This study examines the emerging relationship between microcredentials and qualification systems. Information gathered through an online survey among European VET providers, national authorities, employee and employer organisations was complemented by in-depth country case studies and interviews with Cedefop's ReferNet network. Questions of whether and how microcredentials should be related to established qualification systems are at an early stage of consideration in most countries; the focus is on better defining and standardising their role within national qualifications systems. Existing trends towards modularisation and the recognition of prior learning provide potential avenues for realising the benefits of microcredentials in terms of flexibility and responsiveness, while also ensuring their quality for learners and employers. There is still significant debate over how to deal with microcredentials, and how to avoid potential negative effects, such as encouraging a shift away from holistic education towards short-duration learning based around reduced skill sets. Microcredentials are a complex phenomenon, particularly with regard to their relationship to qualifications. In recent years, there has been an acceleration in the availability and use of microcredentials in the labour market, raising questions about their relationship to VET and to qualification systems. The proliferation of microcredentials of different types across various sectors, occupations, education sectors and levels and countries, along with variations between countries in the nature of qualification systems -- which are undergoing change -- make this a complex landscape to research and analyse. To date there has been a lack of data at EU level informing decision-making in this area. This report aims to be a first step towards filling some key gaps in the knowledge around these topics, addressing three main research questions.

This paper discusses the purpose and content of the WIDA Framework for Equitable Instruction (FEI). The FEI is an instruction-focused resource designed to promote the equitable engagement in disciplinary learning and language development of multilingual learners. It complements the WIDA English Language Development Standards Framework in that it offers guidance on how educators can design learning environments that promote language growth in the context of disciplinary learning. The paper details the approach to language instruction reflected in the FEI and describes its four key principles. The paper also discusses the different components of the FEI: cross-disciplinary teacher actions that promote equitable learning and language practices, as well as discipline-specific teacher actions, student actions, language functions, and language trajectories. The paper concludes with guidance on how educators can use the FEI to strengthen their instructional practices for multilingual learners. The appendices offer discipline-specific illustrations of the framework's components and a glossary.

In assessing the current and future role of universities in the nation-states in which they are chartered and funded, it is useful to ask, When are universities societal leaders as societal and constructive change agents, and when are they followers, reinforcing the existing political order? As discussed in the book, "Neo-Nationalism and Universities: Populists, Autocrats and the Future of Higher Education," the national political history and contemporary context is the dominant factor for shaping the leadership or follower role of universities -- what I call a political determinist interpretation. We often think of contemporary universities, and their students and faculty, as catalysts for societal progress -- the Free Speech and Civil Rights movements, Vietnam War protests, the anti-Apartheid movement, Tiananmen Square, and more recently the pro-democracy demonstrations in Hong Kong. Universities can be, and have been, the locus for not only educating enlightened future leaders, but also for opposing oppression and dictatorships. But universities have also proved over their history to be tools for serving the privileged, and reinforcing the social class divisions of a society; they also have been factories for errant theories that reinforce the worst of nationalist tendencies. Universities are both unique environments for educating and mentoring free thinkers, entrepreneurs, and citizens with, for example, a devotion to social change, or for creating conformists -- or all of the above. How might we assess whether universities are followers or leaders in their societies? This essay considers this question, offering a framework for evaluating the follower or leader role, and with particular attention to the emergence or, in some cases, re-emergence of neonationalist leaders and autocratic governments.

The National Quality Framework (NQF) was established in 2012 to create a more efficient and cohesive approach to regulating early childhood education and care, and outside school hours care in Australia. The NQF provides a shared vision for governments and the children's education and care sector, and an agreed tool for measuring and monitoring service quality. It sets standards for safety and quality so that all children who attend services regulated under the NQF are supported to have the best start in life. This occasional paper discusses how and why the NQF came about, what has changed in the last 10 years, and future directions.

