The risk quotient (RQ) related to Estrone (E1), 17β–E2 (E2), Estriol (E3) and 17α-ethynylestradiol (EE2) in sediment of water resources in China was calculated using Monte Carlo Simulation (MCS) method. Fifty-four papers with 64 data-reports included in our study. The rank order of steroid hormones in sediment based on log-normal distribution in MCS was E1 (3.75 ng/g dw) > E3 (1.53 ng/g dw) > EE2 (1.38 ng/g dw) > E2 (1.17 ng/g dw). According to results, concentration of steroid hormones including E1, E2 and E3 in sediment of Erhai lake, northern Taihu lake and Dianchi river was higher than other locations. The rank order of steroid hormones based on percentage high risk (RQ > 1) was EE2 (87.00%) > E1 (70.00%) > E2 (62.99%) > E3 (11.11%). Managing transboundary river basins proves a challenge for China when encountering disagreements with its neighbors that experience different political and social conditions. This paper analyzes what happens when China characterizes water as a security issue, examining China's fluid securitization practices, where changes can be identified indicating that the Chinese government values the various water security concerns differently. Two cases are adopted for comparison. In the case of China sharing the Mekong River, the Chinese government has shown a willingness to incorporate more issues found both inside and outside of the water sector. In contrast, in the case of the sharing of the Ganges-Brahmaputra-Meghna, China's security agenda has been limited to the consideration of water availability and has led to military security concerns. The findings indicate that China's water security agenda is not only driven by a concern for water management over specific rivers, but also judgments that incorporate strategic military consideration with regard to countries that they are involved with. The case of China thus suggests that water security is a complex domain that demonstrates competing values and concerns in (de)politicizing water. This paper establishes a quantitative model based on the system dynamics (SD) theory to reflect the 'socioeconomic–water–environment' coupling system and proposes three future development scenarios. Hubei province, China, is selected to verify this model. The simulation results from 2020 to 2030 demonstrate that the pressures of water supply and demand and pollution under the sustainable development scenario are less than those under two other scenarios. It means that adjustment of the industrial structure has a relatively weaker effect on alleviating the pressure of water supply and demand. This paper explores water commons and its governance in China. Neither oriental despotism nor fragmented hydraulic state accurately describes water governance in China. Instead, a combined approach of Grand Union governance logic and polycentric policy-making analysis is proposed. The paper argues that the concept of the commons in China is dual-dimensional, with a vertical dimension of public authority and a horizontal dimension of sharing-in-common; that power structures have often been flexible, adaptive, polycentric and highly experimental; and that, correctly applied, this approach also strives to serve the common good, ensuring positive impacts for shared prosperity, while mitigating negative impacts. Evaporation is important basic information for irrigation decision making in water resources management. Developing countries usually use a small pan to observe surface evaporation, but the relationship between evaporation in different small pans is not sufficiently clear. In this paper, we use an extreme learning machine (ELM) model to predict and convert E20 (diameter 0.20 m) and E601 (diameter 0.62 m) pan data for 38 meteorological stations in southern China. Firstly, we obtained the best combination of meteorological parameters for forecasting E20 and E601, respectively, and we also found that the accuracy of the model can be significantly improved by adding pan data. Secondly, we found that during the conversion between E20 and E601, the model performance when using E601 data to predict the E20 evaporation is better than that when using E20 data to predict the E601 evaporation. Finally, the geographical factors were analysed, and the model performance was found to be relatively poor in the coastal area and the North–South junction. [ABSTRACT FROM AUTHOR]

Separating the individual effects of climate variability and human activities on streamflow is more important than just knowing their combined effects. In this paper, using a scenario-based hydrological simulation approach, the streamflow changes caused by climate variability and two different types of human activities (i.e. land-use change and large reservoirs operations) as well as the contribution rates of these three factors over 272 sub-basins in the Yangtze river basin were quantified and compared among 5 different periods (i.e. 1988–1992 (P1), 1993–1997 (P2), 1998–2002 (P3), 2003–2007 (P4) and 2008–2012 (P5)). Results demonstrate that, at the annual scale, climate variability played a leading role in the change in outflow of most sub-basins. With regard to the seasonal variations in discharge at Datong station, climate factors played a predominant role during P1-P2 and P2-P3. Since the Three Gorges Reservoir began operating in 2003, the discharge was enhanced by reservoirs in January-May and reduced by reservoirs in July-December. Reservoir and climate factors codetermined seasonal streamflow change during P3-P4 and P4-P5. Land-use change made the smallest contribution to seasonal discharge fluctuations. China launches large-scale coal mines closure plan. This paper discusses the utilization of underground space and the redevelopment of energy resources after mine closure and points