that policy had a direct influence on practice, it was clear that staff made considerable efforts to support disabled learners and these efforts were based on values associated with providing an equitable experience for all students. Additionally, staff were able to exercise discretion in the way they responded to disabled students and constructed responses to policies without significant influence from institutional managers, national legislation or broader policy discourse. This cross-case analysis explores national level internationalisation of higher education (IoHE) policies in Singapore and Japan. Through comparison of the state level internationalisation strategies, this paper aims to highlight how each country's unique policy environment impacts their approach to IoHE. The analysis suggests that despite the differing national circumstances and ultimate approaches to internationalisation, both states use it primarily as a means to stay competitive in the twenty-first century global knowledge-based economy. This suggests that while IoHE does build bridges between nations, institutions, and individuals within and between regions, within these cases it is being driven by nationally-centred rationales. While some criticize a competition orientation in IoHE, even with such rationales it may still serve to drive greater collaboration and integration among East Asian higher education systems. Patterns of participation in higher education (HE) in the UK, as elsewhere, have been marked by social inequalities for decades. UK Governments have responded with a plethora of policies and agendas aimed at addressing this broad social issue. However, little is known about how higher education institutions (HEIs) interpret and 'enact' these policies in relation to institution-specific contexts. Drawing on concepts from policy sociology this paper examines how HEIs in one nation state, Wales, enact its Government's policy on 'widening access' to higher education. Interviews with a range of 'policy actors' along with analyses of institutional 'widening access' policy documents, reveal divergences between HEIs in how this policy agenda is interpreted and delivered. These differences reflect institution-specific contexts - not least their internal politics and assumptions about the type of students they admit, but also their interests and priorities in relation to their positions within a global, marketised, HE system. This paper investigates the commercialisation of Social and Emotional Learning (SEL) in Australian schools. Specifically, it focuses on understanding why teachers value commercial resources, and how they enact these in their classrooms. Theorising around teacher agency suggests teachers are now choosing to use a range of commercial resources and view these as important additions to their pedagogical toolbox. Teachers want high quality resources, and they prefer resources that are easy to import, scaffold and modify according to their specific needs. Teachers did not readily see the benefit of a prescriptive SEL program. Instead, they wanted multiple resources that they could pick and choose the best bits from. Our data suggests that teachers are not being seduced by commercialisation and the ‘easy fix’ it promises, but are in fact presenting as agentic professionals who care deeply about students’ social and emotional wellbeing and are working to tailor bespoke learning experiences to meet the needs of their students within their specific school contexts. We argue that it is worth nuancing the critique about commercialisation offered in the literature to date, and suggest that commercialisation is not inherently bad, rather it is the ‘intensity’ of commercialisation that needs to be regulated and further investigated. Funding higher education institutions is inextricably entwined with funding student support. The contested terrain between them is a legitimate area for struggle between university, student and state, not solely for who should contribute to the cost but increasingly for the level of the contribution. Factors underpinning the decision by Gillian Shephard, who at the time was Secretary of State for Education and Employment, to establish a National Committee of Inquiry are identified and discussed. Policy is interpreted as a process – a dynamic process rather than product, and as a consequence the paper explores the contextual dimension of those engaged in the struggle to influence policy. The contribution and influence of educational research underpinning policy is considered. Higher Education (HE) research is a new field significantly assisted by European funding, the Bologna process and the massification of HE. The field is populated by many emerging researchers but few established academics. The paper examines the sub-field’s characteristics including lack of theoretical/methodological consensus, co-production of the knowledge base and the differing micro and contextual backgrounds of emerging European HE researchers (drawing on a recent study). It considers three recent major European-funded HE research projects as examples of co-production, specifically looking at the kinds of knowledge produced and the strategies adopted to ensure that research outcomes permeate the policy process. It is suggested that the sub-field needs to develop a better infrastructure to support emerging researchers, but care needs to be taken not to impair their independence from European bureaucrats. Universities have a long history of change in learning and teaching to suit various government initiatives and institutional priorities. Academic developers now are frequently required to address strategic learning and teaching priorities. This paper asks how, in such a context, academic developers can ensure that work they do in relation to one specific institutional priority can support future learning and teaching strategies. Two examples of efforts to integrate research and teaching are discussed to demonstrate the length of time needed to develop institutional understanding and