This paper explores the impact of neoliberalism on Australia's public higher education system. It examines flaws in the university system revealed by the COVID‐19 pandemic and identifies how the conditions created by neoliberal policies have limited universities' capacity to respond to a crisis. The paper reviews the previous literature on universities, neoliberalism policies, and new public management practices. It uses data from the literature, newspapers, and contemporary documents to shape an overview of the Australian public sector university system up to 2021 and its transformation by stealth. The impact of this transformation has been a heavy reliance on international onshore student fees to fund operations, infrastructure, and research activities. COVID‐19‐related public health measures have caused a significant downturn in the number of international students studying in Australia, in turn, creating a financial crisis that has seen many tens of thousands of university staff losing their jobs and courses being cut. The transformation has also seen accountingization of both individual academic and university performance to become the norm. The quantified performance metrics associated with accountingization have become universities' new language, and their goal displaced ends. Revenue generation and expenditure has been privileged over making a contribution to the nation and society. We call for a radical rethinking of the public sector university mission for the ultimate benefit of the Australian community. [ABSTRACT FROM AUTHOR]

Cultural safety is increasingly recognised as imperative to delivering accessible and acceptable healthcare for First Nations Peoples within Australia and in similar colonised countries. A literature review undertaken to inform the inaugural Caring for Australians with Renal Insufficiency (CARI) guidelines for clinically and culturally safe kidney care for Aboriginal and Torres Strait Islander peoples revealed a timeline of the emergence of culturally safe kidney care in Australia. Thirty years ago, kidney care literature was purely biomedically focused, with culture, family and community viewed as potential barriers to patient 'compliance' with treatment. The importance of culturally informed care was increasingly recognised in the mid‐1990s, with cultural safety within kidney care specifically cited from 2014 onwards. The emergence timeline is discussed in this paper in relation to the five principles of cultural safety developed by Māori nurse Irihapeti Ramsden in Aotearoa/New Zealand. These principles are critical reflection, communication, minimising power differences, decolonisation and ensuring one does not demean or disempower. For the kidney care workforce, culturally safe care requires ongoing critical reflection, deep active listening skills, decolonising approaches and the eradication of institutional racism. This paper explores the political economy of Australia's prison industrial complex and its severe impact on Indigenous communities. Taking a historical perspective, the paper moves between a broader analysis of the forced extraction of Indigenous labour by the state and private enterprise and the violence against Indigenous people which accompanies it. Service providers commonly understand development projects in Indigenous Australia to play out at the intersection of a pre‐existing binary between Indigenous and non‐Indigenous groups. It follows that effective development practice is seen to depend on building partnerships across the 'intercultural' divide. Instead of taking this assumption as a baseline from which analysis proceeds, I draw on Karen Barad's theory of 'intra‐action' to show how an Indigenous/non‐Indigenous binary is continually produced in the context of a development NGO working in Central Australia. Based on fieldwork as a volunteer within this NGO, I demonstrate how the 'intra‐action' of community development process produces forms of difference and relatedness for non‐Indigenous NGO staff, and for the Aboriginal community. I argue that in spite of calls for deeper engagements, the community development apparatus continually performs separateness as the ethical framework on which the project proceeds. Objective: With little research investigating older Australians' experience of companion animal (pet) ownership or wildlife encounters, this paper focuses on the value of animals in their lives. Methods: Three online focus groups explored 103 older adults' lived experience of home and community, with this paper focused on interactions with animals—companion animals and wildlife. Results: Most (60%) had at least one pet, which brought love and joy into their lives. Reflexive thematic analysis identified three themes: pets as family; challenges of pet ownership; and connection to everyday wildlife and nature. Conclusions: In addition to valuing companion animals (typically cats and dogs), this research is among the first to show that some older people also develop ongoing relationships with local Australian wildlife, such as kookaburras, kangaroos, lizards and birds, which raises the possibility that fostering connections with wildlife may enhance well‐being. In 1951, performers from Daly River and Tiwi Islands Aboriginal communities staged a corroboree strike. The musicians and dancers had routinely entertained visiting cruise ships in the Darwin Botanic Gardens, but now joined dockside workers to protest the jailing and exiling of two Aboriginal agitators Lawrence Wurrpen (Urban) and Fred (Nadpur) Waters. In Melbourne, the Australian Aborigines' League expressed solidarity with the Darwin strikes and protested the exclusion of Aboriginal voices from the Jubilee of Australian Federation. The League's leaders Doug Nicholls and Bill Onus produced a new work of musical theatre featuring east coast Aboriginal performers Fred Foster, Margaret Tucker, Georgia Lee, Harold Blair, and others in 'Out of the Dark — An Aboriginal Moomba'. In this paper we examine political uses of performance in Australia's assimilation era, and show how Aboriginal agitators used music and dance to connect struggles for rights across Australia, and to keep cultural identity alive. Issues Addressed: Well‐being intervention frameworks may help improve well‐being. The Wheel of Well‐being (WoW) is designed to empower individuals to understand and use the WoW framework for themselves, their communities and in workplaces. This paper evaluates the well‐being impacts on participants of a well‐being capacity building programme using WoW, in Australia. Methods: The programme collected quantitative data from participants at two time points, once at the beginning of the programme (Time 1) and on the final session (Time 2). Surveys assessed well‐being outcomes as well as life satisfaction, knowledge and understanding of well‐being and behavioural changes. Results: Results of a total of 162 participants were included in this evaluation of the programme across nine cohorts. Between Time 1 and Time 2 the participants saw a small, but significant increase in well‐being scores, with no difference between age groups. The number of participants regarded as having a "High" well‐being score increased from 11% to 24%. Increases in knowledge, understanding and the implementation of actions and behaviours to improve well‐being were also observed. Conclusion: This evaluation provides evidence that participation in a short, intensive WoW programme can positively impact well‐being, behaviour and knowledge and understanding regarding well‐being. This suggests WoW may be an effective framework around which individuals can improve their well‐being. So What?: Consideration should be given to the implementation of comprehensive health promotion