The article focuses on an exaggerated report of atrocities committed during the Korean War that began in 1950 published by U.S. Eighth Army war crime section chief Colonel James M. Hanley. According to him, about 3,000 American prisoners had been killed by North Koreans as of November 1, while the Chinese had killed 2,513. The report was considered by critics and Communists as another attempt to defer cease-fire negotiations. Two officers were dispatched by Far Eastern Commander Matt Ridgway to Pusan to investigate Hanley's facts.
