There has been an increasing level of recognition of the interaction between cultural mega-events and built heritage in recent years. While research has broadly identified the need to align strategies and visions, as well as involve heritage actors and local communities, there has not been a systematic investigation of the position of industrial heritage within this tableau. This paper examines in depth the European Capital of Culture (ECoC) programme, as it is one of the longest standing Capital of Culture programmes in the world and has a significant record of investment and urban transformation. In this paper, we survey and categorise the inclusion of industrial heritage within the ECoC programme in 36 host cities and regions spread across Europe. This research provides the most comprehensive understanding to date of the specific forms of interaction between industrial heritage and ECoCs to better understand the kinds of relationships that have taken place. We then explore in detail the projects and decisions made in the cases of the 2023 Elefsina, 2017 Pafos and 2008 Liverpool ECoCs. [ABSTRACT FROM AUTHOR]

Recently, the number of historic renovation and restoration projects in the US city of Detroit has been increasing to preserve the cultural heritage and to meet current needs. However, this type of project has distinct challenges from new construction projects. This paper reports the results of a qualitative study investigating challenges encountered during historic building renovations in Detroit. The objective is to fill a gap in the construction literature concerning practices for managing large domestic historic building renovation projects. Strong industry interest in the topic also motivated the completion of this study. The expert interview method was used. Semistructured interviews were conducted with six expert practitioners concerning their experiences. Data concerning common challenges, pitfalls, and other issues were gathered, analyzed, and grouped into seven categories (code compliance, historic status, organizational, design, construction, budget/schedule, and technology). The results corroborate many findings and general themes from the prior literature on historic building renovation while reporting several novel findings absent in the reviewed literature. In addition, this paper provides recommendations to avoid and mitigate such challenges. Primary recommendations include developing strong collaborative working protocols between the parties; selecting key team members based on successful past working relationships, not price or cost of service; and, if feasible, conducting hazardous material abatement and selective demolition activities prior to completion of the design to derisk the project. Additionally, 23 secondary recommendations focused on numerous tactical, management, and technical matters are provided. This study contributes to the body of knowledge in the quality and risk management research domain as well as the restoration and renovation construction domain. The practical contribution of this study is to allow industry practitioners to better understand this special type of construction project and strategize quality control and management plans by providing common challenges and recommendations. Challenges encountered during large historic renovations in Detroit were investigated to identify suggested practices for better management of this project type. In addition to verifying prior findings from historic renovations performed elsewhere, new information is presented concerning key knowledge and practice gaps, authority having jurisdiction interface issues, organizational/funding constraints, negligence and standard of care concerns, misaligned competing incentives surrounding hazardous material abatement, and detailed information about design and construction challenges for this project type in Detroit. Three primary recommendations and 23 secondary recommendations are provided for better management, including developing strong collaborative working protocols between the parties; selecting key team members based on successful past working relationships, not price or cost of service; and, if feasible, conducting hazardous material abatement and selective demolition activities prior to completion of the design to derisk the project. The facades of buildings stand as one of the most influential aesthetic elements in urban and rural districts, serving as a boundary between exterior and interior while historically expressing various cultural and climatic functions. In Mazandaran Province, Iran, historical and rural areas have often been overlooked, leading to inappropriate approaches in reusing and renovating these buildings without considering their values. This study aims to analyze the characteristics of the facades of various historical and rural houses to provide a solid foundation for architects dealing with their reuse and renovation or the design of extensions to the existing buildings. In addition to discussing practical applications, this paper offers a methodological approach for scholars active in the field of rural architecture. The research method includes an analysis of several historical houses, drawing from both literature and field studies. The formal approach has been chosen to align with the research goal. The sixteen selected cases are situated in the historical and rural districts of Alasht, Lafour, Qaemshahr, each built in different historical periods of Iran. Given that many historical houses in this area are not officially listed as heritage buildings and no data regarding them are available, the researchers conducted field surveys and interviews with residents