out main challenges. Suggestions are made: Chinese government needs to make the top-level planning, design, and guidance to balance economic, social, and environmental interest. Researchers and engineers need to investigate the underground available space characteristics and guarantee the underground space safety; deal with mechanism, basic theories, and key technologies for domestic unconventional natural gas development and utilization; develop a mature underground gasification development and utilization technology system; reveal the groundwater contamination mechanism and improve the water resource quality; and pay attention to microbial community shifts in response to pollution during the process of closed/abandoned coal mines restoration. China faces increasingly serious water scarcity due to the uneven distribution of available water resources, rapid economic development, and water pollution. The current war on water pollution by the Chinese government requires nationwide water quality information at high spatiotemporal resolution that can be obtained by only remote sensing (RS) methods. However, it is challenging to remotely retrieve such information from turbid Case-2 waters. This paper reviews four aspects of the major achievements in remotely sensed coastal and inland water quality in China. Specifically, achievements in atmospheric correction prior to water quality retrieval, progress in water-related sensor design, developments (improvements) to existing Case-2 water algorithms, and advances in oil spill and harmful algal bloom monitoring. Major challenges are identified, including: 1) a large mismatch exists between the water quality information required and RS datasets due to a lack of professional inland water sensors; 2) planned monitoring and field experiments for studying the optical properties of inland waters are scarce; and 3) RS of urban black odorous waters and international rivers is of great urgency. This review may provide scientific guidelines for obtaining information about coastal and inland waters and assist water resource managers and aquatic ecologists in controlling water pollution. The purpose of this paper was to evaluate the feasibility of conversion from dryland to paddy field in Jinxian County under the water resources constraint and dryland suitability condition. We constructed a water resources balance model to evaluate irrigation needs and a dryland suitability model that coupled various spatial data layers. Our research showed that under the water resources constraint, the amount of conversion from dryland to paddy field was 26,971.69 ha and the feasible conversion degree of dryland to paddy field was 0.84, while under the dryland suitability condition, it was 23,262.74 ha and 0.72, respectively. According to the principle of maximum constraint, we conclude that the feasible conversion degree of dryland to paddy field was 0.72. The Ganges, Brahmaputra, and Meghna (GBM) river system flows through five countries – Bangladesh, Bhutan, China, India, and Nepal – characterized by large population, limited land resources, and frequent floods and natural hazards. Although the GBM region is well endowed with water sources, this is one of the poorest regions in the world. Its economy and human and environmental health depend on water, and water is thus at the heart of sustainable development, economic growth, and poverty reduction. This paper examines the opportunities for, and potential socio-economic benefits of, water resource management in the GBM region in the face of changing climate. It argues that water can be an entry point for addressing challenges common to the region, particularly through multi-purpose river projects that store monsoon water, mitigate the effects of floods and droughts, augment dry season river flows, expand irrigation and navigation facilities, generate hydropower, and enhance energy and environmental security. The paper emphasizes the importance of effective regional cooperation in water management to achieve these benefits. A constrained total water-use policy has been implemented to maintain sustainable water supply in some water shortage areas. Managing a constrained water-use quota (T) in water allocation is a challenging goal. This paper proposes a new framework for water allocation under total water-use constraint by utilizing the concept of the Newsboy model, commonly used in operations management and applied economics, and applying it to the Dongjiang River Basin, South China. The objective of this paper is to examine a deficit in surface water for the lower reaches of the Yellow River. The methods suggested in this paper to diagnose water shortage problems are simple and practical The results show that the lower reaches of the Yellow River are areas without sufficient water to meet the needs of irrigation, domestic, and industrial uses. The completion of the Sanmenxia reservoir and Xiaolangdi reservoir relax the conflict between water need and supply However if the hydrologic status becomes pessimistic with an exceedence probability of over 80 percent, then the water supply is still severe in the lower reaches of the Yellow River The water resources in the lower reaches of the Yellow River to Tianjin and Qingdao cities are very limited and unstable. There is increasing recognition of the problems facing China in meeting the growing water demand in the Yellow River basin, the ’cradle of Chinese Civilization’ and a critically important agricultural and industrial region. Meaningful debate on the range and relative costs of options available to policy-makers in addressing the problem depend fundamentally on an accurate understanding of basin water resources. Unfortunately, the ability of outsiders to participate in the