1. The Impact of EU Directives on the labour migration framework in EU countries.

Abstract

This paper is part of the joint project between the Directorate General for Migration and Home Affairs of the European Commission and the OECD’s Directorate for Employment, Labour and Social Affairs on “Review of Labour Migration Policy in Europe”. This paper is a revised version of an earlier paper (DELSA/ELSA/MI(2015)3) presented and discussed at the OECD Working Party on Migration in June 2015. The paper examines the mechanisms for labour migration management across individual European countries. Distinguishing between high- and low-skilled workers, it investigates the policies aiming at attracting and retaining qualified migrants. It finds that in EU countries there are several different forms of barriers to labour migration, each of which is affected differently by EU legislation. It then specifically focuses on the Student, Researchers and EU Blue Card Directives, studying their effects on the real policy framework in the EU countries affected, in terms of approach. It finds that the first two directives have had a modest impact on the legislative framework, which was largely aligned with the Directive prior to transposition in many cases. The Blue Card scheme is compared in detail with national schemes, in terms of the key parameters of the Directive (criteria, processing standards, benefits, etc.). The paper examines the use of a salary threshold and its different effect according to the country in which it is applied. The paper concludes by examining the impact of these directives on recruitment opportunities, attractiveness and levelling the playing field among EU countries. Abstract

This paper analyzes the emigration flows from Croatia and other new EU member states to the core EU countries after their EU accession. In order to assess the magnitude and dynamics of the recent emigration wave properly, we construct the series of indirect emigration flows, resorting to the national statistical offices of the selected core EU destination countries. We compare the Croatian experience with that of other NMS and show that the intensity of Croatia's emigration flows after EU accession is proportional to that of the Romanian and Bulgarian cases. Finally, we empirically analyze the economic and non-economic drivers of emigration from NMS to the core EU in the 2000-2016 period. Results show that both economic (measured by different GDP and labour market indicators) and noneconomic factors (capturing the EU accession, the level of corruption in the economy and demographic characteristics of the origin country population) are relevant for emigration decisions. Abstract

Migrant’s crisis of 2015 affected the credibility of the social security system built and strengthened over the past three decades by the European Union. Adoption of the refugee quotas in order to be relocated by the Member States of the European Union is a current issue that requires at least two directions of analysis: increasing the efficiency of the European Union humanitarian aid addressed to destination countries and deepening the dimensions of the integrative process of social inclusion of migrants. This article proposes to review the state of implementation mechanisms for supporting measures addressed to migration flows developed by the European Union together with candidate states and the mechanisms developed by international institutions and organization in order to provide specific measures of humanitarian assistance to populations in affected areas war. 4. Labor Markets and Economic Incorporation among Recent Immigrants in Europe.

Abstract

The questions asked in the paper are whether and to what extent the employment situation among recent third-country immigrants differs across European Union countries and how it is related to these countries' labor market characteristics. The European Labor Force Survey data for the 1990s are used to disentangle the roles that the individual characteristics of immigrants, on the one hand, and the structural features of the receiving societies, on the other, play in the process of immigrants' labor market integration. The results of multilevel regression analyses confirm that in receiving countries with stronger demand for low-skilled labor, unprivileged immigrants are less disadvantaged at employment entry. Among men immigrants' employment disadvantages are found to be lower in liberal welfare states marked by their flexible labor markets. [ABSTRACT FROM AUTHOR]
