Politicians' engagement with climate change is the focus of an emerging literature, but this research has not been subjected to systematic analysis. To address this important gap, we perform a systematic review of 141 articles on politicians and climate change published between 1985 and 2021. We find a growing research area; almost half of the articles were published after 2018. Existing research is fragmented and focused on a small number of democracies in the Global North, with the United States, United Kingdom, Germany, Norway and Australia being the most‐heavily studied. Substantively, we analyze politicians' motivations, the incentives and barriers they face, and the strategies they employ to block/enable climate action. We find evidence of politicians being both intrinsically and extrinsically motivated. Intrinsic motivations often derive from formative experiences occurring prior to entering politics. Extrinsic motivations most commonly include publics/voters and external events. Importantly, intrinsic and extrinsic motivations vary in different political contexts, and indeed these two motivations may pull politicians in different directions. Politicians may employ various strategies—such as reframing—to achieve their desired policy outcomes. Moreover, politicians' motivations and strategies in relation to climate change are not static, but often vary. We conclude that there is an urgent need for research on how politicians are enabled and/or constrained by political system characteristics. Research is especially called for in the Global South and/or less democratic systems, as well as on investigating how politicians are (not) decarbonizing difficult‐to‐abate sectors and how they reconcile the sometimes‐competing demands for climate change mitigation and adaptation. Deep, broad, and rapid society‐wide changes are urgently required to limit global temperature rise in line with the goals of the Paris Agreement. Since 2005, academics and policy makers have increasingly referred to such changes as transformations. This recent uptake and rapid diffusion of transformation‐related concepts in research on climate change mitigation calls for a systematic and up‐to‐date analysis. In this article, we address this gap by undertaking a systematic review of articles that use transformation‐related terms in the social science literature on climate change mitigation. Drawing on a corpus of 198 articles identified from Scopus, we find a diverse, fragmented research field that strongly focuses on the national, city, and international levels, the energy sector, and high‐income countries. Although the use of transformation terminology has increased rapidly, there are few shared definitions, which arguably constitutes a serious challenge to scholarship and evidence‐based policy making. To facilitate a more cumulative and impactful approach to research, we propose transformational climate change mitigation as a new umbrella term for the varied mitigation‐related societal transformations required to meet the goals of the Paris Agreement. Prospective approaches for large‐scale greenhouse gas removal (GGR) are now central to the post‐2020 international commitment to pursue efforts to limit the global temperature increase to 1.5°C. However, the feasibility of large‐scale GGR has been repeatedly questioned. Most systematic analyses focus only on the physical, technical, and economic challenges of deploying it at scale. However, social and political dimensions will be just as important, if not more so, to how possible futures play out. We conduct one of the first reviews of the international peer‐reviewed literature pertaining to the social and political dimensions of large‐scale GGR, with a specific focus on two predominant approaches: Biomass energy with carbon capture and storage (BECCS) and afforestation/reforestation (AR). Our analysis of 78 studies proposes two important insights. First, it shows how six key social and political dimensions of GGR feasibility–namely economics and incentives; innovation; societal engagement; governance; complexity and uncertainty; and ethics, equity, and justice–are identifiable and are emphasized to varying degrees in the literature. Second, there are three contested ways in which BECCS and AR and their feasibility are being framed in the literature: (a) a techno‐economic framing; (b) a social and political acceptability framing; and (c) a responsible development framing. We suggest this third frame will, and indeed should, become increasingly pertinent to the assessment, innovation, and governance of climate futures. The need to understand the scope for comparative lesson-drawing on national-level climate mitigation policy has acquired added significance due to the current impasse in international-level governance. Greater policy learning or lesson-drawing among peers at the national level could, to an extent, foster meaningful developments by overcoming generalised international apathy and inaction. In this respect, we analyse the features of one significant example of national climate policy in order to examine the scope for lesson-drawing, thereby setting out a normative research agenda. The UK Climate Change Act 2008 remains one of the few examples of legally enshrined national mitigation legislation and hence provides a relevant, but surprisingly under-researched, source of learning for policy-makers worldwide. By analysing its development, critical features and implementation, this article shows that-despite criticism of the sustainability and implementation effectiveness of the Act-some aspects of the policy could provide lessons for other states, and hence are potentially transferable extraterritorially, although lesson-drawing itself is conditional on contextual constraints. 