This paper explores the differences between gender regimes in Europe, with an emphasis on EU policies, the Nordic women-friendly welfare states, and the former socialist policies of South Eastern European (SEE) countries. The main premise is that culture and differing institutionalization of gender equality contribute to different perceptions of women’s role in society and to a different perception of gender equality in general. The paper examines the theoretical standpoints and historical background of different gender regimes in Europe. Gender equality indices are analyzed in order to investigate if any patterns exist among European countries with distinct cultural, political, and social backgrounds. Nordic countries are overachievers in gender equality in Europe, mainly due to the prevailing egalitarianism and institutionalization of women-friendly welfare policies, which can serve as a good benchmark for wider Europe, especially for countries from South East Europe. However, cultural differences exist between Scandinavian and other European countries, which cannot be considered homogeneous. The paper raises important issues of gender equality such as multiculturalism and immigration, questioning to what extent future EU enlargements will increase the risk of greater gender inequality in the EU.

This research presents the results of studies designed to observe the effects of school leadership and school culture as mechanisms of change in the context of a large-scale educational reform in Bosnia and Herzegovina. A mixed-methods approach was employed to illuminate how institutional context either activates or deactivates leadership and school cultures as mechanisms that influence teacher efficacy beliefs in times of large-scale educational reform. Quantitative and qualitative data were analyzed through three independent studies. Quantitative procedures included measurement model analysis, structural equation modeling and a non-parametric Mann–Whitney U test. The qualitative analytic approach encompassed procedures of content analysis and quantification of qualitative data from reform documents and semi-structured interviews in the form of hierarchical clustering and multidimensional scaling. The triangulation of findings occurred in the interpretation phase, characterized by the development of meta-inferences that go beyond the findings from each study. [ABSTRACT FROM AUTHOR]

Aim. This paper aims to consider the concept and perception of digital transformation on the example of the Bogdan Ogrizović Library and Reading Room in Zagreb, which represents one of the key focal points of the social and cultural life of the city of Zagreb. Approach/methodology/design. The paper presents the results of a research conducted using a quantitative research method with the help of a survey on a convenient sample of respondents. Results. The conducted research has confirmed the hypothesis that the users perceive changes in the library's services and holdings caused by the changes in information and communication technology, which is one of the manifestations and tools of digital transformation with regard to library's operations and the users' perception of the library. More than half of the respondents stated that they perceive the library equally in terms of library materials, space, and services. In each of these categories, the respondents perceive the library most through library materials, then somewhat less as a space, and least through services. The users see the library of the near future as an institution that provides a combined service: in digital and paper format, which indicates a balanced approach to library development and implies that the digital sphere will not abolish the paper one, at least not in the near future. The librarians are also expected to possess not only the professional knowledge, but also communication and IT skills. In general, the respondents are aware of the existing changes in the library, but they expect additional changes, new contents and services in the digital form. Limitations. The results of the research are limited by the number of respondents and the sample and cannot be generalized to the entire population of users of the City of Zagreb Library network (which also includes the Bogdan Ogrizović Library and Reading Room). Despite this fact, the research results are an important indicator of changes in public libraries under the influence of information and communication technology, which requires continuous research. Practical application. The results of the research can be applied when creating strategic and operational (annual) work plans of the public library where the research was conducted, as well as in other public libraries. Social significance. The results of the conducted research provide an insight into the work of one of the most popular public libraries in Zagreb, which contributes to better knowledge of the work of public libraries in general and their greater visibility in society. Originality/value. The paper presents the original results of the research on public library users in a period of great economic and social changes in which libraries also participate by (digitally) transforming their services, thus trying to attract new users, primarily the younger generation who are increasingly oriented towards digital media on the Internet. This review has two purposes. First, we document the body of knowledge that has accumulated in Educational Management, Administration & Leadership over its five decades of publication. Second, we seek to identify the distinctive contributions of Educational Management, Administration & Leadership as a research journal in educational leadership and management. The review employed the bibliometric method in order to analyze the forms of corpus of 1438 articles published in Educational Management, Administration & Leadership between 1972 and the end of 2020. Bibliometric analyses used to document and assess the Educational Management, Administration & Leadership corpus included descriptive statistics, document citation and co-citation analysis, author co-citation analysis and keyword analysis. The review found that articles authored outside the UK have continued to grow as a proportion of the journal's annual volume, thereby strengthening Educational Management, Administration & Leadership 's status as an 'international educational leadership journal'. Document and keyword analyses found that 'leadership' has supplanted 'administration' and 'management' as the dominant driver in Educational Management, Administration & Leadership content since 2012. These analyses further affirmed the continuing strength of the journal's conceptual contributions to the literature as well as its publication of a significant set of papers on shared forms of leadership. The review highlighted two areas for Educational Management, Administration & Leadership 's future development: further enhancing its citation impact and managing the growth of its international contributions. Purpose: Conceptual model in this paper combines existing scientific knowledge grounded in theories of planned behavior, diffusion of innovation and a unified theory of acceptance and use of technology, while aiming to identify relevant determinants of continuous use of e-learning by employees who used e-learning in the past year at their workplace. Design/methodology/approach: The authors developed and empirically tested the positive impact of professional, personal, IT and environmental factors on the continued use of e-learning among 672 employees across different sectors using the structural equation modeling technique. Findings: Research results suggest that the most powerful determinant of continuous use of e-learning are personal factors. Environmental influences and technological aspects also exhibit a positive and significant impact on the continuous use of e-learning. Research hypothesis related to the positive influence of professional factors on the continuous use of e-learning has not been empirically confirmed. Also, results demonstrated that continued use of e-learning contributes to better individual business performance. Practical implications: The practical contribution is threefold: to companies, education institutions and human resource managers. For companies, identification of key determinants will lead to a better understanding of employees needs regarding continuous job improvements. The findings can be used by educational institutions to design e-learning programs according to results and real value to employees. On the other hand, human resource managers can benefit from this study in terms of getting concrete factors that motivate employees for continuous job improvement. 8. Science mapping the knowledge base in educational leadership and management: A longitudinal bibliometric analysis, 1960 to 2018.

