The European Union (EU) has recently published its first list of invasive alien species (IAS) of EU concern to which current legislation must apply. The list comprises species known to pose great threats to biodiversity and needs to be maintained and updated. Horizon scanning is seen as critical to identify the most threatening potential IAS that do not yet occur in Europe to be subsequently risk assessed for future listing. Accordingly, we present a systematic consensus horizon scanning procedure to derive a ranked list of potential IAS likely to arrive, establish, spread and have an impact on biodiversity in the region over the next decade. The approach is unique in the continental scale examined, the breadth of taxonomic groups and environments considered, and the methods and data sources used. International experts were brought together to address five broad thematic groups of potential IAS. For each thematic group the experts first independently assembled lists of potential IAS not yet established in the EU but potentially threatening biodiversity if introduced. Experts were asked to score the species within their thematic group for their separate likelihoods of i) arrival, ii) establishment, iii) spread, and iv) magnitude of the potential negative impact on biodiversity within the EU. Experts then convened for a 2‐day workshop applying consensus methods to compile a ranked list of potential IAS. From an initial working list of 329 species, a list of 66 species not yet established in the EU that were considered to be very high (8 species), high (40 species) or medium (18 species) risk species was derived. Here, we present these species highlighting the potential negative impacts and the most likely biogeographic regions to be affected by these potential IAS. We identified 66 species, that are currently absent from the EU, which pose a very high, high or medium threat to biodiversity and ecosystems. The species span a range of functional groups, with primary producers being numerically dominant. The close link between scientific knowledge, learning, and beliefs is particularly relevant in environmental policymaking and the interaction of environmental with economic development‐focused policies. This article contributes to a more refined understanding of the links among scientific knowledge, belief changes, and the move from a collaborative to an adversarial policy subsystem within the Advocacy Coalition Framework. It analyzes the process of drafting and negotiating the biofuels aspects of the European Renewable Energy Directive, which was dominated by political disagreements between two advocacy coalitions. Their initial agreement on increasing the share of renewable energies in transport turned into conflict after new scientific evidence emerged on the negative environmental and climate change impacts of crop‐based biofuels. The environmental coalition changed its empirical policy beliefs to reflect normative policy beliefs on environmental protection. This change in empirical policy beliefs uncovered a pre‐existing conflict with the normative policy beliefs of the economic development‐focused coalition. Ulrich Beck characterized the transition from modern to late modern society as a shift from an industrial to a 'risk society.' Contemporary society is challenged by negative side effects ('risks') of modernization, including the increasing and imminent threat of global climate change. This article will test the validity of conceivable prescriptive elements associated with this sociological theory. In doing so, it will focus on the most recent legal developments aimed at tackling climate change within the EU. This paper finds that the precautionary approach is unable to sufficiently shape balanced legal intervention in this day and age. The introduction of environmental taxation policies had reached most European countries by the late 1990s. The pricing of activities considered harmful to the environment has given rise to the design of various economic instruments, such as environmental taxes, aimed at promoting environmental responsibility and at enabling the Kyoto Protocol targets to be met, and at the same time generating a marked increase in tax revenues. The aim of this article is to examine whether convergence in environmental taxation has taken place among 27 EU countries, doing so by analyzing time series and applying unit root tests. Our findings show there has been no such convergence, overall, despite the existence of groups of countries with common patterns of behavior. [ABSTRACT FROM AUTHOR]

This article makes a contribution to the critique of market-based mechanisms for climate and energy policy. It explores the environmental effectiveness of market instruments by engaging a broadly conceived 'fossil fuel landscape', or the material, social, and political inertia of fossil energy dependence, as a factor delimiting policy outcomes. The argument is developed through a focus on the idea of economic efficiency as a key ideological construct underlying market-based policy, and draws on examples from two different market instruments, namely the EU Emissions Trading Scheme, and the Flemish tradable green certificate scheme. I argue that an understanding of the shortcomings of these, and similar, policies requires acknowledgment of the political and socio-economic power that emanates from the temporal dynamics of fossil fuel capitalism, which are reproduced when economic efficiency becomes the key focus of climate policy. The Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals ( REACH) is the most important piece of European Union legislation for the management of chemicals. It is characterized by a hybrid nature, as it combines traditional and new governance approaches. This article reviews REACH hybrid features and analyses how they are affecting the implementation process. It concludes that the search for increased flexibility and participation within a traditional form of governance has contributed, through a learning process, to managing REACH complexity and developing practical solutions to improve implementation. However, it also causes uncertainty