frameworks, including WoW, to improve the well‐being of individuals. There is a growing body of research documenting Indigenous Peoples and Local Communities' observations of changes in climate. The accuracy, efficacy, and transferability of this research depends on its motives and methods. In this paper, we report on research to produce a working knowledge of changes in climate and its impacts on local biophysical systems in the Tiwi Islands in Northern Australia. Interviews with 52 Tiwi people were combined with diverse forms of aerial data to produce a nuanced understanding of climate change in these remote islands. These data show changes in climate‐sensitive biophysical systems that would otherwise remain undetected by instruments conventionally used for monitoring climate change. These include changes in shorelines, which are causing concerns about damage to buildings that are important for Tiwi well‐being, and changes in the marine environment and wetlands, which are causing concerns about damage to natural heritage. We discuss the implications of these findings, arguing that systematic observations collected by networks of people "on Country" can provide excellent monitoring of climate change impacts, and that Indigenous people's interests in the effects of climate change overlap with those of non‐Indigenous people, as do their rights to support from the State for adaptation. Plain Language Summary: Research that documents Indigenous and local people's observations of changes in the environment is essential to understand the broader implications of climate change. The observations reported in this study in the Tiwi Islands (Northern Territory, Australia) show environmental changes that would otherwise remain undetected by instruments conventionally used for monitoring climate change, particularly changes that affect crucial infrastructure, as well as changes in the marine and coastal environment. Introduction: Sharing injecting equipment is a major route of transmission for blood borne viruses such as hepatitis C and HIV. Although needle and syringe programs are widely available throughout metropolitan Australia, rates of sharing equipment have not significantly changed in recent years. This study aimed to identify factors associated with recent equipment sharing among people who inject drugs in Australia. Methods: A paper‐based survey was distributed via peer‐based organisations between June and November 2018 and was completed by 603 participants. Survey questions addressed recent injecting experiences, equipment sharing, community attachment, stigma and wellbeing. Participants who had recently shared injecting equipment were compared with those who had not shared any equipment using multivariable logistic regression. Results: Recent equipment sharing was associated with recent heroin use, experiencing any past‐year stigma related to injecting drug use, and higher levels of attachment to a community of people who inject drugs. An interaction effect showed increased community attachment was associated with increased odds of sharing equipment among young participants, but with decreased odds of sharing equipment among older participants. Discussion and Conclusions: Community networks of people who inject drugs can play important roles in harm reduction initiatives. While being connected with a community of people who inject drugs increased the odds of sharing injecting equipment, this community connection also increases opportunities for social support, sharing information and mitigating the negative effects of stigma. Collaboratively and meaningfully engaging with communities of people who inject drugs has the potential to increase the reach and effectiveness of health promotion services. [ABSTRACT FROM AUTHOR]

In Australia, the precarity of the aged care sector has been well documented over several decades. During this time, policy reforms have ultimately landed care, and the business of providing it, within a market model. Following recent evidence produced by the Royal Commission into Aged Care and Safety and the COVID‐19 Senate Committee, this model and the sector's incapacity to consistently deliver appropriate care has been the subject of intense public scrutiny and debate. The many COVID‐19‐related deaths of aged care residents have added to demands for urgent action to redress the sector's weaknesses, particularly those relating to workforce adequacy. This paper presents findings from a recent mixed methods study of community aged care provision by five providers who operate across a large rural part of regional Victoria. It utilises data to illustrate the impact of rural location on care provision, and significantly, on local capacity to maintain an appropriately skilled workforce. Demographic factors and funding shortfalls for consumers with multiple, complex care needs underscore the need for strategic planning to ensure workforce adequacy into the future. Encouragingly, our data showcase the many capacities of community aged services in this rural area and the opportunity to develop effective strategies relative to the recruitment and retention of direct care workers and the design of best practice models for meeting complex care needs. Rural and remote communities in Australia are characterised by small but widely dispersed populations. This has been proven to be a major hurdle in access to medical care services with screening and treatment goals repeatedly being missed. Telemedicine in ophthalmology provides the opportunity to increase the availability of high quality and timely access to healthcare within. Recent years has also seen the introduction of artificial intelligence (AI) in ophthalmology, particularly in the screening of diseases. AI will hopefully increase the number of appropriate referrals, reduce travel time for patients and ensure timely triage given the low number of qualified optometrists and ophthalmologists. Telemedicine and AI has been introduced in a number of countries and has led to tremendous benefits and advantages when compared to standard practices. Based on a large‐scale survey conducted with parents from Japanese language schools in Sydney in 2015, this paper aims to review multiple dimensions of social cohesion in the Japanese ethnic community in Australia. Looking at several indices such as economic, political, and cultural integration, the paper describes the social profile of the Japanese ethnic community, questioning the generic perception of the community as a coherent body of middle‐class migrants in Australia. This was achieved through a comparative analysis with outcomes of a national survey of the Australian population on social cohesion and draws attention to the ways in which a particular sense of social cohesion with Australian society is constructed by Japanese migrants. The study found a differentiated sense of belonging to the local community, country of residence (Australia), and nation of origin (Japan). It found communal diversity in the Japanese community resulting from there being a majority of women migrants who were part of cross‐border marriages and their children living in multicultural family circumstances. It was concluded that this configuration within the community leads to advocacy related to a re‐identification as a possible ethnic group of migrants that should be recognized in an inclusive migration settlement policy in Australia. There is no literature to guide mental health nursing in bushfire‐affected communities. Using autoethnographic methods, the author reflects on his experience of mental health nursing during the Australian bushfires of 2019–20 and the challenges of identifying existing practice guidance. Applying an existing nursing model and insights from gestalt, he analyses