In the last two decades labour's world undergoes through many changes, including an increasing in flexibility of their relations. These changes have affected the most vulnerable groups such as young people, even if not homogeneously, since it is understood that there are multiple youths in the country. At the same time, there was an unprecedented expansion of professional higher education in Brazil, rooted in the reinterpretation of the human capital theory. Despite the predominant discourse of equivalence between education and employment, qualification is no longer a guaranty of entrance into the labor market. Thus, this theoretical essay discusses the relationship between professional higher education in Brazil and the employability of young people, proposing a research agenda for future studies on the subject. Therefore, intending to advance on this subject in Brazil, this paper is based on studies about the expansion and professionalization of higher education in France, since this process has already been consolidated in that country. The internships are important to these youngters' beginning in the market for they permit the students to develop working experiences within their formation area. However, with the changes in the work market, this modality has been twisted from its original pedagogical project, taking therefore the shape of underemployment. In order to deepen the comprehension over this theme, this work's goal is to analyse how to organize the internship market in the Management area within the town of Porto Alegre. It has been chosen to focus in the area of Management because it is one of the most significant regarding the number of offers for internships. To the fullfilment of the research articles and data from research institutions, wich have evidenced the transformations within the occupational and educational structures in the country, the legal aspects (laws 9.474 from 1977 and 11.788 from 2008); interwviews with centers of integration (two); representatives from university institutions (four) and students of Management courses from a public institution (21) and one private (11) have been analized. It has been realized that the growing of the university management courses, the heterogeneity of new work contracts and the acting of intermediates contribute to increasing the models of internships which are distant from the goal of formation and with the similarities of a regular job. This paper presents the concept of professional insertion, considering an analytical model and an agenda of research for studies in Brazil. We start with theoretical survey texts of French literature in reason of the long tradition in studies on professional insertion of young of different social groups and carried through levels of formation in that country. Finally, we propose a model for understanding professional insertion that adopts a procedural perspective considering the relationship between individual characteristics, the institutional aspects that guide the timing of entry into the labor market and the historical and the social context.