debate and for Chinese, with their long history of water management, to contribute to similar discussions elsewhere in the world is hindered to some extent by a lack of understanding of differences in water accounting systems and concepts. This paper attempts to address this problem by describing the water accounting system used in the Yellow River basin and elsewhere in China. The paper shows that the primary difference between water accounting methodologies in the Yellow River and those typically applied elsewhere is related to supply accounting in general and groundwater accounting in particular Although not currently included in its water accounting system, Chinese concepts of environmental water use, when included, will also differ substantially from those familiar to outside researchers. In terms of factual Yellow River balances, the paper highlights the apparent declining trend in basin rainfall and runoff and the dramatic growth in industrial and domestic water use. Together declining supply and rising demand will increasingly cause policy-makers to face hard choices in assessing their water planning options. A global water crisis is widely predicted to occur in this century. China is both water-poor - in per capita terms one of the world's twelve most deprived (and increasingly water-polluted) countries - and, at the same time, also water-rich. This "blue gold" wealth makes China a potential water-power of "Saudi-Arabia" dimensions. While China's potential remains largely undeveloped, the country faces growing water pressures: highly uneven distribution between North and South, urbanization, population increase, degradation of the environment, and rapidly rising demands for energy, irrigation, and town water. The Three Gorges Dam project is the largest hydro-development project in the world and possibly the largest civil engineering project in history. This paper looks at less well-known development projects for the major rivers of China's South and Southwest including the Lancang (Mekong) and the Upper Yangzi. It also discusses the plans for a "Cascade" of dams on the Lancang, which will have a significant impact on Southeast Mekong riparian countries, plans to "transfer" water from the Yangzi to the North China plain, and the idea of a global "super dam" in the Tibetan Himalayas. The paper argues that the Chinese government favors the "modern" paradigm of water engineering at a time when that paradigm is being abandoned in the developed world in favor of safer, more economical, and more sustainable options. China’s rapid economic growth has resulted in extensive damage to water resources in rural areas. The Amity Foundation’s studies of six villages in two of China’s poorest provinces, Guizhou and Guangxi, indicate that clean-water projects led to a marked decrease in the incidence of diarrhoea, especially in downstream villages. Such initiatives have strengthened the existing technical and institutional infrastructure in the villages. The paper calls for sustaining such interventions through adequate legislation and policies that improve infrastructure, integrate various departments, regulate diverse water uses and facilitate the involvement of civil society. This paper describes a multi-region computable general equilibrium model for analyzing the effectiveness of measures and policies for mitigating North China’s water scarcity with respect to three different groups of scenarios. The findings suggest that a reduction in groundwater use would negatively affect economic growth and household incomes. A planned water-transfer project would improve economic development and reduce the over-exploitation of local water resources, while water demand management policies would improve water-use efficiency through reallocating water to those sectors having a higher marginal product value. This paper investigates hydrological responses to climate change in the Luan River basin in North China. The average outputs of IPCC AR4 multi-models under different scenarios (SRES-A2, A1B and B1) are used to drive the SWAT model after calibration to simulate hydrological processes during 2011–2099. Results show increasing trends for precipitation, temperature and runoff under all scenarios, while compared to the baseline, the annual runoff decreases except for a slight increase during the 2080s under the A2 and A1B scenarios; meanwhile, the runoff in spring, autumn and winter decreases except for a slight increase during the 2080s under A2. Climate change, over abstraction, pollution and questionable engineering-based paradigms are contributing to a state of crisis in water governance. This paper reports on preliminary research in Lake Baiyangdian catchment, China, which has the potential to realise more systemic and adaptive forms of water governance through development and use of a method that reframes water catchment management in the form of social learning. A cross-disciplinary research group worked together with multiple-department managers and stakeholder representatives within a purposefully designed ‘learning system’ to create an insipient social learning platform. The results demonstrate the potential to reframe water catchment management in Lake Baiyangdian so as to better address the questions: who should manage the water catchment and what in the catchment should be the focus of managing? With an increasing population and rapid development of the economy and society of the Yellow River Basin region, the Yellow River is at crisis point. The discrepancy between supply and demand of water resources is a key issue. In 2000-2006, the mean annual discharge of the Yellow River entering the delta was 13.2 billion m3, a reduction of 18.6 billion m3 compared with the 1980s, and 9 billion m3 less than in