his field notes to identify and describe practices which he found important and useful for working with bushfire‐affected persons and communities. Eight suggestions are provided to assist mental health nurses to practise in an informed way and promote recovery. This paper makes a contribution to a small body of existing mental health nursing research using autoethnographic methods, and it is the first contribution to the mental health nursing literature about working with bushfire‐affected persons and communities. Intergenerational disadvantage has been defined as 'disadvantage induced by the attitudes, social circumstances or economic limitations of a person's parents (Vinson, 2009, p. 1). This disadvantage could be in terms of poverty, labour force or lack of access to opportunities that other children may have. One of the limitations of this concept is that it only takes into account direct family, so it is only how a person's parents affect their disadvantage. However, evidence suggests that the local community also affects disadvantage, and that disadvantage tends to cluster. The obvious question that this paper tries to answer is do areas with high levels of disadvantage have high levels of disadvantage for all age groups in the area? Or are there areas where a high proportion of disadvantaged elderly people and a low proportion of disadvantage children live? And where are these areas (e.g. rural/regional areas, capital cities, inner urban areas). Answering this question will give some idea of which areas have entrenched disadvantage, so disadvantage that covers a number of life stages. It is these areas where broad policies to reduce disadvantage for everyone are important, rather than targeted policies to reduce disadvantage for children or the elderly. This paper finds that remote areas suffer the greatest proportion of people in areas where there are four life stages disadvantaged, and urban areas have the most people in areas where no life stages are in disadvantage. This does suggest that the Government should be concentrating on efforts to reduce multiple life stage disadvantage in remote areas. [ABSTRACT FROM AUTHOR]

Objective: In the aftermath of fires which swept through a regional community in 2013, community leaders were thrust, unprepared, into the disaster recovery arena. The objective of this research was to investigate the subsequent lived experience of these community leaders and, based on this information, develop a guide to meet the challenges for their personal preparation in the context of disaster. Design: Ethical approval for the overarching Community Connections project was provided by Charles Sturt University (H2014073). The project design was informed by an interpretivist paradigm and the methodology embraced participatory action research and thus engaged community members and leaders as research partners. This paper reports on the community leader component of the overarching project. Setting: Blue Mountains, New South Wales, Australia. Participants: There were 7 interview participants in both 2014 and 2018; 5 participated in both years. Participants were either managers of a local non‐government organisation, peak body, school, emergency service or large relief organisation with a local presence. Main outcome measure: The development of a guide for the personal preparation of community leaders. Results: The stress of community leaders escalated after the disaster, resulting in a debilitating blurring of professional and personal boundaries, heightened demand on personal knowledge, networking relationships and communication strategies. Conclusion: The guide is practical and far reaching; the researchers could not locate anything similar to guide community leaders in their personal planning and preparation for work in disaster recovery. The article discusses that for city-dwelling Australians, COVID-19 sent the population into a toilet paper stockpiling hysteria, and bushfires were already a dwindling memory. It mentions that people living in rural communities are more likely than their city-dwelling cousins to experience multiple physical and mental health problems; and also mentions that self-management interventions are highly effective at preventing readmission to crisis care.

ABSTRACT Within the context of economic and social change in rural Australia, this paper identifies four structural dimensions of non-metropolitan communities that are shown to influence a range of areal and socio-demographic characteristics. The analysis shows that such influence is essentially maintained whether the social catchments forming the database are subdivided by State or by an equivalent number of landscape types. Also, although the dimensions influence both the urban and dispersed elements of the communities, the strength of the relationships is substantially greater if those elements are considered as a symbiotic whole. Throughout, net rural local density (as opposed to gross density) is shown to be a consistently important dimension of rural communities in relatively sparsely settled lands such as those of south-eastern Australia, supported by the important subsidiary influence of relative settlement dispersal and town size. Addictions are, to a considerable extent, born of disadvantage and deprivation. That is not the whole story; there are other factors in place, some of which are in individuals as individuals. In terms of the social determinants of ill-health, addiction and poverty are highly correlated. There is also a literature that investigates whether additionally inequality is bad for our health. The hypothesis put forward in this paper is that in a caring society being poor is not good for health but it is not so bad as being poor in an uncaring society. Societies that claim to be based on social solidarity, as do the Scandinavians, tend to be highly taxed with consequent large public sectors. In Australia, taxation is very low relative to most OECD countries. The idea of tax for redistributive purposes is not seen as politically palatable to the Australian electorate. There is a need to rethink the public health response to addictions. Epidemiology and biostatistics dominate too much. Public health needs to accept the depth and width of the challenge that a concern for and acceptance of the role of social capital offer. The paper discusses this in the context of community autonomy and public compassion and the need for societies to ‘own’ addictions and addiction policy in public discourse. Community-strengthening initiatives for children and their families often focus on the provision of services and the development of adult relationships to support children. Less attention is paid to the relationships that children experience within their communities. Drawing on research with over 100 children aged between 8 and 12 years, this paper examines the importance children place on relationships within their communities. Remote dryland regions are characterised by sparse populations and socially marginalised voices which pose particular challenges to natural resource management. This paper considers the issue of how to achieve community engagement in regions with these characteristics. In doing so, the paper contributes to an expanding international research agenda focusing on the distinct characteristics of arid and semi-arid regions under the heading of 'dryland syndrome'. The paper draws on government liaison officer and local community perspectives of successful engagement in the case-study region of Lake Eyre Basin, Australia. The results demonstrate that widely recognised characteristics of successful engagement are required but insufficient for genuine engagement in remote dryland regions. In addition to building trust through