This paper addresses the question as to whether the idea of global social justice is meaningful. Against the view of many contemporary anti-cosmopolitan philosophers, particularly Thomas Nagel and his argument from coercion, the paper seeks to defend the claim that duties of social justice arise at the global level. By way of an immanent critique, it is argued that legitimate coercion (in the Nagelian sense) takes place within the basic structure of society and that such a structure cannot be limited to nation-state systems. Often, communication by ratio, television and press, and various internet sources, report inadequate practices during signature of contracts or during the building process. However, rules contained in the Anti-Corruption Statute, enforce transparency and promote punishing corruption due to bad government activity, although sometimes the punishment is not effective due to the benefits by collaboration with justice. This paper shows the results of research that exposes unethical activities reported in construction of highway, which undermine the principle contained in the deontology of each professions, and particularly occupational exercise and performance of civil engineer. For doing the historical reconstruction were used consulted press and magazines. This study focused on road projects where there has been significant, inappropriate behavior, and also gaps that have favored contractual manipulation. It is concluded from the study that the Procurement Information System is a useful tool to keep abreast of progress in public investment projects, but that is necessary and relevant updates it and, in that way, the community is kept informed of the investments being made in their zone, and also emphasizes the importance of good deontological practices in all professions, looking for the general goals over the particular interest. In this paper I attempt an analysis of the concept of victim of crimes against humanity. I analyze the moral epistemology of the concepts of damage and evil, in particular the notion of radical evil. I place the notion of victims of crimes against humanity in a manifestation of radical evil. I attempt to determine the empirical and rational dimensions of this concept, as well as their epistemic and ethic normativity. Once established the normative character of the notion, I move on to study some approaches to the moral reality of the victims of crimes against humanity, especially those that deny the victim's moral character. Some characteristics of survivors of crimes against humanity are useful to restore the ethical character of the notion. in this paper we analize a third period in Russell's ethics, from 1940 to 1970. Representative of this phase is his Human Society in Ethics and Politics (1954). In his Autobiography Russell does not seem to be aware of the existence of this third phase, a fact that makes more valuable this investigation. In his 1954 book Russell tries to find a middle ground between reason and passion, subjectivity and objectivity in ethics, as well as between science and ethics. This period can also be characterized as a transition from ethical realism (19001914) to emotivism (1915-1940). We contend that Russell's answer to the problem of the relations between reason and passion are not entirely satisfactory. In this paper we examine the justification of the "noble lie" that Plato offers at the end of Republic Book II. Firstly, we focus on the distinction between a true, genuine lie or falsehood (alethô̱s pseûdos) and a merely verbal falsehood (en toîs lógois). Some famous passages of Meno, as well as the final myths of Gorgias or Republic, can be considered as "lies alike truths" in the sense that Plato defends in Republic. The paper defends the undeniable thesis of technological progress but not the idea of an optimistic absolute progress, but limited and in context. Technological progress is conceived on two levels: (a) technical and (b) valuative. The first responds to internal rationality of technology, in this respect it is obvious that the technology (all time) improves and its advances. The second includes two aspects: the effects of technology in the environment and its contribution to social progress. On this second level, it is more difficult to determine the sense of direction of technological progress, since the technological progress is evaluative. The fundamental idea resides in that technological progress, in itself, doesn't lead to social or human progress necessarily, because the last not only depends on the technological variable, it intervenes another series of factors. For the last thirty years, medical science has a growing attention regarding an emphasis to return to humanism to counteract the "corporativism" around the health care system, because it seems to be responsible for the dehumanization of health. As medical educators, we are worried about the impact that our own professional behavior exerts on the development of the humanistic attitudes and behaviors of the medical students and residents, however it still seems that the concept of "humanism" is confusing among the medical areas. This brings out the need to clarify what we mean by "medical humanism." To reach a general consensus that supports the evaluation of the humanistic