2. Over Three Decades of Data Envelopment Analysis Applied to the Measurement of Efficiency in Higher Education: A Bibliometric Analysis

- Abstract
The higher education efficiency evaluation model using the data envelopment analysis method has interested many researchers. This paper uses bibliometric analysis on publications extracted from the Scopus database to provide a comprehensive overview of research publications on the measurement of higher education efficiency based on data envelopment analysis: its growth rate, major collaboration networks, the most important and popular research topic. A total of 169 related publications were collected and analyzed from 1988 to 2021. The analysis results show that: Publications published every year have increased sharply in the last six years; The quality of publications is relatively high as publications tend to be published in journals with high-ranking indexes; Countries with the most influence in studies on this topic are: Italy, China, Spain, the USA, and the United Kingdom; Authors with the most influence in this research direction are Agasisti T., Abbott M., Doucouliagos C., Avkiran N.K., and Johnes J.; The research cooperation among countries and among affiliations is not strong. Finally, the paper has provided recommendations for future studies based on the findings.

This paper provides information workers with some practical approaches to the design, development, and use of local databases that form components of information storage and retrieval systems (ISR) and of automated library operations. Topics discussed include: (1) course objectives for the design and development of local databases for library and information science (LIS) personnel; (2) use of off-the-shelf software; (3) database design as an integrated process, based on knowledge gained in several modules of an information studies program; (4) library documentation techniques and their usefulness in information technology application; (5) integrated information systems (IIS); and (6) prototypes of information databases and information storage and retrieval systems including LIST; the Integrated Information System, a medical ISR made up of PREMA and SYNDRO; and university-designed prototypes. 4. Nature of the Information Seeking Behaviour of Teachers Engaged in General Degree Colleges and Teachers' Training Colleges: A Critical Analysis

- Abstract
The nature of the information seeking behaviour of the teachers engaged in General Degree Colleges and Teachers' Training Colleges affiliated to West Bengal State University, India, is critically analysed in the present study. The descriptive analysis is based on well structured, close-ended questionnaires which were distributed among 450 teachers. 408 of them responded from whom 376 work in General Degree Colleges and 32 in Teachers' Training Colleges. The analysis of the data shows that teachers still depend mainly on printed documents, but a changing attitude is taking place in the current ICT environment as they also start to depend on electronic documents for meeting their information needs. This paper also explores the sources used by the teachers of both groups for research activities, focusing on the variability in the use of such sources of information. Additionally, this study reveals the attitudes of the teachers towards the services provided by the libraries. It is recommended that the college libraries are restructured with internet facilities and sufficient resources, in order to meet the information needs of the college teachers. In this context, the college librarians should provide basic software training to the users, to help them access the electronic sources.

5. Using Wmatrix to Explore Discourse of Economic Growth

- Abstract
Growth is a concept of particular interest for economic discourse. This paper sets out to explore a small corpus of economic growth, which consists of articles from "The Economist". The corpus software used in this study is a web-based tool Wmatrix, an automatic tagging software able to assign semantic field (domain) tags, and to permit the extraction of key words and key semantic domains by applying the keyness calculation to tag frequency lists. The results show that at 99% confidence (or p < 0.01), the cut-off of 6.63 (log likelihood value) indicates that there are 1051 positive keywords (including multiword expressions) and 80 key semantic domains generated from the corpus. It is evident that BRICs or the emerging economies/markets, in particular China and India, are a big concern regarding economic growth over the past years. A number of examples of possible ways forward in teaching methodology are presented.

In the world of technology, tools and gadgets, a huge amount of data is produced every second in applications ranging from medical science, education, business, agriculture, economics, retail and telecom. Higher education institutes play an important role in the overall development of any nation. For the successful operation of these institutions, continuous monitoring for improving the quality of education and students is required, which is the subject of this article. A huge amount of data that education systems produce increases every year and it is difficult by traditional techniques to manage, predict and analyze this data. This challenge can be addressed through mining large amount of data. It enables the institutions to use their present reporting trends to unmask hidden patterns and identify data relationships. Through this, institutions easily predict which students are likely to dropout, and their performance. Present paper conducts a detailed and exhaustive study on techniques and approaches implemented in education mining for predicting dropouts.

