Between 2014 and 2016 unprecedented and consecutive climatic shocks ravaged Malawi, one of the poorest countries in the world. The largest ever emergency relief operation in the country’s history ensued. The pathways and extent to which the humanitarian response protected livelihoods remain under researched. This paper uses a unique data set that combines longitudinal household survey data with GIS-based measures of weather shocks and climate conditions and longitudinal administrative data on the World Food Programme’s aid distribution. The paper aims to understand the drivers of humanitarian aid and evaluate the impact of aid and weather shocks on outcomes related to household production and consumption in Malawi. The analysis shows that droughts and floods had consistent negative impacts on a range of welfare outcomes, particularly for households that were subject to sequential shocks. Aid receipt is demonstrated to attenuate such impacts, again particularly for households that experienced the shocks consecutively. Households living in areas subject to a weather shock and with higher World Food Programme aid distribution were more likely to receive food aid, partially explaining the success of aid in mitigating the impacts of shocks. However, there is significant scope for improving the criteria for targeting humanitarian aid beneficiaries.

The 19th International Conference of Labour Statisticians (in 2013) redefined labor statistics standards. A major change was to narrow the definition of employment to work for pay or profit. By the revised standards, farming that is only or mainly intended for own use is no longer considered employment, and such a farmer is no longer considered to be employed or in the labor force. This paper analyzes the implications of the revised standards on measures of employment in Sub-Saharan Africa obtained from multi-topic household surveys. It shows that, in some contexts, 70 to 80 percent of farmers produce only or mainly for family consumption and are therefore, based on this activity, not considered employed by the revised standards. However, there is wide variation across countries and regions. Moreover, farmers are more likely to report intending to produce for sale at the end of the growing season of the main local crop than earlier in the season. Men are more likely than women to produce for sale. The revised standards lead to significantly lower employment-to-population ratios in rural Africa and change the sectoral composition of the employed population toward non-agricultural sectors. The paper concludes with recommendations for data producers and users.

Rice is an important agricultural product and food staple in the Greater Mekong Subregion (GMS), especially for its three low-income members – Cambodia, Lao PDR, and Myanmar. These countries are net exporters of rice, similar to their more advanced neighbors, Thailand and Vietnam, but their rice sector potential is still largely underutilized. They adopt slightly different approaches to rice sector development in terms of the role of the private sector, openness to foreign direct investments (FDI), and commitment to open trade, yet they all aim to remain competitive on export markets and to leverage this competitiveness for poverty reduction and boosted shared prosperity, while achieving other development outcomes such as better nutrition, climate-smart agriculture, and job creation. Cambodia, Lao PDR, and Myanmar are the ‘target countries’ of this report, while Thailand and Vietnam are the peers used for comparison and experience-sharing throughout the report. This report presents a summary of main findings, lessons learned, and policy recommendations from these workshops. The spectrum of discussions was broad, depending on the interest of each country to learn specific experiences from other countries or from the region and the world. Most workshops brought together private and public sector representatives to facilitate open dialogue and better integrate private sector objectives into agricultural strategies and policies.

The rural economy in Bangladesh has been a powerful source of economic growth and has substantially reduced poverty, especially since 2000, but the remarkable transformation and unprecedented dynamism in rural Bangladesh are an underexplored, underappreciated, and largely untold story. The analysis identifies the key changes occurring in the rural economy, the principal drivers of rural incomes, the implications for policy, and related actions to foster future growth, further reduce poverty, and improve food security and nutrition. A substantial strength of this study is its empirical foundation, consisting of three sets of detailed data on rural households. Two of the datasets are unique in tracking the same set of households for more than two decades. These data make it possible to examine how change is occurring within and among rural households; they shed considerable light on trends that tend to be obscured at more aggregate levels of analysis. Nationally representative surveys and aggregate secondary data provide complementary and contextually rich insights into the household data.

