Integrity lies at the center of state-society interactions, with broad implications for the practice of public administration, governance, and public service delivery. The Pandora Papers leaks are hard examples of integrity violations, shining a light on how public administration operates in practice. The integrity deficits revealed not only threaten people's wellbeing, but also put on display the state's leniency toward rich and powerful people accumulating wealth through corruption, fraud, and tax evasion, among other crimes. In this context, this article attempts to understand whether the Pandora Papers leaks violate of the fundamentals of integrity. Drawing on cases and examples, the findings of the article show that the Pandora Papers illustrate the integrity deficit of statesmen, political leaders, businesspersons, and bureaucrats, the people responsible for ensuring integrity in managing the state and statecraft. Over the past decades, digital technologies have become ubiquitous, impacting and changing the ways society operates. Immense public and economic value is being created by improving access to information and resources. Hence, many public administration units around the globe continue to focus on digital transformation. Although mostly associated with digitizing services and workflow via software platforms, India's efforts have taken a "Lego building block approach" toward technology which can be repurposed and recombined to deliver solutions at the social level. These digital public infrastructure (DPI) blocks have had significant impact on socio-economic development. In this special issue, we explore the role of DPI in digitally transforming public service delivery and in creating public value. The issue aims to make an important contribution to public administration and digital government literature, by examining India's DPI and its positive externalities, in particular its role in financial and health inclusion. These papers include vital knowledge that can support policy processes on digital transformation and public value creation for India and other developing countries of the global South. The Papers on the Science of Administration are almost exclusively known for the opening and closing articles by Luther Gulick. This article explores the intervening nine articles to test some of Gulick's assertions about them. First, despite Gulick's somewhat unclear claim to the contrary, the "other" papers did not present many unfamiliar arguments to impress informed readers. Second, despite Gulick's explicit claim, the articles offered little consensus except on the most general and unusable "principles" of administration. Third, there were hints throughout the papers that the "principles" approach to management was collapsing because of the vague but indispensable issue of leadership. The article presents two unpublished scholarly papers on topics of economics written in the 1950s. The first was written by Alan T. Peacock for the Lionel Robbins seminar at the London School of Economics and is titled "The theory of the public economy." The second, entitled "On the theory of the public economy," was by Peacock and Jack Wiseman and was rejected for publication in the scholarly periodical "Review of Economics and Statistics." The papers consider subjects including theories of public expenditure, public finance, and economic theories of social welfare.

This paper provides a systematic review of empirical experimental studies in PSM from 1992 to 2022. The paper adopted a systematic review methodology by following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines. A comprehensive search was conducted in sixteen public administration journals, via a systematic search using major online databases. The findings show that there has been a growing interest in the use of experimental designs in PSM studies over the last five years even though the growth has not been consistent. The findings uncovered that most experimental PSM studies involved surveys, laboratory, and field experiments. The paper contributes to the burgeoning PSM literature by systematically analysing in-depth the characteristics of experiments, which were then used to make recommendations to advance the field of experimental PSM. Following Follett's ([10]) terminology, this call for papers seeks to explore how we might generate and expand I power-with i in a I power-over i world. For example, John Gaventa's ([12]) early work explains how three dimensions of power operate in the pluralist, power-over system, but then in later works he goes into how I power-within, power-to, i and I power-with i function, particularly in the context of community practice and social change (Gaventa, [13]). Similarly, Mary Follett ([9], [10]) provides a robust explanation of I power-with i and its transformational capacity toward a new state - one that looks quite similar structurally but is wholly different in terms of relational functions and operations. This paper reports the findings of a content analysis of papers published in the Proceedings of the National Conference on Teaching Public Administration. The analysis examined 352 papers which were contributed over the ten-year period from 1978 to 1987. The findings are descriptive covering authorship, subject areas discussed, target audiences of the papers, and contributions to a cumulative knowledge base. One major finding was that very little has been done to