After his release he moved to the U.S. and was a resident scholar at Stanford University's Hoover Institution. He became a vocal critic of the Chinese "reform through labor" system known as laogai (rhymes with "now-guy") even going back to China undercover to expose prison abuses. In 1995 he was arrested in China for espionage, and was released after 66 days after human rights advocates with the help of then first lady Hillary Clinton pressured China for his release.