medical attitudes and behaviors and outlines specific pedagogical strategies that enhance and strengthen the term in the environment of medical education ad practice. This paper reviews the classical term "humanism" and its evolution inside medical science until it may be considered a way of life with an emphasis made on human welfare and it enables the construction of human values and norms. This paper criticizes the classification of Kant's ethics as a deontological ethics. The term, used for that purpose, is considered insufficient, even equivocal and ambiguous. Nowadays, deontology is used as a good resource to replace criticism -in ethical matters- with programs or regulations determined according to heteronymous interests, a task which is incompatible with Kantian ethics. Furthermore, the concept of duty theorized by Kant, in which are evident its ontological support and its aprioristic character, does not match the -empirical- duty privileged by deontology. Resumen La profesión docente se presenta como un espacio complejo sometido a múltiples demandas por parte de la sociedad, situación que afecta el desempeño del cuerpo docente en el ejercicio de su labor. Con el objetivo de definir desde el pensamiento de los profesores cuál es la responsabilidad que asumen, se desarrolla la presente investigación, la cual forma parte de un trabajo más amplio que pretende analizar la integración del comportamiento ético en la identidad profesional docente. Es un trabajo de carácter descriptivo, como instrumento se aplicó un cuestionario (Hirsch, 2005), este incluía la pregunta: Desde su punto de vista, cuáles son los principales rasgos de un docente responsable. Para analizar las respuestas aportadas por 88 docentes (estudiantes de posgrado de tres universidades de Venezuela) se utilizó como técnica el análisis de contenido a partir del cual se obtuvo como resultado que existe una visión dual en relación con la responsabilidad docente; en primer lugar, asociada con la condición de funcionario que cumple un horario y desarrolla las tareas que le son encomendadas; en segundo lugar, la responsabilidad se asume desde una perspectiva ética en la cual priman ideas de autonomía y respeto. De lo anterior se desprende la necesidad de implementar programas de desarrollo profesional docente y la búsqueda de condiciones de ejercicio que respeten y promuevan la autonomía del cuerpo docente como una forma de buscar el bienestar en su trabajo cotidiano y al mismo tiempo asegurar la calidad de la labor desempeñada. Abstract The teaching profession is presented as a complex space subjected to multiple demands by society, a situation that affects the performance of the professors in the exercise of their labor. This research paper is developed with the aim of defining, from the teacher’s way of thinking, which is the responsibility that they must assume. This investigation is part of a wider work that pretends to analyze the integration of the ethical behavior in the identity of the professional teacher. It is a descriptive work, the questionnaire was applied as an instrument (Hirsch, 2005), this questionnaire included the question: From your point of view, which are the main features of a responsible teacher. To analyze the answers given by 88 teachers (postgraduate students from three universities in Venezuela) the content analysis was used as a technique, from which it was obtained as a result that there is a dual vision in relation to the teaching responsibility; first, associated with the condition of an official who fulfills a schedule and carries out the tasks entrusted to him; second, the responsibility that is assumed from an ethical perspective in which ideas of autonomy and respect prevail overall. From this comes the necessity to implement teacher professional development programs and the search for exercise conditions that respect and promote the autonomy of the teaching staff as a way to seek welfare in their daily work and at the same time ensure the quality of the work performed.

This paper discusses the Freedom problem. The hypothesis of Reading is that it is part of human nature to act with an evil intention and with benevolence, and between these two forms of action freedom is positioned. Evil intentions are acts that expect hurt and destruction for another. Benevolence is far from excessive sameness and find its greatest expression in collective happiness and common benefit. The place of other is not destruction, it is bond. To recognize the proximity that exist between goodness and evil intention permits to distinguish strategies in order to confront conflict situations. This is a part of human condition. En este artículo se discute el problema de la libertad. La hipótesis de lectura es: hace parte de la naturaleza humana actuar con maldad y benevolencia y entre estas dos formas de acción está la libertad. El mal se representa en actos que pretenden lastimar y aniquilar a otro. La benevolencia se distancia de la excesiva mismidad y halla su mayor expresión en la felicidad colectiva y el bien común. El lugar del otro no es el del aniquilamiento sino el del vínculo. Reconocer la cercanía que existe entre la bondad y la maldad permite discernir estrategias para afrontar situaciones de conflicto, el cual hace parte de la condición humana.