build a cumulative knowledge base about teaching public administration. This article discusses a course application in urban affairs within a masters program in public administration. The course application utilizes service learning and critical social analysis methods as instructional tools. The article identifies the historical evolution of social analysis, starting in the Enlightenment and finally reaching its current manifestation in critical theory. The development of critical social analysis methodology, otherwise known as "critical consciousness," is then analyzed in the applications of social critics and educators Paulo Freire and Ivan Illich. Based on this form of social criticism, four vignettes are evaluated based on an intensive seminar course in urban affairs. The subsequent techniques are then adapted within a service learning component in the course. The article details examples of focus questions and journal exercises deemed useful in aiding students, administrators and practitioners in critically assessing the study of urban affairs. Social and environmental justice across generations is a fundamental attribute of sustainable development. In this article, which is also a call for papers for a future theme in Public Money & Management (PMM), we develop our case for further research on how governments and public service organizations seek to address sustainable development in their decision-making processes. We believe that accounting for social and environmental aspects is an underdeveloped area of research and practice that is worthy of further critical enquiry. This paper presents the case of public procurement, which is seen as a powerful instrument to foster social equity and justice. It builds on theories that acknowledge social equity and justice as core values of public administration that should be among the guiding principles of the circular economy transition. The paper refers to public procurement as a core activity of public organisations, which basic operational guidelines are social equity and justice. The research introduces strategic approaches to procurement to understand how public procurement can foster social equity and justice in procurement practice. The focus is on socially responsible public procurement (SRPP) and the recently emerged concept of circular public procurement (CPP). The paper will make a critical reflection on CPP through the lenses of social equity and justice. It is concluded that current definitions of CPP do not reflect on issues of social equity. The paper argues that CPP can learn from SRPP and foster social equity and justice in procurement practice. It offers a consensual definition for CPP and acknowledges the need for a meta-definition for the different strategic procurement concepts. The purpose of this paper is twofold. First, it contributes to academic research on public procurement and circular economy; second, it provides inputs for interdisciplinary research on circular procurement. The originality and value of the paper are that it is the first attempt to reflect on CPP through the lenses of social equity and justice. This paper contends that rural communities in the United States and Europe broadly have been mainly studied as a dichotomy to their urban counterparts. The focus on cities and urban centers and an inculcation of myths and assumptions regarding ruralness have led to knowledge gaps, misperceptions, and missed opportunities in public administration and policy studies. This paper interrogates misconceptions about ruralness and refutes them. It identifies a gap in research agendas, knowledge, and scholarship about ruralness; explores issues with the design of policies and, therefore, policy implications concerning rural communities; and describes how the misconceptions, the lack of scholarly knowledge, and policy implications coalesce to drive a feeling of marginalization and exclusion in rural communities, fuelling a "culture war" dynamic. Adoption of Critical Human Resource Development (CHRD) and its capacity to change practice is influenced by the political context. HRD professionals learn to challenge their political context through CHRD teaching and research in the 'safe space' of Higher Education Institutions (HEIs). Yet, the increasingly global discourse of New Public Management (NPM), associated with what we call new performance measurement, constrains engagement with CHRD. This paper demonstrates the impact of NPM and research performance measurement on HRD scholarship, CHRD agendas, HRD professional development and HRD practice through discourse analysis of Impact Case Studies and their underpinning research as presented in the UK government's 2014 Research Excellence Framework (REF 2014). Use of national research evaluations with a focus on impact is currently spreading across the globe, and so is of international significance. We identify that although CHRD is consistently adopted in underpinning academic research publications it does not transfer into written impact cases. We conclude that context has the power to silence CHRD, and we challenge CHRD scholars to seek alternative formats to inform practice that do not disguise potential negative impacts. We also caution that silencing critical academic voice diminishes the ability of pedagogic curriculum to challenge and enhance HRD practice. [ABSTRACT FROM AUTHOR]