Science, technology, engineering, and mathematics (STEM) professional societies (ProS) are uniquely positioned to foster national-level diversity, equity, and inclusion (DEI) reform. ProS serve broad memberships, define disciplinary norms and culture, and inform accrediting bodies, thus providing "excellent leverage with which to design and promote change" (National Academy of Sciences et al., 2005). ProS could be instrumental in achieving the DEI culture reform necessary to optimize engagement of all STEM talent by leveraging disciplinary excellence resulting from diverse teams. Inclusive STEM culture reform requires that underlying "mental models'' be examined (Kania et al., 2018). The "Inclusive Professional Framework for Societies (IPF:Societies)" can help ProS change leaders (i.e., "boundary spanners'") and organizations identify and address mental models hindering DEI reform. "IPF:Societies" uses four "I's"--Identity awareness and Intercultural mindfulness (i.e., equity mindset) on which Inclusive relationships and Influential DEI actions are scaffolded. We discuss how "IPF:Societies" complements existing DEI tools. We explain how "IPF:Societies" can be applied to existing ProS policy and practice associated with common ProS functions (e.g., leadership, membership, conferences, awards, and professional development). Next steps are to pilot "IPF:Societies" with a cohort of STEM ProS. Ultimately, "IPF:Societies" has potential to promote more efficient, effective, and lasting DEI organizational transformation, and contribute to inclusive STEM disciplinary excellence.

As part of its regulatory roles, the Australian Government Tertiary Education Quality and Standards Agency (TEQSA) is required to assess evidence of 'scholarship' that is put forward by providers, whether evidence of scholarship by individuals, such as teaching staff within the provider, or for the provider as a whole. TEQSA is seeking to review whether its current approach to assessing claims of scholarship and scholarly activity (as described in the Guidance Note on Scholarship) is adequate, or if the approach needs to be reconceptualised. The purpose of this discussion paper is to set out, for consideration by the sector and other stakeholders, draft principles that are proposed to guide providers in making claims related to scholarship, and to inform TEQSA's assessments of such claims. TEQSA's Guidance Note describes 'scholarship' as 'activities concerned with gaining new or improved understanding, appreciation and insights into a field of knowledge, and engaging with and keeping up to date with advances in the field.' This includes advances in ways of teaching and learning in the field and advances in professional practice, as well as advances in disciplinary knowledge through original research.' This discussion paper proposes a set of principles that would guide providers when offering evidence of their capacity to meet the requirements of the Higher Education Standards (HES) Framework in relation to scholarship. Individual teachers, administrators, and parents made tremendous efforts to continue educating the Commonwealth's children between March and June of this year. But no amount of dedicated individual effort could have overcome fundamental challenges: weak guidance to districts from the Department of Elementary and Secondary Education (DESE) against a backdrop of deficient knowledge and sophistication statewide with regard to virtual learning. Digital education has been empirically proven to be most successful when schools prepare and follow best distance learning practices. However, the Commonwealth lacks even the minimum technological infrastructure for virtual learning, as exemplified by districts scrambling to obtain electronic devices and internet connections during the school closure. It is encouraging that Governor Baker and the DESE have described a fall 2020 return to brick-and-mortar schooling--with appropriate health measures to maximize safety--as a significant priority. The present challenge is how to implement this much-needed return to school, optimally balancing the importance of in-person schooling with the countervailing importance of protecting against the virus. The following paper contributes important insights, based upon careful review of other countries that have already successfully reopened their schools. [Foreword written by David S. The authors illustrate models and procedures that can be applied to calculate overall composite scores in order to identify an indicator of English language proficiency, based on composite scores for English learners with 504 or individualized education plans who are missing one or more domain scores on the Assessing Comprehension and Communication in English State-to-State for English Language Learners assessment for state monitoring, achievement, and accountability determinations. As a technical reference, the appendix includes tables and statistical programming code used to compute the different methods. The analyses and results provide clear and concise frameworks for approaching accountability criteria and decisions.

This occasional paper is the fourth in a series on the National Quality Framework (NQF). This paper offers detailed insights into education and care service quality ratings for Quality Area 3 (physical environment) of the National Quality Standard (NQS). The focus is on ensuring the physical environment of a service is safe, suitable and provides a rich and diverse range of experiences that promote children's learning and development. This paper begins with an overview of the physical environment standards and what these aim to achieve, highlighting contemporary research and theory behind sustainable environments promoting children's learning. It then outlines the operational requirements of the National Law and National Regulations for the physical environment, with a particular focus on the requirements specific to different service types. The paper also describes how service approval requirements in the National Law apply to the physical environment, and how providers may seek waivers for certain legislated requirements. The paper is intended to be of interest to people who deliver education and care services, families, people who provide training and professional development services to the sector, and to officers in the state and territory regulatory authorities that regulate education and care services.