to collect the necessary information. The investigation focused on facade elements, including the pattern of openings and the materials used in the selected houses. This research led to the documentation of the facade shapes in the rural areas of Mazandaran Province, highlighting the necessity of documentation to establish a knowledge base before reuse, renovation, or design within these historic regions. The last decades have brought a growing interest in fortified heritage research, protection and reuse in Europe as a result of the demilitarisation of numerous historic defence structures occupied by armies in many countries and used as service facilities during the Cold War. There are various approaches to the conservation of fortified heritage and adaptive reuse is one of them. The values associated with a site should constitute the departure and arrival point for any type of intervention. An essential part of the process therefore should be the appropriate identification of these values to base on them contemporary actions. Fortified heritage has values similar to other forms of urban heritage but it also possesses values that are unique to this form of architecture and landscape. This paper sets out the values that should be taken into consideration when carrying out an adaptive reuse project on fortified heritage. Based on research and on international charters, as well as the writers' own experience, the paper identifies seven values and makes a distinction between two groups of values, namely: intrinsic (history, memory and identity; scientific and technical; territorial and architectural) and extrinsic (landscape and aesthetic; environmental sustainability; social and cultural; economic). While intrinsic values of fortified heritage are usually well described, less explored are the issues of extrinsic values. Cultural heritage is a particularly significant resource in creating tourism. When a local community recognizes its cultural heritage (small historic towns, buildings, castles, and forts), it is possible to create new value to meet the needs of tourists, using the principles of a circular economy. Adapting, reusing and restoring heritage sites can contribute to the revitalization of the local economy by creating jobs (increased employment), increased spending, economic development, etc. Adaptive reuse, as one of the principles of a circular economy, represents how the circular economy can pave the way to create new tourism products. The three basic principles of sustainable waste management are reduce, reuse, and recycle (3R). This paper tackles the reuse principle by analyzing case studies involving the application of a circular economy to cultural heritage in the Kvarner tourism destination (Croatia) in the context of reusing resources to create a sustainable destination. The goal is to determine to what extent the reuse of heritage sites makes them useful for the local community, and for tourists to stay in the destination. The research showed positive examples in the Kvarner tourism destination, primarily of a cultural tourism nature and that were achieved in the last ten years; however, the conclusion is that this is still insufficient. By aggregating knowledge and research results, the paper emphasizes the importance of applying the concept of the circular economy to cultural heritage in tourism destinations, with special emphasis on the role of all stakeholders in creating sustainable heritage tourism (local self-government, destination management, local population, and entrepreneurship). Waterfront intervention, as one of the post-industrial reuse paradigms, has flourished around the world and been studied as a global phenomenon. This paper investigates the application of a dual adaptive reuse strategy to industrial heritage waterfront buildings and explores its social significance. The case study is of the West Bund, a waterfront renovation in Shanghai, China. Insights are drawn from the qualitative research approach of triangulation, with evidence derived from document sources, archival records, direct participants and semi-structured interviews. This paper examines a series of galleries and landscapes created from former industrial buildings and facilities along the Huangpu River. It concludes that the West Bund exemplifies a dual strategy of adaptive reuse: art-led and landscape-led building reuse. This dual strategy can be viewed as an endeavour to balance urban gentrification and publicness in the megalopolis. It can also be argued, however, that the dual approach to adaptive reuse is unsustainable within the framework of an entrepreneurial state, and significantly so in the post-epidemic era when economic growth pressure increases. Strategies for the adaptive reuse of vernacular architecture are of utmost importance in the current context of social, economic, and environmental vulnerability. This article examines the design strategies of adaptive reuse in three cases of renowned architects of the so-called School of Porto developed across the second half of the 20th century, specifically between 1956 and 1991. The paper aims to introduce a new and deeper knowledge of the selected practices by critically documenting the whole process of the intervention (before, during, after) and not only the final result, as is common practice in specialized publications. The research methodology combines the bibliographical and archival research and interpretation of diverse graphic, photographic, and textual documentation with the production of analytical drawings. The demolitions/additions color code (black/yellow/red) is applied to plans, sections, and elevations as an essential tool for understanding