This review employed science mapping methods to analyze the evolution of the knowledge base in educational leadership and management from 1960 to 2018. Descriptive trend analysis, citation analysis, co-citation analysis, and visualization of similarities were used to document growth and change in the 'intellectual structure' of the educational leadership and management knowledge base as it evolved through the decades. The review analyzed a database comprised of 22,492 articles published in 21 Scopus-indexed journals over six decades. The authors found that contributions to the knowledge base have evolved from primarily Anglo-American male scholars up until 2000 to increasing gender and geographic diversity in the past 20 years. The review identified several 'schools of thought' that emerged across four generations of EDLM scholarship. These include: Leadership for Learning, Leading Change, Leading Teachers, and School Effectiveness and School Improvement. The review also documented a broader evolution in the field's intellectual structure from a focus on 'administration' during the 1960s and 1970s to the embrace of 'leadership for learning' as the dominant theme during recent generations. This paradigm shift has not only reshaped the focus of research but also the identity of educational leadership and management as a field of study. [ABSTRACT FROM AUTHOR]

Purpose. The aim of the paper is to present the results of the research of users of the Library and Reading Room Bogdan Ogrizović, Zagreb City Libraries about the use of library resources in the crisis caused by the SARS-CoV-2 virus and the COVID-19 illness it causes. Approach/methodology/design. A printed questionnaire was used as a principal method for research in the premises of the Library and Reading Room Bogdan Ogrizović, Zagreb City Libraries on a convenience sample of research participants. Findings. The results of the research have shown a continuing interest of the library users for the Library and Reading Room Bogdan Ogrizović, Zagreb City Libraries in spite of an emergency situation caused by Covid. The results have also shown an increased use of digital information resources in the period of time when the library was closed due to the pandemic. The results showed which library services were used the most when the library was closed also due to the pandemic. Furthermore, the results indicated a dominant orientation of the library users towards printed library material as well as the desire for the increased acquisition of this type of library material, together with the digital versions in the future. Practical implications. The results of the research of library users in the Library and Reading Room Bogdan Ogrizović, Zagreb City Libraries are applicable in the planning process of library material acquisition as well as for the development of annual programs in libraries and long-term plans of development of digital information resources in public libraries. Social implications. The paper indicates a stable position of public libraries in local communities and the constant need of users for public libraries in an emergency situation caused by the pandemic and an earthquake. Therefore, public libraries continue being a pillar of society in emergency situations and crises offering their information and related library services to the local community. Originality/value. The research of the library users of the Library and Reading Room Bogdan Ogrizović, Zagreb City Libraries was conducted during ongoing emergency situation and crisis which is a topic less researched in public libraries. This review of research used science mapping to document European literature in the field of educational leadership and management (EDLM) and assess the extent to which there is a distinctive 'European niche' in this field. The review documents the volume, growth trajectory, and geographic distribution of EDLM scholarship and analyzes the intellectual structure and key topics studied in this literature. The authors identified 1,039 articles authored in continental European societies that had been published in 22 Scopus-indexed, EDLM journals. Bibliographic data associated with these articles were exported from Scopus and analyzed using Excel and VOSviewer programs. The review identified a robust European literature distinguished by 4 Schools of Thought. Two of these, 'School Improvement and School Effectiveness', and the 'Social-Economic Effects of Education' evidenced strong contributions from European scholars. Our results provide a baseline for future reviews of this literature and a basis for benchmarking the European literature against other regional literatures in EDLM from around the world. Purpose: The purpose of this paper is to quantitatively document and synthesize the knowledge base on leading school change and improvement (LSCI). Design/methodology/approach: The authors employed bibliometric analysis to evaluate 1,613 SCOPUS-indexed documents on LSCI published between 1960 and the end of 2017. In addition to descriptive analysis of basic features of the knowledge base, the review also employed citation and co-citation analyses of authors, journals and documents. Author co-citation analysis (ACA) was used reveal the intellectual structure of the LSCI literature. Findings: The growth trajectory of LSCI research began with low levels of publication during the 1960s and 1970s, followed by steady and then accelerating growth in subsequent decades. Citation analyses highlighted key journals, authors and documents in this field, while ACA identified four research streams or Schools of Thought that comprise the LSCI knowledge base: transformational leadership for school improvement, instructional leadership for school improvement, shared leadership for change and school improvement, school improvement. Originality/value: The review offers empirical documentation of the changing intellectual structure of the one of the key lines of inquiry that emerged in the field of educational administration over the past six decades. More broadly, the review illustrates the benefits of bibliometric analysis as a tool capable of illuminating critical features that bear upon knowledge accumulation in a line of inquiry, or a broader discipline. - Abstract