The process of data analytics on large-scale government administrative data — that belong to various domains like education, transport, energy, and health — can be enhanced by retrieving pertinent documents from diverse data sources. Without a supporting framework of metadata, big data analytics can be daunting. Even though statistical algorithms can perform extensive analyses on a variety of data with little help from metadata, applying these techniques to heterogeneous data may not always result in reliable findings. Recently, semantics-aware (or semantic search) search techniques received much attention as they utilize implicit knowledge to enhance the search. Similarly, traditional search engines rely on the inherent linkages within the underlying data model to improve their search quality. In the case of general-purpose information retrieval systems, to gather information from the internet (open access data) or to access open government administrative data, a domain agnostic ontology shall be employed to supply background knowledge. This paper draws on research undertaken by the authors at IIIT Bangalore Center for Open Data Research (CODR) in developing a semantics-aware data lake framework to host and analyze government administrative data. In this study, we present an ontology-based document retrieval solution where an ontology serves as an intermediary to close the gap between what the user seeks and what the search retrieves. Although our study settings are based on the Government of Karnataka (GoK, India), we believe the findings have wider resonance. The present study analyses the research output of the Indian Institute of Toxicology Research (IITR) for the period of 25 years (1993 to 2017). The study emphasizes on the various characteristics of the publications such as highly cited papers, national & international collaboration profile, Degree of Collaboration, most prolific authors, most preferred journals for communication, citation impact of the publications, most frequently used author keywords. The Web of Science, a multidisciplinary bibliographic database was used to retrieve the data for the study. The scientists of IITR preferred to publish in the foreign journals. No journal in which the research works of IITR scientists were published belonged to India. 5.73% of the total publications remained uncited. Only 0.86% of the total publications were contributed by the single authors and rest of the 99% publications were contributed by multiauthors in collaboration. The 13% of the total publications were internationally collaborated and 86% of them were domestically collaborated. The Oxidative Stress, Apoptosis, DNA Damage and Lipid Peroxidation were found to be the most active research areas as per the analysis of keywords of authors. [ABSTRACT FROM AUTHOR]

11. A study of 'calf-path' in file naming in institutional repositories in India.

This study examined the file naming practices in 39 institutional repositories. There is evidence that calf-path exists in file naming among the curators of institutional repositories in India. The study showed that no standard or logic seems to have been followed by repositories in the naming of the files, except by the National Digital Library of India (NDLI) and the CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR). The study also examined the composition of the filenames, which shows that the author names (11.2%), titles (11.9%), journal title with volume and issue numbers (21.1%) form the basis for the formation of filenames. It is suggested that digital repository managers have to give more attention to name files in the institutional repository in the interest of uniformity and consistency. [ABSTRACT FROM AUTHOR]

12. Retrieval of Legal Information Through Discovery Layers: A Case Study Related to Indian Law Libraries.

Purpose. The purpose of this paper is to analyze and evaluate discovery layer search tools for retrieval of legal information in Indian law libraries. This paper covers current practices in legal information retrieval with special reference to Indian academic law libraries, and analyses its importance in the domain of law. Design/Methodology/Approach. A web survey and observational study method are used to collect the data. Data related to the discovery tools were collected using email and further discussion held with the discovery layer/ tool /product developers and their representatives. Findings. Results show that most of the Indian law libraries are subscribing to bundles of legal information resources such as Hein Online, JSTOR, LexisNexis Academic, Manupatra, Westlaw India, SCC web, AIR Online (CDROM), and so on. International legal and academic resources are compatible with discovery tools because they support various standards related to online publishing and dissemination such as OAI/PMH, Open URL, MARC21, and Z39.50, but Indian legal resources such as Manupatra, Air, and SCC are not compatible with the discovery layers. The central index is one of the important components in a discovery search interface, and discovery layer services/tools could be useful for Indian law libraries also if they can include multiple legal and academic resources in their central index. But present practices and observations reveal that discovery layers are not providing facility to cover legal information resources. Therefore, in the present form, discovery tools are not very useful; they are an incomplete and half solution for Indian libraries because all available Indian legal resources available in the law libraries are not covered. The rapid growth in sensor observations results in copious satellite data, which makes information retrieval and decision making difficult tasks. Research addressing Decision Support Systems (DSS) for climatic change is needed. The traditional knowledge repositories work on static models but are challenged by dynamic fields. This paper presents a Sensor Observation Service (SOS) to analyze environmental conditions among south-eastern coastal areas of India. The challenges in an ocean observation system, like semantic heterogeneity and knowledge retrieval, are addressed using Semantic Web (SW) technology to present the data in a standard format. Similarly, the ocean knowledge base is provided by developing weather ontology for knowledge retrieval and DSS. This helps in analyzing the spatial data to provide data and knowledge to researchers, meteorologists and other users. The proposed approach has been experimentally tested on Indian Meteorological Satellite INSAT-3D's ocean data collected along the south-eastern coastal areas of India. [ABSTRACT FROM AUTHOR]