and communicating the transformations undertaken. The selected case studies are Além House (1956–1967) by Fernando Távora, Alcino Cardoso House (1971–1973; 1988–1991) by Álvaro Siza, and the House in Gerês (1980–1982) by Eduardo Souto de Moura. These projects show different strategies of intervention in built heritage, providing lessons on the reactivation of obsolete or abandoned rural constructions with new functions that are compatible with the preservation of their values (historical, landscape, constructive, social, and aesthetic) and guidelines for sustainable reuse. Urban underground infrastructures (UUIs) are a vital component of built capital for urban sustainability. However, many cities are now home to a multitude of disused or underutilized UUIs, not least aged purpose-built underground facilities, causing a waste of valuable underground space resource assets. In the process of urban renewal, adaptive reuse can be an attractive solution to breathe new life into underutilized UUIs, while addressing some of the modern problems of the built environment by an economically feasible means. Nevertheless, there is a prevalent absence in the current literature of the overarching planning and decision-making approaches for an adaptive reuse development of underutilized UUIs. With the intention of addressing this shortfall, this paper first lays out development strategies, then sets the generic patterns for adaptive reuse of disused or underutilized UUIs. Taking the city of Qingdao, China as a case study, detailed planning and decision-making approaches with the aid of multi-source data and spatial analysis tools are presented. It is anticipated that the findings of this research will assist the adaptive reuse development of UUIs in providing theoretical guidance and empirical evidence, thereby enhancing the role of urban underground space use in contributing to urban revitalization and urban sustainability. The industrial heritage in Spain, despite important advancements in the past decades, remains under-recognized, vulnerable, and inadequately appreciated. Its potential for contributing to local resilience and sustainability in the face of deindustrialization challenges is one of the best assets it has. This paper highlights the analysis of two case studies focused on the restoration of industrial heritage sites, namely the Sugar Mill "El Tarajal" in Malaga and the Trapiche del Prado in Marbella, conducted in collaboration between the University G. d'Annunzio of Chieti and Pescara and the University of Malaga. Four key concepts are identified: historical analysis and its impact on industrial evolution, production system transformations and their influence on buildings, the relationship between industry and its surroundings, and the impact of rehabilitation on the urban context. The recovery of industrial heritage goes beyond architectural preservation, emphasizing the importance of adapting these spaces for contemporary purposes and integrating modern technologies and sustainability approaches to drive socioeconomic revitalization. To address the vulnerabilities and lack of recognition faced by industrial heritage, a connection between research and education is discussed to disseminate knowledge among students and professionals in training. This approach aims to provide a more comprehensive and informed restoration process that considers the territorial scale, thereby translating assessment indicators into the design and preservation of industrial heritage sites. Purpose: Interventions are essential for the management of built heritage because they extend the lifespan of buildings and enable them to be enjoyed by multiple generations. International organisations and institutions, such as UNESCO and ICOMOS, have adopted doctrinal documents over time, stimulating best practices in built heritage management worldwide. Although these documents are often referenced in academic work, they are seldom systematically researched. Which interventions are referenced or omitted? Are they defined? What trends are noted in the understanding of best practices as interventions? Design/methodology/approach: This research consists of a systematic content analysis of nine international doctrinal documents, which were selected from nearly seventy international doctrinal documents—mainly adopted by UNESCO and ICOMOS. The main aim is to reveal and compare the concepts used for reference interventions and further use the definitions to reveal and discuss the relationships between them. The trends of these interventions being used were determined based on the frequency of mentions per intervention term in the selected documents. Findings: Regarding the definition of the intervention concepts, there are three main findings. First, instead of being treated as a single concept, 'conservation' has been presented as an umbrella concept for other interventions and thus has been the most popular concept since the first version (1992) of the New Zealand Charter was implemented. In contrast, 'preservation' remains a single concept, among the highest scales, to maintain the integrity of built heritage, including use. Second, 'repair' was found to play a paradoxical role between 'restoration' and 'reconstruction', which created divergent opinions in the documents. Third, since the notions of 'use' have expanded from the functions of monuments (International Charter for the Conservation and Restoration of Monuments and Sites: The Venice Charter, 1964) to the 'associations of places' (The Burra Charter: The Australia ICOMOS Charter for Places of Cultural Significance, with associated Guidelines and Code on the Ethics of Co-existence, 1999; The Burra