and inefficiency, especially when flexibility masks substantial problems that have been postponed by decision makers to the implementation phase. Through a review of published studies and new analyses of publicly available data, we assess how the European Union (EU) Nature Directives complements the CBD strategic goals for 2020 as set out in the 20 Aichi Targets, thereby addressing a question posed by the European Commission about the coherence of the Directives with other international biodiversity commitments. We find evidence that the Directives complement several Aichi Targets and other Multilateral Environmental Agreements (MEAs). For example, 92% of the EU's Important Bird and Biodiversity Areas (IBAs), many of them otherwise unprotected, are partly or wholly covered by the Natura 2000 network of protected areas (contributing to Aichi Target 11). Species listed on Annex I of the Birds Directive have fared better than other species (Aichi Target 12). As 65% of EU citizens live within 5 km of a Natura 2000 site, and 98% within 20 km, these sites have the potential to raise awareness of biodiversity (Aichi Target 1) and to deliver ecosystem services to a high proportion of the EU's population (Aichi Target 14). Extended producer responsibility (EPR) policies have proven effective at raising consumer awareness, expanding waste collection infrastructure, and shifting costs of end-of-life (EOL) management from municipalities to stewardship organizations. Yet, such policies have been less successful in advancing waste management programs that ensure a net environmental benefit. This article analyzes how EPR policies for single-use batteries in the European Union (EU), Canada, and the United States address the environmental costs and benefits of EOL management. Considering these EPR policies is instructive, because single-use batteries have high collection costs and are of relatively low economic value for waste processors. Without deliberate planning, the environmental burdens of collecting and recycling such batteries may exceed the benefits. This article considers how EPR policies for single-use batteries integrate performance requirements such as collection rates, recycling efficiencies, and best available techniques. It argues that for such policies to be effective, they need to be extended to address waste collection practices, the life cycle consequences of EOL management, and the quality of recovered materials. Such strategies are relevant to EPR policies for other products with marginal secondary value, including some textiles, plastics, and other types of electronic waste. [ABSTRACT FROM AUTHOR]

Woody biomass from the southeast United States is expected to play an important role in meeting European Union renewable energy targets. In crafting policies to guide bioenergy development and in guiding investment decisions to meet established policy goals, a firm understanding of the interaction between policy targets and forest biomass markets is necessary, as is the effect that this interaction will have on environmental and economic objectives. This analysis increases our understanding of these interactions by modeling the response of southern US forest markets to new pellet demand in the presence of sustainability sourcing or harvest criteria. We first assess the influence of EU recommended sustainability guidelines on the forest inventory available to supply EU markets, and then model changes in forest composition and extent in response to expected increases in pellet demand. Next, we assess how sustainability guidelines can influence the evolution of forest markets in the region, paying particular attention to changes in land use and forest carbon. Regardless of whether sustainability guidelines are applied, we find increased removals, an increase in forest area, and little change in forest inventory. We also find annual gains in forest carbon in most years of the analysis. The incremental effect of sustainability guideline application on forest carbon and pellet greenhouse gas ( GHG) balance is difficult to discern, but results suggest that guidelines could be steering production away from sensitive forest types inherently less responsive to changing market conditions. Pellet GHG balance shows significant annual change and is attributable to the complexity of the underlying forest landscape. The manner by which GHG balance is tracked is thus a critical policy decision, reinforcing the importance and relevance of current efforts to develop approaches to accurately account for the GHG implications of biomass use both in the United States and European Union. The European Union has made extensive biodiversity conservation efforts with the Habitats and Birds Directives and with the establishment of the Natura 2000 network of protected areas, one of the largest networks of conservation areas worldwide. We performed a gap analysis of the entire Natura 2000 system plus national protected areas and all terrestrial vertebrates (freshwater fish excluded). We also evaluated the level of connectivity of both systems, providing therefore a first estimate of the functionality of the Natura 2000 system as an effective network of protected areas. Together national protected areas and the Natura 2000 network covered more than one-third of the European Union. National protected areas did not offer protection to 13 total gap species (i.e., species not covered by any protected area) or to almost 300 partial gap species (i.e., species whose representation target is not met). Together the Natura 2000 network and national protected areas left 1 total gap species and 121 partial gap species unprotected. The terrestrial vertebrates listed in the Habitats and Birds Directives were relatively well covered (especially birds), and overall connectivity was improved considerably by Natura 2000 sites that act as stepping stones between national protected areas. Overall, we found that the Natura 2000 network represents at continental level an important network of protected areas that acts as a good complement to existing national protected areas. However, a number of problems remain