We examine how the EU integration is narrated in news about asylum seekers. While extant research has examined representations of refugees in media, little attention has been paid to how the EU integration is imagined in such representations. Narration is of key importance to the ongoing EU integration and its contestation. The area of migration and asylum-seeking, in particular, generates terse conflicts between integration measures and individual member states over authority and power. As the EU attempted to coordinate a response to asylum seeking in 2015, 'media became the locus for institutional and intergovernmental clashes' (Maricut-Akbik, 2020, p.1). We demonstrate the differences and entanglements between ideological ideas in the representation of governments' and the EU's debate about the refugee distribution schema by newspapers in Germany, Italy, Poland and the UK, each differently positioned in respect to the EU and the asylum seekers. Further, we demonstrate the utility of Greimas' (1983) actantial schema to explicating ideological motivators in news narratives shaped by different state interests. We compare and tease out finer ideational points in representation of relations between governments and the EU as well as among the governments themselves and the ideological views informing these representations. In an increasingly global society, public administration and public policy students must be equipped to respond to policy issues in culturally and contextually appropriate ways. It is also essential that MPA and PhD programs produce engaged global citizens with an understanding of public administration systems across boundaries. This paper presents an experiential learning method for achieving these goals. The special topics course Public Administration, Civil Society, & Democracy has been adopted by the Master of Public Administration (MPA) and the PhD in Public Administration and Public Policy (PAPP) programs at Auburn University. The course embraces a comparative perspective by physically positioning the students in global contexts, enhancing their awareness of cultural and administrative similarities and differences. Student learning objectives include research (international fieldwork), teaching (short courses and workshops for local partner organizations), and service/outreach (international service-learning projects). Medicaid enrollment and retention among eligible populations remains a challenge. We assessed health literacy-related features and content of Internet-based state Medicaid enrollment materials and resources. In February 2021, using established tools, we evaluated paper Medicaid enrollment applications and scope of enrollment resources (on-line enrollment option, toll-free telephone assistance, live chat function, instructional and/or informational audiovisuals). Forty (78.4%) English- and 28 (54.9%) Spanish-language paper Medicaid enrollment applications were available. Overall, document complexity was high as a large volume of information is required to apply for Medicaid coverage. An on-line Medicaid enrollment option was nearly universal. Medicaid government platforms were more likely to provide toll-free telephone assistance (n = 34; 66.7%) than a live chat function (n = 10; 19.6%). Eleven (n = 11; 21.6%) government platforms provided an instructional and/or informational Medicaid enrollment audiovisual resource. Our work suggests the need for states to leverage technology in creation of resources to match language and cultural needs of the diverse US population. Translation to Health Education Practice: Access to continuous health insurance coverage, comprehensive clinical care services, and evidence-based health education programming combined are essential in promoting both individual and community health. Established in 1951, the Children's Film Foundation (CFF) contributed to the growth of children's film culture in Britain. This paper aims to show how the CFF's active involvement of public authorities, film industry organisations and educationalists resulted in partnerships between them and in the growing production of children's films in Britain. Drawing on under-investigated archival materials, this paper argues that the Advisory Council of the Children's Film Department and Children's Entertainment Films, precursors of the CFF, offered significant platforms for mediation between public authorities, industry organisations and educationalists, and for shaping new beliefs about child audiences and children's cinema, which resulted in both the film industry's and educationalists' support for, and commitment to, producing films with entertaining and educational values. The case study demonstrates how the CFF overcame a commerce – culture dichotomy. It therefore offers a more nuanced understanding of state–market–civic relations in British cultural policy. The extent to which Cultural and Creative Industries (CCIs), as policy concepts, are globalized, has been a matter of debate. This paper engages with the debate while seeking to move beyond the binary division of global and local scales of analysis. Empirically, it examines the emergence and politics of CCIs in Vietnam, with a focus on its connection with the implementation of the UNESCO 2005 Convention. The paper explores the complexity of the policy translation process, which shows the degrees to which neoliberal ideas can be translated in a post-socialist context. It also examines the role of UNESCO and questions the consistency of its