Financial inclusion is an important determinant of local economic development. Lack of adequate access to formal financial services can have detrimental effects on households, such as hampering liquidity levels. The benefits of financial inclusion could be especially important in Latin America and Caribbean, a region with modest and volatile economic growth, savings, and investment levels. The objective of this paper was to examine the determinants of financial inclusion in Latin America and the Caribbean region. Beach certification schemes (BCSs) have been designed to bridge the gap between recreation and conservation. However, there is no evidence supporting their effectiveness as tools for achieving a high level of sustainability. This paper evaluates the effectiveness of nine BCSs in Latin America and the Caribbean, based on indicators of sustainable development and integrated coastal management. For this purpose, a list of 27 objectives with 62 indicators was compiled and each scheme's effectiveness was measured by testing 95 requirements found in BCSs against the indicators. The results indicate that the analyzed schemes have low levels of effectiveness. The most effective certification complies with 60% of the indicators, while the average compliance level is only 33%. The weak areas of beach certifications involve, monitoring, management and planning, stakeholder participation, and conflict resolution. A few of the schemes were found to be moderately successful in these areas, but the less effective BCSs focused primarily on amenities and visitor satisfaction. It was found that the effectiveness of the BCSs could be increased by addressing their main weaknesses in a cost-effective manner through the hybridization of environmental management systems and benchmark certifications, and by implementing compliance standards based on beach type. This work studies urban form and function in Hispanic American colonial port cities. By combining different research questions and points of view, new insights are given into matters such as the origin of their urban grids, the development of their fortifications throughout the colonial era, and the military versus trade function they accomplished. The focus is on Cartagena de Indias, Colombia, with other Hispanic colonial cities also included in the discussion. The field work is based on primary literature about colonial laws and ordinances and the reports of several viceroys in the eighteenth century as well as a wide array of secondary literature in different languages. The results show that, while these cities fulfilled an important role as trade nodes, this function was second to their military role. Human papillomavirus (HPV) is an important public health concern due to its causative role in many cancers, especially cervical cancer, and other conditions that lead to serious health consequences in both men and women. In Latin America and the Caribbean, nearly 60,000 new cases of cervical cancer and another 7,000 HPV-associated cancers are diagnosed annually. HPV vaccination combined with comprehensive cervical cancer control programmingis paving the way for eliminating cervical cancer as a major public health problem and drastically reducing other HPV-associated diseases. To date, 44 countries and territories in the Americas have introduced HPV vaccines as part of their national immunization programs and cervical cancer control strategies. Early lessons from HPV vaccine introduction suggest that transparent and credible evidence-based decision-making, information, education and communication about HPV and cervical cancer, coordination with existing cervical cancer control initiatives, and precise planning for ensuring effective uptake of the vaccine in target groups are all critical elements of success. There is an urgent need for strategies to increase HPV vaccine coverage, and as the integrated control programs evolve and other HPV-associated disease becomes important for public health, there will be a need for continued program and policy evaluation. Monetary policy ensures the financial system stabilization. Financial inclusion, characterized by the access and use of available financial services (credit, savings, payments, insurance at a low cost), by a broader population, may explain the effectiveness of the monetary policy, especially in developing countries. The objective of this study is to carry out a comparative analysis between the countries of Sub-Saharan Africa (SSA) and the countries of Latin America and the Caribbean (LAC), on the causal relationship between financial inclusion and monetary policy, as well as to assess the impact of financial inclusion over monetary policy. To support our study, we applied the panel vector autoregressive (PVAR) methodology, simple panel data models, and a feasible generalized least squares (FGLS) model. Results provide strong evidence of the existence of reverse causality between financial inclusion and monetary policy in both SSA and LAC, with monetary policy facilitating financial inclusion in both regions. Financial inclusion increases the effectiveness of monetary policy in SSA, while for LAC financial inclusion improves the efficiency of monetary policy. Thus, increased access to and use of financial services increase the efficiency of monetary policy in controlling inflation. Governments are encouraged to design or enhance policies that expand financial services, as well as to promote investment in financial inclusion in developing countries, to maintain the monetary system stability. Latin America is one of the most ethnically diverse regions in the world, and is also characterized by high levels of poverty. As a poverty alleviation tool, microfinance emerged in the region and has significantly evolved over the years. However, the implications of the region's high diversity on the performance of microfinance institutions (MFIs) are however not known. We attempt to fill this gap by providing evidence on the association between MFI performance and indices of ethnic and linguistic fractionalization. Our findings suggest that fractionalization promotes MFI financial performance but is detrimental to outreach depth. These results are robust to various sensitivity tests. [ABSTRACT FROM AUTHOR]

