There are research requirements for trainees to be eligible to present for their final examinations (Fellowship of Royal Australasian College of Surgeons, FRACS). One option is the presentation of a paper or poster at a meeting of which abstracts are subject to review and selection. This includes presentation at the annual Registrars’ Papers Day (RPD) in New South Wales. There has been some debate surrounding whether research requirements are fulfilled by presentation at such meetings. Publication in a peer-reviewed journal should be the ultimate aim. A high publication rate will validate the quality of the meeting. All abstracts submitted to the RPD in 1998 and 1999 were analysed. A Medline search was performed in 2005 to identify publication of these presentations in a peer-reviewed journal. Variables of the study that were potentially predictive of subsequent publication were analysed. This included type of presentation, surgical specialty, clinical or laboratory-based study, study design (prospective or retrospective) and sample size. Chi-squared test with Yates’ continuity correction was used to compare two independent proportions and significance was set at P < 0.05. The publication rates were: oral presentations 50% (17/34), poster presentations 39% (9/23) and rejected presentations 20% (2/10). The mean and median time to publication was 23.8 and 21.0 months. Prospective design was the only variable identified to have a statistically significant effect on the publication rate ( P < 0.002). The most common publishing journal was the Australian and New Zealand Journal of Surgery (12 of 26). Overall consistency (author and study sample consistency) from presentation to publication was 32%. The overall 46% publication rate of this state-based trainees-organized meeting compares favourably with international meetings. The research requirement of the Royal Australasian College of Surgeons (RACS), which includes presentation at the RPD in New South Wales, produces good quality papers for publication. To determine if multi-purpose service (MPS) Programs deliver improved residential aged care as opposed to traditional rural hospitals. A variation on comparative–experimentalist: type 4. In this design 2 groups providing different service models of rural health services are compared. Six MPS Programs and three traditional hospitals in rural New South Wales. Key stakeholders – area representatives, health service managers, MPS managers, doctors, staff, MPS or hospital committee members and consumer groups including residents. To analyse the ability of MPS Programs to deliver quality residential aged care as opposed to using traditional hospitals for such services. Multi-purpose service programs provided better residential environments and greater flexibility of service provision. There were few apparent differences between the two service models in regard to organisational culture and training. The findings of this evaluation suggest that in the provision of residential aged care in rural communities, MPS Programs demonstrated better standards of care than traditional hospital based services. The development of multi-purpose service programs to replace the older traditional rural hospitals is a relatively new practice in Australia. With the introduction of MPS programs there has been little evaluative research to demonstrate their effectiveness in health service delivery and the provision of residential aged care. Multi-purpose service programs aim to integrate and coordinate acute, aged and community rural health services under one structure and so it is imperative that evaluative studies such as this one takes place. The findings of this study demonstrate that the MPS model provides a better solution than hospitals to the problem of providing residential aged care in rural communities. With Australia looking to further develop MPS Programs in rural areas, it is hoped quality aged care services will be enhanced allowing older adults to remain in the communities of their choice. This paper presents a method to analyze and improve the set of equations constituting a rainfall‐runoff model structure based on a combination of a data assimilation algorithm and polynomial updates to the state equations. The method, which we have called "Data Assimilation Informed model Structure Improvement" (DAISI) is generic, modular, and demonstrated with an application to the GR2M model and 201 catchments in South‐East Australia. Our results show that the updated model generated with DAISI generally performed better for all metrics considered included Kling‐Gupta Efficiency, NSE on log transform flow and flow duration curve bias. In addition, the elasticity of modeled runoff to rainfall is higher in the updated model, which suggests that the structural changes could have a significant impact on climate change simulations. Finally, the DAISI diagnostic identified a reduced number of update configurations in the GR2M structure with distinct regional patterns in three sub‐regions of the modeling domain (Western Victoria, central region, and Northern New South Wales). These configurations correspond to specific polynomials of the state variables that could be used to improve equations in a revised model. Several potential improvements of DAISI are proposed including the use of additional observed variables such as actual evapotranspiration to better constrain internal model fluxes. Plain Language Summary: This paper presents a data‐driven method to improve rainfall‐runoff models used to generate future water resources scenario in climate change studies. While Australian governments generally acknowledge that First Nations organisations (FNOs) have better reach into First Nations communities than mainstream not‐for‐profit (NFP) organisations and governments, as we document in this paper, a survey of community‐controlled FNOs in significant urban areas in New South Wales (NSW) suggests that funding and administrative arrangements in the era of New Public Management (NPM) are at odds, and in some instances, actually undermine the effectiveness of FNOs. To explore and gain an explicit insight into the potential tensions in, contradictions with and constraints of NPM on governments supporting and realising the full potential of FNOs in achieving community outcomes, this paper turns its attention to the results of a survey designed by senior position holders from six community‐controlled FNOs in the Greater Sydney region and three academics. The survey was designed to examine the relationship of the ability of FNOs to act in the interests of their community members with the normalisation of NPM as policy discourse and practice across all layers of government (Federal, State and Local). Urban areas within the state of NSW as its focus, the core findings from the survey suggest that in the NPM era, urban FNOs face numerous difficulties in realising their community mandates and simultaneously guaranteeing their sustainability for the future. The findings suggest that rather than extending the capacity of FNOs and their reach into their communities, NPM policy structures and mandates create increased administrative burdens, precarity and fragility, as well as decreased organisational autonomy and self‐determination. Geography is fostering a diverse range of methodologies that engage the more‐than‐human dimensions of research. Debates surround the efficacy of both longstanding and emergent methodological approaches in grappling with how to do more‐than‐human geography. Much attention has been given to the methodological implications of theoretical debates that evoke distributed agency and calls to "enliven" research. To date, however, questionnaire surveys have not been considered as part of these deliberations. Survey response rates are normally reported as percentages, with scholarly attention focusing on how question design, financial incentives, and delivery format may influence human engagement with the questionnaire. Little attention has been paid to questionnaire survey methods in or for more‐than‐human research. Inversely, there is also little discussion of the agency of non‐human bodies, processes, and materials, and how they work for or against survey completion. This paper contributes to these deliberations by exploring more‐than‐human agency in the delivery and completion of a postal questionnaire, distributed to rural households that are self‐sufficient for water on the south coast of New South Wales, Australia. By focusing on the elements, infrastructure, and animals that work with and against survey delivery and completion, we show that questionnaire surveys are a more‐than‐human achievement. Consideration of the chewed and weathered survey, and the more‐than‐human processes that influence its delivery and