position against the commodification of culture. Conceptually, it brings together different approaches to policy translation from language studies, Science and Technology Studies (STS), and postcolonial studies. In this paper, we examine the use of intangible cultural heritage as a vehicle for soft power in the service of geostrategic competitions between Iran and Turkey, two regional powers in West Asia. We focus on two significant trans-regional instances of intangible cultural heritage relevant to both countries: the mystic poet Rumi and the New Year's celebration of Nowruz. We draw on theories in political science and cultrual heritage as well as a host of sources in Persian, Turkish, and Azerbaijani, to demonstrate how heritage is mobilised concurrently as a nation-building device and a tool for soft power in international relations. We conclude by suggesting that, despite strong grounds for its claims, Iran's response in this competition has been reactive rather than proactive. Overall, the paper contributes to the scholarship on soft power and heritage diplomacy by presenting the first comparative analysis of cases of shared intangible heritage in West Asia. This conceptual paper maintains that mainstream public management theories have failed to incorporate public services as a fundamental part of the public administration system. That failure does a disservice to the potential of public services to address societal betterment through the creation of public value, which can strengthen democracy. Drawing on the authors’ experience of being involved as technical experts in Southampton City Council’s interrogation of the private rented sector, the paper considers the potential and the limitations of local government scrutiny inquires as a mechanism for assisting in the achievement of social justice. Scrutiny Inquiries are a relatively new democratic initiative introduced to provide a counterbalance to the greater concentration of powers in the council executive brought about by the Local Government Act 2000. The paper contributes to the literature on local government scrutiny, which is currently driven by public administration scholarship, by developing a holistic socio-legal analysis that seeks to embed a single case study within the wider complex legal, political and social environment. Although Scrutiny Inquiries empower back-bench local councillors and, to a lesser extent, promote community engagement in local government decision making, the paper identifies how austerity localism and reforms to the broader accountability environment have exposed gaps in the system of oversight of local government performance. Nonetheless we found there was political potential in the scrutiny inquiry process because it mobilised landlords and tenants in the city and provided a template for local action on private renting. The use of Open Educational Resources (OER) for training in public administration has yet to see a wide adoption globally, mostly due to challenges related to the discovery and reuse of high-quality OER for training purposes. These challenges, combined with the general lack of openness in the public sector, have greatly impacted the penetration of OER in public administration. This paper presents a case study on the use of OER for expanding and enhancing curricular and resource sharing in public administration in Greece. Within this case study, an OER authoring and sharing platform was introduced to the Greek public sector, employing crowdsourcing methods for supporting trainers and trainees in authoring, sharing, reusing and remixing OER. The paper presents the deployment of this platform and the use of OER in the context of training programmes in the Greek public sector and reports on the lessons learned and the impact on public administration. The results of the case study showed that the use of OER was very positively received by civil servants, with a remarkable response, through active participation and engagement that led to the enhancement of existing OER and the co-creation of new ones for public administration. Strategic planning's popularity in public organizations cannot be denied, with legislative initiatives even making it mandatory for certain public organizations. Due to strategic planning's continued popularity in practice, recent years have seen a surge in research on the topic. A synthesis of said research is necessary to identify empirical, conceptual, theoretical, and methodological challenges that remain to be tackled. Drawing from a systematic review of 75 studies through a Strategy-as-Practice lens, this paper contributes to public management theory, research, and practice in three significant ways. First, it provides a structured synthesis and integration of a growing and disparate body of literature, offering a roadmap for future research on strategic planning in public organizations. Second, it proposes a middle-range theoretical framework that captures the complex and dynamic nature of strategic planning in public organizations, providing insight into how strategic planning is conducted and why it may or may not work in certain contexts. Finally, it offers practical relevance for public managers and other public professionals by providing an overview of the various strategic planning choices available and how to optimize them according to their unique contexts and desired outcomes. This paper describes the past, present, and future