community ownership, being inclusive, effective communication, and adequate resources, genuine community engagement in drylands also requires respecting the extreme conditions and extraordinary variability of these areas. In this paper I draw on ethnography I undertook amongst locals in the Cronulla area after the riot of December 2005. A number of the young beach goers I came across had been on a P&O 'schoolies cruise' at the time of the riot. For two weeks the students depended on the media for information about what was going on in their suburbs. Sailing back, I was told, a pumped-up chorus of 'Shi-ire!' and 'White Pride!' rang out over Sydney Heads, as expectations climbed high of the ship being met by gangs of Middle Eastern youths, ready for the fight. Back on the beach, months later, bodies baking in the sun try to reconcile the thought of riot with what they know about Australia, and Cronulla, as a place of laid back, leisurely, lazily tolerant people. How can the two scenes of bodily excess be brought together? What are the limits of the 'moral panic' idea, in relation to the Cronulla riot? Background Changes in residential accommodation models for adults with intellectual disability (ID) over the last 20 years in Australia, the United Kingdom and the United States have involved relocation from institutions primarily into dispersed homes in the community. But an evolving alternative service style is the cluster centre. Methods This paper reports on the relocation of a matched group of 30 pairs of adults with moderate and severe IDs and challenging behaviour who were relocated from an institution into either dispersed housing in the community or cluster centres but under the same residential service philosophy. Adaptive and maladaptive behaviour, choice-making and objective life quality were assessed prior to leaving the institution and then after 12 and 24 months of living in the new residential model. Results Adaptive behaviour, choice-making and life quality increased for both groups and there was no change in level of maladaptive behaviour compared with levels exhibited in the institution. However, there were some significant differences between the community and cluster centre group as the community group increased some adaptive skills, choice-making and objective life quality to a greater extent than the cluster centre group. Conclusions Both cluster centre and dispersed community living offer lifestyle and skill development advantages compared with opportunities available in large residential institutions. Dispersed community houses, however, offer increased opportunities for choice-making, acquisition of adaptive behaviours and improved life quality for long-term institutionalized adults with IDs. This paper presents a case study, based on the experiences of two senior Aboriginal traditional owners who were engaged in negotiations surrounding the establishment of a Regional Forest Agreement (RFA) in southeast Queensland. This case is notable as an illustration of the capacity of natural resource management planning, through negotiation within a formal process, to extinguish native title. Importantly, the personal experiences of two senior Aboriginal people provide an insight into a situation designed to enhance interactions between government and community, with the overt intention of improving natural resource management. However, the record of this personal experience indicates that the communication was less than satisfactory and that the outcomes, at least in terms of the experiences recorded here, of the individual senior Aboriginal community members, was less than satisfactory. We conclude that, despite best intentions, there is an important lack of provision for community influence or power, including any legal or administrative institutional framework. We also conclude that there are important institutional and social processes of engagement still to be developed, including ways of engaging the community more widely that has conventionally been the case. A recent rise in cannabis use in Indigenous communities in northern Australia may have compounded existing patterns of other substance use. This paper describes these patterns in Arnhem Land in the 'Top End' of the Northern Territory (NT). Economic impacts of the cannabis trade are also described. In a descriptive cross-sectional study, random samples included 336 people (169 males, 167 females) aged 13 - 36 years. Consensus classification of lifetime and current use of cannabis, alcohol, tobacco, kava, inhalants (petrol) and other drugs was derived based on health workers' proxy assessments. A sample (n = 180, aged 13 - 36) was recruited opportunistically for interview. Lifetime cannabis users among those interviewed (n = 131, 81 males, 50 females) described their current cannabis use, usual quantities purchased and consumed, frequency and duration of cannabis use and other substance use. In the random samples, 69% (63 - 75%) of males and 26% (20 - 31%) of females were lifetime cannabis users (OR = 7.4, 4.5 - 12.1, p < 0.001). The proportion of males currently using cannabis was 67% (60 - 73%) while the proportion of females currently using cannabis was 22% (16 - 27%) (OR = 7.9, 4.8 - 13.1, p < 0.001). Current cannabis users were more likely than non-users to be also using alcohol (OR = 10.4, 4.7 - 23.3, p < 0.001), tobacco (OR = 19.0, 7.9 - 45.8, p < 0.001) and to have sniffed petrol (OR = 9.1, 4.6 - 18.0, p < 0.001) but were less likely to be using kava (OR = 0.4, 0.2 - 0.9, p < 0.001). Among those interviewed, higher tobacco consumption in current users and greater alcohol use in lifetime users was associated with increased cannabis use. Declining populations in rural and regional areas have become a high political priority in Australia. Calls for measures to support rural communities have been prompted by substantial population declines in some country areas. In Europe and the USA, similar political pressures to halt population losses in rural and regional areas are also apparent; often as a component of the multifunctionality of agriculture. The question addressed in the present paper is whether or not the Australian tax-paying public would be willing to pay to avoid losses of people from rural and regional areas that may result from environmental protection measures. As an integral component of two recent non-market, environmental valuation exercises using Choice Modelling, the value of the benefits associated with the maintenance of rural populations has been estimated. Objectives: Peer‐to‐peer communication approaches have been previously described as the 'power of personal referral'. Rather than relying on official channels of information, peer‐to‐peer communication may have a role in supporting changes in understanding and possibly behaviours. However, in emergency or pandemic situations, there is currently limited understanding of whether community members feel comfortable speaking about their vaccine experiences or advocating to others. This study explored the perceptions of COVID‐19 vaccinated and unvaccinated Australian adults regarding their preferences and opinions about peer‐peer communication and other vaccine communication strategies. Study Design: Qualitative interview research. Methods: In‐depth interviews were conducted in September 2021 with 41 members of the Australian community. Thirty‐three participants self‐identified as being vaccinated against COVID‐19, while the remainder were not vaccinated at the time or did not intend on receiving a COVID vaccine. Results: Amongst those who were vaccinated, participants spoke about being willing to promote the vaccine and correct misinformation and felt empowered following their vaccination. They highlighted the