For the twenty-sixth year, the Research and Theory Division of the Association for Educational Communications and Technology (AECT) is sponsoring the publication of these Proceedings. This is Volume 2 of the 26th Annual Proceedings of Selected Papers On the Practice of Educational Communications and Technology presented at the National AECT Convention in Anaheim, CA. This volume contains papers dealing primarily with instruction and training issues. Papers dealing with research and development are contained in the companion volume (26th Annual, Volume 1) which also contains over 60 papers. The papers contained in this document represent some of the most current thinking in educational communications and technology. (Individual papers contain references, tables, and figures.) The International Conference on the Changing Academic Profession Project convened in Hiroshima City, Japan, January 24-25, 2014. It was jointly hosted by the Research Institutes of Higher Education at Hiroshima and Kurashiki Sakuyo Universities. The theme of the conference was "The Changing Academic Profession in Asia: The Formation, Work, Academic Productivity, and Internationalization of the Academy." Two keynote address and eight presentations were made by university professors from seven countries and regions. The present volume is a collection of the addresses and papers presented at the conference. Information on teaching and research in international law for countries of the Asia-Pacific region is presented in proceedings of a 1984 conference sponsored by the United Nations Educational, Scientific, and Cultural Organization. In addition to a regional overview, suggestions are offered for promoting regional cooperation in international law. Challenges in the teaching and study of international law, problems areas for students graduating in international law, and problems of the profession are considered. Status reports for nine countries on teaching and research in international law are provided by conference participants as follows: Australia (James Crawford), India (M. L. Upadhyaya), Indonesia (Komar Kantaatmadja), Japan (Onuma Yasuaki), Republic of Korea (Chi Young Pak), Pakistan (M. A. Mannan), The Philippines (Adolfo S. Azcuna), Sri Lanka (A. R. B. Twenty experts from eighteen countries attended the meeting, which was co-organized by the Intangible Heritage Section of UNESCO and the Asia/Pacific Cultural Centre for UNESCO (ACCU). They discussed in three successive sessions three subjects concerning community involvement in safeguarding intangible cultural heritage (ICH): (1) the definition and identification of communities and groups; (2) the involvement of communities in inventorying their ICH; and (3) the involvement of communities in preparing nominations to the Representative List. The need to involve communities, groups and, sometimes, individuals in safeguarding their intangible cultural heritage is based on several articles of the Convention. The fourth session was dedicated to international cooperation, in particular at the regional level. The debate of each of the sessions was briefly introduced by one or two experts. After each session, a small group of experts was asked to prepare recommendations to be discussed in the final debate. All the debates took into account that: (1) ICH safeguarding is to focus on practices and processes rather than on products; (2) the practitioners and custodians of ICH must play a central role in safeguarding measures; (3) the Convention allows for different manners of inventorying ICH; (4) active collaboration is needed between different stakeholders; and (5) top-down and bottom-up approaches are equally indispensable for designing and implementing measures at the national and the international level. This report contains the Contents of the CD-ROM and then divides into five sections: (1) Introduction; (2) Opening; (3) Definition of Communities and their Involvement in Safeguarding ICH; (4) International Cooperation: Cooperation in and Beyond the Asia-Pacific Region in the Field of the Safeguarding of ICH; and (5) Closure. East Asia is the region which has experienced unprecedented growth in the past few decades. This growth resulted in the increase in education opportunities and the empowerment of women. Modernization and globalization provided opportunities for many women in China, Hong Kong, Korea, Singapore, Taiwan, and Japan. Modern Asian women can obtain higher education and gain status in their careers; they are at the crossroads between tradition and modernity. This paper provides information about the women's movements in China, Hong Kong, Japan, Korea, Singapore, and Taiwan. Readers obtain an understanding of globalization and its impact on women's lives in these societies. It concludes that the status of women has improved dramatically over the last 30 years; but there are still obstacles that prevent women from achieving equity in political participation, equal pay, and equal share of household responsibilities. The purpose of this conference (organized by the Research Institute for Higher Education, Hiroshima University, and the Research Institute for Higher Education, Kurashiki Sakuyo University) was to share major findings from each national survey conducted on higher education in selected Asian countries. The following major issues were addressed: (1) What distinctive characteristics of academics' teaching and research or governance and management activities can be identified in each participating team? What similarities and differences could be found in the participating country teams in this regard? And from these results, does a "typical model" of the Asian academic profession emerge, in terms of teaching and research, or governance and management?; (2) What implications can our academic outcomes have on political and legal decisions which might lead to positive and healthy impacts on the academic profession in individual countries?: and (3) How can collaborative research be achieved among the Asian research teams? The IADIS CELDA 2012 Conference intention was to address the main issues concerned with evolving learning processes and supporting pedagogies and applications in the digital age. There had been advances in both cognitive psychology and computing that have affected the educational arena. The convergence of these two disciplines is increasing at a fast pace and affecting academia and professional practice in many ways. Paradigms such as just-in-time learning, constructivism, student-centered learning and collaborative approaches have emerged and are being supported by technological advancements such as simulations, virtual reality and multi-agents systems. These developments have