the 1990s. The water requirements of various sectors are increasing. Large amounts of water essential to maintain the health of the delta ecosystem have been diverted for other users. The lower river channel is shrinking and the threat of flooding is becoming severe. Moreover, water pollution is increasing to a serious level; the river mouth ecosystem is subject to degradation. Due to overall decreased flow into the delta, and almost no flow into the delta for much of the year except in wet periods, biodiversity is threatened and there has been degradation of the ecological environment. In view of the water scarcity and variation in water supply, particularly in the context of climate change, measures need to be taken to realise sustainable water use in the Yellow River Delta region. In view of the lack of a complete index system for sustainable utilisation of regional water resources in China, this paper examines the major countermeasures for sustainable water use in the region. A rational adjustment mechanism for water prices is needed. Adjustment of agricultural infrastructure and water saving need to be directed by water prices, and thus the reasonable exploitation of groundwater must also be directed by water prices. Participation of the public is to be encouraged, with the development of a water user association that will become involved in formulating water rights, water allocation and water prices. Chinese cities have experienced unprecedented growth and transformation in the recent decades. Urban expansion into former agricultural land and the incorporation of villages into urbanized areas are commonly observed. This paper focuses on the current city extension of Foshan into the river landscape of the Pearl River Delta. The authors examine a group of water villages that will become part of Foshan's new city centre. A morphological analysis of settlement forms is used in combination with a fluvial morphological analysis of the water system. Through direct observation, select interviews with villagers, mapping and measurements, an international design team developed proposals demonstrating how social and ecological conditions can be incorporated into the design of Foshan's new urban centre, producing a transformation that has roots in the village's essential spatial structure and the functioning of its water system. China, an upstream state and a regional hegemon in the Mekong River Basin, is commonly viewed as unilaterally exploiting water resources, irrespective of downstream states (Myanmar, Thailand, Laos, Vietnam, and Cambodia). This view is derived mainly from China's unilateral exploitation of the upper watershed for hydroelectricity and navigation, raising concerns about negative socio-ecological impacts on the downstream states. However, recent empirical evidence shows that China is gradually getting involved in negotiations and processes with the downstream states, compromising with them little by little. Indications of this policy shift include: (a) its signing agreements for hydrological data exchange, (b) confidence-building with co-riparans in the Dialogue Meeting of the Mekong River Commission, and (c) multinational negotiation with co-riparians in framework of regional institutions. In light of this shift, this article argues that China is not fully enjoying its superior resources or its superior riparian position, contrary to the common view. The aim of this paper is to (1) explain and provide updated information on these negotiation mechanisms, which are attempting to resolve the upstream-downstream dispute in the Mekong River Basin, and (2) produce counterevidence against the Theory of Hegemonic Cooperation. Advances in satellite sensor technology and information systems have contributed to the near real-time availability of high-quality sea ice data in the Bohai Sea. In this paper, the extent of Bohai sea ice and its spatio-temporal changes are analyzed using AVHRR data at visible and infra-red wavelengths. A methodology is put forth to automate the differentiating of sea ice from sea water and land using NOAA-AVHRR band 3 spectral reflectances. It is shown that sea ice is concentrated on the east coast of the Bohai Sea, with the most promising reserves on the eastern coastal region of Liaodong Bay. In particular, the harvesting of Bohai sea ice reserves is estimated to yield a total freshwater volume of approximately 1.585 to 7.089 billion cubic meters (BCM). This corresponds to approximately 33.7 m3 to 150.8 m3 of freshwater per person in the Bohai Sea region. [ABSTRACT FROM AUTHOR]

Increasing water scarcity in China demands a more detailed analysis of water use in different sectors. In this paper, China's food import and export levels are analyzed in light of water availability. Their contributions to national water management in the form of virtual water are also evaluated. The findings show that the virtual water trade has developed unconsciously. This trend has been greatly influenced by micro- and macro-economic conditions, as well as fluctuations in weather conditions. Given the intensification of water scarcity, future food policy should promote an active application of virtual water strategies (such as virtual water trade and agricultural structure adjustment) to improve food security and sustainable water uses. The article focuses on a paper on the work of atypical pneumonia, hereafter severe acute respiratory syndrome (SARS) prevention and control in village and township construction issued by China's Ministry of Construction in May 2003. It notes that construction administration and management departments must intensify leadership over prevention of the disease. The rules also require safety management over water sources and particularly drinking water.