importance of peer‐to‐peer communication and community messaging, expressing the need for both strategies in an immunisation promotional campaign, with a slight emphasis on the persuasive power of communication between family and friends. However, those who were unvaccinated tended to dismiss the role of community messaging, commenting on a desire not to be like one of the many who listened to the advice of others. Conclusion: During emergency situations, governments and other relevant community organisations should consider harnessing peer‐to‐peer communication amongst motivated individuals as a health communication intervention. However further work is needed to understand the support that this constituent‐involving strategy requires. Sinusoidal corrugated profile webs have been popularly used in steel structural designs to replace the flat webs in conventional welded beams, while there are better performances in corrugated web beams (CWBs) regarding more stability and less material used to against beam failures caused by buckling. Previous studies have provided that CWBs enabled numerous favourable benefits to be recognised as alternatives to the traditional weld beams in designing structures. Furthermore, as CWBs are proposed as the major load‐carrying elements, the maximum deflection in the elastic range is one of the important beam properties that should be precisely estimated and calculated. To find an appropriate method in computing the maximum deflection of CWBs based on the first yield for civil communities in Australia, proposed equations based on other standards will be employed to calculate the theoretical results for the comparisons with simulation‐based results. While applying the linear analysis simulations provided by SAP 2000, ultimate limit state design theory has also been used with requirements stated by AS 4100. In this study, the results in theoretical calculations and numerical simulations have been compared to conclude that the highly defined equations by ASTM [37] and Sause et al. [38] could precisely estimate the maximum deflections of CWBs based on the first yield in conjunction with requirements and limitations in Australian standards, which could be adequate for the structural design calculations in Australian design fields. Highly‐restrictive temporary labour migration schemes are commonplace throughout the Indo‐Pacific region and continue to expand amid sustained policy enthusiasm for 'migration‐development'. Yet, the developmental benefits of guestworker schemes are routinely evaluated according to narrow economic criteria, with little consideration given to transnational family separation and the displacement of socially reproductive labour that sustains everyday life. 'Migration', 'development' and 'care' are deeply interlinked political economic processes, yet they have been theorised in partial isolation. We challenge this analytical disconnect, situating the developmental implications of guestworker migration in relation to the total social organisation of labour, and argue for a more holistic 'migration‐care‐development' nexus that foregrounds unsustainable disruptions to care economies. We ground our framework in the context of Australia's Pacific Labour Scheme to illustrate the developmental consequences for Pasifika households and communities, highlighting the need for 'decent care' policies to address care deficits in support of sustainable and gender‐equitable development. Issue addressed: This study systematically reviewed Australian literature to determine if an association exists between geospatial exposure to food outlets and diet, health or weight status. Recommendations for future research are provided. Methods: A systematic literature search was conducted in December 2021 using CINAHL Plus, PubMed and Web of Science databases. Data were extracted, as per the Preferred Reporting Items for Systematic Reviews and Meta‐Analyses guidelines. Study quality was assessed using an eight‐item checklist. A descriptive synthesis of study characteristics and findings was carried out, stratified via study outcomes. Results: Of the 36 included articles, the majority were from Victoria (n = 19), involving adult participants (n = 30) and cross‐sectional in design (n = 27). Overall, associations were mainly null (nonsignificant) for diet (80%), weight status (75%) and health outcomes (90%). Significant findings were mixed with no positive trend with study quality. Conclusions: Six recommendations are suggested to address current knowledge gaps and limitations in the Australian evidence base: (1) Conduct research on different populations; (2) Employ robust study designs that can test the impact of change over time; (3) Improve the accuracy of food outlet data sources; (4) Improve food outlet geospatial exposure measures; (5) Improve measurement of outcome variables; and (6) Incorporate theoretical models into study design and data analysis. So what?: Improving the quality and consistency of research will be critical to informing locally relevant policy. Despite the present limitations in the evidence base, it is reasonable to assume that decisions to purchase and consume food are driven by availability and access. Thus, policy and planning aimed at improving the overall "healthiness" of the community food environment by increasing access to healthy food outlets is warranted to ensure that healthy options are easier choice for all. This multiple‐case study examines the adoption of a case management system (CMS) across two community organisations in Australia using organizational routines as a theoretical lens. Both the adopters and the vendor were interviewed to explore how the CMS was instituted in the adopting organisations. Many of the concerns or problems associated with a CMS as reported in the literature were not supported in this study. Although the two cases differed significantly in terms of size and resources, the findings show that the adoption of CMS led to new ostensive and performative routines around data collection and service delivery in both organisations. This had implications for accountability and organisational learning. In particular, better access to data improved visibility and reporting on the provision of services and subsequently supported fundraising. This study also highlights some of the situational factors that facilitate or impede the transition to a CMS such as the critical role of the CMS administrator and the way the change is managed in adopting organisations. Overall, this study contributes to the discourse on CMS by providing some evidence to support a more nuanced view of CMS including as 'systems of accountability' or even a 'necessity' of the digital age rather than merely as 'instruments of neoliberal policy' and enablers of bureaucratisation of social work. Novel infectious diseases, particularly those caused by fungal pathogens, pose considerable risks to global biodiversity. The amphibian chytrid fungus (Batrachochytrium dendrobatidis, Bd) has demonstrated the scale of the threat, having caused the greatest recorded loss of vertebrate biodiversity attributable to a pathogen. Despite catastrophic declines on several continents, many affected species have experienced population recoveries after epidemics. However, the potential ongoing threat of endemic Bd in these recovered or recovering populations is still poorly understood. We investigated the threat of endemic Bd to frog populations that recovered after initial precipitous declines, focusing on the endangered rainforest frog Mixophyes fleayi. We conducted extensive field surveys over 4 years at three independent sites in eastern Australia. First, we compared Bd infection prevalence and infection intensities within frog communities to