While most scholars working on resistance and decolonisation in Latin America and the Caribbean are familiar with the Zapatistas, far fewer have afforded committed attention to the parallel Maya land rights struggle and autonomous social movement in the region. Notably, a movement that is currently advancing in both Central America and the Caribbean, namely, Belize—a former colony of the British Crown. Accordingly, this piece offers a summary of the struggle of the Qʼeqchiʼ and Mopan Maya communities of Toledo District, Southern Belize. More specifically, it introduces readers to the Maya Leaders Alliance (MLA)—an ever-evolving grassroots coalition of Maya organisations, land defenders, and human rights activists that comprise the movement. We start by illustrating the current context of heightened tension that exists between the Maya and the state, and then share an overview of the movement's political aims and programme of activities in the face of the historical, structural, and ongoing colonial forces the Maya are up against. Ultimately, this profile will demonstrate how Maya communities in Belize are practising 'non-metaphorical decolonisation' and engendering 'Indigenous resurgence' whilst mobilising for land, dignity, and a peaceful future. From one library in 1995 to 884 in 2008, the number of Online Computer Library Center (OCLC) libraries in Latin American and the Caribbean has grown significantly. They are presently active in 27 countries and territories. The following chronology highlights not only the significant achievements since 1997 that OCLC has made in providing products and services to the region but also the contributions the libraries in the region have made to OCLC in providing input and advice to the governance and product development. Objective: This study aimed to evaluate the association between asthma prevalence and outdoor air pollution in children in Latin America and the Caribbean. Data Sources: We searched studies in global and regional databases: PubMed, Scopus, LILACS and SciELO. Study Selection: Articles following a cross-sectional design, studying children from 0 to 18 years old, and comparing the prevalence of asthma in two or more areas of LAC countries with different air pollution levels were included. The exclusion criteria comprised air pollution not related to human activities. Results: Database searches retrieved 384 records, while 20 studies were retained for qualitative and 16 for quantitative analysis, representing 48 442 children. We found a positive association, i.e. a higher prevalence of asthma in children living in a polluted environment, with pooled odds ratio (OR) of 1.34 (95% CI: 1.17-1.54). Heterogeneity between studies was moderate (I2: 68.39%), while the risk of bias was intermediate or high in 14 studies. In all the subgroup and sensitivity analyses, the pooled ORs were significant and higher than those found in the general analysis Conclusions: Our results showed that living in a polluted environment is significantly associated with children having asthma in LAC. Limitations of this study include the low number of studies performed in LAC countries, differences in methodologies and the risk of bias in individual studies. [ABSTRACT FROM AUTHOR]

The Inter-American Development Bank (IDB) was established in 1959, and its independent Office of Evaluation and Oversight was established in 1999. The Development Effectiveness Framework (DEF), established in 2010, provides a framework for agency results measurement. DEF has three components: (1) the Development Effectiveness Matrix (DEM), which measures a project’s ‘evaluability’ at entry; (2) the Project Monitoring Report, which measures a project’s progress during implementation; and (3) the Project Completion Report, a self-evaluation of results prepared after project closure. The Development Effectiveness Overview (DEO) consolidates this information and reports annually on IDB’s overall effectiveness. Planning for an impact evaluation of the proposed investment scores points in the DEM, which has been a factor in the strong growth of impact evaluations of IDB projects. The DEO draws on impact evaluation findings in its annual assessments of IDB performance, and a range of other evaluations provide complementary performance information. An increasingly important component of total world trade is intra-industry trade (IIT). The large volume of literature on IIT is reflective of this importance. However, this extensive literature has focused almost completely on explaining the causes of IIT. This focus has left a puzzling gap in the literature. Specifically, it is almost impossible to determine the level of IIT for a particular country or region. Further, there is almost no information on the level of IIT at the industry level either globally or for a region or country. In this article we provide estimates of IIT for the world and for the countries of the Western Hemisphere. Further, we provide estimates of IIT for ten different SITC product categories on the same basis. The findings of the article indicate that in most industries, IIT in Latin America is substantially lower overall than the world average. There are, however, substantial variations observed both by country and by industry. Because the results are the first available for the region as a whole, they should allow researchers to get a better picture of the extent of IIT in Latin America and the Caribbean by country and by industry. This article examines the autobiography of white Uruguayan artist Carlos Páez Vilaró, read contrapuntally with the autobiographical accounts of several Afro-Uruguayans contained in the book Historias de Exclusión: Afrodescendientes en el Uruguay, including that of late painter Ruben Galloza (1926-2002). I argue that the fetishization of the black figure-evident in Páez Vilaró, but speaking of and through a larger context-constitutes whiteness and circumscribes the experiences of those who embody blackness. The objective of this article is to decompose the change of fertility rates over time in terms of its proximate determinants with data from Latin America and the Caribbean region. The most important lesson is that, because of the complexity of the factors that determine human reproduction, the models proposed to assess the importance of the most relevant inhibitory factors on the potential fertility of populations generate results which can only be regarded as crude approximations of the real effects. These results should serve to warn users of models of proximate determinants that the inferences drawn from them are subject to considerable variability. According to authors, they had presented initial results of an effort to develop adequate techniques for assessing the impact of proximate determinants on fertility changes. In most of the six countries of the Latin American and Caribbean regions studied in this article, fertility declined by between 20 to 30 percent between the mid-seventies and mid-eighties.
