This collaborative paper explores the interconnections between climate change and the mental health and well‐being of Indigenous women in Western Canada. As the impacts of climate change intensify globally, vulnerable populations, particularly Indigenous communities, face disproportionate and multifaceted challenges. Centering on Indigenous women in Western Canada, this study explores how the climate crisis magnifies Indigenous communities' mental health disparities. Drawing from the Indigenist feminist research approach, the investigation focuses on Indigenous women's lived experiences, perceptions, and land‐based coping strategies amidst climate challenges, while simultaneously addressing the unique social, cultural, and historical factors influencing their mental health vulnerabilities within the context of climate change. The findings shed light on the complex relationships between environmental degradation, ongoing colonial impacts on traditional practices, and the mental well‐being of Indigenous women. Concluding with implications for policy and community‐led interventions, this research contributes to the discourse on the intersectionality of climate change impacts and mental health, particularly focusing on Indigenous women in Western Canada. This study assesses agricultural economics literature on farmland prices and key determinants of these prices. The first section of the paper uses a basic capitalization model to organize a review of the literature and data. We then provide a focused assessment of five streams of literature examining farmland prices: (1) boom‐bust; (2) the capitalization effect of government agricultural subsidies on farmland prices; (3) agricultural zoning; (4) climate change; and (5) prohibitions against non‐local buyers of farmland. Our review highlights challenges to ongoing efforts to model changing farmland prices, the modern emphasis on econometric identification, important variation in the magnitude of estimated relationships across the literature, and the opportunity to expand research in Canada. Cities are taking a leadership role in addressing global climate change and reducing greenhouse gas (GHG) emissions, but policy innovations are needed to help cities move from goals to outcomes. Pilot projects are one means by which cities are experimenting with new ways of governing and financing climate change mitigation. In this paper, we develop a framework for understanding the role of pilot projects in urban policy innovation: their emergence and rationale, and the means by which they ultimately scale up and out to reduce GHG emissions. We use this framework to evaluate a pilot project for retrofitting social housing buildings in Toronto. We find the initial pilot project helped address the challenges of pursuing deep retrofits of social housing. Scaling these lessons up to the city level required overcoming challenges to financing and coordinating a larger project; scaling out to the provincial level revealed institutional and political obstacles to pursuing the co‐benefits of deep building retrofits in social housing. Bridging agents play an important role in both scaling processes. Arctic shelf seas are highly heterogeneous, making it difficult to accurately account for their role in regional and global air‐sea CO2 exchange budgets. Here we estimate the CO2 sink in the Canadian Arctic Archipelago (CAA) based on empirical relationships that account for spatiotemporal variations in the sea surface partial pressure of CO2 (pCO2sw) as a function of seasonal sea ice cycles. During the open water season from 2010 to 2016, the CAA acted as a net oceanic sink with an average CO2 flux of −7.7 ± 4 Tg C/year. This sink is significantly smaller than previous estimates for the CAA, emphasizing the importance of properly accounting for seasonal and spatial variability on Arctic shelves. Applying our analysis to a 37‐year record of sea ice conditions, we calculate an increase in the open water CO2 sink by ~150% (a trend of ~ −1.3 Tg C/decade), associated with sea ice loss and higher wind speeds. Plain Language Summary: Much of the carbon dioxide (CO2) humans put into the air ends up in the oceans. This is good because it slows down climate change but also bad because some creatures could be hurt by extra CO2. In the Arctic, it is hard to know how much CO2 is absorbed by the ocean, because the ocean is frozen for much of the year. In this paper, we try to figure out how much CO2 is going into the Canadian Arctic Archipelago—a shallow sea in northern Canada that is home to the famous Northwest Passage. We found that the amount of CO2 going into this sea is much lower than scientists thought before because they did not fully account for the ice. However, the amount of CO2 going into the sea each year is increasing, because sea ice is melting due to climate change. Key Messages: Canadian nationalist rhetoric is still premised on resource extraction despite discussions of climate change by the Liberal government since 2015.Taking earth system science seriously requires rethinking national identity