reveal species‐specific infection patterns. Then, we analyzed mark‐recapture data of M. fleayi to estimate the impact of Bd infection intensity on apparent mortality rates and Bd infection dynamics. We found that M. fleayi had lower infection intensities than sympatric frogs across the three sites, and cleared infections at higher rates than they gained infections throughout the study period. By incorporating time‐varying individual infection intensities, we show that healthy M. fleayi populations persist despite increased apparent mortality associated with infrequent high Bd loads. Infection dynamics were influenced by environmental conditions, with Bd prevalence, infection intensity, and rates of gaining infection associated with lower temperatures and increased rainfall. However, mortality remained constant year‐round despite these fluctuations in Bd infections, suggesting major mortality events did not occur over the study period. Together, our results demonstrate that while Bd is still a potential threat to recovered populations of M. fleayi, high rates of clearing infections and generally low average infection loads likely minimize mortality caused by Bd. Our results are consistent with pathogen resistance contributing to the coexistence of M. fleayi with endemic Bd. We emphasize the importance of incorporating infection intensity into disease models rather than infection status alone. Similar population and infection dynamics likely exist within other recovered amphibian‐Bd systems around the globe, promising longer‐term persistence in the face of endemic chytridiomycosis. Seabirds influence island ecosystems through nutrient additions and physical disturbance. These influences can have opposing effects on an island's invertebrate predator populations. Spiders (order: Araneae) are an important predator in many terrestrial island ecosystems, yet little is known about how seabird presence influences spider communities at the intraisland scale, or how they respond to seasonality in seabird colony attendance.We investigated the effects of seabird presence and seasonality on ground‐active spider community structure (activity‐density, family‐level richness, age class, and sex structure) and composition at the family‐level across five short‐tailed shearwater breeding islands around south‐eastern Tasmania, Australia. Using 75 pitfall traps (15 per island), spiders were collected inside, near, and outside seabird colonies on each island, at five different stages of the short‐tailed shearwater breeding cycle over a year. Pitfall traps were deployed for a total of 2674 days, capturing 1592 spiders from 26 families with Linyphiidae and Lycosidae the most common. Spider activity‐density was generally greater inside than outside seabird colonies, while family‐level richness was generally higher outside seabird colonies. For these islands, seabird breeding stage did not affect activity‐densities, but there were some seasonal changes in age class and sex structures with more adult males captured during winter. Our results provide some of the first insights into the spatial and temporal influences seabirds have on spider communities. We also provide some of the first records of spider family occurrences for south‐eastern Tasmanian islands, which will provide an important baseline for assessing future change. Aims: Informed management of savanna systems depends on understanding determinates of composition, structure and function, particularly in relation to woody‐plant components. This understanding needs to be regionally based, both past and present. In this study, Holocene plant patterns are explored at a site within the eucalypt savannas of northern Australia. Australian savannas are the least developed globally and uniquely placed to track ecological change. Location: Northern Territory, Australia. Methods: Palynological analyses were undertaken on a 5‐m sediment core, spanning the last 10,700 calendar years. Pollen was categorised to capture vegetation type, classified further according to plant function and/or environmental response. Detrended Correspondence Analysis was used to quantify ecological dissimilarities through time. Results: At the Pleistocene transition, grasses were abundant then declined and remained low relative to increased woody cover from the mid‐late Holocene. Savanna composition gradually transitioned from Corymbia to Eucalyptus dominance until significantly disturbed by a phase of repeated, extreme climate events. Highest non‐savanna variability in terrestrial and wetland plant types formed mixed vegetation communities through the mid‐Holocene. Conclusions: Savannas are not homogeneous but the product of plant changes in multiple dimensions. In the Northern Territory, dynamic though restricted non‐eucalypt shifts are embedded within larger, slower eucalypt change processes. Primary climate–vegetation relationships determine the long‐term fire regime. The role of large but infrequent disturbance events in maintaining savanna diversity are significant, in degrees of impact on tree–grass turnover, its form and the extent of vegetation recovery. Aims: People who live in rural areas have reduced access to appropriate and timely healthcare, leading to poorer health outcomes than their metropolitan‐based counterparts. The aims of the workshops were to ascertain participants' perspectives on barriers to access to dialysis and transplantation, to identify and prioritize the roles of a rural patient navigator, to discuss the acceptability and feasibility of implementing this role and identify possible outcomes that could be used to measure the success of the programme in a clinical trial. Methods: Rural patients (n = 19), their caregivers (n = 5) and health professionals (n = 18) from Australia participated in three workshops. We analysed the data using thematic analysis. Results: We identified four themes related to access to dialysis and transplantation: overwhelmed by separate and disconnected health systems, unprepared for emotional toll and isolation, lack of practical support and inability to develop trust and rapport. Four themes related to the role of the patient navigator programme: valuing lived experience, offering cultural expertise, requiring a conduit, and flexibility of the job description. The key roles prioritized by participants were psychological support and networking, provision/consolidation of education, and provision of practical support. Conclusion: Rural patients, caregivers and health professionals believed that programmes that include navigators with lived experience of dialysis and kidney transplantation and cultural expertise, especially for Aboriginal Australians, may have the potential to improve patient experiences in accessing healthcare. Summary at a Glance: Rural patient navigator programmes have potential to improve access to kidney replacement therapy for rural patients. Workshops were held to inform the co‐design and implementation of a rural patient navigator programme for adults with CKD, with a particular focus on improving access to all modalities of dialysis and kidney transplantation. The programme will include the features prioritized by the participants (rural patients, caregivers and their health providers) including education, cultural safety and connection, communication, valuing of lived experience and being flexible to the differing needs of people from different communities. Mine closure practices have continued to improve over the last few decades; however, across the industry rehabilitation outcomes continue to fall short of community expectations. While examples of successful rehabilitation exist, there are still limited examples of mines closing, relinquishing, and transitioning to another land