25. Implementación de la bioética en la enseñanza de enfermería

Background: the objective of this paper is to present the results after analyzing the description of the courses themselves belonging to the curriculum of the Degree Programme in Nursing from the University of Costa Rica.Method: was conducted through a literature review, documentary, archivist, he analyzed 27 courses specific to the Bachelor of Nursing. Of these courses extracted through an elaborate matrix that finally reflecting aspects implicitly or explicitly Human Rights and bioethics. Also analyzed in ethical approach reflected in the documents analyzed.Result: the practice of non-maleficence and beneficence in the values of Human Rights stands identified and others that reflect the principle of justice; this ethos is altruistic. From the theory of the ethics of care, the outlook I and II proposed by Gilligan stands apart from the social bioethics.Conclusion: fundamental values that are based on the principles of non-maleficence and beneficence describe the course sylabus. It is not clear how they will work in the teaching learning process Antecedentes: el objetivo de este artículo consiste en presentar los resultados tras analizar la descripción de los cursos propios que pertenecen al plan de estudios del Programa de Licenciatura en Enfermería de la Universidad de Costa Rica.Método: se desarrolló una investigación bibliográfica, documental, archivista, en la que se analizó 27 cursos de la carrera de Licenciatura en Enfermería, de los cuales se extrajo, por medio de una matriz elaborada para ese fin, aspectos que reflejaran implícita o explícitamente los Derechos Humanos y la bioética.Resultado: se destaca la práctica de la no maleficencia y la beneficencia en los valores de Derechos Humanos identificados, así como otros que reflejan el principio de justicia; el ethos presente es el altruista. Desde la teoría de la ética del cuidado, se distingue las perspectivas I y II propuestas por Gilligan, aparte de la bioética social.Conclusión: en los sylabus de los cursos se describen valores fundamentales que están basados en los principios de la no maleficencia y la beneficencia. No queda clara la forma en que éstos se trabajan en el proceso de aprendizaje- enseñanza.

The aim of this paper is to reflect the differential clinical approach of psychoanalysis and neuroscience. The chosen method is the case-analysis and argumentation, that cames from the field of Law. Casuistry illustrates the obtained results. In conclusion, the concept of symptom is central to each clinical concept and it implies a differential that sets the field, structure and functions. The spread of science is a real difference, that does not figure, but it is capable of measuring. The spread of psychoanalysis is a symbolic difference, with its interpretation. This is not in opposition to the neurosciences or drugs, but to ask about its ethical status, derived from the primacy of the clinical position in the art of healing. The meeting point between neuroscience and psychoanalysis in the context of our time is characterized by the technological progress and the discourse of capitalism. Resumen. El objetivo del presente trabajo es reflejar el abordaje de clínica diferencial del psicoanálisis y la neurociencia. El método elegido es el análisis de caso y la argumentación, este último proveniente del campo del Derecho. La casuística ilustra los resultados obtenidos. Como conclusiones, la noción de síntoma es central a cada concepción clínica, e implica un diferencial que establece el campo, la estructura y sus funciones. El diferencial de la ciencia es un diferencial real, que no cifra, capaz de medición. El diferencial del psicoanálisis es un simbólico, capaz de cifrado, con su interpretación. No se trata de una oposición a las neurociencias ni a los fármacos, sino de interrogar sobre su estatuto ético, derivado de la primacía de la posición clínica del arte de curar. Punto de encuentro entre neurociencia y psicoanálisis en el marco de la época, caracterizada por un avance tecnológico y el discurso del capitalismo.
