Land-use and land-cover change (LULCC) models are important tools for environmental policy planning. LULCC models are frequently constrained to the generation of projections at a specific resolution. However, subsequent studies or models may require finer resolutions. In this work, a downscaling method for LULCC models is proposed that uses a mathematical programming approach to disaggregate the multiple layers of the land-use change projections while respecting a series of constraints. The method is calibrated and validated with MapBiomas data for the years 2000 and 2018 converted for the GLOBIOM-Brazil model, successfully predicting land-use at a finer resolution. Also, as proof of concept, the calibrated model is also applied for GLOBIOM-Brazil projections for 2050. This paper advances the state-of-the-art by proposing and testing a downscaling method using a mathematical programming approach with spatial effects, that operates on multi-layered land-use projections with a range of constraints while allowing flexibility on the number and type of the specific layers and constraints. Brazil and China share important vantage points in environmental fora, actively coordinating their positions within Brazil, South Africa, India, and China (BASIC) and Brazil, Russia, India, China, and South Africa (BRICS). Both countries have incorporated sustainability concerns in their multilateral stances, but their bilateral strategic partnership lacks a clear environmental orientation. This study analyses the discrepancy between multilateral commitments and the realities of their bilateral interactions. The low degree of priority of, or outright non-attendance to, environmental concerns on the operational level of Sino–Brazilian diplomatic relations illustrates the detachment of official rhetoric from effective engagements. We explore these contradictions and their repercussions for the commodity-centric governance of the telecoupled Sino–Brazilian relations, focusing on the soy sector and on its environmental impacts within Brazil. This study addresses the problem of defining the scope and substance of the climate adaptation policy, which operates with comprehensive objectives and engages with multiple meanings, policy tools, and sectors to allow societies to cope with the effects of climate change. Analyzing the design of Brazil's National Adaptation Plan sheds light on the main goals and tools of the country's adaptation strategy for the rural sector and its divergent policy approaches at distinct subnational levels. This study shows that the government's ambition for promoting change drove the design process by mainstreaming climate adaptation goals into well-established development agendas, but it resulted in the layering of existing sector-based instruments. The Plan became a mix of loosely coordinated and inconsistent strategies, lacking a common implementation approach. This work presents environmental indicators, based on the pressure-state-response (PSR) model, for the environmental licensing activity of offshore oil and gas production in Brazil. The objective is to consider the feasibility of a set of indicators, supported by existing data, as well as necessary requirements and limitations related to their use. Environmental licensing processes were researched for information from 2012 to 2019 associated with this type of indicators. Due to data limitation, a focus was established on two contiguous areas that concentrate about half of the oil platforms that operate in Brazil and three key indicators: total oil discharge on produced water (pressure); percentage of monitored platforms with significant ecotoxicity in water samples (state); and number of inspections made (response). The indicators show related trends despite some inconsistencies and the challenge of establishing clear causal nexus in this area. Overall, the outcomes show that developing indicators for this system is possible and desirable, but depends on a structured, planned and long-term effort. Practitioners play a key role in implementing environmental impact assessment (EIA) policies. Gauging their perception can help in designing legislation or regulation reforms and signals what needs more attention in research. The Brazilian EIA system is under review by lawmakers, but there is scant information about the views of professionals. A survey was conducted to inquiry on practitioners’ perception of the Brazilian EIA system regarding: (1) quality of the process, (2) quality of the environmental impact studies (EIS), and (3) proposals to change the system. Four hundred and fourteen professionals participated in an online survey responding to 44 questions. Results show positive perceptions about some aspects of current practice, but there is a clear predominance of negative appraisal both about the quality of the process and the quality of EIS. The poorest practices are the consideration of cumulative impacts and determination of impact significance. As for proposals to change the system, respondents defend the continuity of specific characteristics of the Brazilian system. The MAPS Programme has been active in Brazil, Chile, Colombia and Peru in supporting the development of an evidence base to inform the processes involved in climate mitigation policy-making. The programme combines detailed quantitative analysis with an extensive stakeholder engagement process to provide policy and decision makers with the information required for long-term climate mitigation planning. In recognition of the critical need to consider the developmental context and agenda in climate policy-making, the projects undertaken in these countries have experimented with various types of assessments of developmental impacts at both the macro and micro levels. These impacts have been collectively termed co-impacts to reflect the fact that these may be either positive or negative. In this article the value and challenges associated with co-impacts work for climate mitigation policy are considered. The value of including co-impacts analysis in the MAPS processes included increased stakeholder buy-in, making the case for mitigation action, informing