completion, matters in challenging "human‐centred" notions of field research. We argue that what we know about the world through a survey is always a performative process, not only by considering how research design aligns with politics and knowledge practices, but also the more‐than‐human. Background: Public involvement in health research and its translation is well recognized to improve health interventions. However, this approach is insufficiently practised and evidenced in relation to young people. This paper presents an analysis of the process of co‐producing a framework, partnership model and a growing network of young people informing and guiding an adolescent health research community of practice. Methods: A Living Lab is a participatory research approach that brings together a broad range of stakeholders in iterative cycles of research, design, development, pilot‐testing, evaluation and delivery to implement effective responses to complex phenomena. The geographical setting for this study was Sydney, NSW, Australia, and involved both youth and adult stakeholders from this region. The study spanned three phases between July 2018 and January 2021, and data collection included a range of workshops, a roundtable discussion and an online survey. Results: The co‐production process resulted in three key outputs: first, an engagement framework to guide youth participation in health research; second, a partnership model to sustain youth and adult stakeholder collaboration; third, the growth of the public involvement of young people with a range of projects and partners. Conclusions: This study investigated the process of co‐producing knowledge with young people in an adolescent health community of practice. A reflexive process supported youth and adult stakeholders to collaboratively investigate, design and pilot‐test approaches that embed young people's engagement in adolescent health research. Shared values and iterative methods for co‐production can assist in advancing mutual learning, commitment and trust in specific adolescent health research contexts. Participatory approaches are important to ensuring that the involvement of children in decision‐making is normalised in service provision. Participation work requires that professionals have well‐developed engagement skills, and a commitment to the right of the child or young person to participate. Effective participatory approaches also require that organisations provide active support for child‐centred practice. The Reconceptualising Services from the Perspectives of Experienced Children and Teens (ReSPECT) approach is an Australian professional development (PD) program that addresses these key aspects of participation work. It offers professionals a way to:(1) increase their awareness of the complex issues, challenges and benefits surrounding participation; and (2) develop a sense of empowerment and competence in the 'doing' of participation work. The PD program encourages professionals to understand their own position in relation to participation work with children, develop bespoke strategies that account for their unique practice context and assemble support structures that can maintain their participation strategies beyond the training. The principles and practices of the ReSPECT PD program are outlined and positioned within the existing literature on theoretical and practice approaches. The paper contributes to critical debate on the mechanisms that can lead to changes in professional practice and organisational culture, for the meaningful engagement of children as stakeholders in decision‐making. Foredunes constitute a fundamental part of the coastal environment, acting as a buffer against storm erosion and natural coastal defence. Foredune size and volume play a pivotal role in determining coastal vulnerability to marine hazards, and the governing processes driving variations in foredune morphology, particularly over regional, or larger spatial scales, are still relatively poorly understood. This paper presents a regional‐scale investigation into foredune morphology along the New South Wales (NSW) coast (SE Australia), comprising not only a state‐wide inventory of foredune morphology for use in management/hazard assessment, but also testing long‐standing hypotheses and conceptual models of the physical processes that are driving, or influencing, foredune size. We applied a remote sensing protocol to 47 foredune environments, covering the length of the NSW coastline, comparing morphology (including dune height, width, shape, and volume) of established and incipient foredunes both along, and between, sandy embayments. Results, at regional spatial scales, show that the largest foredunes (volumes up to 850 m3 m−1) occur along the central coast as large, steep landforms; intermediate‐sized dunes (550–650 m3 m−1) were found on both the Mid‐north and Far North coast, and the smallest foredunes (334–380 m3 m−1) occur on the south coast as wider dunes with steep stoss slopes. Surfzone–beach state was found to be the most significant factor influencing foredune size and volume. The more energetic and more dissipative/high‐energy intermediate surfzone–beach states were correlated with larger foredunes (i.e. greater dune volume, width and crest elevation), whereas the lower‐energy surfzone–beach states generally had smaller dunes. Changes in vegetation cover, shoreline orientation and associated onshore (and alongshore) wind systems were also demonstrated to be important factors in determining foredune morphology. The largest foredunes in NSW generally occur to the north of embayments, with dune size decreasing southward with decreasing exposure to wind/wave energy. [ABSTRACT FROM AUTHOR]

Increasing numbers of households are impacted by disasters due to population growth, increasing development in higher risk areas, and climate change. While emergency management in Australia aims to reduce quantifiable losses, lived disaster and recovery experiences are relatively mute, with implications for mitigation and post‐disaster support. This paper draws on findings from a research project that set out to examine the role of insurance in household recovery after the 2013 Blue Mountains bushfires in New South Wales. Among the 19 interview participants, prioritisation of the needs of children was found to hinder personal recovery. Drawing on this key finding, this paper focuses on parents' emotion work and emotions surrounding home. Innate desires to provide good care monopolised parents' emotions and emotional outlets, as they worked to conceal threats and (re)establish a sense of normalcy. Emotion work drained parents, as did threats to, and the loss of, "home" created through "dwelling." When homes burnt, so too did memories of children embodied in that home – memories that had permeated the material space. This sense of loss intensified when informing children about losses – an act that breached parents' protective instincts and necessitated additional emotional care. Emotions escalated as capacities for care were challenged or eroded in the absence of home contents that normally would have anchored daily routines and provided stability. Replacing such items dominated parents' recovery efforts – efforts encumbered by competing recovery demands, yet facilitated to some degree by insurance safety‐nets. These emotions impacted parents' mental and physical wellbeing in the four years that separated the bushfires and the interviews. While there is considerable literature outlining parents' role in lessening disaster impacts on children, few studies examine parents' capacity to do so. In addressing this gap, this paper highlights avenues to improve psychosocial aspects of disaster recovery. Parenting is challenging at the best of times, let alone in disasters. Focusing on the 2013 Blue Mountains bushfires in Australia, this paper explores the emotions involved in caring for children while surviving and recovering from a disaster. Insights from "emotion work" and the loss of "home" – structures bound with memories and resources for good care – highlight both demands on parents and avenues to improve post‐disaster wellbeing for families. A trial of pen-and-paper and online modes of a computing skills test was conducted for volunteer students of ages 15–16 in New South Wales, Australia. The tests comprised Matching, True/False and 4-option Multiple-Choice items. The aims were to determine whether gender, socioeconomic status (SES), or the type of item interacted with testing mode. No interactions were found for gender and item type, but the SES interaction was statistically significant. For low SES students, the online mode mean was 1 percent lower than the pen-and-paper mean, whereas high SES students had near equivalent means. These findings should be treated with caution as the groups in the study were self-selected, rather than random samples from the student population. [ABSTRACT FROM AUTHOR]