These policies apply to the approved assessments that programs may use to report educational gains in compliance with the National Reporting System (NRS) requirements. The NRS is the accountability system for the federally funded adult education program, mandated by the Workforce Innovation and Opportunity Act (WIOA). NRS identifies twelve Educational Functioning Levels (EFLs) in its accountability measures. Four EFLs are in Adult Basic Education (ABE), two in Adult Secondary Education (ASE), and six in English for Speakers of Other Languages (ESOL). The descriptors of each EFL are entry-level descriptors and illustrate student performance expectations at the particular level. The Florida assessment policy guidelines include the selection and use of appropriate student assessment and procedures for the following: (1) accurate student placement into appropriate program and instructional level; (2) diagnostic information to guide instruction; (3) pre- and post-testing to monitor progress toward goals; and (4) verification of level and program completion. These policy guidelines also include staff training and test security requirements for all staff who administer the standardized assessments and use the results from these assessments. The third ACECQA Occasional Paper examines activities to promote consistency and efficiency in the implementation and administration of the National Quality Framework (NQF). Striving for consistency and efficiency is a collaborative effort between the eight state and territory regulatory authorities, the Australian Government and ACECQA. This paper highlights the breadth and depth of collaboration to identify, implement and review approaches to promote consistency and efficiency under the NQF. The past several years have seen a growing interest in, and adoption of, Teacher Leader (TL) programs throughout the country and among TIF 4 grantees. Often, these programs have been embedded within large- scale career ladder compensation systems. Several recent writings describe this recent growth surge, design issues in the creation of a total TL program, and examples of TL programs. In this Guide, we focus on creating individual TL positions, not on creating a TL program as a whole. We assume that a decision has already been made to create TLs and that the task is to determine the specifics of the TL roles. The individual TL position is the foundation and building block of a TL program. Without effective creation of TL positions, there cannot be effective TL programs. So this guide could also be used as part of a larger evaluation of a TL program and its positions. Creation of a TL position revolves around several decisions, starting with making choices about the district's instructional improvement strategies. From this flow decisions about major instructional tasks and subtasks to support the strategy, assignment of the tasks and subtasks to the TL position and other positions, description of the new TL position, allocation of hours to the position, staffing and training for the TL position, and elements of the TL appointment.

Multiple traits compose a broad definition of what it means to be an educated person. Indisputably, being an educated person is associated with having a certain command of a curriculum, and knowledge of theories and facts from various disciplines. This paper contends that noncognitive skills should be an explicit pillar of education policy. It contributes to the growing interest in these skills by reviewing what is known about noncognitive skills, including what they are, why they matter, and how they enter into the education process. The author then extends the discussion by providing a tentative list of skills that are both important for and can be nurtured by schools. Contrasting what is known about noncognitive skills with how policy currently treats them, the author contends that noncognitive skills deserve more attention in the education policy arena. Toward this end, she proposes some guidelines for how to design education policies that better nurture them, and describe the kinds of research needed to inform policy and practice. This paper is composed of two main sections. The first defines noncognitive skills and explores the evidence-based findings on their role in education and adulthood outcomes, and on how they are nurtured. The second section examines how education policy could help schools better nurture noncognitive skills. It includes some suggestions for researchers on how their work can provide new evidence geared toward policymakers, and a discussion of the goals of public education, education reform, and accountability.

This paper summarizes several policy issues that were discussed during the years 2003-2005 periods while Dr. Upali Sedere was serving as Senior Policy Adviser and COP of USAID financed Equip-2 program with Education Development Center, Newton, Massachusetts. All data were from the Malawi School Census carried out by the Ministry of Education with Equip-2 support. (Contains 1 table.)