Charter: The Australia ICOMOS Charter for Places of Cultural Significance, 2013), which include activities, traditional habits, accessibility, etc., the complexity of mentioning different forms of 'use' has led to some (re)interventions, such as 'adaptation', 'adaptive reuse', and 'rehabilitation', being put into grey areas and used interchangeably. The regeneration and reuse of abandoned healthcare facilities represent one of the most complex issues in the broader field of disused public architectural heritage and its valorization. The leading causes of an elevated quantity of abandoned hospitals are the lack of resilience of these structures, as well as the evolution of the regulatory framework used to increase the quality standards of the National Health System and the constant changes caused by medical discoveries. In addition, the transfer to a new building typically does not involve consideration of the future of the dismissed facility with a lack of a strategic view for its regeneration, thus causing its progressive degradation. Although their large dimensions and unbuilt areas make recovery plans complex, the re-functionalization of these facilities represents an excellent opportunity for social and economic development, as several case studies demonstrate. This paper selects some useful examples of the reconversion and reuse of disused social and healthcare buildings through an accurate comparison that highlights the importance of the topic and the possible actions to be taken into consideration. Although this research focuses on a limited number of case studies, the paper gives rise to some strategies that can be applied to several current cases of disused buildings that could be used to support Decision Makers (DMs) from different countries. This paper is an exploration into the idea of agglutinating as a building adaptation strategy. This paper examines agglutinating as a potential operation to address the interplay and affective relations between spatial elements, creating a 'sticky' interior which merges or combines these elements. The study in this paper addresses agglutination as the process of re-reading the site in evocative and productive ways, rediscovering the underlying architectural logic which generates new ideas. The study is based on a fourth-year interior architecture design studio project at the Universitas Indonesia, which focuses on various experiments in regard to the theme of adaptative reuse. The experimentation allows for a deep understanding of the agglutination operations and the resulting sticky interior, discovering the interplay between different layers of contexts, substances, contaminants, and temporalities. Through the agglutinating process, a series of affective qualities of the sticky interior are figured as a variety of adaptive operations: as zones of contact and encounter, as a channelling of bodily and spatial experiences, and as the interplay of preserved connection between objects, functions, as well as values. The glutinous capacity of spatial composition nurtures the project's dynamic through which playful and provocative design experimentations are performed.

Saudi Arabia witnessed unprecedented urban development starting from the 1930s due to oil discovery, leading to the construction of new contemporary cities and high-tech buildings. Recently, starting from the late 1990s, an increasing feeling of esteem toward vernacular architecture and local traditions has promoted several heritage rehabilitation projects. This paper aims to assess selected urban heritage interventions to highlight the importance of sustainable approaches in heritage reuse. An assessment of sustainable reuse was conducted by adopting sustainability criteria and principles in compliance with Saudi Arabia's national vision for 2030 (Saudi Vision 2030), which targets sustainable growth in the post-oil era. Analyses and data collection make it possible to compare four selected case studies based on materials and techniques for preservation, governmental institutions involved, the assessed methodologies of intervention, and relevant parameters (legibility, reversibility, overshadowing, alteration, replacement, and anastylosis). Results show how different institutions have adopted diverse approaches in conservative methodologies based on heritage values to provide flexibility in the reuse of buildings and adaptation to contemporary needs. Social housing is the outcome of policymaking aimed at guaranteeing adequate living conditions for disadvantaged social groups. In Italy, in the post-war reconstruction period, buildings designed by internationally renowned architects, led to results of such high design quality that it is essential to preserve them. Nevertheless, their advanced degradation and functional obsolescence are due to being built with construction systems focused on quick completion and cost-effectiveness, as well as a lack of maintenance. Such conditions now impose performance upgrades and reuse for services and collective spaces. The paper addresses the issue of the recovery of this housing stock in the Italian context, analyzing the case of Librino (Catania). The research question is based on evidence that the lack of services and collective spaces in the suburbs leads people to move to other areas of the city for work, health, education, culture, and leisure. The proposed approach investigates the overall organization of the neighborhood, up to reuse pilots, as for the Moncada Theater, to improve the overall quality and attractiveness of the area, even with minor renovations. The theatre, which was abandoned before completion, is an example of how only housing was built or completed in