Disaster education outcomes are highly dependent on the political context of that education. Based on a rich, in‐depth case study of the creation of community monitors in a landslide and flood‐prone city in southeast Brazil, this paper demonstrates how developmental and political environments add much additional nuance to existing theories of behaviourist and transformative education for disaster preparedness and mitigation. Beyond identifying the benefits of education, it argues that disaster risk reduction outcomes are reliant on governance frameworks that alter over time. The study reveals the political complexity associated with programme implementation and cites the perspectives of a number of participants. Disaster education is shown to be the necessary yet underappreciated twin of the militarised and technical approaches that dominate disaster response in Brazil. Understated, however, is education's situatedness: how it can become an arena of conflict between government and civil actors over matters of state and society in increasingly hazardous urbanisation settings in Latin America. Brazil's successful prosecutorial civil action against polluters could be a regulatory example for the Global South. This paper analyses whether such regulation could also develop without the major political, institutional, and legal reforms that spurred it in Brazil. To do so, it analyzes China, where similar reforms have so far not occurred, but where prosecutors have recently started to initiate civil litigation against polluters. It finds that prosecutorial civil litigation in China has only a limited regulatory effect or potential. Prosecutors in China are influenced by conflicting incentive structures that reward one-off lower level test cases with an innovation bonus, while structurally stimulating a focus on general crime fighting. Ironically, as a result of such incentives, the recent legal reform, toward providing standing for prosecutors in public interest litigation, will, in contrast to Brazil, decrease rather than increase the regulatory effect of these cases. These findings have implications for understanding how the interaction between regulatory independence, legal reform, and regime type shapes possibilities for regulatory innovation in the Global South. The socio-economic fabric of single-company mining towns needs to be carefully considered by both Government and companies in sustainability policymaking. Policy design and effectiveness in such towns are significantly impacted by the city's economic dependence on a single company. This paper explores the perceived effectiveness of government and voluntary private sector mining policies for pursuing sustainability in the historic mining town of Itabira, Brazil over a period of 20 years. Itabira serves as a worthwhile case study because it allows for an in-depth and longitudinal analysis that can reveal valuable lessons to policymakers of different sectors and jurisdictions located elsewhere. Based on extensive face-to-face interviews and literature reviews, study results indicate that changes to the state environmental licensing policies in the 1990s led to significant socio-environmental improvements in the area. The globalization of the mining company also contributed to an increase in the quantity and quality of voluntary industry policies. Recent technological improvements in the beneficiation processes of the mining company promises to extend the life of the mine to 2050. Although there are significant incremental socio-environmental policies and programmes, sustainability remains an elusive vision in Itabira, with no clear objectives or monitoring and accountability mechanisms. Over 60% of the Amazon basin is contained within nine federal Brazilian states. How transparent are state-level governments about implementing and enforcing deforestation reduction policies? Advocates and officials can only influence forest conservation outcomes to the extent that they have information about the actions - the inputs and outputs - of front-line local actors. Leveraging a recently adopted freedom of information (FOI) law, this paper evaluates how well governments comply with website-based disclosure requirements (active transparency), and how effectively they respond to FOI requests (passive transparency) on the implementation and enforcement of deforestation reduction policies. By focusing on how subnational administrations disclose accountings of forest governance - the inputs and outputs of governance - the current study complements an already extensive body of scholarship on central government monitoring of forest cover - the transparency of outcomes. Comparing our results with an original database of transparency evaluations from Brazil, we find extremely low levels of compliance with FOI obligations. We do find, however, that government agencies possessing electronic FOI platforms, which help applicants send requests and appeals and accompany responses, fare better than those without. This and other findings have implications for the design of transparency systems, while global results speak to the policy challenges of federalism, especially dilemmas of subnational policy enforcement. The Cerrado, the tropical savanna covering 22% of Brazil's territory, or approximately 1.783 million km2, has suffered significant human impacts during the past three decades. This paper re-examines estimates of Cerrado vegetation change dynamics using high-resolution satellite remote sensing data from an area of interest extracted from eastern Mato Grosso State. This region has undergone a high degree of typical agricultural development since the early 1970s. Results indicate significant loss of original vegetation as well as high levels of regeneration, suggesting Cerrado vegetation may be more resilient to human impacts than catastrophic estimations suggest. The paper concludes with a critical review of Cerrado land-cover change studies and the implications of evidence for vegetation regeneration, land-cover dynamism and land-use intensification, paying particular attention to spatial scale and research methods. The discussion concludes that Cerrado land-cover change studied at a higher resolution and larger scales (smaller area) is required to represent more effectively the complexity of land conversion for better assessment of human impacts and environmental