Global Environmental Assessments (GEAs) are in a unique position to influence environmental decision-making in the context of sustainability challenges. To do this effectively, however, new methods are needed to respond to the needs of decision-makers for a more integrated, contextualized and goal-seeking evaluation of different policies, geared for action from global to local. While scenarios are an important tool for GEAs to link short-term decisions and medium and long-term consequences, these current information needs cannot be met only through deductive approaches focused on the global level. In this paper, we argue that a more diverse set of futures tools operating at multiple scales are needed to improve GEA scenario development and analysis to meet the information needs of policymakers and other stakeholders better. Based on the literature, we highlight four challenges that GEAs need to be able to address in order to contribute to global environmental decision-making about the future: 1. anticipate unpredictable future conditions; 2. be relevant at multiple scales, 3. include diverse actors, perspectives and contexts; and 4. leverage the imagination to inspire action. This article shows the potential impact on global GHG emissions in 2030, if all countries were to implement sectoral climate policies similar to successful examples already implemented elsewhere. This assessment was represented in the IMAGE and GLOBIOM/G4M models by replicating the impact of successful national policies at the sector level in all world regions. The first step was to select successful policies in nine policy areas. In the second step, the impact on the energy and land-use systems or GHG emissions was identified and translated into model parameters, assuming that it would be possible to translate the impacts of the policies to other countries. As a result, projected annual GHG emission levels would be about 50 GtCO2e by 2030 (2% above 2010 levels), compared to the 60 GtCO2e in the ‘current policies’ scenario. Most reductions are achieved in the electricity sector through expanding renewable energy, followed by the reduction of fluorinated gases, reducing venting and flaring in oil and gas production, and improving industry efficiency. Materializing the calculated mitigation potential might not be as straightforward given different country priorities, policy preferences and circumstances. Key policy insights Considerable emissions reductions globally would be possible, if a selection of successful policies were replicated and implemented in all countries worldwide. This would significantly reduce, but not close, the emissions gap with a 2°C pathway. From the selection of successful policies evaluated in this study, those implemented in the sector ‘electricity supply’ have the highest impact on global emissions compared to the ‘current policies’ scenario. Replicating the impact of these policies worldwide could lead to emission and energy trends in the renewable electricity, passenger transport, industry (including fluorinated gases) and buildings sector, that are close to those in a 2°C scenario. Using successful policies and translating these to policy impact per sector is a more reality-based alternative to most mitigation pathways, which need to make theoretical assumptions on policy cost-effectiveness. Most studies that explore deep GHG emission reduction scenarios assume that climate goals are reached by implementing least-cost emission mitigation options, typically by implementing a global carbon tax. Although such a method provides insight into total mitigation costs, it does not provide much information about how to achieve a transition towards a low-carbon energy system, which is of critical importance to achieving ambitious climate targets. To enable sensible deep emission reduction strategies, this study analysed the effectiveness of 16 specific mitigation measures on a global level up to 2050, by using an energy-system simulation model called TIMER. The measures range from specific energy efficiency measures, like banning traditional light bulbs and subsidizing electric vehicles, to broader policies like introducing a carbon tax in the electricity sector. All measures combined lead to global CO2emission reductions ranging between 39% and 73% compared to baseline by 2050, depending on the inclusion of sectoral carbon taxes and the availability of carbon capture and storage (CCS) and nuclear power. Although the effectiveness of the measures differs largely across regions, this study indicates that measures aimed at stimulating low-carbon electricity production result in the highest reductions in all regions.Policy relevanceThe results of the calculations can be used to evaluate the effects of individual climate change mitigation measures and identify priorities in discussions on global and regional policies. The type of fragmented policy scenarios presented here could provide a relevant bottom-up alternative to cost-optimal implementation of policies driven by a carbon tax. We identify overlapping and even counter-productive climate policy measures through an analysis that presents the policy effectiveness by region, and by sector.