of medical education in Cambodia. Although doctor training began in 1902, the first medical school was not founded until 1946. Since the colonial era, the curriculum and teaching strategies have been strongly influenced by the French system, dominated by didactic lectures and the apprenticeship model. Three chronic issues have plagued medical education in the country following the Khmer Rouge regime: a shortage of doctors, poor-quality training, and lack of relevance to the current and future population needs. An increasing number of medical schools and yearly student enrollment have addressed the first issue. Today, the fundamental challenges have shifted from quantity to ensuring the quality and relevance of medical education. Competency-based medical education (CBME) has been adopted as a new curricular model to tackle the latter two issues. Active collaboration between government institutions, public universities, and development partners drives this curricular reform at the national and institutional levels. Sporting diplomacy has long been a topic of considerable interest to sport historians. This is especially true in discussions of British colonialism in India. Building on such work, this article provides an in-depth examination of George Robert Canning Harris, the Fourth Baron Harris, who was Governor of the Presidency of Bombay from 1890 to 1895. Absent from the historical examination of cricket in the subcontinent is the extent to which the domestic press used the sport to understand the habits of local colonial leaders. Lord Harris' use of cricket as a personal governing tool will be addressed, but of greater importance will be the framing of his actions vis-à-vis cricket parlance by the local newspapers. This paper seeks to understand how cricket was used as the central framework through which both Lord Harris executed his governorship and as a means for the local press to understand the virtues of their inexperienced leader. In doing so, this work draws from several local and national Indian newspapers which comprised the Anglo-Indian press during Lord Harris' term. This article presents neither a glorification nor a critique of Lord Harris' stewardship of Bombay, but rather a critical analysis of how cricket was embraced as a framework through which colonial policies and native reactions were understood. There is widespread perception that bureaucracy is omnipresent in Portuguese health care management. This is despite bureaucracy being heavily deprecated. This paper addresses this dissonance by studying the Portuguese Public Enterprise Entity Hospitals context. It seeks to understand how a bureaucratic approach prevails. The study is based on document analysis and extends the Institutional Logics Perspective to the health care context. Three institutional logics were observed: State, community, and profession. The need to resolve conflicts between the different logics induces a neo-bureaucratic approach to management. This paper explores how social movement and civic actors enact and contribute to place leadership. It does so by examining how social movement organizations in South Africa use social audits to investigate and challenge government accountability and service delivery failures. The paper describes the meaning-making practices evident in social audit reports, and detail how social audit actors construct issues and positions through three framings – rights, regulations and lived realities. In this process, they leverage rights discourses and governance arrangements to legitimize their place leadership, and draw on multiple aspects and experiences of place to expose failures of governance and in the realization of rights. Through the dynamic interplay between legitimizing and exposing, they translate embodied realities and relations in and of place into a sense of purpose and direction for mobilizing a wider network of governance actors. On this basis, the paper contributes a social accountability perspective to place leadership studies. MAD statement This paper aims to Make a Difference (MAD) by exploring how social movement actors contribute to collective place leadership through constructing and contesting the meanings of local governance issues and relationships. The paper highlights how social movement actors illuminate place as the objective and measurable built environment, and as subjectively experienced and constituted as places of heritage and community but also dislocation and trauma. That they use social audits to interrogate governance failures and legitimize communities' situated knowledge suggests such social accountability initiatives offer a space for place leadership outside of but also interacting with broader governance networks. In recent years, austerity measures in the UK have placed increasing emphasis on third sector organisations to address gaps in Central Government provision. Reflecting upon community sport services during this period, this paper presents the findings of a qualitative study of the everyday working practices of a group of community sport development workers (CSDWs) in the South of England, outlining how they adopted innovative and entrepreneurial practices as a response to fiscal constraint. We argue that, amidst an intensification of neoliberalism and new public management, the UK community sport development sector has become increasingly fragmented which, in turn, has presented a series of challenges