With climate change increasingly threatening people in uneven and disproportional ways, community-based solutions and interventions have become critical to ensure equitable, just, and inclusive climate action in cities. This paper examines community-based climate action in San Francisco (USA) through the lens of climate justice and intersectionality. Through a qualitative analysis of community-based organisations (CBOs) and their justice-oriented adaptation and mitigation efforts, our research examines the contributing factors and pathways by which CBO climate action leads to intersectional climate justice. Our analysis examines how CBOs 1) recognise and rectify historical and compounding vulnerabilities; 2) plan and act in ways that are people-centric and place-based; and 3) work collectively with organisations and government through alliances, coalitions, and participatory processes. We find that CBOs have the potential to work collectively to ensure processes are just and outcomes are equitable for those most at risk of climate change. [ABSTRACT FROM AUTHOR]

In this paper I ask what is at stake when we move past static ontologies of the 'gayborhood' as a form of commercial and residential concentration in decline to theorise gay urban activism as a mode of queer social reproduction, through which queer caring labour 'redeems' the dislocations of the neoliberal city structured by oedipalised and capitalist social relations. Through well-documented formal and informal collective action, queers in the urban West have organised in response to health crises, exclusion and systemic threats of violence. Returning to socialist feminist imaginaries of care beyond the 'social', and to Guy Hocquenghem's often-overlooked theory of the sociality of the anus, this paper draws on excerpts from the film Milk, the poetry of Thom Gunn and a discussion of gay men's volunteering to examine San Francisco as a queer urban space constituted through a network of encounters, crossings, intimacies and labours enacted through the mundane caring practices of everyday life. I ask in what ways we can think of gay urban space as continuously made and remade through non-monogamous sex practices that perform the messy marrying of public and private, and erotic and platonic. This paper explores the topographical and socio-cultural developments during the Golden Age in New York, Los Angeles and San Francisco, three Beat Generation epicenters, which determined the deconstruction of traditional norms. Modifications at both city and society levels were represented by the emergence of countercultures, such as the Beat. The visibility received by urban problems, due to the increase in social demonstrations and activism, fostered the formation of a unified front that demanded equality and encouraged social and political movements, such as the Civil Rights and the Second Wave Feminism. The socio-political challenges which the American society was confronted with from the 1950s to the 1970s in these three cities, also reveal a few problems regarding the status of the Beats as well as of minorities in metropolises. Recent scholarship has examined the representation of cars, walking, and rail transportation in cinema; however, it has said little about the bus. This paper examines the depiction of the bus in a series of movies filmed in San Francisco since the 1970s. While rail-based modes, especially the cable car, were depicted in a positive light in these films, the bus is almost uniformly negative. It is a site of incivility, crime, and poor service. In U.S. cities, the bus carries far more passengers than any other mode of transit, and is essential to low-income residents. By highlighting the worst aspects of bus service, these films may contribute to a decrease in empathy for those dependent on the bus. [ABSTRACT FROM AUTHOR]

The provision of mass urban transit is frequently tied to agendas of social justice and equity. Yet there are persistent challenges to locating justice within urban mobility regimes. Drawing on two cases of transit activism – Free Transit Toronto and Black Lives Matter in the San Francisco Bay Area – this paper identifies three limitations to transport justice scholarship and practice, namely the theorization of mobility, space, and justice. These activist struggles demonstrate that justice cannot be adequately defined through an abstract accounting of how harms and benefits are distributed, but also concerns the contextual and conflictual processes of producing space and subjects. Immediately after an earthquake a healthcare system within a city, comprising several hospitals, endures an extraordinary demand. This paper proposes a new methodology to estimate whether the hospital network has enough capacity to withstand the emergency caused by an earthquake. The ability of healthcare facilities and to provide a broad spectrum of emergency services immediately after a seismic event is assessed through a metamodel that assumes waiting time as main response parameter to assess the hospital network performance. The First Aid network of San Francisco subjected to a 7.2 Mw magnitude earthquake has been used as case study. The total number of injuries and their distributions among the six major San Francisco's Emergency Departments have been assessed and compared with their capacity that has been determined using a survey conducted by the medical staff of the hospitals. The numerical results have shown that three of the six considered San Francisco's hospitals cannot provide emergency services to the estimated injured. Two alternatives have been proposed to improve the performance of the network. San Francisco is engaged in a redevelopment project that could bring millions in investment and community benefits to a starved neighborhood-and yet the project is embedded in an urban development process that is displacing residents. In trying to unsettle these contradictions, this paper achieves two aims. First, I unearth a little known history of redevelopment activism that frames debate around the current project. Second, I use this history to argue for a reframing of the language of race. To wit: although the social construction of race and racism is well established, race is still deeply understood in everyday life as natural. This paper offers a theoretical fusing of race and class, 'race-class', to help us think race through a vital constructionist lens. Race-class makes present the economic dynamics of racial formation, and foregrounds that race is a core process of urban political economy. Race-class works both 'top-down' and 'ground-up.' While it is a vehicle for capital's exploitation of people and place, race-class also emerges as a mode of power for racialized working-class residents. [ABSTRACT FROM AUTHOR]

