There has been an increasing level of recognition of the interaction between cultural mega-events and built heritage in recent years. While research has broadly identified the need to align strategies and visions, as well as involve heritage actors and local communities, there has not been a systematic investigation of the position of industrial heritage within this tableau. This paper examines in depth the European Capital of Culture (ECoC) programme, as it is one of the longest standing Capital of Culture programmes in the world and has a significant record of investment and urban transformation. In this paper, we survey and categorise the inclusion of industrial heritage within the ECoC programme in 36 host cities and regions spread across Europe. This research provides the most comprehensive understanding to date of the specific forms of interaction between industrial heritage and ECoCs to better understand the kinds of relationships that have taken place. We then explore in detail the projects and decisions made in the cases of the 2023 Elefsina, 2017 Pafos and 2008 Liverpool ECoCs. [ABSTRACT FROM AUTHOR]

The last decades have brought a growing interest in fortified heritage research, protection and reuse in Europe as a result of the demilitarisation of numerous historic defence structures occupied by armies in many countries and used as service facilities during the Cold War. There are various approaches to the conservation of fortified heritage and adaptive reuse is one of them. The values associated with a site should constitute the departure and arrival point for any type of intervention. An essential part of the process therefore should be the appropriate identification of these values to base on them contemporary actions. Fortified heritage has values similar to other forms of urban heritage but it also possesses values that are unique to this form of architecture and landscape. This paper sets out the values that should be taken into consideration when carrying out an adaptive reuse project on fortified heritage. Based on research and on international charters, as well as the writers' own experience, the paper identifies seven values and makes a distinction between two groups of values, namely: intrinsic (history, memory and identity; scientific and technical; territorial and architectural) and extrinsic (landscape and aesthetic; environmental sustainability; social and cultural; economic). While intrinsic values of fortified heritage are usually well described, less explored are the issues of extrinsic values. The abandonment and deterioration of historic rural buildings in Europe raise significant issues, including hydrogeological risks, the loss of productive land, and cultural heritage decline. Despite being underestimated, these structures hold significant potential for cultural and productive activities. Renovating these structures is crucial for local communities committed to preserving their heritage, and it is a more sustainable approach than constructing new buildings. This study explores activities undertaken in the Interreg IT/AT project "SHELTER" in Valbrenta (IT): through a participatory approach involving communities, stakeholders, designers, and researchers, an energy concept is developed for refurbishing an abandoned tobacco farm, chosen by the community, to be an alpine hut. Due to the inability to connect to the city electricity grid, the new energy concept focuses on minimizing consumption through envelope refurbishment, efficient heating, and domestic hot water systems. Additionally, the integration of renewable energy sources, particularly Building Integrated Photovoltaics (BIPV), is emphasized to preserve the building's original appearance. This study demonstrates the feasibility of meeting seasonal energy needs entirely through renewables and explores the potential integration of biomass for meeting annual energy requirements.