that militate against the (re)establishment of community-based ideals. The paper concludes that there is potential to apply these findings globally to nations where austerity policies have been the primary response to the financial crisis and/or where a similar approach to community sport development exists. This paper examines how the logic of surveillance capitalism manifests itself within the public sector with a specific interest in how the government's use of data about its citizens may reconfigure rights and power. In Denmark, for example, the public administration relies heavily on the processing of vast quantities of data about the individual and increasingly uses predictive analytics to identify specific areas of intervention, such as fraud or vulnerability, as part of its decision-making processes. Methodologically, the paper uses Denmark as an example of the digital welfare state, including two public sector cases of automated decision support, namely Gladsaxe municipality and the central processing of welfare benefits (Udbetaling Danmark). It further investigates Danish digitalisation strategies, particularly the governments AI strategy from 2019. The case is examined with a view to understand how technology (and automated decision support in particular) is deployed by state actors, which interests it serves, and how it may benefit or disadvantage the individual. Theoretically, the paper leans towards theories of surveillance capitalism, governance in the digital era, and data politics and rights. The paper argues that unless a more critical and human-centric approach to 'smart governance' is taken, the digital welfare state will advance a digital technocracy that treats its citizens as data points suited for calculation and prediction rather than as individuals with agency and rights. The prospects and challenges of boundary-spanning public value co-creation are one of the quintessential features of public management in the current age of complexity. This paper argues that boundary-spanning takes on a heightened salience in multilevel jurisdictions where actors must not only navigate the horizontal contours of inter-organizational relations but also vertical tiers of jurisdiction in pursuit of joint action. Drawing insights from the multilevel governance literature, and using Canada's recent Innovation Superclusters Initiative as case study, the paper sheds some light on how public managers and policy entrepreneurs navigate strategically across boundaries in federal and other multitiered systems. As part of Governments of Ghana efforts to deal with misappropriation of public sector resources, the Internal Audit Agency Act, 2003 (Act 658) was established to ensure probity, accountability, and transparency in the management of public sector resources, yet there is a high Corruption Perception Index in Ghana as asserted by the Transparent International 2021 release. To address this concern, our paper is aimed to develop a new model to explain the extent to which internal audit effectiveness (IAE) could be used to build strong organizational resilience as a mechanism through which efficiency in public procurement could be achieved while reducing public sector corruption incidence. Data have been collected from a cross-section of public sector workers. The structural equation modeling approach has been used to analyze the survey data. Our results have shown that cultural, and strategic resilience dimensions of organizational resilience significantly mediate the relationship between IAE and procurement performance. These results have implications for re-enforcement of audit regulations to ensure transparency in managing public sector resources with a focus on reducing negative public sector corruption perception. In a context where many African populations are excluded from the traditional banking system, financial inclusion appears to be a determining factor in enabling agents in need of financing, notably producers and consumers, to have easy access to financial services in order to contribute to the multiple efforts of economic and social progress of nations. However, to date, the literature remains silent on the optimal level of financial inclusion that can boost growth. Consequently, this paper aims to verify whether there is a non-linear relationship between economic growth and financial inclusion in the WAEMU zone. Econometric applications based on the PCSE (panel-corrected standard error) model on a panel of eight countries for the period 2014–2018 reveal a U-shaped relationship between the extended banking rate and economic growth. Economic growth shows two different behaviours depending on whether one is on the side of one or the other of the regimes inherent to the inflection point. In view of these results, we suggest that the public authorities: i) intensify campaigns to open accounts in local languages, ii) promote the development of online sales applications for goods and services, iii) pursue the dematerialisation of financial operations within public administrations. Finally, this paper paves the way for future research on the microeconomic component and a similar treatment of the subject, but taking into account the occurrence of the Covid pandemic19. World population growth and urban sprawl have exacerbated global cities' demand for public infrastructure and allied services. Local governments must therefore continuously procure vast volumes of