residential areas designed to provide a wide range of services for citizens as a result of a funding shortfall. Adaptive reuse has progressively become a useful approach for generating new values concerning abandoned or underused buildings, sites, and areas to the extent that the topic is no longer conceived and perceived merely as a "bricks-and-mortar" issue. Instead, it has a dual nature: (i) one that is technical, linked to the difficult balance between low costs and fostering sustainable building solutions, and (ii) one that is social, which refers to social equity, well-being, and quality of life. Within this context, urban and architectural transformations are among those human activities that play a key role in shaping the territory in an increasingly invasive acceleration of urbanization processes. However, it is precisely here that adaptive reuse can counteract such alterations. This paper proposes a sustainable, economically feasible, and replicable valorisation model for the evaluation of adaptive reuse possibilities of a particular historical–architectural heritage, which is vast and widespread in Italy and an important example of Rationalist architecture. Such a model incorporates flexible and easily replicable spatial implications precisely because it is specifically related to the characteristics of an open-plan structure. In doing so, it aims to redefine the valorisation model based on a constant dialogue between the project and market analysis; the replicability of project strategies for "families" of historic buildings; and the need for the project's ability to change and adapt according to emerging requirements. Adaptive reuse of built heritage is increasingly critical for reasons of sustainability, particularly in urban spaces. With increasing pressures for building and housing, the building and construction industry will likely continue to contribute 39% of all carbon emissions in the world, with operational emissions accounting for 28%. Further demolition, urban renewal and rebuilding not only obstruct pathways to decarbonisation but create shocks that disrupt and displace communities. We argue that it is essential to support built heritage beyond conventional urban renewal approaches and to position it as a critical community-based asset that can leverage local knowledge and promote a sustainable and more circular economy. However, such an agenda must acknowledge the challenges of adopting new innovative practices that can reduce strain on current material and social resources. This paper situates adaptive reuse as critical in strategies to reuse existing building stock and other broader sustainability movements, framing it from an economic angle. This research develops a shape grammar to generate solutions for the adaptive reuse of historic buildings. More precisely, it proposes a transformation grammar for sobrado buildings, a typology present in the historic center of São Luís, Brazil. The methodology defines a workflow for adapting sobrado buildings, once characterized for single-families, into multi-family apartments considering spatial and structural requirements. The grammar specifies a framework for repurposing historic buildings into social housing and considers the allocation of three types of apartments in the floor plan: studios, one-bedroom apartments, and two-bedroom apartments. The adopted strategy for spatial planning prioritizes access to natural daylight. The grammar supports different layout solutions for the same building and aims to accelerate the reuse of historic structures for contemporary housing needs. Nowadays, we are facing a huge number of old buildings which are abandoned or become demolished due to a change in their function or loss of resistance. Meanwhile, adaptive reuse offers sustainable strategies in which by spending less energy and money, not only is it possible to use the capacity of the building, but also, in heritage cases, it increases attention to the values of the building and has cultural and social effects. In addition, the participatory design approach can assist the designer in improving efficiency by engaging the user in different stages of the design process. In this paper, the specified process in adaptive reuse, and participatory design in the building environment are studied by referring to the library sources. This paper aims to investigate the existing design strategies of adaptive reuse and compare the strategies with the significant case, Tate Modern, which was converted from a power plant into a museum through competition. It analyses the winning architect’s strategies compared to other participating architects’ and how they made the conversion successful. This paper uses quantitative and qualitative research methods to analyze the strategies by comparing the competition brief, the minutes of the assessors, the drawings of design proposals, and interviews. The research reveals that the winning architect better understood the potential of the original building and employed a strategy of amplifying it by adding the least architectural components and giving overall uniformity to the old and new elements instead of contrasting them. They made the space integrating and multi-layered, not a dry background nor a distracting space but a challenging space for new art. This result indicates that adaptive reuse has to begin with an in-depth analysis of the existing building, its potential, and stakeholder needs, unlike constructing a new one. In addition, the participating architects’ strategies went beyond the scope of the existing theories’ classification, which shows that existing theories should be supplemented with future research and revised.