This essay provides language-centered principles, guidelines and tools for writing student learning outcome statements. It is focused on syntax and semantics, and takes considerable issue with both the lack of such guidance in earlier literature and specific words, phrases, tenses, voices, and abstraction in diction levels, along with ellipses and tautologies, that one reads in extant attempts to set forth such learning outcomes. While placing the verb at the center of all student learning outcomes, it distinguishes between active and operational verbs, voting for the latter on the grounds that they are more likely to lead, naturally and logically, to assignments that allow genuine judgment of student performance, and offers, as more constructive cores of student learning outcomes, 20 sets of operational verbs corresponding to cognitive activities in which students engage and faculty seek to elicit. Lastly, it advocates strategies for involving umbrella national academic organizations and accrediting organizations in realizing its vision.

In Canada and elsewhere, the shift from more horizontal models of governance and toward a more organized, diverse, and empowered civil society has sparked renewed interest in citizen involvement. The various dimensions of citizen involvement in policy processes are as follows: (1) mobilizing interest; (2) claims making; (3) knowledge acquisition; (4) spanning and bridging; (5) convening and deliberating; (6) community capacity building; (7) analysis and synthesis; and (8) transparency and feedback. These dimensions play various roles in the following stages of the policy process: (1) problem identification; (1) priority setting; (3) policy formation and design; (4) passage of policy instruments; (5) implementation; and (6) evaluation. An analysis of the adequacy of Canada's existing political institutions in providing for the dimensions of citizen involvement in each of these stages reveals that those institutions are not assuming as effective a part in citizen involvement as they might. Possible types of reforms to address this problem are as follows: (1) improving existing institutions and processes and developing institutionalized mechanisms for funding citizen involvement; (2) creating a new institution for citizen engagement, such as a civic forum; (3) changing culture within government; and (4) investing in civil society, including by promoting strong associational networks and supporting capacity building in voluntary organizations. As policymakers have begun reorienting the U.S. work force development system's priorities, a common theme has been the importance of work and training tied to real employment prospects. Workforce Innovation Networks (WINs) was created to test and advance the idea that local employer organizations can play important, productive roles in helping low-wage and less-skilled workers advance in the labor market. Competition and changes in work organization have reduced the on-the-job training that traditionally enabled low-skill workers to advance in larger companies. To better respond to labor market pressures, employers have begun turning to their industry-based and broad-based local employer organizations for support and assistance. The WINs initiative's experience with employer organizations has identified the following basic types of work force development activity that can serve member needs and help advance low-income workers in the labor market: convening and supporting employers; brokering and providing services to employers and workers; improving the delivery of education, training, and support services; conducting research and development of work force development strategies and products; and helping govern and improve the work force development system. Four key challenges facing employer organizations were identified along with policy approaches that can stimulate greater business/employer engagement in work force development. (MN)