The term "secular" in the Colonial Australian public instruction acts was always controversial. Recent policy debates seek to draw a connection between its original intent and removing religion from schools, notably Marion Maddox's Taking God to School (2014), and Catherine Byrne's "Free, Compulsory and (Not) Secular" (2013). The issue resurfaced recently in a NSW Teachers' Federation Research Paper (Waight, 2022), and in Gross and Rutland's Special Religious Education in Australia and Its Value to Contemporary Society (2021). I propose that while this is a valid public policy issue, any originalist argument actually relies upon a singular historiographical argument, namely a "Whig" historiography. However, across historians the meaning of "secular" has actually been evaluated through four different historiographies: a "Whig" progress narrative; economic materialism; critical theory; and a religious/nationalist approach. Maddox, Byrne and Waight's approaches can be characterised within a "Whig" approach to Australian education history, originally found in "The Melbourne School" of Austin and Gregory, and the textbooks of Barcan. Its revival presents a good opportunity to survey the topic of education historiography, assess the "Whig" argument, and to propose that religious/nationalist historiography provides a more accurate interpretation of the original intent of the term "secular." Objective: To explore the benefits and challenges of electronic prescribing (e‐prescribing) for general practitioners (GPs) and pharmacists in regional New South Wales (NSW). Methods: This qualitative study utilised semistructured interviews conducted virtually or in‐person between July and September 2021. Setting and Participants: General practitioners and pharmacists practising in Bathurst NSW. Main Outcomes: Self‐reported perceived and experienced benefits and challenges of e‐prescribing. Results: Two GPs and four pharmacists participated in the study. Reported benefits of e‐prescribing included improvement in the prescribing and dispensing process, patient adherence, and prescription safety and security. The increased convenience for the patients was appreciated particularly during the COVID‐19 pandemic. Challenges discussed were how the system was perceived to be unsafe and insecure, costs of messaging and updating general practice software, utilisation of new systems and patient awareness. Pharmacists reported the need for education to patients and staff to minimise the impact of inexperience with the novel technology on workflow efficacy. Conclusion: This study provided first insight and information on the perspectives of GPs and pharmacists 12 months after the implementation of e‐prescribing. Further nationwide studies are required to consolidate these findings; provide comparisons with the system's progress since conception; determine whether metropolitan and rural health care professionals share similar perspectives; and shed light on where additional government support may be required. The Australian National Disability Insurance Scheme (NDIS) requires a skilled workforce capable of assessing the diverse needs of service participants and providing tailored services accordingly. There is currently limited evidence regarding workforce capabilities to inform training and curriculum design, particularly from the perspectives of carers. This paper reports findings from a longitudinal qualitative study exploring the lived experiences of regional carers following their engagement with the NDIS workforce. This paper aimed to foreground the experiences of carers and identify regional workforce development priorities to benefit both carers and service participants. Seventy‐two carers living in regional New South Wales were interviewed three times between November 2018 and November 2019. The insights provided by carers highlighted workforce expertise, nontechnical skills and service availability as key drivers of either helpful or unhelpful experiences. Interpersonal values, empathy and advanced communication microskills enabled the planning and coordinating workforce to undertake holistic and effective planning. Similar values and relationship‐building capabilities were pivotal for the workforce translating assessments into delivering support and interventions. Findings also highlight NDIS provider organisations can best support carers through better recruitment, retention and training strategies. [ABSTRACT FROM AUTHOR]

Consistent evaluation procedures would be necessary to assess correctly the impacts of sport and cultural events, in particular large events. This paper reviews methodological issues in CBA of sport and cultural events based on what appears as the first attempt to provide guidelines for such analysis: the Framework used by New South Wales Treasury. This framework actually deals with most of the questions that an analyst would have to consider on this issue. Based on this document, we propose various possible amendments, which mostly relate to a fuller consideration of opportunity costs, displacement and other General Equilibrium effects. This paper is guided by Conservation of Resources theory and aims to investigate the impact of personal and organisational support on the quality of clinical care given to aged care residents in for‐profit (FP) and not‐for‐profit (NFP) facilities. Broadly, the paper addresses challenges faced by governments in designing contract specifications that ensure quality outcomes from aged care providers. The argument is that the present accreditation standards that are used to assess the status of aged care providers are too narrow to capture the complexity in delivering social services. Data were collected from 442 aged care workers from aged care facilities in NSW, QLD and WA. The results show that carer support (personal and organisational support) explained half of the variance in quality of clinical care in NFP facilities, and a third of the variance in FP facilities. In particular, the findings suggest support for carers is important for carer retention, and ultimately the clinical care of residents. The findings provide supporting evidence to widen the required contract specifications for aged care provider accreditation to include organisational and personal support for carers. This paper argues for a widening of the 18 indicators applied as accreditation standards to assess the status of aged care providers to include the provision of organisational support for workers. We justify this claim based on evidence by Jeon et al. (2015) that developing employee perceptions of leadership support in Australian aged care resulted in, among other things, improved quality of care delivered to residents. [ABSTRACT FROM AUTHOR]

This paper reports on the preferences and experiences of the councillor level of New South Wales (NSW, Australia) local government, concerning the public service values that guide the council staff working under a politicised employment relationship. The results of the study show that councillors perceive council staff to be as largely neutral in their behaviour as they expect them to be. The paper further reports that the council staff (in the view of councillors) do not politically respond to any unreasonable demands made by elected officials or act as the trustee of the public interest in competition with them. Smart infrastructure is positioned as central to the liveability and viability of rural and regional towns in Australia. The Australian Government's Smart Cities Plan and Regional Connectivity Program includes Smart Investment in regional areas and the New South Wales Government has prioritised connectivity and telecommunications infrastructural development through the Regional Digital Connectivity program. And yet regional and rural communities are typically excluded from the evidence base for smart technologies and services. Local Aboriginal Land Councils are also important stakeholders in managing the digital processes associated with information and infrastructure moving across different Countries. This paper draws on data from the 'It just works!': Regional and rural consumer understandings of smart technologies in North West New South Wales project, including over 130 survey responses and interviews with shire councillors, land councillors, and consumers on smart development and Internet infrastructure in the region. In the areas surveyed, smart regional policy is variously emerging, non‐existent, or assembled from existing policy domains and regulation involving the Internet, telecommunications, regional development, First Nations, and local government. Religiously affiliated