Flood resistance (FRe) and resilience technologies hold considerable potential to limit the damage caused by flooding. Resistance technologies generally aim to keep water out of buildings, while resilient measures may allow ingress but create the conditions for a quicker recovery of individuals, communities and buildings. However, despite their potential contribution to flood risk management (FRM), their use remains uncommon. This paper draws on pan‐European research of local communities at risk and their representatives, and professional stakeholders working at a more strategic scale, to explore the barriers to use and describe the co‐production of new best practice. It interrogates the issues in terms of level of awareness, degree of acceptance and the integration into decision making. We found that even where awareness was high, there was a reluctance to use these measures. This is due to issues related to comparability, costs, installation, performance and maintenance. The research also revealed that FRM policy and practice has struggled to incorporate this emergent approach and that many individuals at risk are reluctant to take responsibility and protect their properties in this way. In response, this paper details how good practice guidance – the ‘Six Steps approach’ – was co‐produced with key stakeholders to facilitate the wider contribution of FRe to FRM. ABSTRACT This paper discusses commonalities between two planning-related discourses: sustainable urban development and innovation. It is argued that one common denominator between these discourses is a resource-based view of urban project management. Implementing sustainability and initiating urban innovation both can be reframed as a multilevel governance process of resource management. The paper discusses sustainable urban development and the innovation concept using Berlin-Adlershof, one of Europe's largest urban science and technology parks, as an example. A resource-based view reveals a particular governance-related resource that seems to be underestimated both by the innovation and the sustainability discourse: identity. During the formative years of biotechnology, ‘star’ bioscientists possessed intellectual capital of extraordinary scientific and pecuniary value. In America and Japan, 35 percent of star bioscientists became involved with firms in commercialising their discoveries (a crucial determinant of success) versus 7 percent in Europe. Did star involvement come at expense of scientific progress? No, the publication rate of these ‘involved stars’ increased very significantly whilst actively involved with firms. Furthermore, citations per article were unchanged or significantly increased; so quality was maintained. Top academic scientists and firms working together led to faster commercial and scientific progress – a truly virtuous circle. EU agriculture is currently in transition from conventional crop protection to integrated pest management ( IPM). Because biocontrol is a key component of IPM, many European countries recently have intensified their national efforts on biocontrol research and innovation (R&I), although such initiatives are often fragmented. The operational outputs of national efforts would benefit from closer collaboration among stakeholders via transnationally coordinated approaches, as most economically important pests are similar across Europe. This paper proposes a common European framework on biocontrol R&I. It identifies generic R&I bottlenecks and needs as well as priorities for three crop types (arable, vegetable and perennial crops). The existing gap between the market offers of biocontrol solutions and the demand of growers, the lengthy and expensive registration process for biocontrol solutions and their varying effectiveness due to variable climatic conditions and site-specific factors across Europe are key obstacles hindering the development and adoption of biocontrol solutions in Europe. Considering arable, vegetable and perennial crops, a dozen common target pests are identified for each type of crop and ranked by order of importance at European level. Two influential recent approaches to social policy in Europe imply (for different reasons) that the reforms currently on the agenda, which typically involve cost-containment, are peculiarly difficult to achieve. Esping-Andersen sees much of Europe as set in a "frozen welfare landscape", due to the power of the interests advantaged by the status quo. Pierson sees retrenchment as a peculiarly difficult problem for all governments, regardless of their political ideology. This paper reviews recent pension policy in France, Germany, Italy and the UK. It argues that developments in Germany indicate that it is possible to achieve appropriate policy change in the country which is often used as the paradigm of entrenched interests without major restructuring of the system. Conversely, recent reforms in the UK (seen by Pierson as the country which has achieved the most rapid changes) appear disproportionate to the scale of the problems faced and may have damaged pensioners' interests. This indicates that the capacity to achieve substantial reform is not necessarily in itself a virtue. The real issue is the quality of reform achieved. [ABSTRACT FROM AUTHOR]

Rationaleaims and objectives Like health technology assessment ( HTA) agencies, hospitals are faced with requests for innovative and costly medical devices. However, local decision makers are frequently confronted with a lack of high-quality clinical data when assessing the effectiveness of innovative medical devices. The aim of this study was to quantify the level of evidence available for innovative medical devices in the context of hospital-based HTA. Methods We searched the Medline, Embase and Cochrane Library databases for articles, letters and reports relating to 32 innovative medical devices requested at our hospital between January 2008 and March 2012. All clinical studies retrieved were screened and classified according to the Sackett 5-point level-of-evidence scale. Results We screened and classified 217 studies: 215 clinical trials and 2 cost-effectiveness studies. Only 47 of the 215 clinical studies (22%) provided high-level clinical evidence (levels 1-2); 33 (15%) were randomized controlled trials ( RCTs). More than half of the 215 studies (52.1%) included fewer than 30 patients. Only 14 of the 47 high-quality studies reported the amount of missing data. For implantable medical devices, 84 (71.8%) studies specified the follow-up period and the mean follow-up period was 18.9 months. Finally, methodological quality did not increase with the risk level of the medical device. Conclusions Our findings confirm that only a few studies of innovative medical devices provide high-level clinical evidence. Nevertheless, RCT may be the 'gold standard' for drugs, but it is not always appropriate for medical devices. Changes to the European regulation of medical devices, with the requirement for a demonstration of clinical efficacy and safety before release onto the European market, have raised expectations. The emerging knowledge economy has led to an increase of demand and locational competition for highly-skilled labour. Brain competition policy (BCP) is the reaction from national and regional policymakers. In short, BCP refers to the attraction, education and circulation of talent in and between regional and national economies. This new focus on human capital instead of physical capital indicates a paradigmatic shift in innovation policy and regional policy. While most of the contributions to this new policy approach come from the US, it can be demonstrated that different institutions in Europe prevent the simple copying of those strategies. The article contributes to the ongoing paradigmatic shift by conceptualizing a coherent framework for BCP from a European perspective. [ABSTRACT FROM AUTHOR]

Evaluating the possible benefits of the introduction of genetically modified (GM) crops must address the issue of consumer resistance as well as the complex regulation that has ensued. In the European Union (EU), this regulation envisions the co-existence of GM food with conventional and quality-enhanced products, man- dates the labelling and traceability of GM products and allows only a stringent adventitious presence of GM content in other products. All these elements are brought together within a partial equilibrium model of the EU agricultural food sector. The model comprises conventional, GM and organic food. Demand is modelled in a novel fashion, whereby organic and conventional products are treated as horizontally differentiated but GM products are vertically differentiated (weakly inferior) relative to conventional ones. Supply accounts explicitly for the land constraint at the sector level and for the need for additional resources to produce organic food. Model calibration and simulation allow insights into the qualitative and quantitative effects of the large-scale introduction of GM products in the EU market. We find that the introduction of GM food reduces overall EU welfare, mostly because of the associated need for costly segregation of non-GM products, but the producers of quality-enhanced products actually benefit.