how to create sustainable resources to meet the needs of changing initiatives. The paper highlights the importance of a sustainable approach to ever-changing learning and teaching priorities, suggesting that resources and other work developed to meet institutional initiatives should be structured so that they can be readily reused or adapted when policies change. In this research informed perspective, I discuss some of the barriers students face during progression to higher education. A crucial role can be played by higher education institutions (HEIs) and other public bodies. I discuss some of the measures taken and critically evaluate these to show how these can be improved. In the absence of a centralised admission system and autonomy exercised by HEIs, it is not clear yet how these targets will be achieved. The use and creation of Open Education Resources (OER) is becoming increasingly prevalent with teachers and learning designers at universities around the world. OER allows educators to create content and make their content available to the world under an open licence, and also provides the opportunity to use and adapt other OER content. Whilst the use and creation of OER in tertiary institutions is not yet considered the 'norm', many jurisdictions around the world have taken steps, to fund, support and encourage the use of OER in their educational institutions. The Queensland University of Technology (QUT) has developed an Open Education (OE) initiative to support the use and creation of OER at QUT. Policy is often the foundation stone, which supports progress and change. The underlying policy provides the framework and often points to the legal parameters that guide the objectives of the project or movement. The importance of policy is evident in the way in which QUT has developed and implemented an OE initiative to promote and support the creation and use of OER. This paper offers a historical perspective on government policies for the rationalisation of higher education (HE) in Ireland through a critical re-appraisal of the initiative for ‘merger’ of Trinity College and University College Dublin. The initiative launched by Donogh O'Malley in 1967 was the first significant attempt by an Irish government to transform the institutional architecture of HE. This study sheds new light on the rationale for merger. A key motivation for the merger was to overcome ‘the problem of Trinity College Dublin’: policy-makers sought to integrate Trinity College, long regarded as a Protestant ‘enclave’ in a predominantly Catholic society, within the Irish HE system. O'Malley's initiative sought to bring Trinity College Dublin (TCD) firmly under the control of the state and transcend traditional religious divisions, by circumventing the ‘ban’ on the attendance of Catholics at TCD imposed by the Catholic bishops. This paper addresses an issue of increasing significance in the context of taught educational doctorates and argues that this may have wider applicability for doctoral students across a range of social science disciplines. It identifies the need to engage with policy analysis as a key element of such programmes and attempts to address students' concerns over a lack of practical approaches to do so by offering an analytical framework drawing on critical discourse analysis. This paper highlights the affordances of a taught doctorate context to consider the potential for more collaborative community approaches to doctoral pedagogies through reflecting upon the way the frame was introduced and used by one group of EdD students. In doing so, this paper offers both a practical analytical tool for doctoral students but also a pedagogical approach grounded in an invitation to dialogue and induction into the academic discourse community, through a notion of critical inclusion. As the last century closed, and a bright new millennium dawned, the concept of ‘student voice’ within education emerged as something to be ‘identified’ and ‘captured’. In effect, it became reified and driven by a raft of government and institutional policies and strategic initiatives; initially within the compulsory sector, but soon followed by the post-compulsory sector as the 2000s moved on. In an increasingly quasi-consumerist environment, a mechanism had emerged with potential to ‘measure’ student satisfaction. Institutions quickly took up the ‘call to arms’, assigning responsibilities to ensure there was evidence of ‘student voice’ engagement; but there was no conversation with the ‘students’ abouthowthis was experienced by them. This concept had become a ‘portmanteau’ term; a ‘catch all’ competing between two narratives—student voice as democratic and transformational; and student voice as ‘policy’ and strategic initiative. Formal research that could contribute to this discussion has been sparse and this paper takes a critical stance to the literature and policy, exploring the currentstatusof student voice and proposing a research focus that has the potential to involve students in a discussion abouthowtheir voice is heard, and for what purpose. The impact of widening participation policy and how it is enacted institutionally is a central concern to Higher Education. It is not simply about the admission of students from disadvantaged backgrounds, but also ensuring that these students complete their courses successfully. This work therefore goes far beyond those departments tasked with access and outreach and has implications for staff across all academic and support service areas. The way in which national policy is interpreted and translated into local policy can therefore affect the whole institution. To bring a spotlight on these issues, this paper will focus on a case study of a single elite institution in England. Focusing primarily on selection of students, it will examine how selection measures can in fact reproduce inequalities. It will therefore demonstrate how this programme may not improve access to Higher Education but instead focuses on ensuring that students already on a path to Higher