schools employ a substantial portion of the Australian educational workforce. These religiously affiliated schools are exempt from Australian state‐based anti‐discrimination legislation in varying degrees. This can have a devastating effect on LGBT+ employees. While NSW has broad exemptions to anti‐discrimination legislation, in contrast Tasmanian anti‐discrimination legislation provides very limited exemptions. This paper examines and compares the experiences of ten LGBT+ teachers employed in religiously affiliated schools in Tasmania and New South Wales. The aim of this paper is to document the differing experiences of these LGBT+ teachers, examining whether the distinctive state‐based legislation has an impact on their lives. The small number of cases examined here suggests that the state difference in anti‐discrimination legislation has a significant impact on LGBT+ peoples' job security and career development. Objective: To address frequently asked questions regarding the use of the Guardianship Act, the Mental Health Act and the Public Health Act within New South Wales EDs and present an algorithm to guide the use of this legislation. Methods: An ED‐specific algorithm was developed for the use of the three pieces of legislation. Then an emergency psychiatrist and an emergency physician reviewed the algorithm with ED staff to understand its usefulness and where further detail was required. Frequently asked questions were collated. Results: Frequently asked questions are addressed with reference to the algorithm. Summary: Contemporary Indigenous cultural fire management facilitates opportunities for Indigenous peoples to connect to and manage their Country, as well as providing scope for research. Right‐way science is defined as collaborative process of bringing Indigenous and Western scientific knowledge and methods together to create ethical, productive and mutually beneficial research. Five key requirements of right‐way science emerge from the literature, including: building relationships and trust; formal research approval processes; co‐development of research; acknowledging challenges; and ethical, productive and mutually beneficial research. This article explores the question: how can right‐way science enhance Indigenous cultural fire management? By reflecting on research collaborations between Western scientists and Indigenous ranger groups of New South Wales (Banbai) and the Northern Territory (Yugul Mangi), this paper, firstly, describes the methods we used to explore right‐way science around cultural fire management. Secondly, it synthesises key findings of the research projects, including how we addressed the five key requirements of right‐way science elicited from the literature. Thirdly, we provide insight on how right‐way science can be applied more broadly to enhance Indigenous cultural fire management. We found that increasing opportunities for Indigenous peoples to care for their Country, supported by right‐way science, places them in a unique position to contribute to solving some of the ongoing challenges and research questions associated with fire management. An appreciation of Aboriginal land rights in New South Wales (NSW) is characterised by two dominant narratives. One is that land rights are central to achieving and advancing recognition and support for the existence and survival of Aboriginal peoples in the settled spaces of south‐eastern Australia. In this view, Aboriginal land rights realise intrinsic political power. The second dominant narrative is that the land estate restituted to Aboriginal people's Local Aboriginal Land Councils (LALCs) is to be "activated" and "leveraged" for economic prosperity of collectively defined groups and shared to support and sustain individuals and families. This perspective holds that land enables realisation of wealth and prosperity. Although these narratives are based in truth, they have served to make some important work and values held by Aboriginal people less visible in any evaluation of the benefits of land rights. It is this less visible work, the work of care that is unique to Aboriginal worlds and made possible by the resources and structures of LALCs realised through the Aboriginal Land Rights Act, 1983, that is the focus of this paper. Aim: To investigate clinicoradiological features associated with epilepsy, its resolution, and drug resistance in children with cerebral palsy (CP). Method: Data were gathered from the New South Wales/Australian Capital Territory CP Register, encompassing children with CP born between 2003 and 2015 (n = 1916). Clinical features and the severity of impairments were compared among three groups: children with current epilepsy (n = 604), those with resolved epilepsy by age 5 years (n = 109), and those without epilepsy (n = 1203). Additionally, a subset of the registry cohort attending Children's Hospital Westmead (n = 256) was analysed to compare epilepsy and treatment characteristics between drug‐responsive (n = 83) and drug‐resistant groups (n = 147) using logistic regression and hierarchical cluster analysis. Results: Manual Ability Classification System levels IV and V, intellectual impairment, and vision impairment were found to be associated with epilepsy in children with CP on multivariable analysis (p < 0.01). Moderate to severe intellectual impairment and bilateral spastic CP were independent positive and negative predictors of epilepsy persistence at the age of 5 years respectively (p < 0.05). Microcephaly and multiple seizure types were predictors of drug‐resistant epilepsy (area under the receiver operating characteristic curve of 0.83; 95% confidence interval 0.77–0.9). Children with a known genetic cause (14%) and CP epilepsy surgery group (4.3%) formed specific clinical subgroups in CP epilepsy. Interpretation: Our study highlights important clinical associations of epilepsy, its resolution, and treatment response in children with CP, providing valuable knowledge to aid in counselling families and identifying distinct prognostic groups for effective medical surveillance and optimal treatment. Aim: To describe the relationships between outpatient encounters, continuity of care, and unplanned hospital care in children/young people with cerebral palsy (CP). Method: In this population‐based data‐linkage cohort study we included children/young people with CP identified in the New South Wales/Australian Capital Territory CP Register (birth years 1994–2018). We measured the frequency of outpatient encounters and unplanned hospital care, defined as presentations to emergency departments and/or urgent hospital admissions (2015–2020). Continuity of outpatient care was measured using the Usual Provider of Care Index (UPCI). Results: Of 3267 children/young people with CP, most (n = 2738, 83.8%, 57.6% male) had one or more outpatient encounters (123 463 total encounters, median six outpatient encounters per year during childhood). High UPCI was more common in children/young people with mild CP (Gross Motor Function Classification System levels I–III, with no epilepsy or no intellectual disability), residing in metropolitan and areas of least socioeconomic disadvantage. Low UPCI was associated with four or more emergency department presentations (adjusted odds ratio [aOR] 2.34; 95% confidence interval [CI] 1.71–3.19) and one or more urgent hospital admissions (aOR 2.02; 95% CI 1.57–2.61). Interpretation: Children/young people with CP require frequent outpatient services. Improving continuity of care, particularly for those residing in regional/remote areas, may decrease need for unplanned hospital care. Australia has a hidden but growing problem with household food insecurity, revealing the failure of conventional food infrastructures to support human flourishing. Disruptions to employment and livelihoods due to pandemic lockdowns have exacerbated household food insecurity, evincing the uneven geography of food access in countries globally, including Australia. Increasing demand for food relief had been observed prior to the COVID‐19 pandemic and has been met by food relief providers, which we consider as infrastructures of care addressing growing levels of hunger. This paper reveals COVID‐19's many impacts on the food relief sector across Metropolitan Sydney, New South Wales. It analyses both a questionnaire of food relief providers in 2022 and media articles, social media posts, reports, and websites. It provides much‐needed insights into the impacts of pandemic lockdowns on the demand for food, interruptions to food provisioning, changes to food supply, and alterations made to suppliers' ways of operating. Those insights show how infrastructures of care are place‐based, responsive, dynamic, and constrained by caring capacities. Such insights are increasingly important for understanding