This study addresses qualifications at level 5 of the European qualifications framework (EQF) in 15 countries (Belgium (Flanders), the Czech Republic, Denmark, Estonia, Ireland, France, Croatia, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, the United Kingdom (EWNI and Scotland) that had linked their national qualification levels to the EQF by June 2012. EQF level 5 qualifications play an important role in providing access to employment and career advancement as well as enabling further learning and progression to higher education. This double function makes them attractive to learners and employers. Although the extent to which countries use qualifications at EQF level 5 differs, their importance is growing in all countries investigated for several reasons. First, they are developed as response to increased needs for advanced technical and/or management skills. Second, they seem to be especially attractive to students with VET background and those already in employment. They also contribute to lifelong learning by being accessible and attractive for adults and non-traditional learners. This chapter investigates digital methods of signification in order to examine the impact of the digital medium on poetic expression. Traditional poetry criticism is problematised with reference to its suitability for application to online works in order to develop a comprehensive ePoetry rhetoric that explores not only what is being said, but also crucially how it is being said. Theories of translation are also used as a context in which to analyse the transposition of poetry from analogue to digital. This framework then forms the basis for a study that explores the move from print to pixel by analysing qualitative ePoet interviews as well as their corresponding ePoems. This is done through an examination of the translation process from analogue to digital within the context of Holmes (1994) translation theories. In particular this chapter also looks at the impact that interactivity and the digital environment have on the traditional characteristics of poetry as proposed by Orr (1996), such as story, structure, music, and imagination and how this impacts on poetic expression. This chapter then concludes that as the movement from paper to pixel has expanded the possibility for poetic expression, so too has it expanded the scope for undermining such expression. Online learning and our current system of local education governance are at odds with one another, to say the least. In this paper, John Chubb examines how local school district control retards the widespread use of instructional technologies. He argues that the surest way to break down the system's inherent resistance to technology is to shift control from the local district--and thus the school board--and put it in the hands of states. Social capital refers to the attributes and qualities of family, social and community networks that facilitate cooperation between individuals and communities. The quality of these networks and the extent to which individuals are engaged with them are believed to have an impact on the educational and social development of children and young people. Some evidence suggests that the influence of community networks can even help to offset some of the effects of socioeconomic disadvantage. Its intangible nature makes measuring social capital difficult. Measuring the social capital of young people is even more difficult because people tend to focus on the social capital of their parents and pay less attention to that of young people. This briefing paper discusses how young people's social capital can be examined using the Longitudinal Surveys of Australian Youth (LSAY). The paper is divided into four sections. In the first, the author looks at two social capital frameworks to clarify the various themes and complexities associated with social capital. In the second section he draws on these frameworks to assess the suitability of using data from LSAY to investigate social capital and its relationship to youth transitions. The next section summarises other social capital-related research that has used LSAY data. Finally, he draws some conclusions and makes some recommendations for future directions for LSAY in this area. The purpose of this Issue Paper is to provide a framework and justification for effective ways that teachers can collect and use assessment data to make instructional decisions. This framework is provided as an indication of what effective linking of assessment data to instructional decisions "ought" to look like--rather than a summary or survey of current practices. The framework and respective Innovation Configuration for Linking Assessment and Instruction in Teacher Preparation and Professional Development (provided in the Appendix, pages 31-34) are primarily designed to provide a blueprint for preservice teacher preparation; however, they also may be used as an evaluation rubric or development guide for inservice professional development. Although many schools and districts may not currently have in place the practices discussed in this Issue Paper, these practices are strongly endorsed by the requirements of the 2002 reauthorization of the Elementary and Secondary Education Act (ESEA)--also known as the No Child Left Behind Act--and the competitive grants to states that were made available through the Race to the Top Fund. This paper begins with a discussion of why assessment and instruction should be linked. It continues with an overview of the innovation configuration, describing essential components in preservice and inservice teacher training to identify the skills and competencies that teachers need to make sound decisions about using assessment information to improve instruction. Next, the major points within the innovation configuration are provided, with a rationale for their importance and elaboration of some of their core characteristics. Last, recommendations are provided regarding how the components of the innovation configuration might be included in teacher preparation and professional development practices. (Contains 2 figures.)

The top priority for the U.S. Department of Education's new Race to the Top-District (RTT-D) competition is to create personalized-learning environments to bolster student achievement: "Absolute Priority 1: Personalized Learning Environments. To meet this priority, an applicant must coherently and comprehensively address how it will build on the core educational assurance areas (as defined in the notice) to create learning environments that are designed to significantly improve learning and teaching through the personalization of strategies, tools, and supports for students and educators that are aligned with college- and career-ready standards (as defined in the notice) or college- and career-ready graduation requirements (as defined in the notice); accelerate student achievement and deepen student learning by meeting the academic needs of each student; increase the effectiveness of educators; expand student access to the most effective educators; decrease achievement gaps across student groups; and increase the rates at which students graduate from high school prepared for college and careers." Using online learning in blended-learning environments will be critical for most Local Education Agencies (LEAs) to realize this priority. As Innosight Institute has written in several reports, there are a growing number of schools and districts across the country that are implementing blended-learning models. Innosight Institute has collected dozens of case studies of blended-learning programs on its website. These profiles may be an important resource for those LEAs seeking to apply to the competition, as the profiles chronicle the history of how schools and districts started their blended-learning programs, the effect of these programs on student achievement, the blended-learning models they use, and the software or Internet tools that power these programs. In December 2011, the Sierra Health Foundation board of directors approved a framework for a new youth development initiative. The framework built upon the foundation's recently concluded REACH Youth Development Program and incorporated findings and recommendations from the highly regarded "Healthy Youth/Healthy Regions" and "Renewing Juvenile Justice" reports released by the foundation earlier in the year. The "Healthy Youth/Healthy Regions" and "Renewing Juvenile Justice" findings also supported an important lesson that emerged from the REACH Program: While inclusive youth development approaches are important, one of their shortcomings is the likelihood for young people most at risk for poor health, education and economic outcomes to be unengaged. In response to this information, the foundation pursued a course of inquiry that sought to combine on-the-ground experience and research to design a program for youth who have experienced documented neglect, abuse and/or trauma, have been formally involved in the child welfare system and who currently are engaged in the juvenile justice system. Often referred to as "crossover youth," the initiative seeks to affect developmental paths--repeat criminal behavior, education failure, lack of employment experience, untreated trauma, social and familial disconnection--that have been shown to have negative long-term effects for this extraordinarily vulnerable population. The initiative seeks to set a new path for juvenile justice in California by establishing a vanguard of select county systems and leaders to produce what noted researcher Jeffrey Butts and his colleagues describe as "Positive Youth Justice." In seeking to foster this major shift in juvenile justice practice and policy, the risk of falling short of expectations is balanced with the fortuitous opportunity to improve the health and life chances of one of California's most vulnerable youth populations--youth with child welfare histories who are currently engaged in the juvenile justice system. Accordingly, this briefing paper describes the policy context in which the Positive Youth Justice Initiative will operate and presents the rationale for the targeted population and selected design elements.