and the conventional geopolitical premises on which it is based.Meeting Paris Agreement on Climate Change commitments requires much more fundamental changes than Canadian Federal government rhetoric so far acknowledges. Considering recent formulations of geopolitical culture in combination with concerns that environmental change be included in contemporary geopolitical analysis, this paper examines the implicit geopolitical formulations in recent Canadian federal political discourse both in Stephen Harper's Conservative government and the subsequent Liberal administration. Contrasting earth system science ideas about global transformations with Canadian nationalist rhetoric concerning petroleum production and notions of unlimited resource extraction as parts of national identity sharply highlights the contours of Canadian identity. If sustainability is to be taken seriously, the official nationalist formulation will have to be drastically changed, but as the widespread rejection of the LEAP manifesto suggests, such ideas of a sustainable mode of globalization have yet to substantially influence Canadian political discourse, despite the rhetorical support offered to the Paris Agreement on Climate Change by the Liberal government of Justin Trudeau. Abstract: Pressures on water resources due to changing climate, increasing demands, and enhanced recognition of environmental flow needs result in the need for hydrology information to support informed water allocation decisions. However, the absence of hydrometric measurements and limited access to hydrology information in many areas impairs water allocation decision‐making. This paper describes a water balance‐based modeling approach and an innovative web‐based decision‐support hydrology tool developed to address this need. Using high‐resolution climate, vegetation, and watershed data, a simple gridded water balance model, adjusted to account for locational variability, was developed and calibrated against gauged watersheds, to model mean annual runoff. Mean monthly runoff was modeled empirically, using multivariate regression. The modeled annual runoff results are within 20% of the observed mean annual discharge for 78% of the calibration watersheds, with a mean absolute error of 16%. Modeled monthly runoff corresponds well to observed monthly runoff, with a median Nash–Sutcliffe statistic of 0.92 and a median Spearman rank correlation statistic of 0.98. Monthly and annual flow estimates produced from the model are incorporated into a map‐ and watershed‐based decision‐support system referred to as the Northeast Water Tool, to provide critical information to decision makers and others on natural water supply, existing allocations, and the needs of the environment. Climate adaptation is a complex policy area, in which knowledge, authority, and resources are fragmented among numerous public agencies, multiple levels of government, and a wide range of nongovernmental actors. Mobilizing and coordinating disparate public and private efforts is a key challenge in this policy domain, and this has focused research attention on the governance of adaptation, including the dynamics of interaction among interests and the institutions that facilitate collective action. This paper contributes to the study of adaptation governance by adopting the policy regimes perspective, an analytical framework designed to make sense of the loose governing arrangements surrounding complex, fragmented problems. The perspective's constructs are applied to a longitudinal case study of adaptation governance in Canada, which identifies, analyzes, and evaluates the policy ideas, institutions, and interests that comprise Canada's adaptation policy regime. One of the most significant positive approaches to the politics of climate change on the scale required by the problem is that of Giddens. This paper uncovers weaknesses in his argument and reveals motivational divergence for mitigation and energy security in both Canada and New Zealand, which is opposite to what occurred in Northern Europe that provided the basis for his analysis. This suggests that the response to climate change varies according to deeper cultural and geophysical structures. The paper also examines cost(risk)-benefit analysis versus the precautionary principle, the directionality of political-economic convergence with mitigation, and political partisanship concerning climate change. Multilevel governance poses several challenges for the politics of climate change. On the one hand, the unequal distribution of power and interests can serve as a barrier to implementing coherent policy at a federal level. On the other, these features also enable policy leadership among sub-federal units. In the context of wide variation in climate policy at both national and sub-federal levels in Canada and in the United States, this paper utilizes an original data set to examine public attitudes and perceptions toward climate science and climate change policy in two federal systems. Drawing on national and provincial/state level data from telephone surveys administered in the United States and in Canada, the paper provides insight into where the public stands on the climate change issue in two of the most carbon-intensive federal systems in the world. The paper includes the first directly comparable public opinion data on how Canadians and Americans form their opinions regarding climate matters and provides insight into the preferences of these two populations regarding climate policies at both the national and sub-federal levels. Key findings are examined in the context of growing policy experiments at the sub-federal level in both countries and limited national level progress in the adoption of climate change legislation. Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. This paper examines Canadian municipal climate in light of the absence of a comprehensive and effective climate national strategy. The paper considers various reasons why local governments in Canada have not been central players in national plans, and why their actions have not been more influential nationally. The paper argues that the potential influence of Canadian municipalities on national climate policy is weak, given the loose nature of the network and the long-held structural view that municipalities are not significant units of political analysis in national political and policy debates. Critical geographers have paid remarkably scant attention to issues of climate change, even less so to forest carbon management policy. Building on geographic debate concerning the ontological production of nature and race, this paper argues that at stake in the climate change debate are not simply questions of energy geopolitics or green production. Also at issue in the climate debate are powerful questions of identity, the national form and race. This paper considers how a particular slice of the climate debate – forest carbon management discourse pertaining to Canada's boreal forest – enacts a political geography of racial difference, one that seeks to accommodate an imagined mode of traditional aboriginal life to the exigencies of global climate change mitigation and, importantly, to a logic of global capital now well into its ecological phase. Rationale Intersectoral action (ISA) has been at the forefront of public health policy discussions since the 1970s. ISA incorporates a broader perspective of public health issues and coordinates efforts to address the social, political, economic and environmental contexts from which health determinants operate and are created. Despite being forwarded as a useful way to address and treat complex or 'wicked' problems, such policy issues are still often addressed within, rather than across, disciplinary silos and ISA has been documented to fail more often than it succeeds. Aims and objectives This paper contributes to an understanding of ISA by outlining and applying critical systems heuristics (CSH) theory and methods. Methods CSH theory and methods are described and discussed before applying them to the example of addressing climate change and health equity through public health practice. Results CSH thinking provides useful tools to engage stakeholders, question relations of power that may exist between collaborating partners, and move beyond power inequalities that guide ISA initiatives. Conclusions CSH is a compelling framing that can improve an understanding of the collaborative relationships that are a prerequisite for engaging in ISA to address complex or 'wicked' policy problems such as climate change. Aim Feedbacks between climate warming and fire have the potential to alter Arctic and sub-Arctic vegetation. In this paper we assess the effects and interactions of temperature and wildfire on plant communities across the transition between the Arctic and sub-Arctic. Location Mackenzie Delta region, Northwest Territories, Canada. Methods We sampled air temperatures, green alder ( Alnus viridis ssp. fruticosa) cover, growth, reproduction and age distributions, and overall plant community composition on burned and unburned sites across a latitudinal gradient. Results Mean summer temperature across the study area decreased by 3 °C per degree of increasing latitude (6 °C across the study area). In the northern part of the study area, where seed viability was low, alder was less dominant than at southern sites where seed viability was high. The age structure of alder populations across the temperature gradient was highly variable, except in the northern part of the forest–tundra transition, where populations were dominated by young individuals. Alder growth and reproduction were significantly greater on burned sites (38–51 years following fire) than on unburned sites. North to south across the temperature gradient, vegetation changed from a community dominated by dwarf shrubs and fruticose lichens to one characterized by black spruce ( Picea mariana), alder and willows ( Salix spp.). Regardless of the position along the temperature gradient, burned sites were dominated by tall shrubs. Main conclusions Temperature limitation of alder abundance and