that are mainly linked to the criteria used to list the species in the Habitats and Birds Directives. The European Commission initiated in 2014 a process aimed at assessing the importance of the Birds and Habitats Directives for biodiversity conservation. Our results contribute to this assessment and suggest the system is largely effective for terrestrial vertebrates but would benefit from further updating of the species lists and field management. Europe is a region of relatively high population density and productive agriculture subject to substantial government intervention under the Common Agricultural Policy (CAP). Many habitats and species of high conservation interest have been created by the maintenance of agricultural practices over long periods. These practices are often no longer profitable, and nature conservation initiatives require government support to cover the cost for them to be continued. The CAP has been reformed both to reduce production of agricultural commodities at costs in excess of world prices and to establish incentives for landholders to adopt voluntary conservation measures. A separate nature conservation policy has established an extensive series of protected sites (Natura 2000) that has, as yet, failed to halt the loss of biodiversity. Additional broader scale approaches have been advocated for conservation in the wider landscape matrix, including the alignment of agricultural and nature conservation policies, which remains a challenge. Possibilities for alignment include further shifting of funds from general support for farmers toward targeted payments for biodiversity goals at larger scales and adoption of an ecosystem approach. Conservation legislation provides a legal basis for conservation action and is crucial for effective conservation management. In April 2014, the European Parliament agreed upon a proposal for an EU-wide regulation to combat invasive alien species (IAS). The proposal incorporates many Guiding Principles of the Convention on Biodiversity for dealing with IAS. In addition, to prevention, eradication, management, and control it involves scientists, stakeholders and the public in decision making processes. It goes further by applying the 'polluter-pays' principle: costs of damage induced by IAS and costs for restoration are shifted to the natural person, that is, a human being, or legal person, for example a company, state, etc., responsible for a species introduction. Because of its deterrent and preventive effect, the 'polluter-pays' principle is a valued instrument in environmental policy. It now depends upon the Council of the European Union to agree on the ambitious proposal and adopt this modern conservation legislation. However, we recommend further improvements to achieve effective conservation management. Member States need to coordinate actions and adapt measures to newest scientific findings, best accomplished by a European center of IAS. Securing sufficient funding for such a center would greatly increase the likelihood of the regulation to facilitate efficient conservation initiatives. The European Union has become an important leader in international environmental affairs - particularly through the negotiation of multilateral environmental agreements ( MEAs) with favourable terms. In this article, EU environmental leadership is studied from a new perspective, focusing on the ratification stage of environmental regime formation. Specifically, it investigates whether the EU is also capable of motivating third states to join its preferred MEAs. It is argued that third states join the EU's preferred MEAs to signal their compliance with EU environmental standards in an effort to become eligible for various rewards that the EU could potentially offer, including a credible membership perspective, access to its lucrative markets, and aid and assistance. The argument is tested by examining the ratification behaviour of 25 non- EU Member States with regard to all 21 MEAs negotiated under the auspices of the United Nations Economic Commission for Europe ( UNECE). The results provide robust support for the theory that EU rewards motivate third states to ratify these treaties. The results withstand a number of statistical tests, even when alternative explanatory factors such as trade intensities, transnational communication and geographic proximity are controlled for. The study is the first large-scale demonstration of the EU's external influence at the ratification stage of environmental regime formation. By identifying three different channels of EU influence, the research permits a more refined understanding of the EU's role as a promoter of environmental protection standards. The barriers to concerted political action on climate change mitigation are steep, especially in multilevel systems where power is diffused and authority contested. This article seeks to explain how mobilization-galvanizing resources and people to participate actively-occurs in complex multilevel systems. It compares two different polities-the United States and the European Union-to tease out the key features of multilevel systems and how they affect climate activism and mobilization. To capture this dynamic, it proposes a three-staged model of mobilization: awareness building, alliance building, and network creation. The latter stage features 'mobilization networks'-stakeholder networks able to transcend levels and institutional inertia and steer polities toward particular climate goals. The article demonstrates how each stage of mobilization is highly contingent on stakeholders' ability to exploit-or at least navigate-multilevel institutional barriers. [ABSTRACT FROM AUTHOR]

