This paper examines how latecomer firms manage to achieve industrial upgrading through strategic coupling with global lead firms in automotive production networks. Drawing upon the example of the Guangzhou Automotive Corporation in southern China, this paper theorizes 'cross‐scalar tension' as a key factor to explain why the four cases of strategic coupling between lead firms, the same domestic firm and state ended in different results, from decoupling to a sustainable coupling with local upgrading. This paper contributes to the pertinent literature by demonstrating that cross‐scalar tension is inherent to the nature of global production networks, and unreconciled tension concerning different corporate strategies on technological transfer, localization and product development could lead to decoupling. Importantly, good coordination and matching on corporate strategies between lead and domestic firms could relieve cross‐scalar tensions, thus fostering local industrial upgrading and sustainable strategic coupling. This study investigates determinants of science and technology parks (STPs) performance in China. We estimate dynamic panel‐data models on a sample comprising 53 STPs for 2008–2018. Foreign direct investment and human capital impact labour productivity and innovation of STPs and explain differences in performance among them. We find evidence for beta‐ and sigma‐convergence of labour productivity and beta‐, but not sigma‐convergence of innovation. Our study provides novel insights for research on STPs and innovation policy regarding heterogeneity in performance of STPs, and specifically, some evidence concerning formation of "clubs" of STPs based on the city‐tier system in China. Geographical distance constitutes friction in searching for research collaborators. Taking advantage of a quasinatural experiment featured by High‐Speed Railway (HSR) lines in China, this paper employs the difference‐in‐differences model to identify the causal impact of a substantial improvement in the intercity transportation infrastructure on collaborative innovation across cities. The data pertain to a universe of patent applications filed by Chinese universities and their citations. We find that HSR contributes to a substantial increase in the innovation quantity and quality of collaborative patenting innovation between universities and corporates. It contributes to industry collaboration by utilizing university academic disciplines in the related technology fields. Reducing carbon emissions is the only way to solve the global climate problem, which obviously requires the joint efforts of all regions. From the perspective of carbon emission reduction demand, this research obtains the data of low‐carbon patents and CO2 emissions from 2000 to 2019, and then explores the innovation effect of low‐carbon technology transfer in the Yangtze River Economic Belt (YREB). We draw the following conclusions: (1) Low‐carbon technology transfer has a positive impact on low‐carbon technology innovation. However, a large number of low‐carbon technology transfers are concentrated between developed regions in the YREB at present. (2) No matter from the perspective of total amount or efficiency, carbon emission reduction demand can play positive moderating role in the process of exerting the innovation effect of low‐carbon technology transfer, indicating that the transfer of low‐carbon technologies to regions with high demand is efficient. (3) The moderating effect of carbon emission reduction demand in different regions has regional heterogeneity. Carbon emissions per unit of GDP plays a greater role in moderating the innovation effect of low‐carbon technology transfer in the eastern region, while CO2emissions plays a greater role in the central and western regions. Therefore, we propose to strengthen the transfer of low‐carbon technologies between developed and less‐developed regions, and adopt differentiation strategies according to the actual situation of each region. Our research has deepened the understanding of environmental economic geography on the innovation effect of low‐carbon technology transfer, and has reference significance for global low‐carbon technology cooperation. Over the last 20 years, university–industry–government collaborative innovation has received extensive attention in theory and practice. However, the question of how to integrate and understand collaborative innovation from a theoretical perspective has not been thoroughly studied. This study designed a regional collaborative innovation evaluation model based on the triple helix theory. The invention patent data of 31 provincial regions in China for the last 5 years are used to investigate the regional differences and dynamic evolution of the collaborative innovation and the interaction and coupling relationship between intraregional and interregional industries, universities, and governments empirically. This study found that the number of invention patents in China has rapidly grown yearly, indicating that industries are the most important source of invention patents. The difference in the regional distribution of China's collaborative innovation output is remarkable, showing a pattern of "strong east and weak west" in the total volume and "south fast north slow" in the growth rate. The bilateral synergistic effect of industry–university relations is strong considering two‐dimensional cooperation, and the relationship is close. Collaborative innovation is dominated by intraregional cooperation, whereas interregional cooperation shows a growing trend. The tripartite relationship between university, industry, and government shows a loose trend. Certain provinces with weak regional innovation capabilities, such as Gansu, Hainan, Xinjiang, and Qinghai, have a relatively close cooperation level, which is in the stage of government‐led innovation and development. However, Guangdong, Chongqing, Anhui, Jiangsu, and other provinces with outstanding regional innovation capability do not have close cooperation between universities, industries, and governments, which are in the stage of innovation and development led by