ICF International's white paper explores how implementation of social and emotional learning (SEL) has the potential to prepare students for workforce success and positively influence student engagement and academic performance while reducing dropout rates. Self-improvement and leadership development sections of bookstores are replete with texts advocating for the integral relationship that emotional intelligence plays in the development of an effective workforce. Is there an advantage to developing emotional intelligence prior to entering the workforce? (Contains 1 figure and 2 tables.)

As digital tools proliferate and improve, solid instruction in the basics will eventually become "flat"--available anywhere globally--and the elements of excellent teaching that are most difficult for technology to replace will increasingly differentiate student outcomes. As a result, teacher effectiveness may matter even more than it does today, as the selectivity and prevalence of the teachers-in-charge who will leverage technology--and be leveraged by it--will be the distinguisher of learning outcomes among schools and nations. But in order to allow for such a drastic reshaping of the education system in the U.S., myriad policies affecting teachers--from professional development to compensation--will need to be revamped. The purpose of this exploratory study was to identify and describe some of the dimensions of scientific collaborations using high throughput computing (HTC) through the lens of a virtual team performance framework. A secondary purpose was to assess the viability of using a virtual team performance framework to study scientific collaborations using HTC. The authors chose to study two scientific collaborations, IceCube and the "Laboratory for Molecular and Computational Genomics" (LMCG), that differed across a number of characteristics such as membership size, research purpose, and range of scientific disciplines. The authors adapted an IPO ("input-process-output") framework developed from a synthesis of virtual team performance studies (Powell et al., 2004), using it as the basis for their analysis of virtual teams using HTC. The IPO model offers unconstrained conceptual categories, facilitating an exploratory approach to specifying the dimensions of virtual team performance. The virtual team performance framework appears to be a viable tool for studying collaboration in distributed cyberinfrastructure teams. The responses of focus group participants fit within IPO framework categories, with the exception of "communication" and "cohesion". The group discussions related to communication and cohesion focused on communication technologies, coordination, and culture rather on the specifics of communication and cohesion in the team. It is possible that the retrospective character of focus group discussion is not conducive to capturing these elements; observation of group processes over time and in different settings might be more promising. Two new subcategories emerged within the design category: leadership and membership size. However, more research is needed to expand and eventually validate key performance dimensions across various types of teams. This work demonstrates some potential application to education reform. HTC is an extremely fault-tolerant system--that is, it performs well without significant human intervention or interaction--and school district systems such as data warehousing, accountability reporting, video encoding or re-encoding, and analytics (e.g., business intelligence in dashboards) need to be fault-tolerant and update regularly. One of the challenges facing districts is that their current infrastructure designs are outmoded, while at the same time they have a growing need to implement longitudinal data systems to collect, manage, and use student, school, and teacher data (Thorn, Meyer, & Gameron, 2007). HTC has the capacity to handle the demands for parallel processing and robust systems--core aspects of sound education infrastructure. Focus Group Protocol is appended.