Analysts have heralded the principle of 'multifunctionality' undergirding the European Union's Common Agricultural Policy 'Second Pillar' support mechanisms as a 'new . . . and strong paradigm' for agriculture (van der Ploeg and Roep 2003), with the potential to re-embed social, environmental, and ethical concerns into the structure of the agricultural system. Multifunctionality-inspired agrienvironmental policies arguably represent an alternative to the productivist-focused structural forces driving global industrialized agriculture. Yet few empirical studies interrogate the links between the assumed benefits of these policies and farmer experiences. This article examines the introduction of European Union multifunctional agrienvironmental policies in Poland, specifically incentives and supports for certified organic farming, and demonstrates that while favorable incentive subsidies have promoted increased entry into the organic farming sector, inattention to contextual factors has generated barriers to entry and access, creating unanticipated vulnerabilities for Poland's organic farmers and subsequent contradictions in policy implementation. Furthermore, this article demonstrates that, although specific organic certification standards have changed little since Poland's accession to the European Union, the processes associated with new EU multifunctional policies have shifted toward greater institutionalization and bureaucratization, potentially thwarting the efficacy of multifunctional incentives for organic agriculture in the Polish context. Despite the ever growing body of scholarly work on policy developments in the post-communist New Member States of the European Union (NMS), systematic comparisons of policy outcome performance and its determinants are still scarce. This article identifies patterns of post-communist policy outcomes across the fields of economic, social and environmental policy. By employing pooled time-series cross-sectional analysis with a Fixed Effects Vector Decomposition (FEVD) estimator it investigates to what extent policy outcome performance is determined by differing policy efforts (outputs or reform tracks), transitional conditions and international influences. Although citizens are still negatively affected by the initial economic recession, especially in the social domain, policy reforms and efforts are decisive in determining the outcome performance of the NMS relative to one another in the longer run. Successful and comprehensive market reforms and steering capabilities prove to be particularly important in this regard. Furthermore, internationalisation has an important, albeit ambiguous, impact. While exposure to the world market is reflected in negative policy performance, interaction with and financial commitment from Western European Union countries promote positive policy outcomes. In this paper, we use insights derived from a critical evaluation of ecological modernisation theories to examine the origins and influence of new, market-based, forms of carbon governance. Focusing on two key examples-emissions trading in Europe and the global market in offsets-we argue that ecological modernisation theories can help us understand the processes through which the seemingly intractable problem of climate change has been reframed as an opportunity to construct a new carbon economy and anticipate some of the tensions, contradictions and limits of such an approach. We then explore the governance dimensions of these novel market mechanisms, look at how they work, and then discuss whether, to what extent and for whom they work. We highlight a series of (un)-intended consequences that flow from these practices and modes of governing. We conclude by discussing the significance of these observations both for debates on climate change and the governance of carbon and for theories of ecological modernisation. [ABSTRACT FROM AUTHOR]

1. Between 1996 and 2000 the appearance of bovine spongiform encephalopathy swiftly became one of the most serious public health and political crises concerning food safety ever experienced in the European Union (EU). Subsequent sanitary regulations led to profound changes in the management of livestock carcasses (i.e. the industrial destruction of around 80% of all animal carcasses), thereby threatening the last remaining healthy scavenger populations of the Old World and thus contradicting the long-term environmental policies of the EU. 2. Several warning signs such as a decrease in breeding success, an apparent increase in mortality in young age classes of vultures and an increase in the number of cases of vultures attacking and killing cattle, as well as a halt in population growth, suggest that the decrease in the availability of food resources has had harmful effects on vulture populations. 3. Between 2002 and 2005, a number of dispositions to the EU regulations (2003/322/CE 2005/830/CE) enabled conservation managers to adopt rapid solutions (i.e. the creation of vulture restaurants) aimed at satisfying the food requirements of vultures. However, these conservation measures may seriously modify habitat quality and have indirect detrimental effects on avian scavenger populations and communities. 4. Synthesis and applications. Conservation managers and policy-makers need to balance the demands of public health protection and the long-term conservation of biodiversity. The regulations concerning carrion provisioning need to be more flexible and there needs to be greater compatibility between sanitary and environmental policies. We advocate policies that authorize the abandonment of livestock carcasses and favours populations of wild herbivores to help to maintain populations of avian scavengers. The EU emissions trading system (ETS) is the first large-scale international emissions trading system and a “cornerstone” in EU climate policy. A key element in the ETS implementation process is deciding upon the ceiling (“cap”) for the emissions included in the ETS. Over time, a significant change and centralization of this model has taken place. In order to understand this development, we need to acknowledge the increasing acceptance of stronger centralized governance among the member states due to ETS pilot phase problems; take into consideration frustration in the European Commission over complex and differing National Allocation Plans; and add the fact that the Kyoto Protocol target was getting nearer and a good performance of the “flagship” ETS was becoming increasingly important. Hence, although the case supports the importance of acknowledging the multilevel character of