Systematic literature reviews are common in social research for integrating and synthesising existing research. This paper argues that the outcomes of such reviews are affected by the choice of bibliographic databases. It presents evidence of substantial variation across three large electronic databases (Scopus, Web of Science and EBSCO) in a study on employee retention and staff turnover. It considers the specific articles, numbers returned, numbers shared across databases and perceived quality of journals hosting the retrieved articles. Results show that only 130 articles (5.7% of 2267 retrieved) were found common to all three databases, suggesting that decisions on how and where literature is retrieved can substantially affect the results of systematic reviews and meta-analyses. The findings caution against the use of single databases and claiming comprehensiveness. The paper reflects on how additional literature search methods (e.g., contacting experts, citation indices) and their sequence of use can affect systematic review quality.

The results add to emergent evidence of behavioral responses to the institutional pressures on academic careers, and how individuals at different career stages may be impacted differently. This has implications for the management of academic career progression and academic recruitment processes.

This article explores the characteristics, destinations and progression routes of early school leavers--specifically "exceptional entry winter leavers"--in Scotland. Exceptional entry allows students to enter college in the term before their statutory school leaving date--such young people attend college while formally remaining the responsibility of their school. Such arrangements represent an innovative model of supporting transitions to further education among a specific, potentially vulnerable client group, while also offering lessons for the development of school-college collaboration in other areas. Based on an analysis of official data, new survey research with schools and colleges, and in-depth case studies, this article identifies how schools and colleges work in partnership to support these early school leavers. We find that schools and colleges have developed a range of innovative approaches to engaging with winter leavers, and that the majority complete their programmes or achieve other positive end-of-year outcomes. However, the most disadvantaged young people remain least likely to progress. The article concludes by identifying lessons for good practice in school-college partnership-working and considering implications for policies to prevent young people from finding themselves not in employment, education or training. Surveys of 190 unemployed job seekers and interviews with 17 employers in the remote northern Highlands of Scotland found that the employability of many job seekers, particularly the long-term unemployed, was limited by significant gaps in their skills and work experience, their lack of connection to informal social networks used in job seeking, and the lack of formal employment services in remote areas. This article analyses recent developments in policies to promote the employability of unemployed and economically inactive people in the UK. It discusses the extent to which these policies reflect the dominant approaches of 'Work First', where programmes focus mainly on compulsory job search and short-term interventions to facilitate a quick return to work, or human capital development (HCD), where programmes tailor services to promote longer-term skills and personal development. Specifically, the article reports on case-study research into two recent pilot initiatives: Working Neighbourhoods (which targeted a range of intensive services in neighbourhoods characterised by high levels of inactivity) and Pathways to Work (which combines employability services and cognitive behaviour therapy-type approaches to help clients to manage health problems). While both pilots have retained strong Work First features, they potentially represent a shift towards a more HCD-oriented approach, through the delivery of more holistic 'coping and enabling' services. However, there remain concerns that, as with previous progressive policy initiatives, the positive lessons of these pilots will not be fully mainstreamed. We conclude that, if the UK is to balance Work First compulsion with high-quality services delivering progress in the labour market and HCD, a strengthening of 'coping and enabling' interventions is required, alongside a renewed commitment to training.

Welfare to work interventions seek to move out‐of‐work individuals from claiming unemployment benefits towards paid work. However, previous research has highlighted that for over‐50s, particularly those with chronic health conditions, participation in such activities are less likely to result in a return to work. Using longitudinal semi‐structured interviews, we followed 26 over‐50s during their experience of a mandated welfare to work intervention (the Work Programme) in the United Kingdom. Focusing on their perception of suitability, we utilise and adapt Candidacy Theory to explore how previous experiences of work, health, and interaction with staff (both in the intervention, and with healthcare practitioners) influence these perceptions. Despite many participants acknowledging the benefit of work, many described a pessimism regarding their own ability to return to work in the future, and therefore their lack of suitability for this intervention. This was particularly felt by those with chronic health conditions, who reflected on difficulties with managing their conditions (e.g., attending appointments, adhering to treatment regimens). By adapting Candidacy Theory, we highlighted the ways that mandatory intervention was navigated by all the participants, and how some discussed attempts to remove themselves from this intervention. We also discuss the role played by decision makers such as employment‐support staff and healthcare practitioners in supporting or contesting these feelings. Findings suggest that greater effort is required by policy makers to understand the lived experience of chronic illness in terms of ability to RTW, and the importance of inter‐agency work in shaping perceptions of those involved. McQuaid Successful management in the new millennium requires developing new methods and approaches to suit the challenges and opportunities of this new era of globalisation. An entrepreneurial approach is seen by many scholars and policy makers as a major option to enhance organisational performance in this era. The concept of entrepreneurship is multi-dimensional and often unclear. Various perspectives have different implications for how entrepreneurship is related to and can help promote sustainable development (SD). This introductory paper to WREMSD will attempt to explore viewpoints from around the world on entrepreneurship, management, and SD. The key objectives are to explain different perspectives on what is meant by the term entrepreneurship in a global context and to provide an overview of SD in relation to entrepreneurship. The paper argues that it is essential that research and policy development fully takes account of the differing perspectives of entrepreneurship and make explicit the particular perspective(s) that they are taking. No single definition necessarily fully captures the concept, but by being clear about our meaning of the concept and the underlying assumptions, we can progress our understanding of entrepreneurship and its relationships to SD.