created both opportunities and areas of serious concerns. This conference aimed to cover both technological as well as pedagogical issues related to these developments. The IADIS CELDA 2012 Conference received 98 submissions from more than 24 countries. Out of the papers submitted, 29 were accepted as full papers. In addition to the presentation of full papers, short papers and reflection papers, the conference also includes a keynote presentation from internationally distinguished researchers. The Research Institute for Higher Education (RIHE) at Hiroshima University established a program of research on the Changing Academic Profession (CAP) in 2005. The first conference of this new project was held in Hiroshima in February 2011. This conference was organized by the Research Institute for Higher Education, Hiroshima University, Japan in cooperation with Hijiyama University, Japan. Recent research focusing on Human Resource Development (HRD) in East Asia is attracting increasing attention. The purpose of the study is to explore the definition and practice of HRD, together with influencing cultural factors, in Mainland China, Taiwan, and Japan. The results indicate a difference in the definition and implementation of HRD among these three areas, and that the nature and role of HRD are influenced by cultural factors specific to each region examined. The Third International Mathematics and Science Study (TIMSS) is the largest, most comprehensive, and most rigorous international comparison of education ever undertaken. TIMSS findings show similarities and differences in the processes and outcomes of schooling between the United States and East Asian countries, particularly Japan. This report reviews the initial findings from the TIMSS eighth-grade report, with a special focus on the United States and Japan, and discusses missing or incomplete links in international education studies. The initial findings highlight similarities between students' learning experiences at home and critical differences between those at school. These patterns imply that Japanese and U.S. students do not differ in out-of-school learning experiences, but there are differences neglected in TIMSS highlights, such as private tutoring. On the other hand, TIMSS researchers found substantial differences in the content and process of instruction at school and differences in instructional organization. While initial TIMSS findings show that the United States is still far from achieving the national goal of being first in the world in mathematics and science, these aggregate national patterns ignore the enormous local variation in the U.S. It is not clear whether federated countries like the United States are really comparable to other countries. For a valid comparison of the United States with highly centralized East Asian countries, it is suggested that the American states be treated as comparable national units. For a reliable comparison of the countries over time, it is suggested that current practices and outcomes be compared to past counterparts. something that will take into account the possibility of educational convergence between the United States and East Asian countries. To make fair, valid, and reliable comparisons, future international education studies need to take into account the linkages between formal and informal learning, consider local variation within a country, and compare current and past practices and outcomes. Two models and techniques for teaching learning strategies to second language learners, particularly in the Asian cultural and educational context, are presented. The models are the Cognitive Academic Language Learning Approach (CALLA) and the Problem-Solving Process Model. An introductory section gives background information on learning strategies theory and describes each model. The second section provides both theoretical and practical information for implementing learning strategies instruction with the Problem-Solving Process Model. This includes a definition of metacognitive processes, introduction to the use of language learning strategies, instructional procedures, notes on scaffolding independent learning, and a sample think-aloud protocol demonstrating the model's use. The third section explores the utility and implementation of learning strategies instruction in Asian classrooms, and includes a description of learning strategies instruction in one university course in Japan, sample worksheets for a lesson, a brief discussion of the model's use to synthesize cooperation and autonomy in classroom learning, and notes on developing a learning strategies lesson. Reports and summaries of papers presented at the 1981 Regional Symposium on Distance Teaching in Asia are presented. The symposium, which was represented by 22 countries, was organized by the Universiti Sains (University of Science) Malaysia as part of the activities associated with the completion of 10 years of off-campus program facilities. The symposium was designed to promote information exchange among scholars involved in distance teaching, extension education, and external degree programs; to promote understanding of the problems involved in the teaching and learning process of self-learning programs; and to identify approaches to raise the effectiveness of distance teaching programs in the various countries. Reports on distance education in the following countries are presented: South Korea, Japan, the Philippines, Thailand, Bangladesh, India, Sri Lanka, Pakistan, and Malaysia. Selected papers on the following topics are summarized: philosophy, goals, and objectives of distance educational systems; infrastructure, staff training, and educational technology; problems in distance education; research on distance education; and attainment of regional cooperation in Asia. The homogeneity of the Japanese people is a major component in their educational achievements. The success of the educational system is linked to various factors, such as the state of the national health, the excellence of the transportation system, a common language, and other cultural attitudes and values. Parents are considered responsible for their children's school work, and children attend school for longer hours and spend more hours studying than do U.S. children. Group goals take precedence over individual goals. Entrance to preferred schools is heavily competitive, as is entrance to higher educational institutions. Topography is a factor, because the Japanese population is concentrated in the coastal areas and in large cities. There is a 98 percent literacy rate. Education has been the instrument of change in Japan, accomplishing national goals and attaining an effective world image. (NL)