the EU, it still emphasizes the key role of changes in member states' interests and positions for understanding outcomes. Objectives. This study examines how national environmental policy influences individual car-driving behavior in the European Union. Methods. Using the International Social Survey: Environment II in conjunction with the 2001 and 2002 Environmental Sustainability Indices, we analyze the relationship between macro-level policy indicators and the reported reduction of individual car driving for environmental reasons, controlling for meso- and micro-level factors. Results. Our results show that individuals report a greater likelihood of driving less for environmental reasons when they live in nations that adopt strong pro-environmental policies, even when such policies are not directly related to car use. Conclusions. Our finding that a national policy climate focused on environmental sustainability is associated with pro-environmental behaviors among individuals in that nation encourages us to believe that greater international cooperation on environmental issues (such as the Kyoto Protocol) and increased strength of domestic environmental policies will positively change individual behavior. 1. The European Water Framework Directive provides a framework for improving the ecological quality of stream ecosystems, with deviation from reference used as a measure of ecological status. 2. Here we examine the possibility of using less impacted stream sites from Latvia, Lithuania and Poland to establish a Danish reference network for macrophyte assemblages, and as a guiding image for identification of possible references sites within Denmark. Both approaches were evaluated using historical Danish records. 3. Four different macrophyte assemblages were identified for mid-sized streams in the Central and Eastern Lowland ecoregions. Macrophyte assemblages could not be delineated using physical stream site characteristics; however a gradual change in assemblage composition was attributed to differences in alkalinity and human impact. 4. Assemblages of contemporary vegetation in Denmark were quite similar to those found in Polish, Latvian and Lithuanian streams (26–35%). However, more importantly, from species-based predictions we noted higher similarity, particularly with Latvian and Lithuanian streams, before intensive land use commenced in Denmark ( c. 1900). These results show that stream sites from these three countries can be considered in a Danish reference network. 5. Two of the four macrophyte assemblages comprised species such as Fontinalis antipyretica, Myriophyllum spicatum, Nuphar lutea, Potamogeton alpinus and P. perfoliatus that have a very scattered occurrence in the contemporary vegetation in Denmark. These groups were closely associated with the predictions from historic records, thereby lending support the conjecture that these assemblages could be part of the guiding image for the identification of potential reference sites within Denmark. Statistics of the European Commission show different performances among member states regarding the implementation of European policies. In particular, this article explains why Denmark and Belgium have different records with respect to the legal or administrative transposition of European Union environmental directives. The article starts with a short overview of the implementation problematique and a presentation of the latest available statistics. Then European-level factors are ruled out as possible explanations for the differences in performance. The author argues, on the contrary, that the differences between Belgium and Denmark must be explained by national institutional contexts. To this end, an institutional approach is presented, which draws attention to ‘hard’ and ‘soft’ institutions as explanatory variables. In total seven categories of variables are discussed: four ‘hard’ categories – the constitutional and administrative context (division of competencies and coordination mechanisms), institutional capacity, administrative and legal adaptation pressure, communication and continuity – and three ‘soft’ categories – institutional jealousy, Europeanisation and political adaptation pressure. It was found that both member states under study have different scores on almost all variables, pointing to rather unfavourable implementation conditions for Belgium and much more favourable conditions for Denmark. European environmental policy has been long characterised by traditional regulatory policy approaches. In recent years, however, the EU has begun experimenting with new forms of governance. In particular, the task of environmental policy integration (EPI) into sectoral policies has invited more flexible and participatory regulatory forms, emphasising at the same time the role of procedural guidance. This article traces the history of the EPI principle and links its effectiveness to specific governance characteristics. It argues that effective EPI is dependent on a combination of political leadership and public participation. While both terms appear in the EU’s vocabulary on sustainable development and new governance, the EU is only slowly finding the appropriate forms to put them into practice. Coming from a tradition of governance by political élites, EU policy-makers are still relying too naïvely on the mobilisation capabilities of societal groups and on the power of ‘good ideas’. This article investigates how "policy frames" have shaped the way European Community actors perceive the policy linkage between market integration and environmental policy. The article contends that there are three Community policy frames: conditional, classic, and sustainability. They form alternative "packages" of policy ideas defining the relationship between economic and environmental policy. The article provides an analysis of how actors embed these frames in the Community's institutional framework. To illustrate the general impact of policy frames on the environmental arena, the article explores two cases: waste management policy, and the integration of environmental concerns into the Community's agricultural policy.