Objectives To investigate the role of individual factors (including age, health and personal circumstances) and external factors associated with clients having a job start while engaging with the Work Programme and variations by benefit type. Setting The UK Government's main return to work initiative (The Work Programme) in Scotland. Design Piecewise Poisson regression to calculate incident rate ratios using administrative data from 2013 to 2016 to identify factors associated with job start. Participants 4322 Employment and Support Allowance (ESA) clients not in work due to poor health and 8996 Jobseeker's Allowance (JSA) clients, aged 18-64 years, referred to the Work Programme between April 2013 and July 2014. Main outcome measures Starting a job and the time to first job start after entering the Work Programme. Results JSA clients (62%) were more likely to return to work (RTW) than ESA clients (20%). There is a strong negative relationship between age and the predicted probability of having a job start during the 2-year engagement with the programme for both JSA and ESA clients. JSA clients were most likely to RTW in the first 3 months, while for ESA clients the predicted probability of having a first job start was fairly constant over the 2 years. Health, including the number of health conditions, length of unemployment, client perception of job start and other individual factors were associated with job starts for both groups. Conclusions Age plays an important role in influencing RTW; however, important potentially modifiable factors include the length of unemployment, the management of multimorbidity and the individual's perception of the likelihood of job start. Future welfare-to-work programmes may be improved by providing age-specific interventions which focus on health and biopsychosocial factors to enable more people to realise the potential health benefits of RTW. Purpose – The purpose of this paper is to develop a double mechanism model to separate two foreign direct investment (FDI) intra-industry spillovers mechanisms: spillovers by FDI intensity and by FDI efficiency. This paper seeks to illustrate the potential use of the double mechanism model rather than provide precise estimates of spillovers. The evidence on the links between technology and the nature, size and mechanisms of FDI spillovers effects in economically developing countries is mixed. Design/methodology/approach – A model is developed and tested, in principle. Empirical testing was conducted in two steps. In the first step, the authors examined the effect of each influencing factor to FDI spillovers separately. To complete this step, the authors divided the whole sample industry into sub-groups and tested them with the double-mechanism using ordinary least squares regression. This study applies Chinese National Bureau of Statistics manufacturing industry level data, for the years 2000, 2001 and 2002, including the food industry, beverage industry, textile industry, textiles and garments, chemicals and chemical products industry, overall manufacturing equipment, special equipment, computer and other electronic equipment manufacturing industries. Findings – The analysis suggests significant differences between types of spillovers: export orientation of domestic firms mainly influences FDI spillovers by intensity; the capability gap between local and foreign firms influences spillovers by efficiency; and the growth of local firms influences both types of spillovers. This paper develops existing models of FDI and suggests that disaggregating spillovers types may provide important theoretical and policy insights. Originality/value – This study has found, first, that compared with the classic single mechanism model, the double mechanism model is more appropriate for testing FDI intra-industry spillovers, as it is able to separate spillovers by intensity and spillovers by efficiency, which are shown as two distinct mechanisms for FDI spillovers. This article considers the micro- and macro-economic benefits and costs of PPPs and some implications of implementing new international accounting standards. If public sector financial costs are forced to move 'on balance sheet', then there are likely to be impacts on the use in PPPs by governments and other public bodies. This may move the basis of PPP choice towards a more level playing-field with other financing sources, potentially give a more realistic measure of future public commitments and liabilities and reduce incentives to use PPPs for budget enlargement. This article explores the importance of new forms of governance in active labour market policies (activation) in two countries: Denmark and the Netherlands. Drawing on research with key stakeholders in these countries, we analyse how new governance, and particularly processes of contracting-out and localization, have found expression in recent reforms to activation. We conclude that localization and contracting-out may have a future role to play in the development of more locally responsive and individually focused services. But both countries have encountered problems in promoting joined-up services through local jobcentres, while contracting-out has not always led to the tailored, individually focused services envisaged by policy-makers. In both countries, there are also concerns that the restriction of the Public Employment Service to a ‘gatekeeping and signposting’ role will lead to inconsistencies in the quality of services, exposing the most disadvantaged to greater social risk. This article examines the role of inter-agency cooperation, which is one form of ‘partnership’, in new approaches to employability in the UK. The article articulates a ‘model for effective partnership working’ on employability. This model is applied first in a general review of employability policy and then to discuss case study research on the recent ‘Pathways to Work’ and ‘Working Neighbourhoods’ pilots. It is argued that successful partnerships need a clear strategic focus based on a necessity for inter-agency cooperation and institutional arrangements that