industries. Over the past decades, the automotive sector in China has been characterized by the obligation of foreign manufacturers to enter joint ventures, transfer technologies, and localize production. Still, the Chinese automotive industry has remained dependent on foreign brands, capital, and technology. The advent of markets and supply chains for electric vehicles, however, changes the framework conditions for established foreign automotive firms in terms of competitive landscape and access to core technology components. This is mainly the result of political initiatives: Established automotive manufacturers are exposed to direct and indirect restrictions that influence their production of electric vehicles, their choice of suppliers, and their potential market shares in the future. This paper outlines multilevel bargaining processes of Chinese and foreign actors as they aim to maximize value capture in a fundamentally transitioning automotive sector. In contrast to the lead firm‐centric focus of recent global production networks (GPN)‐discussions, this paper argues that the determinants of how production networks evolve is first and foremost a question of the institutional environment. Focusing on power balances between state and firm actors in multilevel bargaining processes offers a way of explaining GPN‐evolution in institutional contexts in which power concentrates in executive bodies and decision‐making processes are often informal. Agricultural e‐commerce clusters are new phenomena that have emerged in rural China. In examining the case of Shuyang County in Jiangsu Province, this paper puts forward an integrated model revealing the formation mechanism of agricultural e‐commerce clusters. The paper shows that the formation of agricultural e‐commerce clusters involves four processes of technology introduction, technology diffusion, quality crisis, and industrial agglomeration based on elements such as industry bases, e‐commerce platforms, network facilities, logistics services, entrepreneurial talent, local government, and market demand. Rural social networks and imitation behaviors promote technology diffusion by reducing the cost of technology introduction, and industrial agglomeration is found in the economies showing a deepening of labor divisions and geographic agglomeration. Throughout the formation process, a quality crisis may occur due to a race to the bottom and the opportunistic behaviors of local farmers. This work suggests that regional e‐commerce development is a systematic project. Governments of developing countries should not only realize the positive impacts of e‐commerce for the development of the agricultural industry but also recognize the premise and logic of how e‐commerce can play a prominent role. Although existing studies questioned the simple positive correlation between the technology transfer speed and the benefits, they have been widely condemned for lacking empirical evidence. Using the patent transfer data at the city scale in China, and distinguishing fast from slow by dividing technology transfer speed into four levels, this paper attempts to answer the question in terms of city economic growth, which is whether the faster is the better. Panel regression results show that for economic growth of city, the speed of technology transfer does not mean that faster is better. In other words, technology transfer maintaining a relatively rapid speed (more than 1 year and less than 2 years) can promote city economic growth, although the evidence is weak. This paper asks whether the technological development of a nation reduces the inter‐regional hierarchy in knowledge flow. We examine two scenarios that are the alternative to each other. The first is what we call the globalization of regional innovation system/weakening of inter‐regional hierarchy scenario: As many regions develop their niches in the global economy, the national "anchor" region loses its relative importance as the importer and distributor of new knowledge, rendering the domestic inter‐regional hierarchy less significant as a result. The second scenario is the globalization of national innovation system/persistence of inter‐regional hierarchy. The nation's traditional anchor region becomes even more active in importing technology and distributing it to other regions of the country. To test which scenario is closer to reality, we employ social network metrics to analyse inter‐regional technology diffusion networks using Chinese patent licensing data for the 1998–2013 period. Our findings support the second scenario, showing that the influence of the traditional anchor region persists in the hierarchical network structure as new cities enter the network. We found five anchor regions: the three usual suspects—Beijing, Shanghai and Shenzhen—plus two that were slightly less expected—Dongguan and Suzhou. [ABSTRACT FROM AUTHOR]

Universities worldwide have increasingly been encouraged to incubate and create business enterprises in order to fulfil national and regional economic development objectives via rapid research commercialization, technology transfer, and open innovation. The definitions of university‐level entrepreneurship appear to be controversial in the extant literature, with special reference to government–university–industry partnerships under the overarching theoretical framework of institutional entrepreneurship. No longer do universities act only as agents for knowledge transmission and diffusion but also as business enterprises to help change formal institutional arrangements to meet evolving economic and social demands and to graft the entrepreneurial paradigm into academic culture and structures. As a transitional economy, have China's universities also acted as institutional entrepreneurs for change? In this paper, we address this research question by exploring the nature of government–university–industry links and the application of “institutional entrepreneurship” to Chinese universities. We use a case analysis of the Industry Technology Research Institute of Geo‐Resources and Environment Co. Ltd. established by the China University of Geosciences to support