tangible resources entailing significant public expenditure. As a result, however, local governments also become major waste generators, making it critical to examine local government sustainable procurement practices. Sustainable procurement is a purchasing framework integrating social and environmental criteria within any resource acquisition decision-making process, meaning that its adoption can contribute to reducing local government waste output. Despite the risk of not capitalizing on sustainable procurement guidelines, little is known about the impact of local government procurement practices. Addressing this gap, this paper examines the implementation status of sustainable procurement principles in contemporary Australian local governments. With a nation-wide survey (n = 196 from 160 local governments), we find that poor financial standing, insufficient environmental training, and a lack of e-procurement systems represent major barriers to sustainable procurement adoption, while top management, employees' attitudes, and environmental regulations stand out sustainable procurement practice enablers. Furthermore, there has been a partial implementation of sustainable procurement principles in Australian local governments due to several financial, administrative, and structural limitations identified. This exploratory study assists local government professionals, city planners, and policymakers in dealing with population growth and its attendant waste generation and environmental pollution challenges. This paper compares five key UK public management reform white papers spread over a period of 41 years. It adopts a narrative approach to analyse the scope, dominant themes, proffered solutions, evidence base, key assumptions and style and presentation of these core documents. This longitudinal narrative framework reveals both changes and continuities in UK reform rhetoric. The UK has now experienced four decades of unceasing administrative reform, and has often claimed to be a world leader. This paper offers an original analysis of the official story of this epoch. Our exploration of three bodies of literature – public management, accounting and urban governance – shows that three views on these new technological practices of 'urban auditing' are present in the literature: a technocratic, a critical and an emergent view. We use these three views to introduce the six papers in this special issue. We conclude with the observation that the public management perspective is important for understanding smart city dynamics: we should not present our insights only in our own community, but should also connect to the interdisciplinary debate on smart cities. Doctoral students occupy a unique space in academia: as future scholars and instructors, they are both trainees and trainers, positioned to reproduce research and teaching practices as well as to disrupt and improve them. The role of the state in the social, political, and economic crises of 2020, including the COVID-19 pandemic and continuous, racialized police violence, has highlighted the need to critically interrogate public affairs' (PA) norms and values. The "New Four E's" (empathy, engagement, ethics, and equity) suggest a reorientation of the field's norms and values towards social justice. As part of this field-level shift towards more just public affairs, this paper offers a reimagining of PA doctoral training by institutionalizing the socioemotional processes of reflexivity and deliberation in three key areas of doctoral training: core coursework, pedagogical training, and professional development. The argument outlined in this paper draws on literature from the fields of public administration, education, pedagogical philosophy, psychology, management, and sociology to stimulate dialogue and action among PA scholars and practitioners with the ultimate goal of embedding the New Four E's as core field values. Using India as a theory building case, this paper puts forward a theoretical framework for understanding countries' responses to global rules and implementation effects across diverse global governance regimes and contexts. The initial premise for this paper is that the strategic structure of implementation dilemmas faced by states and actors within countries need to be understood in addition to design dilemmas. Successful global regimes must not only solve cooperation and uncertainty problems at the initial stages in choosing the right institutional matrix, but also 'require changes in domestic institutions.' The need to change domestic institutions creates certain implementation dilemmas. These dilemmas are a joint product of the institutional design, specific policy issue and the domestic logic of responses after international agreements have been signed. This broader idea helps understand a wide variety of India's interactions across global governance institutions. I also suggest a novel empirical strategy of cross-institutional analysis to assess implementation dilemmas. While we have numerous cross-national studies of how compliance occurs in a wide variety of countries, we lack theory-driven, empirically grounded, comparative studies of a single country or a group of countries across diverse global regimes. Such a framework can help us better understand how countries interact with a variety of global institutions and the reciprocal effects. This framework is then used to understand India's interactions with diverse global regimes in an illustrative manner in this article, and in greater detail by other authors in the section published in this issue of Contemporary South Asia. A call for papers on sexual orientation and governance in public administration theory is presented.