1. Polar bear Ursus maritimus population dynamics under conditions of climate change has become a controversial topic. A survey of expert opinion based on modelled sea-ice data was performed in order to quantify the trends and variance surrounding possible impacts of climate change on polar bear populations. 2. Polar bears have become an iconic species in the communication of climate change. Negative impacts of climatic warming on polar bears have been suggested, but cannot be fully quantified as no Arctic-wide models yet exist to analyse the relationship between polar bear population dynamics and climate change. 3. Ten polar bear experts participated in an expert opinion survey in early 2007, quantifying the trends and variance surrounding possible impacts of climate change on polar bear populations. The experts were provided with maps and time-series of sea-ice extent and duration to 2050, simulated under a mid-range emissions scenario. Expert projections of future polar bear habitat range and population size across the Arctic, and for population size in five regions, were obtained. Experts were asked to define ‘best conservation practice’, and to re-evaluate the total Arctic population projection if this best practice was implemented. 4. Most experts project a substantial decline in polar bear range and population size across the Arctic and in population size across each region. Expert best estimates for total Arctic polar bear population size lie from no change to a 70% decrease by 2050 relative to today; with half the experts projecting at least a 30% decrease. The median best estimates show the Barents Sea, Hudson Bay and the Chukchi Sea populations experiencing the greatest population decline under this scenario. There is much uncertainty both within and between expert responses, especially in little-researched regions such as the Chukchi Sea. 5. Synthesis and applications. Based on projected changes in sea-ice extent, experts suggest that polar bear populations will undergo significant declines by 2050, even implementing best management practices, under the scenario of climatic warming outlined here. The expert survey approach could be applied to a wide range of species for which there is a lack of available data and considerable uncertainty surrounding all aspects of the problem that prevent quantification with more formal modelling approaches. Climate change is fuelling a significant renaissance in the national environmental movement in the UK. The broad aim of this article is better to understand the extent to which the 2006 Stern Review on climate change marked a decisive turning point in the battle against climate change or just another missed opportunity. Labelled as the most comprehensive review of the economics of climate change ever produced, the Stern Review was commissioned by the Chancellor in the summer of 2005 as part of the G8 Gleneagles Dialogue on Climate Change. The main themes of and reactions to the Stern Review are analysed against the backdrop of changing domestic party politics. Then, the follow through in terms of new political and policy pronouncements is examined. It is concluded that finding a way to tie together domestic and international actions on climate change represents an enormously tricky political challenge for whoever succeeds Blair as prime minister. The notion of “dangerous climate change” constitutes an important development of the 1992 United Nations Framework Convention on Climate Change. It persists, however, as an ambiguous expression, sustained by multiple definitions of danger. It also implicitly contains the question of how to respond to the complex and multi-disciplinary risk issues that climate change poses. The invaluable role of the climate science community, which relies on risk assessments to characterize system uncertainties and to identify limits beyond which changes may become dangerous, is acknowledged. But this alone will not suffice to develop long-term policy. Decisions need to include other considerations, such as value judgments about potential risks, and societal and individual perceptions of “danger,” which are often contested. This article explores links and cross-overs between the climate science and risk communication and perception approaches to defining danger. Drawing upon nine articles in this Special Issue of Risk Analysis, we examine a set of themes: limits of current scientific understanding; differentiated public perceptions of danger from climate change; social and cultural processes amplifying and attenuating perceptions of, and responses to, climate change; risk communication design; and new approaches to climate change decision making. The article reflects upon some of the difficulties inherent in responding to the issue in a coherent, interdisciplinary fashion, concluding nevertheless that action should be taken, while acknowledging the context-specificity of “danger.” The need for new policy tools is emphasised, while research on nested solutions should be aimed at overcoming the disjunctures apparent in interpretations of climate change risks.