The paper deals with the issue of the regeneration of the existing building heritage by framing the problems that characterize the relationships between users-buildings-neighbourhoods in a circular vision. Circular Economy concepts are well suited to the building and construction sector in cities. For example, refurbishing and adaptively reusing underutilized or abandoned buildings can revitalize neighborhoods whilst achieving environmental benefits. A systematic review of the literature and case studies has led to the identification of three areas of action of the CE in the regeneration of the built environment: a Macrolevel (the public space), a Micro-level (the single component), a Meso-level (the building). However, the traditional approach of carrying out timely interventions aimed at responding to individual problems, be they of a structural, energetic, functional nature, relating to the building, the context or the single component is not entirely effective in terms of reformulation of the building characteristics. In this perspective, the paper suggests strategies of circular regeneration of residential buildings through adaptive solutions at room level, home level and urban in pursuit of human wellbeing. The economic capital and one of Pakistan's most important cities gain popularity due to the reputable Karachi port. Karachi was referred to as Korokala and Debal in ancient times; a city conquered by famous conquerors, including Alexander the Great and Muhammad bin Qasim due to its seaport importance. However, most of the port's tangible and material heritage were built by the British during the 19th-20th century. The Britishers conquered the city and started developing Karachi port because of the seaport. Due to the port, the area of Karachi grew from a small fishermen's village to a bustling metropolitan city. During the second industrial revolution in the late 19th century, the Britishers developed Indian industries so that they depended on British capital goods. To transport the goods, the British empire constructed railways and maritime routes in the mid and late nineteenth century, The port of Karachi was one of them. Karachi port remains the hub of Pakistan's main logistic transportation, but some of its heritage buildings have been neglected on this site. After the 9/11 tragedy in the US, due to security reasons, Karachi port trust restricted the port to the public. Now, the security situation is better, and the port can be reintegrated and made accessible to the public through sustainable adaptive reuse of abandoned or underused buildings. Karachi is a congested city with few places for recreation; reintegrating this site can open opportunities for tourism while showcasing the city's industrial heritage. This paper wants to articulate the potential of industrial heritage. But the latter in Pakistan is not yet recognized as part of a heritage discourse. The paper presents the outcomes of research activities focused on disused industrial heritage sites understood as a strategic resource for the energy and circular transition, through the adoption of regenerative actions capable of triggering new circular processes intrinsic to adaptive reuse interventions and/or activated by it and extended to the territory. The experimental approach aims to define conservation-compatible interventions within the broader framework of characterising current and potential resource flows, both material and immaterial, to achieve a circular ecosystem with zero-emission energy production, reuse and recycling of materials and water. In particular, the paper illustrates two ‘circular adaptive reuse’ scenarios on a pilot case, the most complex among the sites identified within the research activities, assessing the level of achieved circularity through specific indicators. Despite the significant growth of the literature on adaptive reuse, little is known about the specific criteria unfolding throughout the different phases of the adaptive reuse decision-making process. To address this gap this paper aims to provide a comprehensive, state-of-the-art overview of the decision criteria for adaptive reuse throughout the adaptive reuse process. Through an integrative literature review with a systematic search strategy, three phases are substantiated: pre-project phase, preparation phase, and post-completion phase. This paper finds that despite the similarities between the different phases, with a predominant repetition of economic and architectural categories, more specific environmental decision criteria are still overlooked. The findings underscore the necessity for additional research on circularity within the adaptive reuse process, emphasizing the significance of the often overlooked implementation phase, crucial for practices like disassembly. By offering a novel process perspective on AR decision-making, this study contributes to the growing discourse on adaptive reuse and provides a basis for further enhancement of AR decision-making frameworks.