repro-duction, combined with evidence of recent recruitment on unburned sites, indicates that alder is likely to respond to increased temperature. Elevated alder growth and reproduction on burned sites shows that wildfire also has an important influence on alder population dynamics. The magnitude of alder’s response to fire, combined with observations that burns at the southern margin of the low Arctic are shrub dominated, suggest that increases in the frequency of wildfire have the potential to alter northern vegetation on decadal scales. By creating new seedbeds, fire provides opportunities for colonization that may facilitate the northward movement of tall shrubs. Feedbacks between the global climate system and low Arctic vegetation make understanding the long-term impact of increasing fire frequency critical to predicting the response of northern ecosystems to global change. Aim The spatial extent of western Canada’s current epidemic of mountain pine beetle, Dendroctonus ponderosae Hopkins (Coleoptera: Curculionidae, Scolytinae), is increasing. The roles of the various dispersal processes acting as drivers of range expansion are poorly understood for most species. The aim of this paper is to characterize the movement patterns of the mountain pine beetle in areas where range expansion is occurring, in order to describe the fine-scale spatial dynamics of processes associated with mountain pine beetle range expansion. Location Three regions of Canada’s Rocky Mountains: Kicking Horse Pass, Yellowhead Pass and Pine Pass. Methods Data on locations of mountain pine beetle-attacked trees of predominantly lodgepole pine ( Pinus contorta var. latifolia) were obtained from annual fixed-wing aircraft surveys of forest health and helicopter-based GPS surveys of mountain pine beetle-damaged areas in British Columbia and Alberta. The annual (1999–2005) spatial extents of outbreak ranges were delineated from these data. Spatial analysis was conducted using the spatial–temporal analysis of moving polygons (STAMP), a recently developed pattern-based approach. Results We found that distant dispersal patterns (spot infestations) were most often associated with marginal increases in the areal size of mountain pine beetle range polygons. When the mountain pine beetle range size increased rapidly relative to the years examined, local dispersal patterns (adjacent infestation) were more common. In Pine Pass, long-range dispersal (> 2 km) markedly extended the north-east border of the mountain pine beetle range. In Yellowhead Pass and Kicking Horse Pass, the extension of the range occurred incrementally via ground-based spread. Main conclusions Dispersal of mountain pine beetle varies with geography as well as with host and beetle population dynamics. Although colonization is mediated by habitat connectivity, during periods of low overall habitat expansion, dispersal to new distant locations is common, whereas during periods of rapid invasion, locally connected spread is the dominant mode of dispersal. The propensity for long-range transport to establish new beetle populations, and thus to be considered a driver of range expansion, is likely to be determined by regional weather patterns, and influenced by local topography. We conclude that STAMP appears to be a useful approach for examining changes in biogeograpical ranges, with the potential to reveal both fine- and large-scale patterns. [ABSTRACT FROM AUTHOR]

Climate change is already occurring in the Arctic and the Arctic Climate Impact Assessment recently concluded that future climate change could be devastating for Inuit. This paper characterises vulnerability to climate change in two Inuit communities in the Canadian territory of Nunavut, focusing on the resource harvesting sector. In both communities, Inuit have demonstrated significant adaptability in the face of current changes in climatic conditions. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in resource use, and institutional support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity and have resulted in emerging vulnerabilities. Global and regional climate projections indicate that climatic conditions which currently pose risks are expected to be negatively affected by future climate change. These projections are not without precedent and analysis of current vulnerability and identification of adaptation constraints by Inuit in the two communities indicate the continued importance of traditional coping mechanisms. The ability to draw on these coping mechanisms in light of future climate change, however, will be unequal and the research indicates that young Inuit and those without access to economic resources, in particular, are vulnerable. Climate change is commonly evaluated as the difference between simulated climates under future and current forcings, based on the assumption that systematic errors in the current-climate simulation do not affect the climate-change signal. In this paper, we investigate the Canadian Regional Climate Model (CRCM) projected climate changes in the climatological means and extremes of selected