This article explores the connection between two related but distinct models of basic income proposals in the context of a pandemic emergency. While COVID‐19 appears to have increased interest in basic income, this often ended up taking the form of a temporary emergency basic income (EBI) instead of a permanent universal basic income (UBI). In this article we argue that the "dial up/dial down" model of basic income allows us to link EBI and UBI in a way that offers both a practical response to important implementation challenges in emergency policy making and a strategic argument in favour of UBI as a pandemic policy instrument. We illustrate our argument by contrasting the Renda Básica de Cidadania (RBC) in the municipality of Maricá, Brazil, with two comparable programmes in the same region. [ABSTRACT FROM AUTHOR]

This study analyses the expected changes in survivors' pensions resulting from the permanent rules of the 2019 pension reform in Brazil. Actuarial annuities are used for representative worker profiles. The dispersion in the replacement rate values decreases, except for the highest income level. The rates needed to finance survivors' pensions decrease relatively more than do the rates for old‐age pensions. The internal rates of return significantly decrease. There is a heterogeneous change in the distributive aspects of the pension system. The reform shall affect the adequacy and intragenerational equity of old‐age and survivors' pensions. The article sets out key elements of the policy agenda for enhanced integration between health and social care for older people in high‐income countries and demonstrates its wider relevance to low‐ and middle‐income countries (LMICs). The article then explores the context for this agenda in Brazil, including growing demand for long‐term care (LTC) and current institutional arrangements. It goes on to discuss a case study project of partnering for LTC between local social assistance and health agencies in the Brazilian city of Belo Horizonte. This paper intends to analyse the current political and social situation in Brazil and show how this context has influenced the management of the public health crisis generated by the COVID-19 pandemic. To this end, the authors conducted an investigation into Brazil's historical roots, which have not only engendered deep class differences but, also, social psychopathologies such as dissociation and perversion. Lower female lifetime labour market participation rates, greater interruptions during their working lives, and wage gaps contribute to create gender gaps in pensions at the time of retirement. The design of social security systems may reinforce or attenuate these gaps. This article provides new evidence on gender gaps in access to pensions and in pension income in four Southern Cone countries in Latin America and analyses their evolution between 2000 and 2013, showing significant improvements in both gaps, with differential patterns by countries. The decrease in the gender gap in pension income has been particularly significant in Argentina and Brazil. In both cases, the largest increases in pension values during the period correspond to the lowest income percentiles, where women are overrepresented. The application of redistributive policies in these countries, aimed at reducing poverty and inequality but not necessarily focused on gender equity, has had positive and probably unintended consequences in terms of reduction in gender gaps in pensions. In many countries the regulations governing survivors' pensions were established in periods when female labour market participation was lower than at present. However, the current trend in many Latin American countries is for growing levels of female labour participation. In Brazil, where there are no restrictions on the concurrent receipt of retirement and survivors' pensions, and where until recently lifelong pensions could be obtained without any conditionality, not only has the accumulation of such benefits grown, but there are indications that these rules have had a negative impact on women's labour market participation. Analysis of the case of Brazil shows the need for social security regulations to adapt to labour market changes, and underlines the need to acknowledge that social security regulations can actually have an impact on the labour market. Since Brazil's re-democratization in 1985, the country's system of social protection has become more focused on the neediest population groups while at the same time emphasizing universal access. In a context of severe inequality, the sub-national units of government have played a greater role in reaching the broader population. Yet Brazil's social protection model favours cash transfers over social services, and reduces inequalities in the context of a highly unequal labour market. Strategies based on cash transfers appear to have reached their limits, because they are not the most effective way to promote equality and generate opportunities, when compared to the outcomes obtained by social service provision. Furthermore, while much progress toward reducing inequality has been achieved, benefits and services continue to fall short of what might be considered as typifying a welfare state or ' Dynamic Social Security'. To achieve national goals defined by the 1988 Brazilian Federal Constitution, cash benefits alone are insufficient in the absence of more robust social services to reduce inequalities and improve social cohesion. The Constitution, albeit of national importance and international significance, has not addressed many institutional and administrative weaknesses in the design of the national pension system. Although coverage has been increased and inequality reduced, these measures are not sufficient. Brazil's ambitions to further develop social policies (and, indeed, to live up to its accorded international status as a social policy leader) may be constrained by an over-reliance on conditional cash transfers such as those provided under the Bolsa Família programme. Brazil faces a major political-economy challenge in addressing all these issues because the policy reform process is difficult, and, more importantly, because of the embedded role of vested interests. Moreover, Brazil must tackle these issues in the face of growing fiscal pressures, which could weaken the current political legitimacy of social policy and undermine important recent successes. Summary. Cryptococcus neoformans var. gattii was isolated for the first time from decaying wood in a hollow of a native jungle tree Guettarda acreana, in a wild area of an Amazon rainforest island, in Brazil. The presence of this variety in a virgin environment without either anthropic action or introduced vegetation is discussed with regard to the common knowledge of Cr. neoformans ecology.