Education choose this institution in preference to others. Part-time teachers form a growing proportion of the global Higher Education (HE) workforce. Their backgrounds can vary from Graduate Teaching Assistants (GTAs) teaching for the first time, to practitioners bringing workplace experience into HE and sessional teachers, all with differing professional development needs. This paper builds on previous research to consider structures and practices promoting sustainable, effective professional development for part-timers, to propose proactive holistic professional development, and raise institutional awareness of the challenges of reaching part-timers. The Economic and Social Research Council (ESRC) in the UK is one of the main sources of funding for postgraduate study in human geography. For some years now, the ESRC has offered funded students the opportunity to apply to undertake a short internship in a government department or with a Non-Governmental Organization (NGO). This paper provides a collective reflection from the perspective of four former postgraduates who completed different ESRC supported internships in the UK. We discuss the enhancement of writing skills for diverse audiences, the advancement of knowledge in diverse subject areas, and the opening up of employment opportunities as key benefits of participating in the ESRC internship scheme. The relationship between research and policymaking has been discussed repeatedly. However, the debate tends to be in general, abstract terms or from a macroeconomic perspective with any examples described in a fairly cursory way. Despite the inherent complexity of the research-policy interface, analyses tend to homogenise ‘research’ and ‘policy’ as coherent entities with discussions often focusing on products (research and policies) rather than on the relationships between producers (researchers and policymakers). Here, we take one piece of research on qualifications that has influenced policy rhetoric over the last 5 years. We trace the career of the research from its production in the late 1990s in order to understand the conditions of its dormancy, re-emergence and use over the ensuing years. This paper reviews and critically evaluates recent reforms in higher education in New Zealand. It assesses the impact of the reforms on the social status of higher education and their impact on the reproduction of inequality. To help theorise possible forms of social inclusion and exclusion that might result from the reforms, the paper draws upon recent neo-Weberian sociology of education. The paper concludes that by reducing access to higher education and concentrating funding for research in the universities, the recent reforms can be seen as an attempt to create a more elitist system of higher education. This paper concerns higher and further education institutions' policies as they relate to the interactions of their staff and students with the sex industry. In Scotland and England, consenting adults may legally buy and sell sex and commercial sexual entertainment, such as erotic dance and phone sex, provided that they do not do so in a public place. The indoor commercial sex sector is legally staffed and patronised by a wide variety of individuals, yet newspapers publish articles for salacious appeal exposing their involvement. A Freedom of Information enquiry found that although no institution had a policy prohibiting staff or student involvement in commercial sex, unwritten assumptions could be used to penalise legal but stigmatised sexual behaviour. This paper's principal purpose is to explore the range of ways in which African universities act as public institutions - i.e. how they both are shaped by and influence the social, political and economic contexts in which they are situated. In particular, it considers the multiple dimensions, often resulting in tensions in contexts of poverty, instability and radical transformation, of African universities as actors in politics, civil society and the public sphere. Drawing on recent projects and discussions in which the author took part, the paper tries in particular to explain how the degraded state of most universities in the region which began in the late 1970s and into the 1980s should not be taken to mean that they had become irrelevant to the societies and polities in which they were embedded. Examples are offered of how higher education institutions, and especially the major public universities (often of colonial origin), have often remained key sites for upward mobility strategies, critique and mobilisation on behalf of political change even in the face of authoritarian and corrupt regimes, in contexts of weakened national economies, and even when higher education (primarily encapsulated in public universities) fell out of favour of multilateral and bilateral cooperation agencies. In conclusion, the paper discusses current initiatives by international donors and development agencies to revitalise higher education in Africa, and ensure an 'expansion of tertiary institutions constructed as sites for personal advancement and private benefit' (The World Bank 2002) and how their managerial and cost-effective orientations may thin out the crucial public good dimension of African universities. Health and welfare practitioners in the United Kingdom have experienced and continue to experience considerable turbulence as services and occupational boundaries undergo restructuring. To a significant extent such turbulence is driven by policies that promote interprofessional agendas. This paper reports on an evaluation of a higher education programme that adopted a social policy approach to the analysis of interprofessional working. The retrospective views were sought of nursing, midwifery, social work and community and youth work post-qualifying students with use of semi-structured questionnaires and focus groups. Although difficulties were encountered with the political science focus to the programme, overall the participants very positively evaluated the opportunity to engage