infrastructural failures, documenting the real extent of household food insecurity, and challenging dominant discourses of Australia as a food‐secure nation. Background: Gambling poses a global threat to public health due to its far‐reaching impacts. Research has demonstrated a ripple effect of harmful gambling on social network members and broader communities. While researchers have documented extreme harms associated with an affected other, limited research has qualitatively investigated how women describe their concerns about the gambling of a social network member, and any subsequent negative impacts on their own lives. Methods: An online panel survey was conducted with women aged 18 years and older, who gambled at least once in the last 12 months, and resided in the Australian states of Victoria and New South Wales. This paper focused on the open text responses of a subsection of the sample (n = 136) who reported being negatively impacted by someone else's gambling. The study utilised reflexive thematic analysis to interpret the data. Results: Results indicated that women were concerned about the gambling behaviours of a broad range of social network members. Open text responses regarding the nature of these concerns mostly related to individualised paradigms of gambling behaviour – including whether the participant perceived their network member could afford to gamble, was being responsible with their gambling, or were gambling too frequently. Participants experienced a range of negative impacts including significant financial issues, relationship difficulties, poorer emotional wellbeing as a result of worrying about the gambler, and loss of trust. Some described the negative experiences associated with growing up with a parent who gambled. Conclusion: The research demonstrates the broad impacts of gambling on affected others. This study enhances our understanding of how women are harmed by gambling and considers the complexities of their experiences and relationships with the gambler. This extends knowledge beyond quantitative descriptors of harm among affected others and provides a critical reflection on the nuances of women's experiences with gambling and gambling harm. Background: Current methods of antimicrobial usage surveillance have limited efficacy in changing practice due to delayed reporting to clinicians and the inability to stratify by medical specialty. This study was undertaken in a tertiary teaching hospital with a well established antimicrobial stewardship (AMS) programme and electronic medicines management (eMM) system in Sydney, Australia. Aims: To describe and analyse the implementation of a novel AMS audit and feedback method, in the context of an eMM system. Methods: The AMS team conducted the audit weekly, and the study design was a prospective, observational study. All acute, adult inpatients were included in this intervention. All active systemic antimicrobial prescriptions on the day of the rounds were included. Results: The prevalence of patients on antimicrobial therapy was 37%. The median time taken per round was 44 min for eMM compared to 58 min for paper. All key performance indicators improved over the study period. Appropriateness compared to guidelines increased from 55% to 71%, and documentation of an indication increased from 75% to 98%. There were 1413 recommendations made, with the most common being to cease an antimicrobial agent. The recommendation uptake rate was 47% at 24 h post-round. Conclusions: AMS rounds are an effective tool for auditing and providing feedback on antimicrobial use and should include all antimicrobials rather than solely 'restricted' agents. These rounds had a high uptake rate, improvements in the appropriateness of antimicrobial use, and a planned duration or review date. Objective: To explore how four small towns in rural New South Wales known as the 4Ts are addressing challenges accessing quality care and sustainable health services through a collaborative approach to workforce planning using the collaborative care framework. Design: Descriptive case study approach. Setting: The collaborative care project was developed as a result of ongoing partnerships between 2 rural Local Health Districts, 2 Primary Health Networks and a non‐governmental health workforce organisation. The collaboration works with 5 subregions each comprising 2 or more rural communities. This paper focuses on the 4Ts subregion. Participants: Stakeholders of the collaborative design including organisations and the community. Intervention: A place‐based approach to co‐designing health services with community in one sub‐region of Western New South Wales. Main outcome measures: A synthesis of field observations and experiences of community and jurisdictional partners in implementation of the 4Ts subregional model. Mapping of implementation processes against the collaborative care framework. Results: The collaborative care framework is a useful planning and community engagement tool to build health workforce literacy and to impact on system change at the local level. We identify key elements of effectiveness in establishing the 4Ts model, including the need for coordinated health system planning, better integrating existing resources to deliver services, community engagement, building health workforce literacy and town‐based planning. Conclusion: This study adds to the body of knowledge about how to successfully develop a collaborative primary health care workforce model in practice. The findings demonstrate that the implementation of a collaborative primary health care workforce model using the collaborative care framework can improve service access and quality, which in turn might facilitate workforce sustainability. The question of impact is at the heart of human service design, with governments searching perennially for the right approach to meeting citizen need while responsibly acquitting public funds. In this area, 'commissioning' has become a popularised approach, most recently in Australia. Although in theory commissioning is a strategic and relational practice offering to put communities at the heart of decision‐making, commissioning in practice has proved less transformational. This paper explores the gulf between intent and implementation in the transition to commissioning human services in New South Wales (NSW) in the context of the Commissioning Project, a collaborative project facilitated by the Sydney Policy Lab at the University of Sydney to enable peak organisations in the community sector build a collective approach to commissioning. The collaboration resulted in the articulation of four guiding principles to facilitate better commissioning in NSW: putting relationships first, letting communities lead, investing in people, and embedding learning. This paper describes a collaborative research project with a coalition of community sector peak organisations wanting to develop a collective response to the transition to commissioning human services in New South Wales. This study explores perceptions of child abuse and child protection matters involving staff working in the out‐of‐school‐hours care (OSHC) sector. Quantitative and qualitative data were collected through an online survey, focus group and interviews with staff and managers employed by one organisation that provided OSHC services in Sydney, Australia. This paper reports on their perceptions about implementing mandatory reporting requirements associated with the concepts of 'significant harm' and 'reportable conduct'. The aim of this paper is to engage OSHC stakeholders, including government, in reviewing child protection policies and practices to support educators in their work with children. Key findings indicate the inadequacy of available training, and the importance of relationships and communication between stakeholders, especially OSHC and school staff. This requires systemic change including raising the status of OSHC and the critical role that these educators have in supporting children's development, learning and wellbeing during the early years of school. In Australia, like other developed countries, there has been an increase in reports to child protection services about children experiencing domestic violence. While there is research on the importance of the skills and knowledge of the child protection workforce for this growing problem, little is available about practitioner attitudes and beliefs. This paper presents findings on research undertaken in New South Wales, which is the most populated state in Australia. The research considered the attitudes and beliefs of the statutory child protection workforce about domestic violence. It relied on a large‐scale survey of 1041 child protection practitioners. In order to compare the attitudes and beliefs of child