INDCs and the prioritization of particular mitigation actions. Challenges include those associated with obtaining locally relevant data, the selection and operation of appropriate macro-economic models and analytical approaches and working with multidisciplinary teams. The article concludes by making some suggestions to optimize co-impacts work, through reference to other bodies of literature. The authors highlight that this article is situated within a dominant approach to climate mitigation policy work in developing countries, which implicitly places the non-climate benefits of any action as secondary to the primary benefit of climate change mitigation and constructs an artificial separation of policy formulation and implementation. Practitioners are encouraged to reflect on the implications of these considerations in future efforts. Policy relevance One of the primary challenges to advancing climate mitigation policy in developing countries is that of perceived relevance: near-term development priorities are overwhelming. Identifying, understanding and engaging with the co-impacts of mitigation actions has emerged as one way of addressing this challenge. Does the Brazilian presidential system shape environmental policy there? The comparative literature on environmental policy offers few reasons to think that it might. Most explanations of variations in the quantity and quality of environmental regulation stress levels of economic development or move outside of the nation-state to examine international processes of diffusion and convergence. Other studies look at large macrostructural differences like the contrast between democratic and authoritarian systems and/or the role of non-state actors. This article examines environmental policies and outcomes in three successive presidential administrations in Brazil to develop hypotheses about whether institutional factors should gain a larger place in comparative studies of environmental policies and outcomes. Successful efforts of indigenous groups to reduce emissions from deforestation and forest degradation in developing countries (REDD+) will likely vary with how the initiatives are designed and implemented. Whether REDD+ initiatives are carried out by national governments or decentralized to sub-national or project-level institutions with a nested approach could be of great consequence. I describe the Suruí Forest Carbon Project in Amazonian Brazil, one of the first REDD+ pilot projects implemented with indigenous people in the world. I emphasize (1) how enfranchisement of community members in the policy-planning process, fund management, and carbon baseline establishment increased project reliability and equity, and (2) how the project's quality would have likely been diminished if implemented under a centralized REDD+ scheme. Policy relevance This article explores a decentralized REDD+ intervention established in an indigenous land in Brazil. It expands the theoretical discussions on REDD+ governance and highlights how centralized REDD+ programmes are likely to be less effective than project-level interventions assisted by NGOs in terms of social benefits and community engagement. Neoliberal ideology has made an impact on environmental education (EE) policies and practices in Brazil. The EE in Family Agriculture Program, of national scope and administered by the Ministry of the Environment, seeks to promote sustainable development in rural areas, specifically through strategies focused on adult education and non-formal education aimed at small producers (family agriculture). This program reveals profound ideological contradictions between the critical and transformative rhetoric of public policy and the actual program structures and practices administered by the state in a dependent economy, which primarily serve to reinforce a capitalist mode of production marked by high environmental impact and deeply stratified class relations. In the neoliberal era, states intending to protect the environment through critical EE strategies suffer serious limitations due to their role as stewards of a globalized economy based on the supply of raw materials, high-impact land-use, and a cheap labor force. Brazil's influence is rising quickly in international affairs. Unlike those of China and India, its foreign policy relies heavily on non-military power—a characteristic of Brazil since at least the early 20th century. A mainstay of this policy has been the pursuit of ‘development’ for Brazil and the global South, with domestic discourse on the need to ‘develop’ buttressing this approach. Foreign policy under President Lula (2003–10) did this explicitly; President Rousseff (2011–) shows no signs of changing course. This article analyses three foreign policy issues—South–South cooperation, health, and environment—to demonstrate the use and assess the value of this strategy. Not only is the strategy serving Brazil's national interests well, the analysis reveals, but it is also benefitting other developing countries (albeit asymmetrically), reinforcing Brazil's capacity to influence international affairs. This article describes and analyzes discourses regarding environmental governance held among key actors in a region of expanding high-input, high-output agriculture. Q-method, an intensive (small n) and quantitative technique in which n tests are measured by m individuals, was used to determine four empirically significant social perspectives: critical environmentalism, agri-environmentalism, private environmentalism, and statist environmentalism. The article highlights major differences and agreements among social perspectives, in addition to the arguments used to justify claims. These findings help fill a knowledge gap in the literature on governance debates between farmers and environmentalists; moreover, the findings contribute to a concern in the literature regarding the role of discourses in producing policy solutions to environmental governance problems. The article also supports continued use of Q-method in human geography, suggesting the value of Q as a research ends and means, particularly when research subjects include