The governance of flood resilience comprises an array of policy instruments that can he applied to reduce damages and risks to the communities. Policy instruments available at the local level tend to have the greatest impact on communities' ability to absorb shock and resume normal operation. This study is the first attempt to analyze policy instruments and regulations guiding the progression of flood resilience measures in the Okanagan Valley, British Columbia. It aims to offer recommendations specific to the local context and identify the best practices to improve flood resilience of the communities. Therefore, the study adopted a multistage methodology including literature review, stakeholder consultations with the organizations (consisting of municipalities, regional districts, and First Nations), and quantitative analysis using present/absent criteria to measure prevalence of given indicators and five flood resilience classes. The results suggest that the flood resilience policies and strategies of 22 organizations in the Okanagan valley are predominantly focused on flood preparation and mitigation, whereas policies related to during and post-flood management are still in infancy and do not offer satisfactory support. Notably, some organizations are proactive in recognizing looming flood risks, thus enacting essential policy measures to strengthen resilience. These results further highlight that these organizations have focused on a variety of measures to improve resilience, such as spatial planning, building construction setbacks, enhancing natural environment, protecting riparian areas, and stormwater management. As well, current flood-resilient practices by the Prairies (Calgary) paved the way for how both regions can learn from each other. The study sheds light on broader takeaways of what the findings of this study mean for other world regions. The study results are of great importance to the organizations across the Okanagan Valley as they lay the groundwork for resource mobilization to achieve flood resilience and sustainability. The building sector is material-intensive and is responsible for consuming large quantities of local and international resources. In extreme climates, the consumption of these resources increases manifold to ensure comfortable indoors. Contemporary buildings have predominantly used energy efficiency as the main criterion to define sustainability, which has led to the consumption of more abiotic materials. In contrast, indigenous buildings are based on local context and are guided by geographical, environmental, and economic constraints. This work aims to critically review indigenous architectural practices across four climatic zones, focusing on their resource efficiency, and identify practices that can be reintroduced in contemporary construction in extremely cold climates. To achieve this objective, literature from 1960 to 2022 was comprehensively reviewed. In addition, contemporary building construction and codes in cold climatic regions were analyzed to assess the current state of practices. Specific case studies from each climatic region were evaluated to assess applicability in residential buildings in cold climates. The main findings from this review and analysis indicate that indigenous practices have the potential to optimize the use of natural resources to create more sustainable climate-resilient buildings. • Life cycle impacts of thermal desorption treatments of drill cuttings were assessed. • Thermomechanical cuttings cleaner generated the lowest impacts using hydropower. • Rotary drum dryer generated the lowest impacts in onsite drill cutting treatment. • Thermal desorption process contributed 80–90 % of the total impacts of systems. • Regression models were developed to help estimate impacts of different treatments. The life cycle impacts of treatment of typical oil-based drill cuttings (OBDCs) using three low-temperature thermal desorption (LTTD)-based systems, including thermomechanical cuttings cleaner (TCC), screw-type dryer (STD), and rotary drum dryer (RDD), were explored with a case study in British Columbia, Canada. Two energy supply scenarios, including diesel generator-based onsite (scenario i) and hydropower-based offsite (scenario ii) treatments, were considered in the assessment. The results show that RDD generated the lowest life cycle impacts in terms of damages to human health, ecosystems, and resources in scenario i. TCC-scenario ii generated the lowest impacts among all assessed cases, suggesting that using renewable energy can greatly reduce the impacts of LTTD-based OBDCs treatment. Also, net environmental benefits could be achieved considering the reuse of recovered oil, and the highest net environmental benefits were obtained in TCC-scenario ii. The process contribution analysis found that thermal desorption process accounted for 80–95 % of impacts in almost all impact categories. Energy consumption contours and linear regression models were also developed to help drilling waste managers estimate the life cycle impacts of using hydropower-driven TCC to treat OBDCs with different water and oil contents.
