The long-standing discussion of the politics-administration dichotomy is as relevant in contemporary public administration as at any time in the past. The significant changing context and persistence of the discussion on the practice of the politics-administration dichotomy calls for addressing what Overeem observes as the need to better describe the highly complex relations between politicians and administrators. Two implicit assumptions drive the continued relevance of the discussion of political-administrative interactions. First, the discussion matters because the actors in question fulfill various public leadership roles. Second, the political-administrative dialogue matters to questions of constitutionalism, values of representative government, and facilitating institutions of democracy. In this article, we offer a model of public managers' engagement in the "how" with a framework that explicitly outlines the range of relationships. We draw on empirical research to outline the current reality of at least five significant types of actors, often working collaboratively in multilateral relationships. The first section of the article discusses the genesis and implications of the politics-administration dichotomy. It then proceeds to establish its persistence over time, followed by an explanation of the logic of our approach. Next, the discussion shifts to the analytic advantage of a continuum model across five categories of actors within the governance process, each possessing the potential for public leadership, showing how this model illustrates paths for addressing the problem we have identified. Little has been written about the Canadian municipal chief administrative officer (CAO). Given the growing importance of municipalities, it is an important gap in the literature. This article depicts CAOs as a group of older white men, highly educated and very experienced. Given the impending retirement of a significant number of CAOs, municipalities have an opportunity to achieve a greater degree of representativeness. The authors identify a number of research trajectories to enhance our knowledge and understanding of this critical administrative position. Although we have fairly good knowledge of the impact of official bilingualism at the federal level and of official unilingualism in Quebec on language practice in government, we know less about whether these changes in language policies have led to shifts in language practice in civil-society organizations. The Royal Commission on Bilingualism and Biculturalism carried out an extensive investigation of language practices in the private sector and in voluntary associations. Using the royal commission's work on associations representing the general interests of business, this article examines language practices of these associations three decades after the royal commission's studies were published. The authors argue that the cordiality found between French and English in general business associations in the late 1960s continues to be the rule in these types of associations today. This cordiality, however, is rooted in a change in linguistic relations. Federal-level associations tend to have accommodated institutional bilingualism but retain English as their language of work. Quebec-based associations have moved to conform to official unilingualism. Moreover, the number of non-francophones in positions of authority in the Quebec groups has diminished, with executive structures now being dominated by francophones.

The notion of a global public service has been put forth in the literature as a means of addressing a number of policy issues that can no longer be addressed by a nation-state in isolation. This article sets out to address whether it is possible to formulate and implement a leadership competency model that could be used to select, develop and reward these global public servants and, if so, what leadership competencies they would require. Evidence will be drawn from both the literature on the competencies required for global managers/leaders as well as various public sector leadership competency models. It is argued that more thought needs to be given to how a leadership competency framework might be fruitfully employed to buttress such a cadre of individuals. Points for practitioners Public services around the world have been embracing the use of leadership competency models as part of their human resources management frameworks for the past few decades. This research examines a number of the various models that have been employed with the intent of identifying key competencies that would be more universal in nature. The article discusses the nationalist mobilisation strategies of the Parti Québécois (PQ) in Québec and the Scottish National Party (SNP) in Scotland. Emphasis is given to the role of economic policy and interests in discourses on independence in the wake of globalization and growing integration within the international political economy. The author describes the influence of free trade on popular support for the sovereignty of Québec. The SNP's plan for economic growth and social justice is also explored.

This article examines the impact of changes in the international environment on the nationalist discourse in Quebec by focusing on the 35 hours of formal debate in the National Assembly on both the 1980 and 1995 referendum questions. It was hypothesised that changes in the international political economy, namely increasing globalisation and the advent of the Canada-US FTA followed by the NAFTA, would produce a noticeable shift in the types of arguments employed by the indépendantiste MNAS in the 1995 referendum. The author concludes that there were some readily discernable differences in the pro-sovereignty rhetoric from one referendum to the next. Specifically, whereas the advocates of sovereignty in 1980 spent a significant amount of their allocated time on the defensive, both defending the viability of the project and criticising the federal government, in 1995, sovereignty was justified on the basis that it would enable the PQ government to both implement its projet de société and meet the economic challenges of the twenty-first century.
