International Human Rights and child rights conventions as well as U.K. wide legislation and guidance require that children in care should be returned home to one or both parents wherever possible. Reunification with parents is the most common route out of care, but rates of re‐entry are often higher than for other exit routes. This study used 8 years of administrative data (on 2,208 care entrants), collected by one large English local authority, to examine how many children were returned home and to explore factors associated with stable reunification (not re‐entering care for at least 2 years). One‐third of children (36%) had been reunified, with adolescent entrants being the most likely age group to return home. Three quarters (75%) of reunified children had a stable reunification. In a fully adjusted regression model, age at entry, being on a care order prior to return home, staying longer in care, being of minority ethnicity, and having fewer placements in care were all significant in predicting chances of stable reunification. The results underline the importance of properly resourcing reunification services. The methods demonstrate the value to local authorities of analysing their own data longitudinally to understand the care pathways for children they look after.

Citizens' opinions on child protection public policy are a key dimension of the legitimacy of a political order. We have conducted a survey vignette on a representative sample of citizens (N = 4,003) in England, Finland, Norway, and California, USA. The findings show that citizens' opinions are clearly in favour of adoption (75%) rather than long-term foster care (25%). Context may partly explain the findings, as the responses of the majority of Anglo-American respondents are in line with practice in their countries but for the Nordic respondents, there is a substantial discrepancy between citizens' opinions and on-going child protection practices.

The use of residential placements for children needing out-of-home care remains controversial. This article considers the discourse of 'residential' and 'institutional' care before describing, mainly through administrative data sources, the wide variations in group-care usage in different jurisdictions. In some countries, its use is minimal, with foster care, kinship care and in some cases, adoption being the preferred options. This is not so in other countries where a high percentage of children in care are in residential placements. There is also diversity in the type of residential services, ranging from small group homes to large institutions. The challenges inherent in making process and outcome comparisons across national boundaries are explored. The authors concur with those who argue for more systematic ways of describing and analysing the aims and characteristics of residential settings. Only then can meaningful comparisons be made between outcomes from group-care regimes in different jurisdictions.

Thirty-five children’s trust pathfinders, local cross-sector partnerships, were introduced across England in 2003 to promote greater integration in children’s services. Using administrative performance data, this paper tracks yearly trends in child service outputs and child well-being outcomes from 1997 to 2004 in these local areas, including the period before their introduction. Professional perceptions of change in child outcomes are also presented. Time series regression analysis shows there was a general improvement in England in these selected performance indicators prior to the introduction of children’s trusts pathfinders. Children’s trust pathfinder areas initially focusing on ‘all children’ in their local area, rather than selected groups of children, showed the most progress. There was no consistent quantitative evidence for better outcomes in more integrated areas, however, 25 of the 35 survey respondents provided locally specific examples of children’s trust pathfinder arrangements improving outcomes for children and young people.

This paper presents findings from a prospective longitudinal study which set out to track the progress of 105 children and young people newly identified as having suffered, or being likely to suffer, significant harm through maltreatment or neglect. Baseline data were collected on these children in four English social services departments. Descriptive data on the services and child outcome data were analysed on all the children between 12 and 18 months later, and on 77 of the young people 8–9 years after concerns were first identified. Forty per cent of the children stayed at home with a parent throughout, while the majority of children experienced either some or considerable disruption to their lives. Fifty-seven per cent experienced further maltreatment or neglect. Some children appear to have made good progress in spite of repeated moves, disruption and re-abuse. The paper examines the pattern of services to children and parents. Factors are explored which appeared to either help or hinder the children's capacity to deal with the stresses and adversities faced over the 8 years. Implications for policy and practice are explored which may be more likely to promote positive outcomes for these high-risk children.

This paper reviews the research on the referral of minority ethnic children to child and family social work teams because of child protection concerns. Specifically, it focuses on those studies that have researched the referral stage of the child ‘in need’ and child protection systems, and explored differences in patterns of referral between the main ethnic groups that make up the UK population.

Elements of attachment theory have been embraced by practitioners endeavouring to assist foster and adopted children and their parents. Attachment theory articulates the potential risks of experiencing multiple caregivers; emphasizes the importance of close social rela- tionships to development; and recognizes that substitute parents may not always have close relationships with children who have experi- enced adversities before joining them. Attachment theory offers con- cerned parents what they believe to be a scientific explanation about their lack of the close, satisfying parent-child relationship they desire. Yet the scientific base of attachment theory is limited both in terms of its ability to predict future behaviours, and especially with regard to its use as the underpinning theory for therapeutic intervention with children experiencing conduct problems. There is a critical need to review the role of attachment theory in child and family services and to consider its place among other explanations for children's disturb- ing behaviour. An important step towards pursuing alternative approaches is for researchers and practitioners to understand the reasons the attachment paradigm appeals to so many adoptive and foster parents, given the apparent widespread prevalence of attach- ment-based interventions. Such understanding might assist in the development of adoption-sensitive uses of appropriate evidence- based treatment approaches.