landed elites. Drawing on a participatory study of integrated organic waste management, this article explores the local political barriers and preconditions for its implementation in Diadema, Brazil. Solid waste management in Brazil is embedded in and mediated by a political framework that is characterised by uneven power geometries. This article explores how the local political context affects the potential for integrated organic waste management in Diadema, paying particular attention to relations between stakeholders. The discussion addresses the contested nature of deliberative decision-making spaces and the need for pro-active socio-environmental policies. We examine how access regimes, defined by a set of interrelated institutions and organizations, facilitated the flow of production resources and benefits that resulted in patterns of land change in the Brazilian Cerrado. We analyzed remotely sensed data (Landsat MSS, TM, +ETM) for three time periods (1972/1973-1986, 1986-1992, 1992-2002) with qualitative and archival data for eastern Mato Grosso state. Overall we found that land privately colonized was cleared more rapidly and extensively than lands under no colonization scheme. We also identified significant spatial variability in Cerrado conversion within and outside colonization areas and variability of annual rates of Cerrado conversion during each period. We explain that farmers in the Cerrado engaged in land-leasing and production contracts and worked through cooperatives and firms to marshal resources, including credit, technology, and inputs, which, in turn, influenced land-use decisions and regional patterns of land-cover change. We conclude that a mesoscale analytical framework that examines how land managers access natural and productive resources provides useful insights to explain the processes that cause patterns of high-input agricultural expansion. One of the major global trends linked to the process of globalization is the expansion of agro-industry into the humid tropics. Although agro-industry is an important source of income for Brazil, it is also leading to the displacement of local populations and extensive clearing of native vegetation. In this context, we focus on a second trend resulting from globalization in which financial institutions have demonstrated increasing concern with environmental and social responsibility, notably through the inclusion of environmental and social conditions in loans to the agricultural sector. In this article, we provide an assessment of the potential for this type of economic instrument to help reduce the negative impacts of agro-industrial expansion, and how the different actors who are shaping this debate (non-governmental organizations, industries, the finance sector, government) can best help to realize this potential. We evaluate this broader question through the lens of two International Finance Corporation loans to Brazil's Grupo Maggi, the world's largest independently-held soybean exporter. We identify four areas in which private sector self-regulation can improve to realize environmental and social performance goals: (a) Financial institutions and firms can increase the clarity, quality, timeliness, and regularity of monitoring and reporting; (b) Civil society can develop a more sophisticated approach to distinguishing between companies and initiatives that essentially maintain the status quo and those that are trying to improve; (c) Civil society can help to develop simple, standard measures of environmental and social performance of agricultural lands for use by financial institutions and firms in establishing environmental and social management systems; and (d) Governments can develop strong regulations that capitalize on voluntary regulation mechanisms' flexibility and efficiency, as well as developing incentive systems for producers and firms that demonstrate high social and environmental performance in their operations. Tourism development and environmental protection are intertwined processes. Protected areas have been established to both promote nature-based tourism as well as control the environmental impacts of tourism development. Therefore, tourism has been a force to motivate the creation of protected areas in several developing countries. This article examines the roles of governments, and local and external actors in the policymaking process of establishing protected areas, using as a case study the establishment of environmentally protected areas in the state of Bahia, Brazil. This article adopts a constructionist perspective to analyse the emergence of the environment as a social problem in Rio de Janeiro. It deals with the set of practices and arguments that organise the dispute over defining the environment as an issue. After identifying the demands and actors involved in environmental conflicts in Rio de Janeiro, it presents the main discursive schemes conveyed. The article argues that the specifics of the environment as a public issue are related to the tensions and the possibilities generated by the polarisation between, on the one hand, the understanding of the environment as a public resource and, on the other, the particular nature of the comprehensions expressed in the context of the conflict. This article contends that although the environmental policy formation process in Brazil has been opened to new actors since the democratic transition, social sectors with clientelistic ties to the state still tend to dominate some policy arenas. To illustrate this argument, the article examines the evolution of policy formation in the case of metallurgical development in the Grande Carajás area in eastern Amazonia (Brazil) from an advocacy coalition perspective. The study maps out the roles of the main actors in the dominant and minority advocacy coalitions in this policy subsystem and their role in shaping the policies affecting this issue. Research shows that despite efforts of the minority coalition to politicize the issue and introduce some proenvironment policy reforms, actors in the main coalition have been able to dominate the policy formation process and stall meaningful reform.