policy. This paper compares environmental policymaking in two Brazilian cities, Rio de Janeiro and Cubatão. It examines the formation of state-society synergistic interactions in the public policymaking process and their effect on long term sustainability of social mobilization. It concludes that whereas social capital can be constructed in the context of policymaking, it is critically dependent on a concerted effort from both state and society actors to build trust in their daily interactions. The Cubatão and Carioca River cases show that state-society synergy had little effect on the ability of the policy coalitions formed for pollution clean up to sustain themselves over time. Instead, there are indications that rather than a constraint, the flexible and informal nature of such coalitions may have been a critical factor in their ability to carry out policy successfully. The Paris Accord has brought the world's governments together to begin implementing plans for their individual economies to become carbon‐free. The goal of attaining low‐carbon growth is not, however, as simple as it would appear since the world economies, which are dependent on fossil fuels and are fast expanding, are concentrated on accelerating economic expansion at the price of worse environmental effects. In light of this, the study aims to investigate the combined effects of the composite risk index (CRI), green innovation (GINOV), and environmental policy stringency (EPS) on carbon dioxide (CO2) emissions in the context of Brazil, Russia, India, China, and South Africa (BRICS) countries while controlling for gross domestic product (GDP) and renewable energy research and development (RERD) over the period from 1960 to 2020. The research addresses the problems of cross‐sectional dependence and slope heterogeneity in the data set used for analysis by using the second‐generation cross‐sectionally augmented autoregressive distributed lags framework to evaluate long‐ and short‐run models. The corresponding findings show cointegrating relationships between the research variables. Additionally, the results of the regression demonstrate that EPS, GINOV, and RERD contribute to a long‐term decrease in CO2 emissions. CRI and GDP, however, increase CO2 emissions. It is suggested that environmental policies be tightened, GINOV and RERD expenditures be promoted, political stability and institutional quality be maintained, and clean economic growth strategies be adopted in order to help the BRICS countries reduce sectoral risks, create a sustainable environment, and decarbonize their respective economies. This study aims to identify the effect of board diversity on environmental policy in Latin American companies. This research focuses on 11 industrial sectors in Brazil, Mexico, and Chile that took into consideration a broader extension of environmental policy, involving practices regarding resource use, emissions reduction, and innovation. Drawing on corporate governance (CG) and corporate social responsibility (CSR) relationships, a regression analysis was conducted with 1214 firm‐year observations from 181 companies. Our results indicate that the predominantly weak CG in Latin America might favour the use of manipulative environmental policy decisions. Board diversity does not have a relevant influence on CSR activities, as environmental issues are only taken into account so far as the cost of natural resources, while issues such as environmental innovation and reducing emission are not part of the agenda. In Brazil and Chile, independent directors have no significant effect on environmental policy decisions, while in Mexico, a less independent board grants managers greater discretion to establish an environmental policy, whereas in all three countries, board gender diversity has no significant effect. The theoretical insights drawn from this study reinforce that board composition, as an internal CG mechanism, is insufficient to overcome the institutional voids and give protagonist to sustainability issues in Latin America, reiterating the need for more robust CG mechanisms to coerce CSR. Brazil has high levels of biodiversity and has received strong criticism for the increasing country‐wide deforestation that threatens it. Although a significant percentage of land area in Brazil is protected, the areas are insufficient and unevenly distributed. Many studies have contributed to the biogeographical knowledge of Brazilian flora, but no endemicity analysis (EA) has been conducted including all endemic angiosperms. We investigated the spatial component, drawing on a huge and taxonomically diverse dataset based on 827 016 records collected over the last two centuries. We conducted an EA for 15 034 species from 173 families using an optimality criterion with 2° and 3° grid sizes, in order to search for distributional concordance, to identify the biogeographical units and discuss the implications for conservation. Six analyses were run for basal angiosperms, monocots and eudicots. The EA recovered 66 consensus areas (CAs). The concordance of CAs enabled the identification of five best‐supported areas of endemism––three in the Atlantic and Parana Forest and two areas in the Cerrado province––supported by species of 120 families. The age of divergence for some genera that contributed significantly to the identification of areas recovered in the Cerrado coincides with the recent, <10 Ma, estimated age of that province. By contrast, the areas in the Atlantic and Parana Forest are supported by genera with earlier diversification >30 Ma, supporting an ancient origin. Most areas in the Atlantic Forest are partially superimposed with the limits of the protected areas, however, big gaps were identified in the Cerrado. Protecting Brazilian biomes was at the heart of Brazil's environmental policy. Regrettably, this scenario has radically changed based on misleading divergences in conservation policy. Areas of endemism are pivotal for biodiversity conservation due to the common evolutionary history shared by their endemic taxa. There is a growing trend of seeking to move toward sustainable development and because of this, together with the increasingly watchful eye of society, companies are increasingly taking note of this new niche in the stock market. Thus, fund managers and investors see a need to align profits with environmental, social