use. Barriers to relinquishment such as residual risk, land transfer liability, and limited next land use options are compounded by the lack of legislated mine relinquishment policy. Broader mine closure policy has evolved significantly over the last few decades in Australia, with recent changes in some states enhancing mandates requiring progressive rehabilitation and financial assurance mechanisms in an effort to continue to improve mine closure outcomes. Government authorities with legislative powers to report and influence rehabilitation activities in Queensland and Victoria are also considered a positive mine closure policy direction. Despite these recent legislative developments there is still no multi‐agency regulatory policy framework integrating mine closure and relinquishment in any Australian jurisdiction. This article explores how recent mine closure policy changes in Australia could be used by policy makers to enable relinquishment in the future and provides recommendations for an integrated multi‐agency relinquishment policy framework. The aim of this study was to investigate coping styles, posttraumatic stress, and mental health symptoms among a sample of community members affected by 2019–20 Australian bushfires. Using a convenience sampling approach, an online survey was used to assess a range of coping strategies, posttraumatic stress and symptoms of depression, anxiety, and stress among the affected community members of Black Summer bushfires. The results revealed that study participants reported moderate symptoms of depression and stress, and severe levels of anxiety. Additionally, participants reported use of both approach and avoidance coping strategies following the bushfire event as well as experiencing symptoms of posttraumatic stress, such as having intrusive thoughts and symptoms of avoidance and hyperarousal. Despite the durability of many individuals, others remain affected by the event and there is evidence there may be longer term mental health consequences of the bushfires for some people. Given these findings, it is imperative that mental health services be readily available for people in the bushfire‐affected areas. Mental health nurses have an important role to play in supporting individuals affected by disasters. Awareness of the short‐ and long‐term impacts of disasters on the mental health of people is paramount for mental health nurses. [ABSTRACT FROM AUTHOR]

The eastern Indian Ocean (EIO) is characterized by oligotrophic surface water with abundant dust supply, and thus, this environment is considered to provide a favorable niche for cyanobacterial diazotrophs. However, direct measurements have reported low nitrogen fixation with the dominance of heterotrophic diazotrophs, suggesting that the EIO has unique geophysical features and nutrient supplies controlling diazotrophy, in contrast to those in the Atlantic and Pacific Oceans. In this study, we investigated the activity and community of diazotrophs across the EIO from the Bay of Bengal to the west of Australia. Low nitrogen fixation was observed broadly in the EIO (26.1–75.6 μmol N m−2 d−1), except in the west of Australia (82–286 μmol N m−2 d−1). Although the surface nitrate concentration was low in the EIO, the upward nitrate flux was higher because of the shallower nitracline than that in other oligotrophic oceans. This created widespread conditions with low aeFe:N (supply ratio of aerosol iron to nitrogen), resulting in low nitrogen fixation rates. NifH amplicon sequencing demonstrated the dominance of heterotrophic diazotrophs widely in the EIO, with spatial segregation from cyanobacterial diazotrophs (Trichodesmium, UCYN‐A1). In general, cyanobacterial diazotrophs were abundant in the surface waters of the Bay of Bengal and west of Australia with a high aeFe:N supply, whereas heterotrophic diazotrophs were dominant in other broad regions. This finding demonstrates that the shallow nitracline and associated high upward nitrate supply are key factors for the unique diazotrophy in the EIO. Plain Language Summary: Biological nitrogen fixation is a major source of bioavailable nitrogen in the ocean. The eastern Indian Ocean (EIO) has nitrate‐poor surface waters with a replete dust supply from the continents. Thus, it has been considered to provide a niche preferable for cyanobacterial diazotrophs. However, previous direct measurements have shown low nitrogen fixation and dominance of heterotrophic diazotrophs, suggesting the distinct regulation of diazotrophy in the EIO from that in the Atlantic and Pacific Oceans. Here, we examined the activity and community of diazotrophs in the EIO from the Bay of Bengal to the west of Australia. Nitrogen fixation was generally low in the study area, except in the west of Australia. Low nitrogen fixation was related to shallow nitracline and associated low supply ratio of aerosol iron to nitrogen. We also found the spatial segregations of diazotroph communities in response to regional differences in biogeochemical factors such as temperature and nutrient availability. Our results suggest that the high upward nitrate flux due to the shallow nitracline is an important factor for the unique diazotrophy in the Indian Ocean. This article employs narrative policy analysis to examine how community playgroups are constructed in the ECEC policy framework, in order to understand what might exclude families, and how more families can be included in community playgroups. Playgroups are a widespread and important component of early childhood education and care (ECEC) provision in Australia, where parents and carers meet weekly with their babies, toddlers and preschool children. They are sites of social support for parents, together with play‐based learning and socialisation activities for the children. Through the lens of intersectionality theory, four narratives are constructed through analysis of interviews with policy elite informants. The classic narrative draws on the enduring model of community playgroups from the 1970s, and the vulnerability narrative centres the supported playgroup model. The belonging narrative and the intercultural narrative indicate possibilities for future policy approaches to community playgroups. [ABSTRACT FROM AUTHOR]

The world is facing unprecedented numbers of people forcibly displaced, and there is a need for an enhanced global response. In turn, there are significant implications for those seeking asylum and the service providers working with them. Using thematic analysis, the current research analyses qualitative data from 16 semi‐structured interviews with individuals providing services to people seeking asylum in Australia, exploring the relevance of policy to service providers. There were two meta‐themes identified that linked government policies to their adverse impacts (1) on asylum seekers and on staff and volunteers, and (2) on organisations and their service provision. Participants identified changing and unpredictable policies, the uncertainty over lengthy application review processes for those seeking asylum, and the limited access to resources and financial supports available as impacting service delivery and overall well‐being. The findings highlighted the negative impact of federal policies on those seeking asylum, and on service provider and organisational capacity to provide services and to fulfil their duty of care. Participants highlighted how changing policies compromise their ability to plan for current and future needs and add further strain and uncertainty to the system. This article discusses a community‐based participatory research (CPBR) project, which used photovoice to explore 43 refugee women's perspectives of settlement in Perth, Western Australia. The research was conducted between