in policy analysis in a shared learning environment. Given the highly politicised, complex and shifting environment of interprofessional working, it is suggested that the study lends support to the argument that 'policy acumen' is a central skill for contemporary health and welfare practitioners. Work-integrated learning (WIL) courses can be more time consuming and resource intensive to design, teach, administer and support than classroom-based courses, as they generally require different curricula and pedagogical approaches as well as additional administrative and pastoral responsibilities. Workload and resourcing issues are reported as key challenges to the implementation of WIL, but most of the evidence to date is anecdotal. Accurately quantifying workload associated with WIL is difficult, because teaching and administrative roles can be so interconnected. To address this gap in the literature and inform institutional practice, a study was initiated at an Australian university to collect empirical data on the type and amount of work involved in delivering WIL courses. This paper describes the process of survey development, including literature review, extensive consultation phase and pilot study, all of which had to take account of the inherent power dynamics, politics and sensitivities around measuring staff workload. Discussion of the relationship between higher education (HE) and public good can be traced to Kant's argument that universities critically held society to account. Mill, Newman and Arnold suggested knowledge itself was a public good. In the twentieth century, economists argued education could drive national technological progress. More recently the public good of HE has been linked to social justice through increasing social mobility. In this paper I explore how the definition of public good has shifted over time and how UK government HE policies have incorporated these changes. I argue policy shifts have had an impact in altering the social contract between universities and the state. I suggest that current policy and practice is moving universities away from Arendt's notion that educators have a moral and social responsibility to inculcate new generations into the pre-existing knowledge of society and onto more individualised outcomes. This paper examines factors that shape intentions to study abroad. Previous research highlights the importance of various forms of capital—human, economic, social, cultural, and mobility capital—as well as personality traits in the formation of the intention to complete education in foreign countries. Our specific focus is on ethnic differences in going to study abroad. The data comes from a representative survey of high school graduates in Estonia. We apply multilevel binary regression in order to capture both individual and school effects in the formation of study intentions. Our key findings reveal, first, that there exist significant ethnic differences in the willingness to continue studies abroad despite controlling for individual characteristics, including various forms of capital and personality traits. Second, ethnic differences disappear once we control for the study language of the school. The 'National Strategy for Higher Education to 2030' in the Republic of Ireland (universally known as the Hunt Report) represents the latest and most assertive attempt by the Irish state to re-construct higher education in accordance with economic utilitarian objectives. This paper sets out to analyse the historical context, key themes and theoretical underpinnings of the report, locating it within a European and international context shaped by a dominant 'knowledge based economy' paradigm. This study draws upon broad narratives of public service refonn to offer an initial theoretical insight into contemporary higher education policies in Ireland. The report reflects long-term trends in Irish higher education policy, which promote a reorientation of higher education to serve economic objectives. We argue that the Hunt Report is much more a synthesis of existing policies and previous expert group reports than a manifesto for radical transformation of Irish higher education. The revitalization of Ethiopian higher education (HE) has been underway since the early 2000s. As well as the economic optimism evident in the ‘knowledge-driven poverty reduction’ discourse, social equity goals underscore the reform and expansion of the system. Notwithstanding the widening participation and the equity policy provisions put in place, the problem of inequality has persisted along the lines of ethnicity, gender, rurality and socio-economic background. This paper reviews major equity policy instruments and highlights the enduring inequalities in Ethiopian HE. It argues that this persistence is related in part to the ways in which the problem is represented in policy, and that redressing the problem necessitates framing inequality as capability deprivation rather than as issues of access and disparities in enrolment. The increasing prevalence of so-called cognitive-enhancing drugs is well documented in American higher education. There has been little historical analysis, however, specifically exploring the role of postsecondary institutions in this evolving drug narrative. This paper traces substance use and research trends in American higher education over the past half-century, divided into three eras defined by their disparate approaches to drug policy and public health. Contextualised by historic events, shifting policies and epidemiological data, this multidisciplinary analysis contends that functional, academically oriented drug use is likely to continue rising on US campuses, while recreational drug use will evolve and persist. As history provides a useful lens for understanding the involvement of academe in the first era of drug concern in America, ongoing innovations in medical and social science may be instructive to help ensure that institutions respond judiciously in the present era of new drug synthesis and drug policy recession.