protection workforce with those of the general community, the survey replicated questions from the Australian National Community Attitudes towards Violence against Women Surveys. Overall, the attitudes and beliefs of the workforce more closely reflected contemporary theory and evidence about domestic violence than those of the community. The research also examined variations in the attitudes and beliefs of the child protection workforce according to practitioner characteristics, finding variations by gender. Contemporary public policymaking relies heavily on commercial consultants for specialised advice. In this paper, we examine the problematic nature of this phenomenon by considering the controversial forced amalgamation programme in New South Wales (NSW) local government over the period 2011 to 2017. By way of a critical examination of two key consultant reports underlying the NSW municipal mergers, we show that the failure of this programme to achieve its intended aims is due in large measure to the nature of the externalised advice on which it was based and the manner in which that advice was solicited from commercial consultants. Summary: The Higher School Certificate (HSC) is the credential awarded to secondary school students in New South Wales (NSW), Australia. This paper reviews the current moderation process of the HSC and introduces and compares a range of modern statistical methods. With a comprehensive analysis of the complete 2013–2016 HSC results, we show that the monotone spline regression with the Huber loss function consistently beats the existing moderation method. With its simple structure, fast execution and improved effectiveness, this new moderation model is an ideal replacement of the in‐force quadratic for the HSC practice in NSW. Policy PointsThe implementation of large‐scale health care interventions relies on a shared vision, commitment to change, coordination across sites, and a spanning of siloed knowledge.Enablers of the system should include building an authorizing environment; providing relevant, meaningful, transparent, and timely data; designating and distributing leadership and decision making; and fostering the emergence of a learning culture.Attention to these four enablers can set up a positive feedback loop to foster positive change that can protect against the loss of key staff, the presence of lone disruptors, and the enervating effects of uncertainty. Context: Large‐scale transformative initiatives have the potential to improve the quality, efficiency, and safety of health care. However, change is expensive, complex, and difficult to implement and sustain. This paper advances system enablers, which will help to guide large‐scale transformation in health care systems. Methods: A realist study of the implementation of a value‐based health care program between 2017 and 2021 was undertaken in every public hospital (n = 221) in New South Wales (NSW), Australia. Four data sources were used to elucidate initial program theories beginning with a set of literature reviews, a program document review, and informal discussions with key stakeholders. Semistructured interviews were then conducted with 56 stakeholders to confirm, refute, or refine the theories. A retroductive analysis produced a series of context‐mechanism‐outcome (CMO) statements. Next, the CMOs were validated with three health care quality expert panels (n = 51). Synthesized data were interrogated to distill the overarching system enablers. Findings: Forty‐two CMO statements from the eight initial program theory areas were developed, refined, and validated. Four system enablers were identified: (1) build an authorizing environment; (2) provide relevant, authentic, timely, and meaningful data; (3) designate and distribute leadership and decision making; and (4) support the emergence of a learning culture. The system enablers provide a nuanced understanding of large‐system transformation that illustrates when, for whom, and in what circumstances large‐system transformation worked well or worked poorly. Conclusions: System enablers offer nuanced guidance for the implementation of large‐scale health care interventions. The four enablers may be portable to similar contexts and provide the empirical basis for an implementation model of large‐system value‐based health care initiatives. With concerted application, these findings can pave the way not just for a better understanding of greater or lesser success in intervening in health care settings but ultimately to contribute higher quality, higher value, and safer care. In multifunctional rural regions, strong commercial incentives exist for agricultural landholders to convert their land from farming to residential, lifestyle, and tourist land uses. In Australia, those regions mainly comprise coastal, peri‐urban, and high‐amenity rural areas. The pace and pattern of land‐use conversion in these regions is shaped by the interaction of landholders with land‐use planning regulations, notably minimum lot size (MLS) controls. This paper examines that interface in a deep dive into the role of land‐use planning controls in shaping the future of farming in an area of rapid rural change, the Ballina‐Lismore region in northern New South Wales. We argue that although planning controls in the region are designed to protect land for agriculture by curbing pressures for suburbanisation, they have also inadvertently contributed to the proliferation of unplanned rural living. This proliferation has occurred because MLS controls have incentivised agricultural landholders to sidestep restrictions on subdivision by exploiting concessions and flexibility in some of the controls and have forced some nonagricultural buyers of rural land to acquire bigger holdings than they may have otherwise desired, hence "sterilising" these agricultural‐zoned landholdings from farming. We conclude that to better protect agriculture in multifunctional rural regions, land‐use planning needs to look beyond deterrence mechanisms, such as MLS restrictions, and towards planning incentives to promote farming on agricultural‐zoned land. This paper provides insight into the economics that underpin the dynamic, real-time allocation of scarce road space using traffic control in New South Wales ( NSW). We explain the history and status of the underlying system, SCATS, that was first created and is continually developed in NSW, and which has also been adopted across the other Australian states, and internationally. Using the results of traffic microsimulation modelling and analysis we provide evidence of the social benefit delivered to NSW by traffic control operation. In recent months in Australia there has been extended debate about whether the age pension, particularly with regard to single pensioners, is sufficiently high to allow older Australians to attain an acceptable standard of living. This is an important policy consideration given Australia’s rapidly ageing population. By using microdata and microsimulation models, this paper examines the national and spatial impacts on the distribution of poverty among older single people of an increase in the single age-pension rate. This paper shows that the cost of increasing the single age-pension to 66 per cent of the couple-age pension rate would be about $A1.3 billion and would benefit about 824,000 single age-pensioners. Further, it is estimated that such an increase would reduce poverty rates for lone older persons from 46.5 per cent to 36.5 per cent, a 10-percentage point reduction. Looking at the spatial distribution of such benefits, the effect of the policy change seems to be generally stronger in capital cities, and in bands of rural areas in New South Wales and Victoria. Abstract This Special Issue is in celebration of the career contribution of Ron Vernon. It arises from the ‘Ron Vernon Symposium’, which was held as part of the 15th Australian Geological Convention in Sydney in 2000. To date Ron has published more than one hundred scientific papers, several books and contributed widely to international conferences. He is the doyen in the multidisciplinary field of microstructures, which spans petrology and structural geology. However, Ron's range is phenomenal, and he has contributed to many aspects of metamorphism, magmatism and rock deformation. He has drawn on data from his work in these areas to contribute widely to understanding thermal regimes, crustal evolution and tectonics, as exemplified by his ideas about HTLP metamorphism and emplacement of granites. Ron has followed the scientific method in his work; it has led him to many innovative interpretations, some of which undermined established dogma. By example, Ron has been a positive role model for the younger generation. However, for the older generation, he has been