allow for shared ownership, trust and mutualism, and flexibility in resource-sharing. While some of these factors are apparent in UK employability services, an over-reliance on contractualism and centralized organizational structures may undermine partnership-based approaches. Many of the success factors associated with effective partnership working appeared to be in place, even though the role of the Public Employment Service was fundamentally different in each case (as a key actor in implementing the first pilot, but largely withdrawing from the implementation role in the second). The article concludes by outlining the relevance of this model and the case study findings to discussions of the future development of employability policies and related partnership working. New forms of inter-agency co-operation have gained increasing prominence in the development and delivery of activation strategies. This article compares different models of inter-agency co-operation, drawing on case study research in Denmark, the Netherlands and the UK. The different models have reported variations in performance when delivering on the key benefits often attributed to effective inter-agency co-operation. The article raises concerns that the process of contracting-out in activation has at times conflicted with attempts to improve co-operation between agencies, while the increasing dominance of purchaser–provider relations can undermine progress towards ‘shared ownership’ of activation policies and effective partnership-working. Employers in many rural areas are facing the problem of a declining workforce due to demographic changes in the population. These demographic changes are a result of a combination of population ageing, the in-migration of mainly retired people, out-migration and low fertility rates. This paper examines how employers are adjusting to demographic changes in Dumfries and Galloway, a rural local authority in south west Scotland. The area has one of the highest proportions of older people in the UK, and as such provides a useful insight into employers' responses to population ageing. Fifty locally based employers were questioned concerning the labour market impact of population ageing and their responses to this situation. The paper argues that in order to ensure the medium-term economic viability of the local economy, employers will need a set of strategies both to attract workers to the area and to increase the participation and retention of older workers resident in the area. This paper discusses the potential value of local, partnership-based employability training and job guarantee programmes, focusing on one example--the 'Alloa Initiative'. The Initiative involved an employability training and job guarantee scheme developed in partnership with Tesco, a major retailer, in preparation for the opening of one of the company's new stores. This paper reports on the outputs from this project, which placed 109 disadvantaged job seekers into positions at the store, and proved particularly effective at targeting the long-term unemployed and those with limited experience of the retail sector. The analysis is based on the findings of survey research undertaken with 86 of the 109 training course completers (a 79 per cent response rate) and all the main partners involved in the Initiative. Innovative elements of the training programme that contributed to its positive outcomes are discussed, and a model for 'managing successful partnerships' is applied, in order to identify critical factors explaining the apparent success of the Initiative. This paper examines the importance of informal methods (especially social networking) to the job search strategies used by unemployed people. It compares three areas: a small rural town; a larger, more sparsely populated, remote rural area; and a centrally-located, peri-urban labour market. The analysis is based first on survey research undertaken with 490 job seekers across the study areas. Emerging issues were then followed up during a series of twelve focus groups. The survey research showed that job seekers in the rural study areas were significantly more likely to use social networks to look for work. However, those who had experienced repeated or long-term periods out of work, the unskilled and young people were significantly less likely to use such networks. Focus groups confirmed the perceived importance of social networking to the job search process in rural areas, in contrast to the more marginal role such methods appear to play in peri-urban settings. For many rural job seekers, formal job search activities conducted through Jobcentres were seen as largely symbolic, lacking the practical value of social networking. These results suggest that service providers seeking to assist unemployed people in rural areas need to address the problems faced by many disadvantaged job seekers who are currently caught between their lack of social network relations and the absence of local public employment service facilities in more remote communities. This paper discusses the potential uses of the Internet and other forms of information and communication technology (ICT) as a tool for delivering information services for unemployed people, comparing the experiences and attitudes of jobseekers in peri-urban and remote rural labour markets. The analysis is based upon research carried out in two areas: the first combining a remote rural town with a much larger, more sparsely populated, rural 'travel-to-work area'; the second, a centrally located peri-urban labour market. Survey research undertaken in the study areas gathered responses from 490 unemployed jobseekers. Emerging issues were then followed up during twelve focus groups. The study found that the use of ICT for job seeking remained a marginal activity for most unemployed people, hut was much more important in remote rural communities. In these areas, jobseekers were more likely to use the Internet as a search tool and were particularly dependent on telephone helplines provided by the public employment service (PES). However, the study also found