Fifty-five information science educators, administrators, and specialists from 22 countries assembled to discuss and debate the following themes: identification of characteristics of work done in the information sector; analysis of the educational needs of the information professional; the role of information professionals in national development; standards and measurements of supply and demand; qualitative, quantitative, and a mixture of methods; research of the "ideal profile" of information, library, and archives professionals; planning for future demands in the information sector. The objectives of the seminar were: (1) to define a conceptual and historical framework; (2) to analyze the advantages and disadvantages of different methods; (3) to report on experiences using different methodologies; and (4) to define the background questions posed to elicit observations and suggestions to make the process work. The May 1985 program session of the Library of Congress Network Advisory Committee focused on the identification of key issues in the networking field. Presentations included discussions of major network developments in the last two decades, the changing network players, the impact of technology on networks, and library networks and the law. The introduction to this document includes a brief summary of major topics raised: network participants, the end user, legal issues, and the future of networking. The December 1985 program session of the Library of Congress Network Advisory Committee (NAC) focused on determining the effectiveness of networking, identifying a common vision or goal, and developing a strategy to accomplish that goal. The program session included remarks on the role of the regional networks in national networking by Louella V. Wetherbee; a consideration of RLG (Research Libraries Group) in a nationwide network by Richard F. McCoy; a discussion of state libraries in national networking by James A. Nelson; presentations by private sector representatives and local systems representatives; and an overview and comments by Ronald F. Miller. The following papers, included in their entirety, were also presented: (1) "A Common Vision--Networking for Networkers and Librarians" (JoAn S. Segal); (2) "The Nationwide Network and OCLC--A Vision and a Role" (Rowland C. W. Brown); (3) "National Libraries' Vision of the Nationwide Network and Their Role in That Network" (Henriette D. Avram, Lois Ann Colaianni, and Joseph H. Howard); and (4) "A User's View of Networking" (Barbara D. Cooper). Also included are a list of conference attendees and summaries of NAC questionnaire responses, working group discussions, and the business session. Although information technology (ICT) education is being strengthened based on the national context, there are reports suggesting a decline in young people's communication skills. This phenomenon can be attributed to the rapid development of informatisation, which includes the diversification and spread of information tools, as well as the prevalence of nonverbal communication, such as pictograms in social networking services. In addition, the COVID-19 pandemic has drastically reduced face-to-face communication opportunities, making interactive communication in on-demand classes challenging. Even in assignments and short tests completed during class, many instances of content being copied and pasted from the web or written in a disorganized manner have been observed. For instance, students entering ICT-related careers, particularly those graduating from the faculty of informatics, must possess the ability to communicate with engineers and clients while implementing ICT advancements. Alongside programming skills, strong communication abilities are essential. Moreover, the emergence of generative artificial intelligence (AI) tools, such as ChatGPT and Bing AI, has considerably diminished the opportunities for independent thinking. In the current era of enhanced ICT education, AI, and IoT, the Faculty of Informatics at the Kanagawa Institute of Technology has been engaged in discussions regarding learning materials that aim to strengthen students' ability to think and communicate in their own words, preventing the mechanisation of individuals. This paper presents the development and implementation of learning materials designed to enhance students' verbal communication skills through the description and re-production of mathematical graphs. Five articles on computer use in higher education and three final papers presented at the Association for Educational Data Systems (AEDS) 1976 convention are included in this document. Implementing and evaluating computer technology in higher education is the subject of two articles, and another article describes instructional and administrative computing at a minority community college in a bilingual-bicultural setting. Application of a time sharing computer system to undergraduate business education and to teacher education is assessed in two papers. Computer use in a college-level high school biology course is outlined. Minicomputers for conducting real-time computer controlled experiments are evaluated. The document concludes with a case study of the publication of a course in computer programing. (CH)

By the year 2000, European higher education institutions must achieve the following aims: resolve the conflict between the social demand for education and costs of higher education without lowering standards; provide continuing education to cope with rapid technological change and increased leisure and/or unemployment; build even closer links between industry, public services, and higher education in the field of informatics; and infuse new talent into static academic manpower. Informatics (varied new communications technologies that are based around microprocessing and optics) may enable the achievement of those aims. The move to distance education and independent learning will accelerate through computer conferencing, cable television and videocassettes, computer-based audiographic systems, and interactive videodiscs. New technologies offer an alternative model to the large, centralized specialist system, because they are both easy to access and easy for teachers to use. The technology needed to achieve these aims is here now, and will become increasingly easier to use. The main barrier is the inability of large institutions to carry through the fundamental changes in organization, financial arrangements, and teaching strategies that are essential if flexible, off-campus teaching is to be achieved. Due to the development of artificial intelligence and language-based software, automatic machines, which can generate news contents from data, are starting to be used in the editorial practice. Despite the fact that this field of editorial work is currently at its advent, it has been developing and improving relatively quickly. At present, robots for production of contents are implemented in editorial offices of large media, and are able to process huge amounts of data, while saving journalists' work. Robo-journalism, which is the result of an effective interconnection among informatics, statistics and reporting, is being vividly discussed not only in media practice, but also in professional circles. The study deals with robot journalism that uses intelligent software to produce news articles. Its application fundamentally redefines editorial routines, journalistic practices and existing models of editorial work. Media and journalism theorists are interested in the influence of robojournalism on the editing process, the journalistic profession, the journalist as a creative person and their competences. The intention of the present paper is to show that people have a series of educational needs in the era of information, so that they can become competent digital citizens. These educational needs are evident in the policies promoted by the United Nations Educational, Scientific and Cultural Organisation, which were well known to Latin American governments of the decades from the 1960s to the 1990s. Therefore, it is to be hoped that the educational reforms of 1990s have elements based on the principles of education that they advanced, which emphasises the preparation of subjects in the digital era, based on advances in information and communication technology, focusing on the teaching and learning of computer science.