basin-scale surface fields and its sensitivity to model errors for Fraser, Mackenzie, Yukon, Nelson, Churchill and Mississippi basins, covering the major climate regions in North America, using current (1961-1990) and future climate simulations (2041-2070; A2 and IS92a scenarios) performed with two versions of CRCM. Assessment of errors in both model versions suggests the presence of nonnegligible biases in the surface fields, due primarily to the internal dynamics and physics of the regional model and to the errors in the driving data at the boundaries. In general, results demonstrate that, in spite of the errors in the two model versions, the simulated climate-change signals associated with the long-term monthly climatology of various surface water balance components (such as precipitation, evaporation, snow water equivalent (SWE), runoff and soil moisture) are consistent in sign, but differ in magnitude. The same is found for projected changes to the low-flow characteristics (frequency, timing and return levels) studied here. High-flow characteristics, particularly the seasonal distribution and return levels, appear to be more sensitive to the model version. CRCM climate-change projections indicate an increase in the average annual precipitation for all basins except Mississippi, while annual runoff increases in Fraser, Mackenzie and Yukon basins. A decrease in runoff is projected for Mississippi. A significant decrease in snow cover is projected for all basins, with maximum decrease in Fraser. Abstract This paper presents an empirical model of net ecosystem CO2 exchange (NEE) developed for a subarctic fen near Churchill, Manitoba. The model with observed data helps explain the interannual variability in growing season NEE. Five years of tower-flux data are used to test and examine the seasonal behaviour of the model simulations. Processes controlling the observed interannual variability of CO2 exchange at the fen are examined by exploring the sensitivity of the model to changes in air temperature, precipitation and leaf area index. Results indicate that the sensitivity of NEE to changing environmental controls is complex and varies interannually depending on the initial conditions of the wetland. Changes in air temperature and the timing of precipitation events have a strong influence on NEE, which is largely manifest in gross ecosystem photosynthesis (GEP). Climate change scenarios indicate that warmer air temperatures will increase carbon acquisition during wet years but may act to reduce wetland carbon storage in years that experience a large water deficit early in the growing season. Model simulations for this subarctic sedge fen indicate that carbon acquisition is greatest during wet and warm conditions. This suggests therefore that carbon accumulation was greatest at this subarctic fen during its early developmental stages when hydroclimatic conditions were relatively wet and warm at approximately 2500 years before present. To address the central question of how climate change influences tree growth within the context of global warming, we used dendroclimatological analysis to understand the reactions of four major boreal tree species – Populus tremuloides, Betula papyrifera, Picea mariana, and Pinus banksiana– to climatic variations along a broad latitudinal gradient from 46 to 54°N in the eastern Canadian boreal forest. Tree-ring chronologies from 34 forested stands distributed at a 1° interval were built, transformed into principal components (PCs), and analyzed through bootstrapped correlation analysis over the period 1950–2003 to identify climate factors limiting the radial growth and the detailed radial growth–climate association along the gradient. All species taken together, previous summer temperature (negative influences), and current January and March–April temperatures (positive influences) showed the most consistent relationships with radial growth across the gradient. Combined with the identified species/site-specific climate factors, our study suggested that moisture conditions during the year before radial growth played a dominant role in positively regulating P. tremuloides growth, whereas January temperature and growing season moisture conditions positively impacted growth of B. papyrifera. Both P. mariana and P. banksiana were positively affected by the current-year winter and spring or whole growing season temperatures over the entire range of our corridor. Owing to the impacts of different climate factors on growth, these boreal species showed inconsistent responsiveness to recent warming at the transition zone, where B. papyrifera, P. mariana, and P. banksiana would be the most responsive species, whereas P. tremuloides might be the least. Under continued warming, B. papyrifera stands located north of 49°N, P. tremuloides at northern latitudes, and P. mariana and P. banksiana stands located north of 47°N might benefit from warming winter and spring temperatures to enhance their radial growth in the coming decades, whereas other southern stands might be decreasing in radial growth.