Moldova has experienced rapid economic growth in the past decade, which has been accompanied by reductions in poverty and good performance in shared prosperity. Nonetheless, Moldova remains one of the poorest countries in Europe and faces challenges in sustaining the progress. The challenges for progress include spatial and cross-group inequalities, particularly because of unequal access to assets, services and economic opportunities. Moreover, strengthening the persistently weak labor markets to boost employment, especially in the nonfarm sectors, is critical for sustaining progress toward the twin goals of reducing poverty and expanding shared prosperity and for addressing the problems associated with an aging population in a fiscally responsible manner. Accordingly, ensuring the viability of the pension system and improving social assistance are necessary areas of reform, particularly in a context of fiscal pressures, the aging population, and the great vulnerability of the poor to shocks. The Moldova poverty assessment 2016 includes three prongs of analysis: this report, which explores trends and the drivers of poverty and shared prosperity, and the accompanying analyses, ‘a jobs diagnostic for Moldova’ and ‘structural transformation of Moldovan small-holder agriculture and its poverty and shared prosperity impacts.’ The jobs diagnostic explores the main labor demand and supply challenges in Moldova in more detail, while the analysis of structural transformation focuses on the agricultural sector and whether it can become a driver of progress.

Production shocks from weather, pests and diseases and adverse movements in agricultural product and input prices not only impact farmers and agri-business firms, but can also strain government finances. Some of these risks are small and localized and can be managed by producers. Others are the result of more severe, exogenous shocks outside agriculture or outside the country, which require a broader response. Failure to respond adequately to these more severe risks leads to a perpetual cycle of ‘shock-recovery-shock’, which reinforces poverty traps and compromises long-term growth. The agriculture sector’s exposure to production and price risk is increasing. Climate change is increasing production risks in the short to medium-term by increasing the frequency and severity of droughts and floods and in the longer-term by reducing the availability of water for irrigation due to accelerated glacial melt. The modernization and commercialization of agricultural production and processing, which is critical for sector growth, also raises the sector’s exposure to price risk at a time of high volatility on international markets for agricultural commodities. An effective response to these risks requires a broader, more integrated approach to risk management than the current system of ex-ante, public sector activity associated with crop and livestock disease and ad hoc, ex-post emergency responses to local disasters. Measures to strengthen risk mitigation will need to be mainstreamed into sector development and investment programs, additional human and financial resources will need to be allocated to the public institutions responsible for ex-ante and ex-post risk management, and the potential for transfer (insurance) mechanisms will need to be clarified and developed where feasible. Given the limited human and financial resources available for public sector activity, a clear sense of the priorities for agriculture risk management is also required, together with a balanced view of the respective roles of public and private sector stakeholders.

The agricultural and food production sector plays a key role in fighting poverty and food insecurity in Moldova, but is facing critical challenges to modernize and integrate into the international market. This paper focuses on smallholder farms, which make up 95 percent of all farms, and explores their potential for growth and the poverty links. Findings reveal that structural change is slow and smallholder farm growth in Moldova is an exception, not the rule. Only a small share of smallholder farms have the interest or capacity to commercialize but need targeted support policies to grow, intensify their farm activities, and integrate into the markets. For the remaining majority, enhancing their livelihoods calls for policies beyond the agricultural sector to help farm households diversify toward non-farm income.

This study aims to achieve a better understanding of the agricultural risk and risk management situation in Tanzania with a view to identifying key solutions to reduce current gross domestic product (GDP) growth volatility. For the purpose of this assessment, risk is defined as the probability that an uncertain event will occur that can potentially produce losses to participants along the supply chain. Persistence of unmanaged risks in agriculture is a cause of great economic losses for farmers and other actors along the supply chains (for example, traders, processors, and exporters), affecting export earnings and food security. The agricultural sector risk assessment is a straightforward methodology based on a three-phase sequential process. Phase analyzes the chronological occurrence of inter-seasonal agricultural risks with a view to identify and prioritize the risks that are the drivers of agricultural GDP volatility. This report contains the findings and recommendations of the first phase and includes the identification, analysis, and prioritization of major risks facing the agricultural sector in Tanzania, as well as recommendations regarding key solutions. Chapter one gives introduction and context. Chapter two contains an overview of the agricultural sector and its performance, as well as a discussion of key agro-climatic, weather, and policy restrictions and opportunities. Chapter three includes an assessment of major risks (that is, production, market, and enabling environment risks) facing key export and food crops. Chapter four presents an estimate of historical losses due to realized production risks and a correlation of such losses with production volatility. Chapter five provides insights into the exposure to risks by different stakeholders and their actual capacities, vulnerabilities, and potential to manage agricultural risks. Chapter six presents a risk prioritization by different supply chains and discusses the possible solutions, as well as specific recommendations for the agricultural sector development program (ASDP).