Purpose. The aim of the research was to collect data about the strong and weak points in operation of the Bogdan Ogrizović public library (Zagreb City Libraries network). The research included all library activities that are most frequently perceived by the library users as the most important, such as library services, library materials, library space, ICT support, library staff, equipment, lights, work atmosphere, etc. Approach/methodology/design. The survey was used as the principal method of research. It was divided into two parts. The first part aimed at the users' expressing three wishes about what they would like to have in the library or about activities they would like to participate at. The second part consisted of seven questions (a combination of the closed and open type questions, with a possibility of adding their own responses to three of the seven questions). A convenience sample was used as a sampling method in the research. Findings. The research results have revealed the long-standing problems, like the lack of library space and the restricted acquisition of library materials due to financial restrictions of the library budget. The results also indicated the wishes of the library users for accessing the e-content and online library services as well as the wishes for a larger number and more versatile activities in the library. The library was also recognized as a brand precisely because of the many popular activities taking place in its premises. The problems confirmed in this research are the systemic problems, which could be solved only by a more intensive support from the library network this library belongs to. Practical implications. The results of the research are applicable for making improvements in the existing library services and in the process of designing future library services in order to achieve even better results in user satisfaction with library services. - Abstract
Development of library collections is one of the most important activities in management of every library and this activity requires special attention because it has a great impact on the success of libraries in user communities. Users have a special role in library collection development as they participate actively in library holdings development with their needs and wishes. Users express their needs and wishes by participating in user research studies and in direct contact with library staff. This article presents the results of a research study conducted in the "Bogdan Ogrizović" library in Zagreb (Zagreb City Libraries). The aim of the research was to collect data about users' views and opinions about library holdings, and the main question of the research was to find out whether library users are satisfied with the library holdings or not. The research was carried out by use of a printed questionnaire using convenience sampling of library users (members and non-members) in the period from 1 July 2016 to 24 September 2016. Both library members and non-members were eligible for participation in the research study. The most common reasons for visits to the library were individual's education and research, and the average number of books borrowed per visit was two. The research has shown that users want more books on their disposal, particularly fiction, scientific information (in digital format) and non-fiction, but have shown somewhat less interest in other library materials like journals and newspapers. The users also indicated their reasons for reading books and journals and these were pleasure, education, self-development, and fun. They demonstrated high degree of satisfaction with the available library materials, including books, journals, and newspapers. On the other hand, they indicated lower degree of satisfaction with digital materials, textbooks, handbooks, encyclopedi as, lexicons, and dictionaries. The last part of the research focused on the users' opinions about the library. The results have shown positive opinions about library material and services and less positive about library material location and finding them on shelves. Generally, the results indicate the high degree of users' awareness of the need for new and various library materials. Like many other cultural and educational institutions, for years library have been participating in the process of implementation of changes in all segments of their operations in order to adapt their services to newly created conditions in society. Public libraries employ principles of marketing in order to present its services to the public. In order to make their marketing efforts successful, libraries need to have written marketing plans including marketing strategies. Marketing strategies provide foundations for consistent, continuous and systematic planning and carrying out of marketing efforts in public libraries. The purpose of these activities is to increase interest for libraries and, as consequentially, to increase visibility of libraries in society. Library user research is necessary for successful development of marketing strategies as results of the research should be included in these strategies. This article presents results of one such research carried out in "Bogdan Ogrizović" library (part of Zagreb City Libraries) which indicate interests of users for distinct library services. These results prove that this library has made the right choice regarding its choice of marketing tools. These results will also be incorporated into marketing strategies of the same library.
