For the forty-fourth time, the Association for Educational Communications and Technology (AECT) is sponsoring the publication of these Proceedings. Papers published in this volume were presented online and onsite during the annual AECT Convention. Volume 1 contains papers dealing primarily with research and development topics. These proceedings contain the papers of the 14th International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2017), 18-20 October 2017, which has been organized by the International Association for Development of the Information Society (IADIS) and endorsed by the Japanese Society for Information and Systems in Education (JSISE). The CELDA 2017 Conference received 72 submissions from more than 25 countries. Out of the papers submitted, 27 were accepted as full papers for an acceptance rate of 38%; 23 were accepted as short papers and 2 were accepted as reflection papers. The International Conference on the Changing Academic Profession Project convened in Hiroshima City, Japan, January 24-25, 2014. It was jointly hosted by the Research Institutes of Higher Education at Hiroshima and Kurashiki Sakuyo Universities. The theme of the conference was "The Changing Academic Profession in Asia: The Formation, Work, Academic Productivity, and Internationalization of the Academy." In September 1984, the Chinese government asked the Economic Development Institute of the World Bank to assist the officials of the Chinese Ministry of Education in thinking through some policy options for examinations and standardized testing. Through special funding by the Ministry of Education and Science in 2008, the Research Institute for Higher Education (RIHE) at Hiroshima University has been able to implement a new research project on the reform of higher education in the knowledge-based society of the 21st century. RIHE hosted the third International Workshop on the Higher Education System under the theme of "Diversifying Higher Education Systems in the International and Comparative Perspectives," which was followed by the 38th Annual Study Meeting on the same topic. Online synchronous classes and seminars are increasing in universities along with the outbreak of COVID-19. Since the online classes are not in-person condition, it is difficult for a teacher to monitor the learners. In the field of distance education, the need to support learner's concentration has been identified. More effective methods adapted to online classes in universities should be discussed. In this paper, we focus on the teacher's and learners' attention to the material in online real-time classes. We then propose a system that provides feedback on the differences in learners' gaze in order to improve the followability of learners. The proposed system assumes an online environment using Microsoft Teams PowerPointLive and acquires the "gazing point" at every slide-material and "page change history" of the teacher and learners. The results of using the proposed system suggest that it can improve the learner's followability to the teacher.

Content and language integrated learning (CLIL) and English as a medium of instruction (EMI) are emerging as the preferred contexts of language learning. CLIL and EMI classes continue to proliferate in schools around the globe. The aim of this paper is to investigate the current research trends in studies of motivation to learn within EMI and CLIL settings. We sought to identify the current countries of research, educational levels, and themes that prevail in EMI and CLIL motivation research. We performed a topic search of the keywords "CLIL" or "EMI" and the keyword "motivation" in the "Web of Science" database for Social Sciences Citation Index (SSCI) articles published in 2020. We analyzed 17 articles related to motivation within EMI or CLIL contexts. The results showed that European countries produced the most research, with Spain being the most prolific. A majority of the studies took place at the secondary and tertiary levels of education. Comparative studies of CLIL or EMI contexts with that of traditional classrooms emerged as the prevailing theme. Future research could include more studies regarding the impact of CLIL on students at the primary level of education, in addition to studies of students from varied socio-economic backgrounds. This study investigates the use of Automatic Speech Recognition (ASR) systems to epitomize second language (L2) listeners' problems in perception of TED talks. ASR-generated transcripts of videos often involve recognition errors, which may indicate difficult segments for L2 listeners. This paper aims to discover the root-causes of the ASR errors and compare them with L2 listeners' transcription mistakes. Our analysis on the ASR errors revealed several categories, such as minimal pairs, homophones, negative cases, and boundary misrecognition, which are assumed to denote the challenging nature of the respective speech segments for L2 listeners. To confirm the usefulness of these categories, we asked L2 learners to watch and transcribe a short segment of TED videos, including the above-mentioned categories of errors. Results revealed that learners' transcription mistakes substantially increase when they transcribe segments of the audio in which ASR made errors. This finding confirmed the potential of using ASR errors as a predictor of L2 learners' difficulties in listening to a particular audio. Furthermore, this study provided us with valuable data to enrich the Partial and Synchronized Caption (PSC) system we proposed earlier to facilitate and promote L2 listening skills. A U.S. art educator, Arthur Wesley Dow, synthesized Japanese and U.S. culture in his philosophy of art education. This paper portrays the process of cross-cultural interpretation as a way for an individual to make sense of his or her world in relation to those of others. The paper seeks to explain Dow's legacy in terms of the Oriental cultural tradition of art, noting that it is because his ideas were derived from his views regarding the nature of art rather than from a particular conception of children's