and economic variables in business management as well as corporate governance. The Brazilian Corporate Sustainability Index (Índice de Sustentabilidade Empresarial—ISE) was created in 2005 by the São Paulo Stock Exchange, currently known as B3, which is the result of the merger between the BM&FBovespa and CETIP, and has this nomenclature in reference to the initial letters of Brasil, Bolsa, Balcão. The ISE aims to identify a company's commitment to sustainability and thereby guide the capital and credit market, highlighting companies that incorporate social and environmental risks into the organization, seeking to positively influence the image of the companies involved. The aim of this research was to verify the superior economic and financial performance of the Brazilian companies that are included in the ISE portfolio in relation to the other companies that constitute the Ibovespa, between the years of 2014 and 2018. As a result, a neutral relationship between financial performance and sustainable development was identified, which is consistent with the results of previous studies referenced and addressed in this research. The findings of this study provide an important contribution to the existing research on sustainability in financial markets, since few scientific articles that investigate, using indicators and statistical treatment, the Brazilian sustainability market, are available. As ecological restoration is gaining importance worldwide, researchers, practitioners, and interested people are beginning to self-organize, in order to exchange knowledge and experiences in this growing area. Latin America has recently shown some examples, and the Brazilian Network for Ecological Restoration ( REBRE) is one of them. Working on a nonhierarchical basis, its members, some of whom are important actors in the proposing and implementing of public policies, are able to freely express their doubts and share experiences, thereby contributing to legislative improvements, developing relevant restoration initiatives, and adopting novel approaches and paradigms. Through its three main communication platforms (website, Google Groups, and Facebook), REBRE has reached more than 2,300 members, and although a more equitable distribution through Brazilian regions should still be reached, it is gradually becoming stronger and more representative. In this scenario, REBRE will act with its branch organization, SOBRE (Brazilian Society for Ecological Restoration), to host the next Society for Ecological Restoration Conference, to be held in Brazil, in 2017, exchanging relevant experiences and welcoming restorationists from all over the world. It is commonly recognized that large uncertainties exist in modelled biofuel-induced indirect land-use change, but until now, spatially explicit quantification of such uncertainties by means of error propagation modelling has never been performed. In this study, we demonstrate a general methodology to stochastically calculate direct and indirect land-use change ( dLUC and iLUC) caused by an increasing demand for biofuels, with an integrated economic - land-use change model. We use the global Computable General Equilibrium model MAGNET, connected to the spatially explicit land-use change model PLUC. We quantify important uncertainties in the modelling chain. Next, dLUC and iLUC projections for Brazil up to 2030 at different spatial scales and the uncertainty herein are assessed. Our results show that cell-based (5 × 5 km2) probabilities of dLUC range from 0 to 0.77, and of iLUC from 0 to 0.43, indicating that it is difficult to project exactly where dLUC and iLUC will occur, with more difficulties for iLUC than for dLUC. At country level, dLUC area can be projected with high certainty, having a coefficient of variation (cv) of only 0.02, while iLUC area is still uncertain, having a cv of 0.72. The latter means that, considering the 95% confidence interval, the iLUC area in Brazil might be 2.4 times as high or as low as the projected mean. Because this confidence interval is so wide that it is likely to straddle any legislation threshold, our opinion is that threshold evaluation for iLUC indicators should not be implemented in legislation. For future studies, we emphasize the need for provision of quantitative uncertainty estimates together with the calculated LUC indicators, to allow users to evaluate the reliability of these indicators and the effects of their uncertainty on the impacts of land-use change, such as greenhouse gas emissions. The quest to solve the climate change problem mobilizes representatives from governments, academia, private companies and civil society organizations ( CSOs). Several CSOs around the world have demanded urgent measures by governments to reduce greenhouse gas emissions and to support adaptation measures in vulnerable communities that face extreme events, such as droughts, hurricanes and storms. This article identifies and analyses the strategies developed and implemented by a group of Brazilian CSOs between 2005 and 2010 regarding national and international policies on forests and climate change. ABSTRACT Why is local environmental governance in Brazil shaped through the collective action of many, frequently interacting actors in some municipalities, whilst in others it does not take the form of deliberative and inclusive decision-making? I address this question by zooming in on Brazil's Conselhos Municipais de Meio Ambiente (participatory municipal environmental councils). Through multivariate logistical regression ( n = 5202), I show that a large business community, combined with 'small local government', adds significantly to the likelihood of finding participatory forms of solving environmental problems in a municipality, especially when communities have learned from prior experience with participatory policy-making in other areas. Through multivariate linear regression ( n = 1365), I establish that depth and breadth of participatory environmental governance processes is more likely to increase when, amongst other things, people have previous experience with other types of participatory council, and when there are fewer local government officials per capita. SUMMARY This article contributes to the public administration and environmental governance literature by proposing the notion of 'institutional subversion' as a way of describing