With economic development, as well as population growth, the conflict between water supply and demand has become more and more acute in China, and it has been aggravated further by the irrational utilization of water resources: As a result, the deterioration and destruction of the eco-environment have become increasingly serious. In order to effectively protect ecosystems and improve their ecological conditions, many studies on ecological and environmental water requirements (EEWR) have been carried out in China. In this paper, the concept and characteristics of EEWR are addressed, and the main advances of EEWR research and applications in China are summarized in four types of systems including studies on rivers, vegetation, lakes and .wetlands, and groundwater. Water, as a source of food security, plays an essential role in ensuring sustainable food resources for a growing population. However, water scarcity has increasingly become a constraint to economic development, particularly food production. The water-food challenge is impending because of China's increasing population and water demand. The concept of virtual water is useful to analyze this problem. In this paper, the implications and policy relevance of virtual water are expounded. Based on imported food volumes, it is calculated that an annual average of 10.52 x 109 m³ of virtual water embodied in imported wheat and maize in the period between 1990 and 2000 is equivalent to 23% of the annual average transfer water volume of the South-North Water Transfer (SNWT) project. Consequently, this 29.3 x 106 ha of virtual land is equivalent to 19% of China's arable land in 2000. Using the grain import prediction and the agricultural production conditions of China, the virtual water equivalents of China in 2010 and 2020 are evaluated, and are about 88 x 109 m³ in 2010 and 95 x 109 m³ in 2020, respectively. Importing virtual water embedded in traded food can alleviate water stress and even achieve food security. Virtual water trade may compensate for water demands for not only the past but also the future. Meanwhile, water trade can store water in its virtual water form, enabling food storage to play a potential role in solving food problems, as well as promoting sustainability of water resources in China. Using the measured data on no-flow events in the Lower Yellow River since 1972, this paper presents an approach to describe the no-flow status in terms of a comprehensive indicator. The severity levels of no-flow events are identified by cluster analysis. Furthermore, the relation between severity levels and incoming water from upstream and its variance is well established with a BP-typed Artificial Neural Network (ANN), which is helpful to identify the complex response of the severity level to flow characteristics. The availability of the approach for quantitative description and prediction of no-flow events is discussed through comparisons between predicted and measured results in the Lower Yellow River. It is important to estimate land surface evapotranspiration (ET) for water resources evaluation, drought monitoring and crop production simulation. In this paper, a relationship between annual ET, integrated Advanced Very High Resolution Radiometer (AVHRR) Normalized Difference Vegetation Index (NDVI) and Relative Moisture Index (RMI) was established. Based on this relationship, the spatial distribution and dynamic change of annual ET were estimated for the Yellow River Basin, China from 1982 to 2000. Our analyses involved the use of integrated NDVI data, monthly mean air temperature, and precipitation. Our results showed that the integrated AVHRR NDVI can be used to effectively estimate annual ET in the Yellow River Basin, with an accuracy over 90% for the whole basin. [ABSTRACT FROM AUTHOR]

South-to-north water transfer schemes are considered a strategic and ambitious approach to resolving water shortage problems in the north of China. This paper discusses the proposed south-to-north water transfer schemes, which would deliver water from the south of China to the water-short north of China. The three potential water transfer routes are discussed in detail, emphasizing the different water regimens of the water export and water import regions, political and institutional implications, and environmental protection. A water balance study conducted according to the principle of integrated water resources planning and management has shown that, without water transfer, the water deficit in the north of China will continue to be an obstacle to sustainable development from now to 2050. Also, the analysis on the asynchronism-synchronism for the two regions concerned has implicated the uncertainty of future water resource availability in the water transfer regions.