artistic development that a multicultural heritage of art education is exemplified in Dow's interest in Oriental art. The paper discusses Dow's contribution to U.S. art education and considers interpretations of his transformation of Oriental art, speculating on spirituality and Hsieh Ho's first canon, ch'i, and notan. This paper examines both the emerging consensus among Pacific Rim countries, especially East and Southeast Asian countries, as to current and future directions of special education and the many differences among these countries in economics, cultural perspectives on disability, concepts of education, and administrative structures. The paper provides demographic data and a description of the status of special education for each of the following countries: Japan, New Zealand, Republic of Korea (South Korea), Malaysia, Thailand, Indonesia, China, and Vietnam. Data are provided on population, percent of the population under 15 years old, number of students, per capita income, rate of special education placement, types of special education programs, educational policy, and future plans for special education provisions. Another section summarizes recommendations from recent international conferences and seminars including the World Conference on Education for All (1990); seminars held under the auspices of the Asia Pacific Programme of Educational Innovation for Development; and the United Nations Educational, Scientific, and Cultural Organization (UNESCO) Regional Seminar on Policy, Planning and Organization of Education for Children and Young People with Special Needs (1993). Recommendations from the UNESCO seminar are listed. A concluding section notes the gap between educational policies committed to inclusion and actual practices in schools and classrooms. This paper shows how satellite television programs can be used to advance Asian students' listening ability in English. Particular focus is on news broadcasts. The paper is divided into three sections, an introduction, some concluding remarks, and the substantive discussion headed "Using News Broadcasts in the EFL (English as a Foreign Language) Classroom." The discussion answers the following questions: (1) What are the advantages of using the news for language learning?, (2) What can students do to become better news listeners?, (3) What kinds of stories should I choose?, (4) How can I teach a videotaped news broadcast?, and (5) Can I use other news and information programs? It is concluded that if teachers help students to learn effective ways of using language to get information or to do the things they find interesting, they will continue to learn and to enjoy learning long after they leave their classrooms. This study was requested by the Senate International Affairs Committee. The research questions included: (1) What factors affect the cumulative GPA (CGPA) of International students at TRU?; (2) What factors affect the retention of International students at TRU?; and (3) Are Student Success Courses among the significant factors for GPA and retention? The study included 6,051 International students who were enrolled at TRU from 1999/00 to 2009/10 (117 of whom took Student Success Courses). Participation in the Student Success Courses was not found to have a significant effect on either cumulative GPA or retention. The most significant factor affecting cumulative GPA was first term GPA; the most significant factor affecting student retention was cumulative GPA. The Biennial Report presents a selection of UNESCO-UNEVOC's activities during 2014 and 2015. The activities contributed to UNESCO's sectoral priorities and programmatic objectives and assisted Member States to provide equitable, inclusive and quality education and promote lifelong learning for sustainable development. Importantly, the selected activities also illustrate some of the wider transformations that have occurred in the education sector, in part due to the development and adoption of the post-2015 development agenda. In 2014 and 2015 UNESCO-UNEVOC empowered the UNEVOC Network and engaged its members to co-develop the International Centre's work and activities and build up capacities within the network, with a specific focus on UNESCO-UNEVOC's thematic priorities: Greening TVET, ICT in TVET, and Youth and Skills. Capacity-development programmes started in 2015 promise to deliver outcomes that will enable UNEVOC Centres to contribute to the development of TVET on a national level, and to become regional and international leaders. A particular highlight was the organization of the Global Forum on "Skills for Work and Life Post-2015" held in Bonn, Germany, from 14 to 16 October 2014. Over 200 delegates from seventy-one UNESCO Member States, including eighty participants from sixty-two UNEVOC Centres, participated in discussions which helped inform and stimulate the global debate on TVET in the post-2015 development agenda. Annex 1 lists the Cluster Coordinators and Co-Coordinating Centres for each of the five UNEVOC Network regions for 2014 and 2015. Annex 2 lists UNESCO-UNEVOC workshops and conferences that were held during 2014 and 2015, but that were not reported on in the biennial report.

East Asia is the region which has experienced unprecedented growth in the past few decades. This growth resulted in the increase in education opportunities and the empowerment of women. Modernization and globalization provided opportunities for many women in China, Hong Kong, Korea, Singapore, Taiwan, and Japan. Modern Asian women can obtain higher education and gain status in their careers; they are at the crossroads between tradition and modernity. This paper provides information about the women's movements in China, Hong Kong, Japan, Korea, Singapore, and Taiwan. Readers obtain an understanding of globalization and its impact on women's lives in these societies. It concludes that the status of women has improved dramatically over the last 30 years; but there are still obstacles that prevent women from achieving equity in political participation, equal pay, and equal share of household responsibilities.