how the strategies adopted by local actors may change and even go against the initial aims of institutional development initiatives. The article discusses the case of the system for the environmental licencing of rural properties (SLAPR), an institutional development initiative by the state government of Mato Grosso in the south-eastern portion of the Brazilian Amazon. It will be shown that even though this initiative has earned the status of 'best practice' in controlling deforestation, a closer look at SLAPR reveals that it has led to contradictory outcomes. During the first 8 years of SLAPR, it had no significant impact on reducing deforestation and, in some cases, even permitted the increase of total deforestation by providing authorization for this. According to an institutional analysis of the case study, the article draws particular conclusions that could be relevant to public administrators in the region and in other countries. In particular, it is argued that by accepting the possibility of institutional subversion, public administrators may become more attentive to unexpected consequences and be able to take corrective action. Furthermore, in order to avoid institutional subversion, public administrators should integrate institutional initiatives into broader governmental, technological and economical dimensions. This article examines the barriers to an effective response to climate change faced by governments and institutions. Developments to prevent environmental degradation in countries including Brazil, China, and India are considered. It is stated that governments and corporations face a challenge in reconciling keeping the costs of producing goods and services low and doing so in an environmentally conscious manner. It is suggested that the involvement and cooperation of these influential bodies is necessary to ensure effective environmental protection.

Decentralisation, the transfer of powers to a lower level of government, is thought to encourage more efficient and equitable management of natural resources. Participation of civil society organisations (CSOs) is considered critical to create positive outcomes of decentralisation. Here we examine aspects of civil society participation in decentralised management using the case of Brazil's water resources management. Several Brazilian states have enacted reforms mandating watershed committees in which the participation of civil society is either encouraged or required. However, actual participation of civil society is not yet well understood. To assess participation, we collected qualitative data on watershed districts in three Brazilian states (Bahia, Paraná and São Paulo). Our findings reaffirm the importance of the state in establishing a transparent legal framework to encourage participation and in defining“civil society”. The ability of civil society leaders to obtain and deploy local environmental knowledge, which frames environmental issues in new geographical scales, is useful to achieve the efficiency and efficacy objectives of decentralisation. However, by“upscaling” political activities beyond decentralisation's new territories, CSOs could make decentralisation irrelevant to local environmental issues. [ABSTRACT FROM AUTHOR]

Objective. This article reviews changes in the social contexts of deforestation in the Brazilian Amazon from the 1970s to the 1990s, moving from the household to the global level. Methods. I draw on satellite imagery, state publications, farm surveys, ethnographic field work, and policy analyses for a comparative analysis that shows how land cover, agriculture, demographics, politics, and markets have changed over time. Results. Alterations in the social contexts of deforestation appear on all levels considered, from household demographic evolution and new land use strategies to a regional demographic transition and the emergence of cattle and timber economies, to a “greening” of Brazilian development policy and changes in national land markets, to multilateral bank loans for new infrastructure and local-international alliances between grassroots and environmental organizations. Conclusions. The social contexts of deforestation are very complex and changing and call for greater attention by social scientists to land cover and land use change. [ABSTRACT FROM AUTHOR]

As of the 1980s, 'urban problems' have come to be perceived and treated in new ways in Brazil. Innovations introduced into public administration and legislation, at both the national and local levels, accompanied a broader social process and created conditions in which urban regulations, planning and management not only were equipped with new mechanisms for intervention in the urban context, but were submitted to a new approach structured around respect for environmental concerns. The ideas developed in this article begin with an outline of environment-related litigation in Rio de Janeiro, Brazil offered as a way to identify the actors that are able to ensure that their demands and arguments for environmental protection circulate publicly. The second section is designed to begin the task of identifying the available repertoire of versions of the environment as a social problem in Rio de Janeiro. Some remarks are called for here in order to mark out the terrain on which environmental conflicts occur in Rio de Janeiro? The first relates to the role played by public institutions, which goes far beyond their participation as parties to litigation.

This article investigates both the marketing and the production activities of a multinational enterprise (MNE) operating in the Brazilian chemical industry. The case chosen illustrates how the MNE has managed to adapt or to upgrade some of its main policies, programs, production activities, and products in conformity with both its long-term strategic positioning and the host country's environmental regulatory policy. The company established two effective environmental programs that deserve mention. One of the programs has been set up to generate receipts through the provision of environmental services for a price. The other one pursued systematic procedures to better serve clients through customized applications of waste reduction practices. The latter reveals how proactive companies may profit from effectively envisaging the whole product cycle along their value chain. [ABSTRACT FROM AUTHOR]