When industrial relics, such as obsolete buildings, sites, and infrastructures, enter into a process of adaptive reuse, they become transformation engines capable of shaping the urban fabric. They provide tangible and intangible links to our past and have the potential to play a significant role in today's cities' futures. One unresolved issue is the quantification of the externalities of these transformation processes. If undertaken correctly, adaptive reuse can contribute to the development of social and cultural capital, environmental sustainability, urban regeneration, and, most importantly, economic benefits to the surrounding community. In this sense, understanding the value of heritage is particularly important in light of the new European urban environmental policy movement based on the circular economy, which aims to change the way Member States consume and produce materials and energy. After a review of the externalities generated by the adaptive reuse of disused industrial heritage, the paper will concentrate on the estimation of economic benefits given by a transformation process that affected Turin's Aurora district (Northern Italy) during the last years. The hedonic pricing method (HPM) was used to investigate the effects of the construction of new headquarters and the redevelopment of an old power plant converted into a museum and conference center. This study used econometric models to identify a significant increase in market prices within 800 m of the site and calculated a EUR 16,650,445 capitalized benefit from the transformation on the surrounding residential building stock. The study thus contributed to the awareness that reused heritage not only improves the lives of residents, but it also has a positive impact on the real estate market, in terms of transactions, as well as market values. The case-study analysed and discussed in this paper, IN LOCO - The Widespread Museum of Abandonment, offers an example of urban and cultural regeneration project as driver for economic, environmental and social development. The project has been designed as a process of permanent urban and cultural regeneration of abandoned places with the aim to raise an awareness and cultural knowledge on these forgotten places, and to connect them through a series of itineraries that testify the social, cultural and economic evolutions of a territory and a society in a permanent state of transition. Furthermore, the paper presents how, with the support of the EU research project gE.CO, the contents and tools of IN LOCO have the ambition to build a platform capable to trigger effective processes of place-making, participation and finally regeneration for citymakers, local communities and public administrations. Chinese city growth has transitioned recently. Urban regeneration that fits local conditions has replaced rapid urbanization. City modernization and historic preservation often clash. Qingdao's ancient blocks need preservation and utilization to develop responsibly. This article aims to investigate the design interventions of adaptive reuse using in practical preserved projects. Derelict, dilapidated buildings in various states of ruin have always been present in our built environment. Theoretical approaches to the issue of ruins within the field of architecture have been changing continuously in response to shifting social, political, economic, and cultural conditions. Although origins of the debates on ruins can be traced centuries back, the topic came into focus with renewed intensity following the mass destruction in the wake of World War II. This paper discusses relevant perspectives on the phenomenon of decay in architecture from the 1950s to the 2020s, and offers a critical synthesis of their diverse viewpoints, thus enabling further formulations of contemporary positions and design strategies concerning this increasingly significant subject matter. In the recent past, sustainable development has been considered a major issue for urban and regional studies. Adaptive reuse appears to be a practical solution for sustainable urban development. Beyond and in addition to a conceptual base consistent with circular economy and sustainability principles, how do we know if adaptive reuse is actually sustainable, provided that it constitutes a multidisciplinary and multilevel process? The present study aims at evaluating, in as much as feasible quantitative terms, adaptive reuse practices sustainability. This was attained using a set of indicators, developed combining PESTLE (the Political, Economic, Technical, Social, Legal, and Environmental aspects) and SWOT (the Strengths, Weaknesses, Opportunities, and Threats) approaches, of which the results were subjected to evaluation by experts (pairwise comparisons), following the Analytic Hierarchy Process (AHP). The indicators representing strengths and opportunities of the process were calculated to be of higher value (overall level of final cumulative indicators values; 70.4%) compared with indicators representing weaknesses and threats. Enhancing strengths and opportunities and counteracting weaknesses and threats contribute making the potential of adaptive reuse practices in urban sustainability more evident. Among analysis dimensions, political and economic aspects rank first, followed by environmental, socio-cultural, technological-technical, and legal aspect. The empirical results of this paper serve as a useful reference point for decision-making and policy formulation addressing adaptive reuse practices in sustainable development strategies. Extending the life cycle of heritage buildings through their adaptive reuse can ensure their survival and is concordant with the policy of sustainable development. Selecting a new form of use for heritage building adaptive reuse projects is a multidimensional process that can be significantly aided by multi-criteria decision-making approaches. In this paper, the authors have proposed a hybrid form of structural analysis, which is a formulation of a multi-criteria approach to the analysis of complementary forms of use for a complex of historical buildings, to be used during the early planning stages of adaptive reuse projects for