that a 'digital divide' was evident within the unemployed client group. Those with low educational attainment, the long-term unemployed, young people and those perceiving their ICT skills to be 'poor' were less likely to use the Internet. Although respondents in rural areas were more likely to use ICT to look for work, they also pointed to the overriding importance of informal, social networks as a means of sharing job information in remote communities. We conclude that ICT may have a future role in the delivery of services for jobseekers, especially in rural areas. However, policies are required to ensure that information provided through ICT-based services is locally relevant, and disadvantaged groups have access to the facilities and training they require. This paper tests the appropriateness of government employment policies in targeting specific groups of unemployed job seekers in the UK. A sample of 169 job seekers is divided into those who were successful and unsuccessful in finding employment and the attributes of each group is analysed. A factor analysis of these attributes is carried out in order to develop typical profiles of unsuccessful job seekers and these profiles are compared with current policy target groups. The findings show that high levels of accumulated human and financial capital, non-metropolitan residence and accessibility to centres of employment have a positive impact on job search success. This casts doubt on the appropriateness of using socio-demographic and local area characteristics to select job seekers for assistance, when other factors appear to have more bearing on job search success. Service employment plays an increasingly important role in the UK economy. However, it has been suggested that some forms of service work are unattractive for many unemployed job seekers, and particularly those formerly employed in 'traditional' sectors. The argument has been made that these job seekers and others may be reluctant to pursue the type of positions that have become known as 'McJobs' - de-skilled, entry-level service jobs which often offer poor pay and conditions. This article examines whether there is such a reluctance amongst job seekers to pursue service work and whether it differs between job seeker groups. It also compares differences in job seekers' attitudes towards entry-level work in three areas of the service sector- retail, hospitality and teleservicing or'call centre work'. The analysis is based upon a survey of 300 registered unemployed people in Scotland. A substantial minority of respondents ruled out entry-level service work in retail and hospitality under any circumstances. Older men, those seeking relatively high weekly wages and those without experience of service work (and who perceived themselves to lack the necessary skills) were particularly reluctant to consider these jobs. Differences between job seekers were much less apparent in relation to attitudes to call centre work, which was more unpopular than other service occupations across almost all groups, The article concludes that policy action may be required to encourage job seekers to consider a broader range of vacancies and to provide financial and personal support for those making the transition into work in the service economy. However on the demand side, service employers must seek to 'abolish the McJob', by ensuring that even entry-level positions offer realistic salaries, decent work conditions and opportunities for personal development. Local economic development and promoting racial reconciliation have been ke foci in addressing the legacy of apartheid in South Africa. This article examines what is arguably the most well-established example of local economic development in South Africa, namely a local government and community-led development initiative in the small rural town of Stutterheim. As the project has evolved over a decade, it has changed its development focus to reflect the changing context and various internal constraints. The study reveals that even though the project has had difficulties, its sheer survival and ability to adapt in a rapidly changing society have been important. This study examines the appropriateness of the New Deal in targeting specific groups of unemployed job-seekers. This was achieved using a survey of unemployed job-seekers carried out prior to the implementation of the New Deal framework in April 1998. A sample of 169 unemployed job-seekers in two Travel to Work Areas in central Scotland is divided into those who were successful and those who were unsuccessful in finding employment and each group is analysed in terms of a set of labour market related attributes. The study generates a 'typical' profile for those who were successful in job search and a 'typical' profile for those who were less successful. These are compared and contrasted with the New Deal target groups. The findings support most of the target grouping basis of the policy but not all and we conclude that the generic aim of the New Deal, to reduce social exclusion, is unlikely to be achieved as effectively if spatial priorities, focused on the most deprived areas, are allowed to supersede the needs of the individual job-seeker. The economic development activities of local authorities have expanded considerably over the last decade. This paper considers the range of such activities and presents an overview of the results of a survey of local authorities, taking Scotland as a case study. It discusses the differences between the institutional environment for supporting economic development, contrasting it with the rest of the UK. It then considers the reasons for involvement by the local authorities in economic development and their priorities. The results of the survey, with over 90 per cent of local authorities responding, show the range and level of economic development activities directly carried out by them to be considerable. Generally, the role of partnership with other public, private and third‐sector bodies in the development and implementation of policies and initiatives was found to be significant.