The Government of Peru is committed to improving rural electrification coverage, aiming to increase rural coverage from an estimated 55 percent at the end of 2010 to 88 percent by 2020. To achieve this goal, the Directorate General of Rural Electrification (DGER) of the Ministry of Energy and Mines (MEM) has been implementing and executing the National Plan for Rural Electrification, prepared annually, based on the 2006 Rural Electrification Law, to extend service and attract participation of the population, local governments and electricity distribution companies. Within this program, the World Bank (WB) and Global Environmental Facility (GEF) are supporting the Directorate of Competitive Funds (DFC) of the DGER in the implementation and execution of the Rural Electrification (RE) Project, initiated in July 2006 and the Second Rural Electrification Project initiated in July 2011, to assist electricity distribution companies to implement rural electrification. Among the activities underway in the first RE Project is the implementation of a pilot program to develop the productive use of electricity, promoting opportunities for income generation in rural areas. This report provides an early assessment of the productive uses of electricity in Peru under the RE Project.

The objective of this report is to identify and evaluate best practices in smallholder private irrigation in West Africa. The report is based on a comparative assessment of the smallholder private irrigation subsector in Burkina Faso, Mali, Niger, and Nigeria, which included a literature review, field visits, and workshops at both national and regional levels. The task lists for the assessment is provided in annex one. This report first presents the main features of smallholder irrigation and the development projects that have promoted its use in West Africa in chapter two. The authors then describe the low-cost technologies available for this type of irrigation, including drilling, pumping, and water distribution in chapter three. Chapter four reviews the successes and remaining challenges of the development projects involving smallholder private irrigation in West Africa. Chapter five draws the lessons learned from these experiences and proposes recommendations for future investments, including more support to the development of a supply-chain for low-cost irrigation technologies, the adoption of a programmatic approach, and the necessity for a comprehensive investment package including environmental impact mitigation to sustainably support smallholder irrigators.

This paper analyzes the economic effects of agricultural price and merchandise trade policies around the world as of 2004 on global markets, net farm incomes, and national and regional economic welfare and poverty, using the global economy wide Linkage model, new estimates of agricultural price distortions for developing countries, and poverty elasticity's approach. It addresses two questions: to what extent are policies as of 2004 still reducing rewards from farming in developing countries and thereby adding to inequality across countries in farm household incomes? Are they depressing value added more in primary agriculture than in the rest of the economy of developing countries, and earnings of unskilled workers more than of owners of other factors of production, thereby potentially contributing to inequality and poverty within developing countries (given that farm incomes are well below non-farm incomes in most developing countries and that agriculture there is intensive in the use of unskilled labor)? Results are presented for the key countries and regions of the world and for the world as a whole. They reveal that, by moving to free markets, income inequality between countries will be reduced at least slightly, all but one-sixth of the gains to developing countries will come from agricultural policy reform, unskilled workers in developing countries the majority of whom work on farms will benefit most from reform, net farm incomes in developing countries will rise by 6 percent compared with 2 percent for non-agricultural value added, and the number of people surviving on less than US$1 a day will drop 3 percent globally.

