Ethics standards reference the need for special consideration of vulnerable populations, such as pregnant women, incarcerated individuals, and minors. The concept of vulnerability is poorly conceptualized in the medical sciences where it originated, and its application to the social sciences is even more challenging. Social science researchers may unwittingly fail to appreciate preexisting vulnerabilities and indeed may be responsible for inducing new research-related vulnerability. In this paper, we present the first comprehensive coding of country-level vulnerability designations. Specifically, we coded all 355 official documents governing social/behavioral human subjects research for the 107 countries with such regulations and identified 68 distinct vulnerability categories. The data reveal substantial regional variation, overemphasis of categories derived from medical sciences, neglect of critical categories such as displacement, and likely heterogeneity within and across groups. The article provides a conceptual framework that shifts the problem away from static, enumerated categories toward emphasis on research-induced vulnerability. Scholars have long examined the relationship between natural resources and conflict at the country level. More recently, researchers have turned to subnational analyses, using either individual countries or subnational data for a small number of resources in sub-Saharan Africa. We introduce a new sub-national dataset of 197 resources that adds many resource types, locations, and countries from Africa, the Middle East, Asia, Latin America, and Europe. To demonstrate the value of the new dataset, we examine how conflict incidence varies with the value of the collective set of resources in a given location using world prices. We then introduce new country-specific price data, which are more relevant for conflict dynamics. Since country-specific prices can be endogenous to conflict, we instrument country-specific prices using U.S. and world prices. We find that sub-national resource wealth is associated with higher levels of conflict using some specifications, though the results vary widely by data source and world region. Using an instrumental variables strategy lends the strongest support to this positive relationship, but only for African countries. Notably, across all of our models, we find that resources are negatively associated with conflict in Latin America, suggesting heterogeneity of effects worth future exploration. We adapt the notions of institutionalized peace and riot systems from the literature on ethnic violence to identify ways in which social institutions attenuate collective action dilemmas, thereby increasing capability for a less-powerful group. Dominant groups often miscalculate the true nature of capability relationships by failing to account for these group-specific institutions that operate in the face of exogenous threats. External validity captures the extent to which inferences drawn from a given study's sample apply to a broader population or other target populations. Social scientists frequently invoke external validity as an ideal, but they rarely attempt to make rigorous, credible external validity inferences. In recent years, methodologically oriented scholars have advanced a flurry of work on various components of external validity, and this article reviews and systematizes many of those insights. We first clarify the core conceptual dimensions of external validity and introduce a simple formalization that demonstrates why external validity matters so critically. We then organize disparate arguments about how to address external validity by advancing three evaluative criteria: model utility, scope plausibility, and specification credibility. We conclude with a practical aspiration that scholars supplement existing reporting standards to include routine discussion of external validity. It is our hope that these evaluation and reporting standards help rebalance scientific inquiry, such that the current obsession with causal inference is complemented with an equal interest in generalized knowledge. Through a field experiment and audit study, we test how the electoral calendar affects the use of local economic development policies. We explore how electoral timing along with local political institutions and party composition affect local governments' offers of investment incentives to outside firms. We legally incorporated a consultancy and, on behalf of a real investor in manufacturing, approached roughly 3,000 U.S. municipalities with inquiries. The main experimental results show no greater tendency to offer incentives for investment anticipated prior to than after elections—a null result that is estimated with high precision. Limiting the sample to municipalities that specialize in manufacturing, the relevant subgroup, suggests that election timing matters in this most likely set of locales. Do bilateral and multilateral foreign aid donors target poverty? To answer that question, we present a framework for assessing the quality of aid targeting subnationally. If donors cluster aid in areas with concentrated poverty, or spread out aid in areas of diffuse poverty, then we conclude that donors are targeting aid well. Furthermore, because co-financing may be a mechanism that improves coordination and information-sharing among donors, we examine whether the frequency of donor co-financing increases the quality of aid targeting. Recently released sub-national georeferenced foreign aid data for all bilateral and multilateral donors are available in five sub-Saharan African countries, making it possible to map the placement of foreign aid along with sub-national poverty levels. Results indicate that foreign donors target poverty in some countries but not others, and higher co-financing is associated with lower quality targeting across all cases. [ABSTRACT FROM AUTHOR]