This paper considers some of the available published research on family support services for minority ethnic families. In addressing this aspect of social work with minority ethnic families, we seek to make a contribution to the knowledge base of practitioners. The paper begins with an overview of what is known about family support services for particular minority ethnic groups, before exploring three specific areas: family centres, a home visiting service, and family group conferences. The paper finally examines what research says about the qualities sought in social workers by minority ethnic parents.

Study objective To measure the health, educational and social impacts of breakfast club provision in schools serving deprived areas across England. Design A cluster randomized controlled trial and an observational analysis. Setting England, the UK. Intervention: funding to establish a school-based breakfast club vs. control (no funding). Main results Intention to treat analysis showed improved concentration (Trail Making Test Part A) amongst the intervention group at 3 months. Fewer pupils within the intervention group reported having skipped classes within the last month and fewer pupils within the intervention group reported having skipped 1 or more days of school within the last month at 1 year. Observational analysis at 1 year showed a higher proportion of primary-aged breakfast club attendees reported eating fruit for breakfast in comparison to non-attendees. A higher proportion of breakfast club attendees had borderline or abnormal conduct and total difficulties scores (primary-aged pupils) and prosocial score (secondary-aged pupils). Conclusions Analyses revealed a mixed picture of benefit and apparent disbenefit. This study illustrated the challenges of evaluating a complex intervention in which the evaluators had less control than is usual in randomized trials over recruitment, eligibility checking and implementation. If the impact of new policy initiatives is to be assessed using the most robust forms of evaluation, social policy needs to be organized so that evaluations can be constructed as experiments. This is likely to prove most difficult where the perceived value of implementing an intervention rapidly is high.

School breakfast clubs are a form of before school provision serving breakfast to children who arrive early. This paper explores their potential to provide support for families at risk of social exclusion. A national evaluation of a Department of Health pilot initiative suggests that their provision can afford valued support to families coping with varying degrees of difficulty in their material, environmental, relational and social circumstances. Many parents regarded clubs as successful in encouraging children to eat breakfast, reducing pressures in the morning and providing an additional source of affordable, trusted child care to those in work, studying or seeking employment. The Department of Health has funded the development of a set of schedules for collating information on and monitoring the progress of children looked after by local authorities. An additional aspiration underlying official encouragement of the use of these ‘Looking After Children’ (LAC) materials was that they would provide aggregate data to feed into national and local policy and planning. Progress on this aim has been slow, in part because instruments designed to aid practice in individual cases have not adapted easily to the hoped for dual role, and in part because completion rates have been patchy and often poor. This paper describes an action research project designed to use the children's reviewing system to collect aggregate data on the LAC dimensions of well-being. It comments on the viability of this method of aggregate data collection as well as locating the information on a cohort of 96 children in the context of other studies, and debates about whether the state can be a ‘good parent’.

The paper explores the outcomes of permanent family placement for children of minority ethnic origin, using a sample of 254 placements drawn, in the main, from a cohort of 1165 British children placed between 1980 and 1985. Statistical techniques are used to explore the relationship between ‘success’ (defined, for the purposes of this paper, as the placement not known to have broken down) and a range of variables, including the characteristics of the child, the birth parents and the adoptive parents, and the type of placement. In most respects, the findings are consistent with those of similar studies. Age at placement is found to have an important effect, with success least likely for children placed in the middle age range. Lack of problem behaviours in the children at the time of placement is also found to be associated with success. Variables which are found to have no effect on the probability of success include ethnic origin of the child, whether it is an adoptive or permanent foster placement, and whether contact with birth parents continued after placement. There was an interesting gender effect in that boys did better in ‘transracial’ than in ‘matched’ placements, but the opposite was the case for girls.

This article reports on the first phase of one of several research projects commissioned by the Department of Health to study post-Children Act policy and practice. Its purpose was specifically to look at the relationship between children ‘in need’ and children ‘in need of protection’ because of concerns about neglect or emotional abuse. The research focuses on the families of 349 children under 8 years of age who were referred to three social services departments because of child protection concerns and 363 who were referred for a service but who did not, at least initially, arrive with a ‘child protection’ label. The study found that the initial assessment of the families of children referred because of concerns about emotional abuse and neglect tended to be low key and to concentrate on ‘risks’ rather than on the needs of the children. An opportunity was thus missed to differentiate between those families who would be able to meet the needs of children without the provision of services and those in which the health and welfare of the children would be likely to deteriorate without further assessment and help. The early decisions by team leaders in respect of this group of families most often resulted in a low level of service provision. © 1997 John Wiley & Sons, Ltd.

The paper summarizes a Department of Health funded research study of the extent to which parents and children were involved in the child protection work of seven English social services departments. The child protection process and the social work practice with a cohort of 220 consecutive cases is described for the period before the initial conference and the 6 months following it. The authors draw on interview data from parents, young people and social workers and on social work records to assess whether the process and practice were participatory and the extent to which family members were actually involved in the decisions and the work. They concluded that there was benefit for parents and children in attempts to involve them, even thought only 3% of 378 family members were rated as partners in the protection process and a further 13% were rated as participating to a considerable extent. There was a statistically significant association between the participation of family members and the interim outcomes for the parents and children being rated by the researchers as good or moderately good.
