This report provides an overview of Jordanian politics and current issues in U.S.-Jordanian relations. It provides a brief discussion of Jordan's government and economy and of its cooperation with U.S. policies in the Middle East. Several issues are likely to figure in decisions by Congress and the Administration on future aid to and cooperation with Jordan. These include Jordan's continued involvement in attempting to promote Israeli-Palestinian peace and the stability of the Jordanian regime, particularly in light of ongoing conflicts in neighboring Syria and Iraq. U.S. officials may also consider potential threats to Jordan from the Islamic State organization (IS, also known as ISIL, ISIS, or the Arabic acronym Da'esh). Although the United States and Jordan have never been linked by a formal treaty, they have cooperated on a number of regional and international issues over the years. Jordan's small size and lack of major economic resources have made it dependent on aid from Western and various Arab sources. U.S. support, in particular, has helped Jordan address serious vulnerabilities, both internal and external. Jordan's geographic position, wedged between Israel, Syria, Iraq, and Saudi Arabia, has made it vulnerable to the strategic designs of more powerful neighbors, but has also given Jordan an important role as a buffer between these countries in their largely adversarial relations with one another. The United States has provided economic and military aid to Jordan since 1951 and 1957, respectively. Total bilateral U.S. aid (overseen by State and DOD) to Jordan through FY2016 amounted to approximately $19.2 billion. P.L. 114-254, the Further Continuing and Security Assistance Appropriations Act, 2017, specifies that appropriations for ESF/OCO and FMF/OCO be provided to Jordan. The act did not specify exact dollar amounts for the kingdom. P.L. 115-31, the Consolidated Appropriations Act, 2017, provides "not less than" $1.279 billion in bilateral aid to Jordan from State and Foreign Operations accounts. In May 2017, Rep. Ileana Ros-Lehtinen introduced H.R. 2646, the United States-Jordan Defense Cooperation Extension Act. This bill would reauthorize the United States-Jordan Defense Cooperation Act of 2015 and authorize the establishment of a U.S.-Jordanian Enterprise Fund. According to President Trump's FY2018 budget request to Congress, the Administration is seeking $1 billion in total U.S. aid to Jordan, which is "consistent with the previous FY 2015-FY2017 Memorandum of Understanding level of $1 billion per year." These include the stability of the Jordanian regime (particularly in light of ongoing political change and/or unrest in several other countries in the region), Jordan's involvement in Israeli-Palestinian negotiations, the civil war in neighboring Syria, and U.S.-Jordanian military and intelligence cooperation. Although the United States and Jordan have never been linked by a formal treaty, they have cooperated on a number of regional and international issues over the years. The country's small size and lack of major economic resources have made it dependent on aid from Western and friendly Arab sources. U.S. support, in particular, has helped Jordan address serious vulnerabilities, both internal and external. Jordan's geographic position, wedged between Israel, Syria, Iraq, and Saudi Arabia, has made it vulnerable to the strategic designs of more powerful neighbors, but has also given Jordan an important role as a buffer between these potential adversaries. The United States has provided economic and military aid, respectively, to Jordan since 1951 and 1957. Total U.S. aid to Jordan through FY2013 amounted to approximately $13.83 billion. Levels of aid have fluctuated, increasing in response to threats faced by Jordan and decreasing during periods featuring political differences or reductions of aid worldwide. On September 22, 2008, the U.S. and Jordanian governments reached an agreement whereby the United States agreed to provide a total of $660 million in annual foreign assistance to Jordan over a five-year period, ending with FY2014. In the year ahead, both parties may try to reach a new five-year aid deal. In recent months, Congress has taken additional steps to support Jordan. On January 17, 2014, the President signed into law P.L. 113-76, the Consolidated Appropriations Act, 2014 which Congress passed days earlier. The law provides Jordan $360 million in economic aid and $300 million in military aid. It also stipulates that "from amounts made available under title VIII designated for Overseas Contingency Operations/Global War on Terrorism, not less than $340 million above the levels included in the Memorandum of Understanding between the United States and Jordan shall be made available for the extraordinary costs related to instability in the region, including for security requirements along the border with Iraq." The law also continues to authorize foreign aid to be used for loan guarantees to Jordan and the establishment of an enterprise fund. Finally, Congress also appropriated additional Migration and Refugee Assistance funding (MRA) to help countries like Jordan cope with the Syrian refugee crisis. [ABSTRACT FROM AUTHOR]

Levels of aid have fluctuated, increasing in response to threats faced by Jordan and decreasing during periods of political differences or worldwide curbs on aid funding. On September 22, 2008, the U.S. and Jordanian governments reached an agreement whereby the United States will provide a total of $660 million in annual foreign assistance to Jordan over a five-year period. For FY2011, the Administration is requesting $682.7 million for Jordan in total military and economic aid. The Jordanian government also is seeking additional FY2010 aid from Congress, as lawmakers consider supplemental appropriations legislation to fund military operations in Iraq and Afghanistan. H.Res. 833, which was passed by the House on November 7, 2009, commemorates the 60th anniversary of the close relationship between the United States and the Hashemite Kingdom of Jordan. In the last decade, annual U.S. assistance to Jordan has more than quadrupled, from a total of $223 million in FY1998 to an estimated $912 million in FY2008. Since FY2003, Jordan's total assistance package has averaged over $700 million per fiscal year. This higher figure is due in part to large allocations for Jordan in subsequent supplemental appropriations acts (a total of $1.78 billion since FY2003). In addition to the preceding funds specifically earmarked for Jordan, emergency supplemental bills also have contained funds to reimburse Pakistan, Jordan, and other key cooperation states for logistical expenses in support of U.S. military operations. Increased U.S. aid has reflected the Bush Administration's appreciation for Jordan's role in combating terrorism and rebuilding Iraq. It also may be an acknowledgment of Jordan's vulnerabilities in a region made more volatile by instability in Iraq and conflict between Israelis and Palestinians.