The Open Aid Malawi initiative has collected an unprecedented database that identifies as much location-specific information as possible for each of over 2500 individual foreign aid donations to Malawi since 2003. The efficient use and distribution of such aid is important to donors and to Malawi citizens. However, because of individual donor goals and difficulty in tracking donor coordination it is difficult to determine whether aid allocation is efficient. We compare several Bayesian spatial generalized linear mixed models to relate aid allocation to various economic indicators within seven donation sectors. We find that the spatial gamma regression model best predicts current aid allocation. While we are cautious about making strong claims based on this exploratory study, we provide a methodology by which one could (i) evaluate the efficiency of aid allocation via a study of the locations of current aid allocation as compared to the need at those locations and (ii) come up with a strategy for efficient allocation of resources in conditions where there exists an ideal relationship between aid allocation and economic sectors. Does foreign aid build peace? The answer is of paramount importance for policy makers and practitioners, given that the world's poor are growing increasingly concentrated in conflict-affected countries. Scholars have also demonstrated keen interest, primarily examining the relationship between foreign aid and civil wars. This review takes stock of the existing literature through a survey of key theoretical arguments connecting aid to the onset, dynamics, and recurrence of civil wars. It then articulates a key challenge posed by undertheorization of aid allocation, which is largely nonrandom, making the causal effects difficult to infer. I identify five areas in need of greater attention: microfoundational theoretical assumptions about aid flows; aid in the context of other foreign policy options; explicit articulation of other factors that may mediate or moderate aid's effects; levels of observation and aggregation; and measurement. In 2015, Comparative Political Studies embarked on a landmark pilot study in research transparency in the social sciences. The editors issued an open call for submissions of manuscripts that contained no mention of their actual results, incentivizing reviewers to evaluate manuscripts based on their theoretical contributions, research designs, and analysis plans. The three papers in this special issue are the result of this process that began with 19 submissions. In this article, we describe the rationale for this pilot, expressly articulating the practices of preregistration and results-free review. We document the process of carrying out the special issue with a discussion of the three accepted papers, and critically evaluate the role of both preregistration and results-free review. Our main conclusions are that results-free review encourages much greater attention to theory and research design, but that it raises thorny problems about how to anticipate and interpret null findings. We also observe that as currently practiced, results-free review has a particular affinity with experimental and cross-case methodologies. We examine and test the logic that outbidding among insurgent groups results in more suicide terrorism specifically and more terrorism of any type, which has become a popular argument in recent years. A global analysis of terrorism from 1970–2004 provides scant support for the notion that outbidding increases suicide terrorism. An extension of the argument to all types of terrorist attacks provides even less support. The logic of outbidding has received considerable attention in academic and policy circles in recent years. Similar to the argument that democratic occupation increases suicide terror, our lack of empirical support suggests that considerable cross-national work is still needed to understand suicide terror adequately. We suggest some reasons why this may be the case, drawing particular attention to the problem of overgeneralizing from a limited set of cases. [ABSTRACT FROM PUBLISHER]

From as early as the Roman Empire to the present day, governments have grappled with how best to respond to political violence from organized insurgent groups. In response to insurgent groups, some governments have emphasized a direct military response or what is often called 'attrition'. Other states have stressed a softer, political strategy or what is often called the 'hearts and minds' approach. Either approach places the population at the center of a struggle between the government and violent dissidents. Despite numerous works emphasizing either 'attrition' or 'hearts and minds', few theoretical studies have attempted to compare their relative success. Using an agent-based computational model, we examine which approach is more successful at quelling insurgencies and find that a hearts and minds approach is superior to an attrition strategy. We illustrate the model with insights from the Iraqi insurgency and, more generally, the model has implications for other insurgencies, such as in Chechnya. [ABSTRACT FROM AUTHOR]