our argument that Chinese universities are artificial institutional entrepreneurs. This paper applies Jones' test for the empirical validity of AK-type models to the Chinese economy over the period 1952-2006 (Jones C. I., Quarterly Journal of Economics, 110, 1995a, 495-525). We aim to establish whether large permanent movements in the physical investment rate cause permanent movements in output growth. The evidence indicates that the one-sector AK model cannot be rejected. We also find that augmenting the model to allow for transitional dynamics-via imbalances in factor endowments, structural transformation, and R&D-based technology transfer-does a better job in describing China's growth dynamics than the basic AK model. Importing capital inputs has been recognized as a critical channel for technology transfer across countries. We examine whether and to what extent the productive impact of imported capital varies with firms' abilities to absorb new technologies using ordinary least squares, instrumental variable, and threshold regression estimators. We find that firms with higher absorptive capacity gain significantly more from importing foreign capital. Our results also suggest a threshold for such benefits. Furthermore, the productive contribution of skilled labor is significantly higher in firms that import foreign capital. Developing policies to augment absorptive capacity will help firms in developing countries to realize benefits associated with imported capital. [ABSTRACT FROM AUTHOR]

This paper considers whether trade between China and sub-Saharan Africa results in productivity-enhancing technology transfers to sub-Saharan African manufacturing firms. As trade flows between countries potentially results in interactions that lead to technological improvements in the production of goods and services, we parameterize the level of total factor productivity for African manufacturing firms as a function of foreign direct investment flow, and for the country in which it operates, trade openness with China, and its interaction with foreign direct investment. With micro-level data on manufacturing firms in five sub-Saharan African countries, we estimate the parameters of firm-level production functions between 1992 and 2004. Our parameter estimates reveal that across the firms and countries in our sample, there is no relationship between productivity-enhancing foreign direct investment and trade with China. In addition, increasing trade openness with China has no effect on the growth rate of total factor productivity. To the extent that total factor productivity and its growth is a crucial determinant of economic growth and living standards in the long run, our results suggest that increasing trade openness with China is not a long-run source of higher living standards for sub-Saharan Africa. Although industrialization first occurred in England, it is thought that China, not England, may have been the world leader in technology at the time. Yet, China did not industrialize until 150 yr after England and nearly a century after less advanced European countries. This represents a puzzle because two-sector neoclassical growth models, such as Hansen and Prescott (2002) , that accurately match industrialization, require that more technologically advanced countries industrialize at an earlier date. I find that a model that accounts for cross-country heterogeneities in population density accurately predicts the timing of industrialization in China. China and India are heavily dependent on high-carbon fossil fuels. This article elaborates the implications of low-carbon energy transitions in the two countries, which can mitigate their serious contribution to climate change while allowing economic growth. Three modelling case studies are presented: for the Chinese power sector, the economy of Beijing and rural Indian households without access to electricity. They demonstrate a significant reduction in greenhouse gas emissions and energy use, while costs are likely to increase. Financial assistance and technology transfer will be needed to support their efforts towards a climate-friendly low-carbon economy. [ABSTRACT FROM AUTHOR]

This research examines social technology transfer by taking into account the role of cultural context – the interplay between geography, maritime trade, role of the state and foreign intercourse. The southern port city of Canton, China is the focus, and provides a case study to examine why Western merchants and missionaries came to this particular location to transfer various social technologies, i.e. hospitals, insane asylums, schools, colleges and homes for the blind. The relevance of these institutions to the development of China's social welfare is considered in terms of Canton's shifting welfare mix. Although limited technology transfer among countries has occurred in the past 15 years or so, industrialised countries are unwilling to transfer their state-of-the-art technologies to less developed countries, for both political and economic reasons. As a result, China decided to speed research and development of its own high technologies and commercialise them by establishing in the late 1980s 52 High and New Technology Industry Development Zones. Through these zones achievements of scientific research could be transformed into competitive commodities and a new generation of entrepreneurs and competent managers could be bred. While China’s high technology development zones were modelled on the general concept of technopole, they are not exact duplicates of any of the three types of technopole that have been developed in the Western industrialised countries; they have distinct Chinese characteristics. This study also found that contrary to the popular belief, the high technology zones in coastal provinces as a whole do not perform much better than those in interior provinces. Instead, the majority of the zones that are located in provincial capital cities exhibited above-average performance. This suggests that capital cities in interior provinces can compete well with coastal cities in development of high-tech industries. [ABSTRACT FROM AUTHOR]
