Existing studies on environmental policy implementation in China have largely been focused on the inadequacy of environmental policy implementation at local levels and the adversarial campaign‐style enforcement used to remedy it, while overlooked other approaches to addressing environmental issues. We present a case in which a consensual approach was used to control water pollution and identify key factors contributing to the adoption and success of such an approach. The research unit is the process of water pollution control in Shandong Province from 2002 to 2011. During the case period, the pulp and paper industry (the leading polluting source) was regulated with gradually tightened water pollution discharge standards which were made and implemented in a consensual way, surface water quality was greatly improved, and the economic output of the regulated industry grew rapidly. Key factors contributing to the adoption and success of such an approach include the presence of a capable policy entrepreneur who played an important role in policy innovation, forging consensus building in policy making and facilitating consensual policy implementation; the deep and wide involvement of the regulated firms in the policy making process which allowed them to share know‐how and express preferences; and the strong political support from provincial higher‐ups which signaled strong political wills. The findings enrich our understanding of environmental policy enforcement in China by adding a set of internal factors to a literature pool focusing more on the the influence of such external factors as institutional incentiveson policy processes and outcomes. Accompanying China's accession to the World Trade Organization, the rapid development of the Chinese economy has led to increasingly serious environmental issues. However, the inherent mechanisms underlying the impact of Environmental Information Disclosure (EID) policy and trade on the environmental effects of Chinese paper enterprises remain unclear in the context of the era's requirement for a resource-conserving and environmentally-friendly society. The pollution problem in the papermaking industry has received attention worldwide, and how to balance the environmental and development issues of papermaking enterprises is an urgent issue that needs to be solved in the academic community. This study explores the impact mechanisms of EID policy and trade on the environmental effects of enterprises from the perspective of financial constraints. Utilizing the PSM-DID model, the study investigates the moderating effects of financial constraints on the EID policy and import-export trade. The findings reveal that both external and internal financial constraints have negative, detrimental effects on the environmental effects of the EID policy and trade. These constraints impede research and development investment and technological upgrades, hinder productivity improvement, and hamper the realization of "regulatory and trade innovation effects". This study enriches our understanding of the mechanisms by which trade affects the environmental effects of Chinese paper enterprises and further identifies the impacts of Chinese EID policy and trade on pollution emissions by enterprises, providing a theoretical basis and practical foundation for the government in formulating financial, environmental, and trade policies. • Analyzing the environmental effects of Chinese paper enterprises from the perspective of financing constraints. • This study validated the research hypothesis using three micro databases. • This study decomposes the impact mechanism into three aspects: scale effects, technical effects, and structural effects. Paper industry is one of major material and energy users in Finland, material costs being far bigger than energy costs. Energy saving is promoted in Finland by an energy service centre, subsidies and energy service companies (ESCOs). Material savings in production processes are typically used to reduce costs while life cycle material efficiency rather would require focusing, e.g. on product design. This could be promoted by total producer responsibility, economic instruments and environmental permits. For industrial sites with limited resources, MASCOs’ (Material Saving Companies) services could manage material savings, e.g. by funding the investments, planning and running the project. Authorities should put more emphasis on material auditing and information on material saving technologies and logistics. Material savings should also be included into the environmental permitting procedures. Materials saving services are developing and the projected Finnish material efficiency service centre could support new businesses. This article is based on a literature review and interviews of persons in paper producing companies and environmental authorities. We also analyse experiences of the first MASCO project in Finland. This paper discusses and analyses the evolution of the Finnish pulp and paper industries and their water pollution control strategies. The Finnish pulp and paper mills are mainly located along water courses in inland areas. The earliest documents on water pollution date back to the early 1900s. in spite of the remarkably good record during recent decades in water pollution control, it can be found among significant strategic decisions in only very few cases. Property rights granted by land and water policies are not always identical with the claims – meaning perceived rights - people base their actions on. A high discrepancy between both resembles an ineffective policy implementation and bears the risk of unsustainable decision-making. Furthermore, perceived rights to land and its corresponding resource water can vary significantly. In this paper, we operationalize the property rights concepts and empirically assess, by specifying and quantifying, the difference between property rights and farmers’ customary claims to both, land and water resources. With regard to land, actors tend to base their decisions on customary claims, and override property rights. In contrast, regarding water, we find that the full benefits of property rights granted by a policy reform are often not recognized. Whereas in the first case political control and monitoring mechanisms seems to fail, in the latter a lack of information sharing let the farmers not exploit their full investment potential. The Natural Environment White Paper represents the most important conservation policy shift in the United Kingdom (UK) in twenty years. It formalises the ecosystem approach within national policy objectives and emphasises the economic value of ecosystem services. By analysing the use of various evidence sources, the involvement of science entrepreneurs, and the development of policy narratives, our goal was to understand factors that influenced adoption of an ecosystem service framework in the UK. We interviewed 48 policy actors and found that centrally-sponsored synthesis reports with entrepreneurial authors provided the most influential expert-based knowledge in the development of the White Paper . More recently published reports had greater influence, yet the window of opportunity for scientific evidence having policy impact was greater in the problem-setting stages of policy development. The interaction between teams preparing syntheses and expert entrepreneurs helped influence the construction of strategic policy narratives. Those narratives increased the impact of scientific evidence by communicating and framing key policy-salient messages, and brokering between broad ecosystem-based and environmental economics narratives. The combination of ecological and economics evidence was particularly salient in the UK case due to the context of continued biodiversity loss and the acceptability of valuation narratives within central government. Our findings suggest that evidence impact varies at different stages of the policy process, and that this is driven by the interplay of contextual factors like policy timing, personal influence, and the competition between different sets of actors and narratives.