a university and a multicultural women's health service from 2016 to 17. The women were given cameras and chose topics to photograph, which represented their settlement experiences and, using reflective group dialogue, reflected on their settlement successes and challenges and provided policy recommendations for improving the settlement process. Eleven women were interviewed for further in‐depth reflections, and 22 women selected photographs and wrote accompanying narratives for a travelling photography exhibition. Key themes of the importance of English language learning and family support during the settlement process are explored. Drawing on intersectionality and postcolonial feminist theories, this article discusses how government provisions for English education are incongruent with the settlement needs of women and access to family reunion is largely unattainable, which has negative implications for women's health and well‐being. This article demonstrates how government policy marginalises women and reinforces an existing gendered, racial hierarchy. An intersectional approach to settlement policymaking and programmes is recommended for women's successful settlement. [ABSTRACT FROM AUTHOR]

Issues: The transgenerational impacts of colonisation—inclusive of dispossession, intergenerational trauma, racism, social and economic exclusion and marginalisation—places First Nations peoples in Australia at significant risk of alcohol and other drug (AOD) use and its associated harms. However, knowledge and evidence supporting community‐based AOD treatment for First Nations adults is limited. Therefore, this review aimed to examine the impact and acceptability of community‐based models of AOD support for First Nations adults in Australia. Approach: A systematic search of the empirical literature from the past 20 years was conducted. Key Findings: Seventeen studies were included. Nine studies evaluated the program's impact on substance use and 10 studies assessed program acceptability (two studies evaluated both). Only three out of nine studies yielded a statistically significant reduction in substance use. Acceptable components included cultural safety, First Nations AOD workers, inclusion of family and kin, outreach and group support. Areas for improvement included greater focus on holistic wrap‐around psychosocial support, increased local community participation and engagement, funding and breaking down silos. Implications: Culturally safe, holistic and integrated AOD outreach support led by First Nations peoples and organisations that involves local community members may support First Nations peoples experiencing AOD concerns. These findings may inform the (re)design and (re)development of community‐based AOD services for First Nations peoples. Conclusion: There is a limited evidence‐base for community‐based AOD programs for First Nations peoples. First Nations‐led research that is controlled by and co‐produced with First Nations peoples is necessary to extend our understanding of community‐based programs within First Nations communities. This article shows that although Pacific arts began to be largely recognised in Australia in the 1990s, Pacific artists based in Australia remained mostly invisible in the contemporary art scene until the mid‐2000s. I aim to demonstrate how Pacific artists and curators—who in some cases collaborated with Aboriginal and Torres Strait Islander artists and curators—have made visible myriad Pacific identities and social trajectories in Australian cities. Exhibitions reveal and highlight multiple experiences of Pacific people residing in Australia, for whom Pacific cultures are partly mediated by the experiences of their relatives, popularised by museum collections and coloured by the gaze of non‐Pacific people. This article is built around two cultural events that have not previously received scholarly attention, a group show curated in Sydney by Māori artist and cultural worker Keren Ruki and a triennial in Brisbane imagined and organised by Bundjalung Yugambeh (Aboriginal Australian) artist and curator Jenny Fraser. It addresses how narratives in the 2000s were often connected to objectives of empowerment and the necessity to build a future for Pacific peoples in Australian society. [ABSTRACT FROM AUTHOR]

As the American Psychological Association Taskforce on Indigenous Psychology acknowledges, fidelity to the inalienable right to self‐determination is the ethical foundation of Indigenous psychology. The task of decolonizing psychology is not only about divesting from Eurocentric paradigms that have controlled and limited Indigenous wellbeing, but producing new paradigms founded on Indigenous knowledges. The Indigenous paradigm of social and emotional wellbeing is both a new therapeutic practice and theory of wellbeing. As the exploration of the domains of SEWB has shown, findings from the National Empowerment Project indicate that strengthening a connection to culture is identified as of highest importance to the flourishing of Indigenous individuals, families, and communities. Wellbeing in Abya Yala (the Americas) is conceived as Sumak Kawsay or Buen Vivir and Māori constructs of wellbeing as Hauora. These transnational wellbeing conceptualizations can be situated within a larger global health movement, which is centered on strengthening Indigenous cultures of wellbeing, and sustainable planet–people relationships. Indigenous community psychologies are not anthropocentric and are centered on the sacredness of nature, the cultivation of spirituality, and accountability to maintain harmonious ecosystem relationships. Indigenous community psychologies from Australia, Aotearoa New Zealand, and Mexico are brought in plurilogue envisioning international solidarity networks that engage communities, activists, and committed student generations. In 2018–19 some 12,000 people from the Pacific and Timor‐Leste came to Australia with its Seasonal Worker Programme (SWP), part of a worldwide trend towards labour mobility. The ways in which Timorese workers use money earned individually within the SWP are shaped by broadly collectivist frameworks for understanding wealth and work embedded in their home communities. Drawing on fieldwork in Timor‐Leste and the literature on livelihood seeking and governance there, this article shows how for most Timorese in the SWP the impact of international work is mediated by local custom. Aims: An emerging group of people with type 1 diabetes are not waiting for commercial solutions, choosing to manage their condition with open‐source artificial pancreas systems (APS). Our aim was to explore their perspectives on the future of APS. Methods: Semi‐structured telephone interviews were conducted (in Australia, October 2018 to January 2019) with 23 adults with type 1 diabetes currently using open‐source APS. Interviews were recorded, transcribed and analysed thematically. Results: Participants described five key features of open‐source APS they value: compatibility, user‐led design, customisability, ability to evolve faster and community‐driven. They attributed the success of the open‐source APS movement to benefits they derive from these features: choice, solutions that meet their needs, ownership, staying one step ahead and real‐time support. They expressed hope that future commercial products and healthcare would benefit from their learnings and from collaboration with the open‐source APS community. Conclusions: Participants believed that there will always be a place for the open‐source community. It will continue to build on and advance commercial products, respond to user needs, offering a higher degree of control and customisation than afforded by commercial products and generating optimism for the future.