This chapter begins with a brief summary of the long history of national distortions to agricultural markets. It then outlines the methodology used to generate annual indicators of the extent of government interventions in markets, details of which are provided in Anderson and appendix A. A description of the economies under study and their economic growth and structural changes over recent decades is then briefly presented as a preface to the main section of the chapter, in which the nominal rates of assistance and consumer tax equivalents (NRA and CTE) estimates are summarized across regions and over the decades since the 1950s. These estimates are discussed in far more detail in the regional chapters that follow. A summary is also provided of an additional set of indicators of agricultural price distortions presented in chapter eleven that are based on the trade restrictiveness index first developed by Anderson and Neary (2005). In chapter twelve the focus shifts from countries to commodities, and all the various distortion indicators are used to provide a sense of how distorted are each of the key farm commodity markets globally. Then chapter thirteen uses the study's NRA and CTE estimates to provide a new set of results from a global economy-wide model that attempts to quantify the impacts on global markets, net farm incomes and welfare of the reforms since the early 1980s and of the policies still in place as of 2004. The chapter concludes by drawing on the lessons learned to speculate on the prospects for further reducing the disarray in world agricultural markets.

This chapter begins with a brief summary of economic growth and structural changes in the region since the 1950s and of agricultural and other economic policy developments as they affected the farm sector at the time of and in various stages after independence from colonial powers. The chapter then summarizes estimates of the nominal rate of assistance (NRA) and the relative rate of assistance (RRA) to farmers delivered by national farm and nonfarm policies over the past several decades, as well as the impact of these policies on the consumer prices of farm products, using the project's methodology (Anderson et al. 2008). The final sections point to what the author have learned and draw out implications of the findings, including for poverty and inequality and for possible future directions of policies affecting agricultural incentives in Africa.

Earnings from farming in many developing countries have been depressed by a pro-urban bias in own-country policies as well as by governments of richer countries favoring their farmers with import barriers and subsidies. Both sets of policies, which reduce national and global economic welfare and contribute to global inequality and poverty, have been undergoing reform since the 1980s. Using the linkage model of the global economy and modifications to the pre-release of version 7 of the Global Trade Analysis Project (GTAP) protection database for 2004, this paper seeks to compare the effect of those reforms to date with those that would come from removing remaining agricultural and trade policies. Two sets of results are thus presented: one showing the effects of policy reforms between 1980-84 and 2004, the other showing what the removal of remaining distortions as of 2004 could be. Both sets of results indicate improvements in the real value of agricultural output and exports, the real returns to farm land and unskilled labor, and real net farm incomes in most developing country regions despite the adverse effect on the international terms of trade for some developing countries that are net food importers or are enjoying preferential access to agricultural markets of high-income countries. Landowners in those high-income countries still offering their farmers price supports could readily afford to compensate them from the benefits of removing remaining agricultural protectionism.

This article assesses the impact of the East Asian financial crisis on farm households in two of the region’s most affected countries, Indonesia and Thailand, using detailed householdlevel survey data collected before and after the crisis began. Although the nature of the shocks in the two countries were similar, the impact on farmers’ income (particularly on distribution) was quite different. In Thailand, poor farmers bore the brunt of the crisis, in part because of their greater reliance on the urban economy, than did poor farmers in Indonesia. Urban-rural links are much weaker in Indonesia. Farmers in both countries, particularly those specializing in export crops, benefited from the currency devaluation. Although there is some evidence that the productivity of the smallest landholders declined over the period in question, it is difficult to attribute this directly to the financial crisis. At least in Thailand, a rural credit crunch does not seem to have materialized. Now that the East Asian financial crisis has waned, its impact on two of the region’s most affected countries, Indonesia and Thailand, can be more readily assessed. Agriculture is the major employer in these economies, yet little is known about how farm households weathered the crisis. Hyperbolic news reports notwithstanding, many farmers surely benefited from the exchange rate depreciation. Other effects of the crisis, however, may not have been so sanguine. Overall, one would expect considerable variation in the impact of the crisis within the rural sector. Of particular interest to policymakers, given the implications for the design of safety net programs and balanced rural development, is how the rural poor fared relative to better-off households. This article uses detailed household survey data from Indonesia and Thailand collected before and after the onset of the 1997 financial crisis to explore its effect on farm production and income, especially its differential impact on the poor.