something of a bête noire! The papers in this Special Issue cover the range from low- to high-grade metamorphism, from metasomatism to melting, from microstructures to tectonics, and from fieldwork to experiments. Background: Children who experience adversity are more vulnerable to language difficulties. Early interventions beginning antenatally, such as home visiting, are provided to help prevent these problems. To improve the precision of early interventions, the impact of combinations of risk and protective factors over time must be explored and understood. There is, however, limited research investigating how such factors interact with intervention to change language outcomes over time. Aim: To explore the different paths that lead to Good and Poor language in a cohort of children experiencing adversity whose mothers received an optimal dose of the Maternal Early Childhood Sustained Home visiting (MECSH) intervention over 2.5 years. Methods & Procedures: A total of 24 low socioeconomic status (SES) mothers experiencing adversity and their children who received more than half the scheduled dose of the MECSH intervention were followed over time: from before birth to school entry. Data were extracted from surveys and direct measurement over the study course. Child language outcome at school entry and the influence of seven key child, maternal and environmental factors, which have been shown in previous research to result in Good and Poor language outcomes, were explored through qualitative comparative analysis (QCA). QCA is a qualitative analytical technique that provides a deeper understanding of factor combinations influencing language development. Outcomes & Results: Multiple paths to Good (six paths) and Poor language (seven paths) were found. Paths with mostly protective factors resulted in Good language, except when maternal antenatal distress was present. Paths with two or more influential risks usually resulted in Poor language outcomes. When children experiencing adversity received the MECSH home visiting intervention, there was no one risk or protective factor necessary for Good or Poor language outcomes; however, there were clear patterns of factor combinations. Conclusions & Implications: Mothers' antenatal psychological resources were a flag for future language concerns which can be used to improve the precision of the MECSH intervention. They were highly influential to their children's Good and Poor language outcomes by 5 years, when over time they were combined with characteristics such as early childhood education, poor maternal responsivity and/or the number of children in the home. Knowledge of early conditions associated with later Poor language can help clinicians identify and respond in preventative and promoting ways to improve language skills. The recent bushfires (2019–2020) in New South Wales (NSW) Australia were catastrophic by claiming human and animal lives, affecting ecosystems, destroying infrastructure, and more. Recent studies have investigated relationships between hydroclimatic signals and past bushfires, and very recently, a few commentary papers claimed drought and fuel moisture content as the probable causes for the widespread 2019–2020 bushfires. Therefore, in this study, a novel work of encompassing a wide range of factors attributing to the recent bushfires is presented. Empirical evidence‐based statistical methods are used to identify the hydroclimatic variables and geomorphic characteristics contributing to the 2019–2020 bushfires. The results highlight that ongoing drought, surface soil moisture (SSM), wind speed (WS10), relative humidity (RH), heat waves (HW), dead and live fuel moisture, and certain land cover types create favorable conditions for fire ignition and aid in fire propagation in different regions of the NSW state. The findings suggest that accounting for the above‐identified variables in bushfire prediction and monitoring system are crucial in avoiding such catastrophes in the future. The overarching application of this study is developing robust and more versatile fire protection planning and management. Plain Language Summary: Since the 2019–2020 Australian bushfires were catastrophic in terms of burnt area and severity, a detailed analysis of the primary causes is crucial. In this paper, several probable causes are tested statistically to establish their relationship with the burnt area. Background: Local governments play an important role in supporting people with intellectual disability to feel included in their local communities and local‐level inclusion is an increasing priority for councils and local authorities in many countries. However, people with intellectual disability themselves have had little involvement in setting the priorities for initiatives and activities in their local communities. In the project, we wanted to know what kinds of initiatives were being implemented and what people with intellectual disability felt was important about these activities in their local communities. In this paper, we explore how the involvement of people with intellectual disability has shaped the outcomes of the review and implications for research and practice. Methods: We completed a review of local‐level inclusion‐building initiatives. We translated the results into accessible formats and our inclusive research team used these to involve six people with intellectual disability in New South Wales, Australia, in exploring their priorities around kinds of activities, quality and depth of inclusion in their local communities. Findings: The data showed that people wanted to share their deep, rich insights and questions about the things that drive inclusion and exclusion—not only their views about the effectiveness of particular kinds of activities. Conclusions: Implications for future policy and practice are that consultation should not be framed narrowly, but invite people with intellectual disability into conversation about change‐making at community and societal levels, as well as seeking their views on specific initiatives and activities. This opens up new opportunities to respond to the priorities of people with intellectual disability in local community‐building. Accessible summary: Our project was about the different kinds of activities that people with intellectual disability can do in their local communities.We talked with people with intellectual disability about these activities, to find out what they liked and did not like. We asked people what was most important about activities in their community.People wanted to talk more about what helped them to feel safe and welcome, not just the activity itself.Having safe places, having your rights, meeting people and making friends, and having accessible information, were all very important to people.This study is important to local planners and people in communities. Introduction: Naloxone is a life‐saving medication that reverses opioid overdose; naloxone can be provided on a 'take‐home' basis so naloxone can be administered outside of the health‐care setting. The Overdose Response and Take Home Naloxone (ORTHN) project established a model of care for take‐home naloxone (THN) interventions across alcohol and other drug and harm reduction services in NSW, Australia. This paper evaluates the staff training and credentialing program, and examines staff attitudes and perspectives regarding the provision of THN interventions in these settings. Methods: Staff across seven services were trained through a 'train‐the‐trainer' credentialing model to deliver ORTHN, including naloxone supply. Staff were surveyed regarding their experience, attitudes and knowledge on THN prior to and after training, and after 6 months. At the 6 months follow up, staff were asked about the interventions they provided, barriers and enablers to uptake, and opinions regarding future rollout. Results: A total of 204 staff were trained and credentialed to provide the ORTHN intervention. Most (60%) were nurses, followed by needle syringe program workers and allied health/counsellors (32%). Linear and logistic regression analyses indicated that the training program was associated with significant improvements in staff knowledge and attitudes towards overdose and THN; however, only attitudinal improvements were maintained over time. There were high rates of staff satisfaction with the ORTHN intervention and training. Discussion/Conclusions: The ORTHN program is 'fit for purpose' for broad implementation in these settings. A number of potential barriers (e.g. time, medication and staffing costs) and enablers (e.g. peer engagement, regulatory framework for naloxone supply) in implementing THN interventions were identified. Introduction: Total knee arthroplasty (TKA) has a success rate of 80–90%, but despite this encouraging