Spatial planning includes various decisions that guide the formulation of land policies, such as planned urbanisation, environment-nature-culture protection, and safe agriculture. Land Administration Systems (LASs) should also include spatial planning decisions as they play a role in facilitating the implementation of land policies. In this study, the Turkish spatial planning system's role in the land administration is discussed. The paper presents the necessity of designing and standardising the spatial planning system as data model. This data model design includes not only spatial plan decisions but also documents that guide spatial planning and land development decisions caused by planning. Therefore, this study aims to present a standardised model of the Turkish spatial planning system and the land use rights, restrictions and responsibilities established by spatial plans. Designing spatial planning system information as a conceptual data model within the Land Administration Domain Model is expected to support land administration system-based improvements. Spatial plan decisions guide both the future use of the lands and many activities from protection to construction and permit. Due to its functions, spatial plan decisions play a key role in land administration. Spatial planning information for integrated land administration systems (LASs) should be associated with land registration systems. The Land Administration Domain Model (LADM) standard offers components to enable this structure. Integrating spatial plan data with LASs will provide standardization for plan data and assurance of plan decisions. Although the spatial planning mission differs across various administrative regions, planning activities produce land use decisions, albeit in different ways. The study aims to establish the common points in planning activities and design a joint spatial planning system data model using various countries' spatial planning systems and international standardization studies. The spatial plans in the model that has been proposed are depicted as a system, not merely by the rights, restrictions, and responsibilities (RRRs) that they establish on the land. The results point out that spatial planning systems have some similarities but also some limitations to support conceptual model design. Based on joint data and relationships, the proposed spatial planning system data model can be adapted for different country practices. This article discusses 3D cadastral objects registration with time attributes and implementation within the Turkish Land Administration Domain Model (LADM) framework. This research will discuss the practical pathway towards realizing LADM-based 3D cadastral objects registration and focuses on extending the representation of those cadastral objects to 4D (3D+ t) with time attributes in alignment with the jurisdictional settings in Turkey. The prototype development begins with data modelling. Also, the data was managed in an open-source PostgreSQL database. The developed prototype can answer all questions about cadastral objects, such as property, right, restrictions and responsibility (RRR) types, temporal queries and spatial source document and usage type of cadastral objects. It has been anticipated that this study may serve as a model for other national authorities with similar land management systems, particularly cadastral objects with time-qualification records, including the existing Spatial Data Infrastructure (SDI) initiative in Turkey. In Turkey, during the realisation of the land registry and cadastre transactions, manually checking the official documents exceeding 20 million annually causes some problems in document management and security. This study focuses on managing the official documents as online requested by the land registry and cadastre directorates from the other institutions during these transactions. Therefore, a general external data model based on the LADM has been proposed to manage requested documents during transactions. Cadastre in Turkey is executed as two-dimensional (2D) and parcel-based. The third dimension (3D) on land and real estate is shown in 2D on the map with permanent rights. The use of underground spaces cannot be registered. There are various problems in the registration and mapping of real estates that are under or above these excluded places. The research was motivated by some problems that have taken place in the Turkey 3D cadastre due to the inadequate spatial information systems. For this purpose, it is aimed to design a 3D cadastre country profile that takes into account the Turkish National Spatial Data Infrastructure (TUCBS in Turkish) land registry and cadastral data model and is compatible with the Land Administration Domain Model (LADM), which is defined within ISO 19152. The concepts of three-dimensional cadastre (3D) and property ownership led to increased interest in land use management and research towards the end of the 90s. Within the scope of these studies, international standards and definitions have been realised. In Turkey, there are some academic studies available. However, there are not many studies conducted on an institutional basis. Turkey cadastre carried out by the General Directorate of Land Registry, and Cadastre (GDLRC) are kept. In this context, a 3D RRR (Right, Restriction and Responsibility) for Turkey-based cadastral data model design and development is essential in terms of not constitute a base for the study. We conducted microtremor array surveys for shallow S-wave velocity profiles at 20 sites in Bursa, Yalova and Kocaeli provinces in the north-western part of Turkey to provide fundamental data to assess the seismic hazard in the area. All of the measurement sites were positioned very close to strong motion stations belonging to the Disaster and Emergency Management Presidency of Turkey (AFAD) in order to further understand site amplification factors in strong motion records. Of the 20 study sites, two were located in Yalova, four in Bursa and 14 in Kocaeli. We temporarily installed two small arrays to obtain simultaneous records of vertical microtremors. Then, the spatial autocorrelation method was applied to retrieve Rayleigh wave phase velocity curves in a frequency range from 1 to 30Hz from the array records. The phase velocities in the western part of the Kocaeli area are low across a wide frequency range, while relatively high phase velocities are found in the eastern part of the Kocaeli province. The phase velocities in the Yalova and Bursa provinces are widely distributed suggesting large variations in soil conditions. The observed phase velocity curve at each site was inverted to a one-dimensional (1D) S-wave velocity profile to a depth of 100 m, using a hybrid heuristic inversion method. All the S-wave velocity profiles in the eastern Kocaeli area are similar; however, the sites in the western Kocaeli and Yalova-Bursa areas have profiles with different features from the others. Finally, we discuss amplification factors for S-waves using the inverted profiles. The dominant fundamental periods of the amplification factors were distributed in a frequency range from 0.7 to 5 Hz. The profiles obtained are also used tomapaverage S-wave velocities in the study area, with an addition of existing data at strong motion stations of the AFAD. [ABSTRACT FROM AUTHOR]

Building extraction from high resolution (HR) satellite imagery is one of the most significant issue for remote sensing community. Manual extraction process is onerous and time consuming that's why the improvement of the best automation is a crucial topic for the researchers. In this study, we aimed to expose the significant contribution of normalized digital surface model (nDSM) to the automatic building extraction from mono HR satellite imagery performing two-step application in an appropriate study area which includes various terrain formations. In first step, the buildings were manually and object-based automatically extracted from ortho-rectified pan-sharpened IKONOS and Quickbird HR imagery that have 1 m and 0.6 m ground sampling distances (GSD), respectively. Next, the nDSM was created using available aerial photos to represent the height of individual non-terrain objects and used as an additional channel for segmentation. All of the results were compared with the reference data, produced from aerial photos that have 5 cm GSD. With the contribution of nDSM, the number of extracted buildings was increased and more importantly, the number of falsely extracted buildings occurred by automatic extraction errors was sharply decreased, both are the main components of precision, completeness and overall quality.
