14. A global perspective on cadastres and Geo-ICT for sustainable urban governance in view of climate change

Abstract

En el futuro cercano, los problemas ambientales a nivel mundial, como asegurar un aire limpio, el agua y la no contaminación, así como asegurar la sostenibilidad futura de nuestro planeta y sus recursos impulsará avances en los cambios de uso del suelo, las políticas de transporte, energía y precios del carbón y otras políticas de adaptación y mitigación del cambio climático. Las zonas urbanas y peri-urbanas afectan enormemente el cambio climático global ya que consumen hasta un 75% de la energía comercial; generan hasta el 80% de todos los residuos y el 60% de las emisiones de gases de efecto invernadero. Sostenemos que en vista del cambio climático, la necesidad y la demanda de la recopilación, gestión y uso de las tecnologías de la información y comunicación espacial confiables (o Geo-TIC) se intensifica, para asegurar la sostenibilidad integral de las políticas utilizadas y hacer frente a las cuestiones ambientales de nivel mundial, nacional y local. Sobre la base de tres estudios de caso (Dutch Kadaster, HeatMap Overlay y el Atlas Solar de Berlin) y una revisión de la literatura política y empírica reciente, nuestros resultados apoyan la opinión de que los catastros y organizaciones de registro de la tierra tienen un papel importante que desempeñar como parte de una infraestructura de información espacial más amplia en la adaptación y mitigación del cambio climático en las ciudades como un núcleo y como parte de esa infraestructura esencial para la gobernabilidad urbana sostenible., En el futur proper, els problemes ambientals a nivell mundial, com assegurar un aire net, l’aigua i la no contaminació, així com assegurar la sostenibilitat futura del nostre planeta i els seus recursos impulsarà avanços en els canvis d’ús del sòl, les polítiques de transport, energia i preu del carbó i altres polítiques d’adaptació i mitigació del canvi climàtic. Les zones urbanes i periurbanes afecten enormement al canvi climàtic global, ja que consumeixen fins un 75% de l’energia comercial; generen fins el 80% de tots els residus i el 60% de les emissions de gas efecte hivernacle. Sostenim que en vista del canvi climàtic, la necessitat i la demanda de la recopilació, gestió i ús de les tecnologies de la informació i la comunicació espacial confiables (o Geo-TIC) s’intensifica, per assegurar la sostenibilitat integral de les polítiques utilitzades i fer front a les qüestions ambientals de nivell mundial, nacional i local. Sobre la base de tres estudis de cas (Dutch Kadaster, HeatMap Overlay y el Atlas Solar de Berlin) i una revisió de la literatura política i empírica recent, els nostres resultats recolzen l’opinió que els cadastres i organitzacions de registre del sòl tenen un paper important a desenvolupar com part d’una infraestructura d’informació espacial més àmplia en l’adaptació i mitigació del canvi climàtic a les ciutats com un nucli i com part d’aquesta infraestructura essencial per la governabilitat urbana sostenible., In the near future global environmental issues, such as ensuring clean air, water, no pollution and assuring the future sustainability of our planet and its resources will drive developments in land use changes, transport policies, energy and carbon pricing and other climate change mitigation and adaptation policies. Urban and peri-urban areas hugely affect global climate change since they consume as much as 75% of commercial energy; generate as much as 80% of all waste and 60% of greenhouse gas emissions . We argue that in view of climate change the need and demand for the collection, management and use of reliable spatial information and communication technologies (or Geo-ICT) intensifies to assure the integrated sustainability of the policies used to tackle global, national and local environmental issues. Based on three case studies (the Dutch Kadaster, HeatMap Overlay and the Solar Atlas of Berlin) and a review of recent empirical and policy literature, our findings support the view that cadastres and land registration organizations have an important role to play as part of a wider spatial information infrastructure in adapting and mitigating climate change in cities as a core and part of a wider spatial information infrastructure essential for sustainable urban governance., Peer Reviewed

Abstract

Our objective in this paper is to review the literature on the impact of geographic information systems (GIS) in governmental and non-governmental organizations by analyzing 53 articles published between 1998 and 2008. The impacts of GIS are categorized in a taxonomy which designates GIS contributions to efficiency, effectiveness and societal well-being. According to this taxonomy, 38 articles are examined in-depth and their results reported. The focus of GIS impact research efforts in terms of research philosophies, methodologies and geographic focus is also presented. We suggest that the appropriate use of theories, concepts and testing of existing GIS evaluation frameworks could serve as building blocks for more rigorous studies on the impact of GIS, including Land Information Systems (LIS) and Spatial Data Infrastructure (SDI).

Abstract

This paper introduces three interdisciplinary perspectives applicable to the evaluation of geographic information and communication technologies (Geo-ICT) for sustainable urban governance. The first perspective sees Geo-ICT as a public good that can be used to understand the spatial structure of the urban economy by optimizing the spatial distribution of natural, economic, and social activities. The second perspective sees Geo-ICT primarily as a standardizable, quantitative, and formal way to mediate geoinformation with the aim to make space controllable, measurable, and quantifiable. Finally, the third perspective stresses that Geo-ICT does not necessarily nor neutrally mediate spatial knowledge but instead can be contingent, informal, qualitative, as well as prone to manipulation by humans displaying diverse values and interests. Implications for the evaluation of Geo-ICT for e-government policy initiatives in sustainable urban governance are discussed. [ABSTRACT FROM AUTHOR]