figure a painful TKA can be a source of dismay for patients and surgeons. Computed tomography (CT) scan has been developed as a tool to collect data in the analysis of TKA component placement. Protocols used to collect such data exist in orthopaedic and radiology practice with little standardization and significant variation. The aim of this review article was to evaluate such variability by sampling a series of protocols from a range of different radiology practices within NSW, Australia in a case‐based manner and to then compare them against any literature standards. Methods: The literature was surveyed for existing CT scan protocols used in TKA assessment. These were then compared with a series of metropolitan and rural radiology firms across the public and private sectors in NSW, Australia. Results: Considerable variability exists between current protocols across NSW, Australia, which differ with proposed literature standards. Conclusion: Variabilities encountered when comparing the different scanning protocols in use for the assessment of TKA constitute a large potential source of error in the analysis of TKA component positioning. The reliance surgeons place on such analyses suggests the need for an established scanning protocol with an incorporated grading system and standardized values to allow reproducible data to help assess and predict TKA function. Computed tomography may be used in the assessment of component position for TKA. Whilst many protocols for such assessment exist, there is a lack of consensus among them regarding methodology. The aim of this paper is twofold: (i) to investigate whether New South Wales (NSW) local government councils comply with Australian Accounting Standards in accounting for revaluation of their infrastructure assets and (ii) to assess any consequences for the reliability of financial reporting in NSW local government. Using road assets as an example, we analyse the results of revaluations of road assets undertaken by 89 NSW councils as reported in their financial statements during the period 2013 to 2016. In this analysis we focus on the effect of a change in accumulated depreciation and impairment loss component of fair value as a percentage of the gross replacement cost of the revalued assets. The analysis reveals that in most cases this effect is significant. However, the accounting and reporting of this effect is strikingly inconsistent between the councils. Based on a critical analysis of the accounting framework and disclosure of the revaluation effects, we conclude that the main reason for the change in the fair value of assets is altered estimates of remaining useful life. Furthermore, we argue that councils did not comply with the requirements of AASB 116 in determining the useful life of the assets. Introduction: Stereotactic ablative radiotherapy (SABR) for lung cancer is a modality of treatment that has improved outcomes for lung cancer patients. However, radiotherapy for lung cancer is underutilized and fewer than half of elderly patients with non‐small cell lung cancer (NSCLC) receive active treatment. The purpose of this study is to report on a collaboration in implementing an NSCLC SABR (stereotactic ablative body radiation) program safely, efficiently, and uniformly across several centers, including regional sites. The first aim of this paper is to detail the collaboration and implementation that started in 2013 and is ongoing. The second aim of this paper is to document early toxicities and quality of life outcomes. Method: A tripartite approach was used to develop the protocol and networks required for the implementation of SABR across multiple sites in NSW. Departments starting the programmes were supported and physics credentialing with central site submission was required before commencing the treatment. Additional ongoing support was available via an email discussion group involving all members of the collaboration. Results: Between July 22, 2013 and February 22, 2016, 41 patients were enrolled with 34 patients in active follow up. The toxicity profile so far is similar to those of published studies with no appreciable effect on quality of life outcomes. Conclusion: The collaboration formed an effective framework in facilitating the implementation of SABR across several sites in NSW and could be used as a model for the safe and uniform implementation of new technologies in Australia. Under its Fit for the Future reform programme, in May 2016 the New South Wales (NSW) government forcibly merged a number of municipalities, including the Armidale Dumaresq Council and the Guyra Shire Council in the New England region of northern NSW. Whilst scholarly attention has focused on the likely impact of municipal mergers on council performance at the system‐wide level (Bell, Dollery & Drew 2016; Economic Papers: A journal of applied economics and policy, 35, 99), much less effort has been devoted to the analysis of the perspectives of council managers and employees involved in forced consolidation. In order to address this gap in the literature, in this paper we present a case study of compulsory council consolidation of the Armidale and Guyra councils based on interviews with senior managers as well as a survey of council workers. The NSW Government's 2020 proposal to replace stamp duty on all properties with an annual tax based on unimproved land values is estimated to increase home ownership by 6.6%, through changes in purchaser holding periods, a shift of tax burden from investors to owner‐occupiers and a relaxed deposit constraint. The model of home ownership highlights the importance of purchasers' holding periods, with implications for the effects of tax reforms, institutional ownership of rental properties and population growth. Background: Mobilization is a key component in the recovery of those admitted to critical care. However, previous research has demonstrated challenges in the implementation of mobilization within critical care, including staff knowledge, attitudes, and behaviours. Aim: The aim of the current study was to explore the perceived barriers and limitations to mobilization from the perspective of nursing staff, and to compare these with physiotherapists. Study Design: Single‐site service evaluation utilizing the patient mobilizations attitudes and beliefs survey for ICU and locally developed barriers to rehabilitation questionnaire. Results: About 135 participants (126 nurses and 9 physiotherapists) were invited to anonymously complete the questionnaires (either paper or electronic), with a response rate of 73.0% (n = 92) for nursing staff and 100% for physiotherapists. Nursing staff reported significantly higher perceived barriers to rehabilitation on both questionnaires when compared with physiotherapy staff, which was not associated with years of experience within critical care. Behavioural barriers were most frequent in both professions which included items such as time availability and presence of perceived contra‐indications to mobilization. Conclusion: Nursing staff reported greater perceived barriers to rehabilitation when compared with physiotherapists. Further quality improvement projects are now required to reduce these barriers and assist the implementation of mobilization as part of the rehabilitation process. Relevance to Clinical Practice: Rehabilitation is an essential element of practice within critical care. To effectively manage a crisis, most decisions made by governments, organizations, communities, and individuals are based on "shared situational awareness" (SSA) derived from multiple information sources. Developing SSA depends on the alignment of mental models, which "represent our shared version of truth and reality on which we can act." Social media has facilitated public sensemaking during a crisis; however, it has also encouraged mental model dissonance, resulting in the digital destruction of mental models and undermining adequate SSA. The study is concerned with the challenges of creating SSA during the COVID‐19 pandemic in Australia. This paper documents a netnography of Australian public health agencies' Facebook communication, exploring the initial impact of COVID‐19 on SSA creation. Chaos theory is used as a theoretical lens to examine information perception, meaning, and assumptions relating to SSA from pre to post‐pandemic periods. Our study highlights how the initial COVID‐19 "butterfly effect" swamped the public health communication channel, leaving little space for other important health issues. This research contributes to information systems, information science, and communications by illustrating how the emergence of a crisis impacts social media communication, the creation of SSA, and what this means for social media adoption for crisis communication purposes.