heritage building complexes. The approach has been demonstrated on the example of the Boyen Fortress complex in Giżycko, Poland. The outcome of the analysis indicated that the highest share of floor space to be adapted should be dedicated to exhibition spaces, which is justified concerning cultural heritage benefits. In recent years, the significance of industrial heritage has seemed to become a growing trend in the international heritage studies. Concerning their attributed values, and the crucial needs for urban development, this branch of cultural heritage has been considered the important grid of cities. This has caused a great acceptance of adaptive reuse practices especially among developing countries which is a smart response to an ongoing debate to reach sustainable development. The flexibility of these buildings and sites seems an important criterion, which can be improved through adaptive reuse practice. Therefore, this research aims to introduce the concept of flexibility in industrial heritage sites, evaluate its criteria among adaptive reuse practice, and make a comprehensive flexibility model for it. Indeed, the final goal is to determine the condition that based on the flexibility model, the adaptive reuse practice would be a proper way of encountering these sites. A historical-interpretation research method, analytical-description techniques, and questionnaire-based interviews are applied in this research. Results indicate that flexibility has genuinely been considered in this practice. Climate change is a consequence of our difficulty to manage the currently conflicts and contradictions. It is configured as a process that makes human life on Earth increasingly uninhabitable, making the relationship between the Earth's ecosystem and humanity increasingly difficult. A fundamental cause of the climate change is the way in which economic wealth is produced and distributed. The current economy produces also ecological and social poverty. The adaptive reuse of cultural assets is proposed in the general framework of the Green New Deal of European Union, assuming the circular economy model for re-integrating economy into ecology. The aim of the paper is to identify how to transform a died heritage site into a living system, to be managed as a complex adaptive system, discussing the ways in which adaptive reuse can be implemented as the entry point for implementing the circular city. Often in the past, the great disasters (environmental calamities, earthquakes, epidemics) activated unexpressed energies, triggering transformations of the built environment, able to give rise to unexpected conditions of economic, cultural and social development. The fragility of settlement systems in the face of unexpected threats brings out the need for a new planning, changing our gaze on the city. The new framework of needs drawn by the pandemic and the renewed sensitivity towards the combination of health - sustainability rekindle the spotlight on inner areas. These emerged as "reservoirs of resilience", areas to look at, in order to reach an eco-systemic balance. The aim of the paper is to return an experience of adaptive reuse of the Historical Urban Landscape in an inner area of Southern Italy, where the needs of health and safety of the community are integrated with the transmission of the built heritage to future generations. The goal is the promotion of inclusive prosperity scenarios, towards the so-called "new normality". Starting from an in-depth literature review on the cases of pandemics in history and the strategies implemented, the research identifies health security requirements at the scale of the Historic Urban Landscape and design solutions aimed at reactivating lost synergies between communities and places. At the end of the 20th century, most industrial cities faced a massive phase of de-industrialisation, resulting in abandoned areas. However, these areas, rich in history and heritage, can represent significant resources for the regeneration of entire territories. Adaptive Reuse (AR) is one of the most appropriate strategies for the sustainable regeneration of brownfield sites: it gives new life to a 'dead' land, extending its use value so that it can continue to be enjoyed both by present and future generations. Decision-making processes concerning Industrial Heritage Adaptive Reuse (IHAR) cannot ignore the role that 'intrinsic value' plays in orienting development choices in such areas. Adopting participatory decision-making processes enables the inclusion of different values and interests of the stakeholders and, at the same time, increasing their awareness about the decision-making problem, thus reducing conflicts. This contribution intends to propose an evaluation framework to assess the multidimensional impacts of IHAR, considering the different values characterising them, and to support decision-making processes for the identification of the 'preferable' transformation scenario. This evaluation framework is applied, through the use of the TOPSIS multi-criteria evaluation method, in the case study of the ex-Italsider area in Bagnoli district (Naples, Italy), an industrial steel plant decommissioned in the early 1990s. Since the mid-19th century, the migration of Hui Muslims to Shanghai has fostered the development of stable residential neighborhoods around the Small Peach Garden Mosque, turning the area into a hub for religious gatherings and a bustling economic center, especially for the beef, mutton, and catering sectors. However, the dawn of the 21st century brought with it swift economic expansion and urban redevelopment, gradually replacing the neighborhoods surrounding the mosque with high-end residential zones. Soaring land prices slashed the profits of Muslim food businesses in the area to the point of unsustainability, disrupting the traditional pattern of life around the mosque. This study offers insights from interviews with older Muslim women who stayed at the Small Peach Garden Women's Mosque after its demolition, slowly transforming it into a retirement home. Their stories underline that architectural conservation alone is not sufficient to preserve the character of historic and cultural sites.