Information and information technologies have become ubiquitous in the public sector and it is difficult to think of a public problem or government service that does not involve them in some substantial way. Public management (PM) research now incorporates the effects of the availability and quality of data as well as the technologies used in the public sector. From a PM perspective, digital government (DG) could be considered an essential aspect of innovation, co-production, transparency, and the generation of public value. However, studies that attempt to understand the role that DG research plays in PM theory and practice are scarce. As a research field, DG emerged from multiple disciplines, including public administration, information science, management information systems, computer science, communication, and political science. There have been numerous efforts in the last decade to delineate this emergent academic community by assessing the growing body of research represented by hundreds of new peer-reviewed publications every year. This paper reviews these prior studies about the DG community, along with a systematic review of recent articles in top public administration journals from the United States and Europe, to begin to identify and compare key characteristics of these academic communities, including their core researchers, theories, topics, and methods. We argue that their similarities and differences present opportunities for more dialogue between DG and PM scholars that could produce synergies to enhance the production and dissemination of knowledge, yielding greater influence on practice. While innovation is known to catalyse solutions to global sustainable development challenges, lack of engagement from stakeholders during conceptualisation and development may influence the degree of success of implementation. This paper presents a complete and novel engagement methodology, developed from value led business modelling approaches, for working with multi-sector stakeholders. The methodology can be used to determine barriers and facilitators to clinical practice innovations or translational research, within a country-specific context. The approach has then been applied in the Cambodian prosthetics and orthotics sector to provide a practice-based exemplar application of the framework. This approach seeks to ensure the suitability and sustainability of clinical practice and research programmes being implemented within a complex ecosystem. A theoretical basis, drawn from academic and business innovation sectors, has been consolidated and adapted for practical application to design, direct, and inform initiatives in low resource settings. The methods presented provide a way to both develop and articulate the mission, vision, and goals of any proposed change, and to effectively communicate these with stakeholders in a way that engages the personal and professional values that exist in their ecosystem. It provides a structured process through which meaningful conversations can happen, and a basis for relationship management with key stakeholders; intrinsic to enable a sustained legacy from research and development. The engagement from stakeholders during conceptualisation and throughout development can determine the success, or not, of any implementation and scale of innovation. This paper presents a conceptual stakeholder-led engagement methodology, developed from value led business modelling approaches, for determining barriers and facilitators to translational global healthcare research in a country-specific context, in this case the Cambodian prosthetics and orthotics sector. Subsequent research and development work in this area needs to carefully manage and negotiate influencing factors identified through the application of the described methodology, to ensure initiatives (whether research or wider national development work) are sustainable and successful. This paper investigates the problematic nature of ambulance paramedics' wellbeing and applies the conceptualizations and theoretical perspective of public value (PV) to understand and potentially improve their experience. It synthesizes previous discourse from public accounting and public management and applies it to NHS ambulance services which have been prominent in the response to the Covid-19 pandemic but are currently under-researched in public management literature. The authors suggest a future interdisciplinary research agenda. This paper explores how a public service policy and delivery system based on the notions of public value could be developed and implemented for emergency services staff. The authors focus on the wellbeing of NHS ambulance personnel; demonstrating that the wellbeing of the provider, as well as the public service recipient, should be considered in the evaluation of public services. During the Covid-19 pandemic, there was a surge of support for frontline healthcare staff, including ambulance workers. For example, in the UK, there were regular public 'claps for carers', celebrating healthcare 'heroes'. However, this may shift attention from more pressing issues, such as budget cuts and working conditions.