The current issues in MAPs research largely revolve around the production, post harvest management, value-chain alignments, profitability, efficiency and sustainability. To meet the challenges and requirements of globalization, intellectual property rights, agri-export, market intelligence and related issues adequately and successfully, developing countries like India must reorient their R&D priorities on a real time scale for which tools for fast retrieval of information must be developed for which refined on priority. An organized method for retrieval of nascent information is likely to play a very crucial role in this mission. But most of the information is highly scattered in various kind of information resources and their retrieval is so complex and cost intensive that it may not be affordable by every developing country. 17. Leaf Area Index Retrieval Using IRS LISS-III Sensor Data and Validation of the MODIS LAI Product Over Central India.

This paper reports results on the LAI Retrieval and Validation Experiment (LRVE) that was conducted for two agricultural areas in Central India during the winter season of 2001–2002. The study aimed at relating field measurements of leaf area index (LAI) to spaceborne Indian Remote Sensing Satellite (IRS) Linear Imaging Self Scanning Sensor-III (LISS-III) data, preparation of site-level LAI maps, and validation of Moderate Resolution Imaging Spectroradiometer (MODIS) 1-km LAI global fields. Measurements of field-level LAI, aerosol optical thickness and water vapor were carried out on the day of LISS-III overpasses. Empirical models based on the site-specific LAI-vegetation index relation were developed and used to generate 23-m resolution LAI maps for two sites (Indore and Bhopal) covering 30 km × 30 km. These LAI images were degraded to 1-km spatial resolution and used for validation of the version 3 and 4 MODIS LAI products (MOD15A2). The results indicate a positive correlation (r = 0.78) between LAI derived from LISS-III data and MODIS data. However an overestimate by a factor of 1.6 to 2.5 in the version 3 MODIS product is observed with root mean square error (RMSE) ranging from 0.20 to 1.26. The factor of overestimation reduces significantly by 50% and RMSE by 40% when version 4 MODIS LAI was analyzed. The improvement in accuracy was observed to be associated with the change in algorithm path adopted for retrieving version 3 and 4 MODIS LAI. Analysis of the MODIS land cover product that is an input in the MODIS LAI retrieval algorithm indicated errors in assigning land cover classes for the study sites, which could be one of the sources of error in MODIS LAI product. G2C (Government to Citizen) information services under the e-Governance initiatives have become a major area of research across the world as the initiative is meant for enhancing the participation of the general public in governance. Giving focus on North East India, the present study has been carried out to analyse the usability of the services by the citizens. A pilot survey of 54 stakeholders (citizens) who have different backgrounds in Manipur was carried out. The findings of the survey bring to light, facts on the awareness and usability of G2C information service under the e-Governance initiatives in the state. The paper also aims to assess the usability of the services under the initiatives. It was found that most of the citizens surveyed are not familiar with the services and their accessibility to the same is poor. [ABSTRACT FROM AUTHOR]

Background: The traditional teaching learning methods involve a one way process of transmission of knowledge leaving the students lacking behind in creative abilities. Medical schools need to change their teaching strategies to keep the interest of students and empower them for future self- learning and critical thinking. Objective: To assess the impact of mind mapping technique in information retrieval among medical college students in Puducherry. Methods: A pilot study was conducted using experimental study design among sixth semester MBBS students (n = 64) at a medical college in Puducherry, India. One group (n = 32) followed the text reading method and another group (n = 32) followed the mind mapping technique to learn the same passage given to them. The knowledge about the topic was assessed using a pre designed questionnaire at baseline, day 0 and day 7. The knowledge gain is the primary outcome variable and is compared between two groups. The feedback regarding the teaching methods was obtained from the participants. Results: Mean knowledge score in the text group was lesser than the mind map group at baseline (2.6 Vs 3.5; p = 0.08). On Day 0, the mean score in text group was slightly lesser than the mind map group (8.7 Vs 9.0; p = 0.26). On Day 7, the mean score in mind map group is significantly more than the text group (8.9 Vs 8.5; p = 0.03). Conclusion: The mind mapping technique is an innovative and effective method in remembering things better than the routine way of reading texts. [ABSTRACT FROM AUTHOR]