This research identifies the potential shortcomings of local initiatives to encourage urban agriculture projects by comparing citywide efforts with existing community projects. It investigates how more effectual policy might be developed to accommodate a fuller range of urban agriculture projects, and how urban agriculture stakeholders might use clearer promotion processes to meet stated goals. It hypothesizes the important role of clear urban agriculture definitions, typologies, and links to associated benefits towards meeting the stated goals of policy-makers. The San Francisco Bay Area in California is undergoing a technology-driven wave of growth arguably more thoroughgoing than the first 'dot-com' bubble, fueling hypertrophic gentrification and tales of a deeply class-divided, 'Blade Runner kind of society'. While Silicon Valley is still the industry's employment center, San Francisco is seeing faster tech firm growth, and is transforming its downtown to become more 'livable' and promoting public space as key to innovation. In this context, this paper offers a reading of urban public space not just as a consumption amenity but also as the 'shop floor' of a labor process that goes beyond the walls of the firm to mobilize the social itself in the production of privately appropriated value. With innovation now the watchword of gentrification, the stakes of this shift oscillate between the total commodification of urban vitality and the recognition of the social process of value production itself. Drug overdose is now the leading cause of unintentional death nationwide, driven by increased prescription opioid overdoses. To better understand urban opioid overdose deaths, this paper examines geographic, demographic, and clinical differences between heroin-related decedents and prescription opioid decedents in San Francisco from 2010 to 2012. During this time period, 331 individuals died from accidental overdose caused by opioids (310 involving prescription opioids and 31 involving heroin). Deaths most commonly involved methadone (45.9 %), morphine (26.9 %), and oxycodone (21.8 %). Most deaths also involved other substances (74.9 %), most commonly cocaine (35.3 %), benzodiazepines (27.5 %), antidepressants (22.7 %), and alcohol (19.6 %). Deaths were concentrated in a small, high-poverty, central area of San Francisco and disproportionately affected African-American individuals. Decedents in high-poverty areas were significantly more likely to die from methadone and cocaine, whereas individuals from more affluent areas were more likely die from oxycodone and benzodiazepines. Heroin decedents were more likely to be within a younger age demographic, die in public spaces, and have illicit substances rather than other prescription opioids. Overall, heroin overdose death, previously common in San Francisco, is now rare. Prescription opioid overdose has emerged as a significant concern, particularly among individuals in high-poverty areas. Abstract: Background: Representations of activity spaces, defined as the local areas within which people move or travel in the course of their daily activities, are unexplored among injection drug users (IDUs). The purpose of this paper is to use an activity space framework to study place and drug user health. Methods: Data for this analysis is from an epidemiological study of street-recruited IDUs in San Francisco (N =1084). Study participants reported geographic intersections of where they most often slept at night, hung out during the day, and used drugs during a 6 month time period. We used GIS software to construct and map activity space routes of street-based network paths between these intersections. We further identified if syringe exchange program (SEP) locations intersected with, participant activity space routes. We used logistic regression to estimate associations between activity space variables and HIV serostatus, syringe sharing, and non-fatal overdose, after adjusting for individual and Census tract covariates. Results: Mean activity space distance for all participants was 1.5miles. 9.6% of participants had a SEP located along their activity space. An increase in activity space distance was associated with a decrease in odds of being HIV positive. An increase in residential transience, or the number of different locations slept in by participants in a 6 month time period, was associated with higher odds of syringe sharing. Activity space distance was not independently associated with overdose or syringe sharing. Discussion: Research that locates individuals in places of perceived importance is needed to inform placement and accessibility of HIV and overdose prevention programs. More attention needs to be given to the logistics of collecting sensitive geospatial data from vulnerable populations as well as how to maximize the use of GIS software for visualizing and understanding how IDUs interact with their environment. This paper analyzes urban multimodal transportation systems in an aggregated way. To describe the aggregate behavior of traffic in cities, use is made of an idea that is now receiving some attention: the macroscopic fundamental diagram (MFD). We demonstrate through simulation how the MFD can be used to monitor and control a real network, in this case a portion of San Francisco, using readily available input data. We then show how different modes interact on the same network and discuss how these interactions might be incorporated into an MFD for multimodal networks. The work unveils two main results: first, it confirms recent results showing that restricting access to a city's congested areas can improve mobility for all travelers, including those who endure the restrictions; and second, that dedicating street space to collective transport modes can improve accessibility for all modes, even those from which space is taken away. Abstract: This paper presents a detailed empirical description of airport connectivities in four major multiple airport cities (London, New York, Los Angeles, and San Francisco). Our analysis draws on data derived from a previously largely untapped information source, i.e. the so-called ‘Marketing Information Data Transfer’ (MIDT). This dataset contains information on actually flown transnational routes, which allows for a thorough assessment of the chief connectivity characteristics of specific airports. Combined with information derived from a number of other sources, our results point to functional divisions among airports, both in terms of their geographical scale (e.g. national, regional, and international airports) and their specific role in the airline network (e.g. origin/destination versus hub airports). The implications of the results are discussed, and some avenues for future research are considered. [Copyright &y& Elsevier]

Problem: Over the past several decades, inclusionary zoning (IZ) has become an increasingly popular, but sometimes controversial, local means of producing affordable housing without direct public subsidy. The conversation about IZ has thus far largely ignored variations in the structure of IZ policies, although these variations can impact the amount of affordable housing produced and the effects of IZ on production and prices of market rate housing. Purpose: We provide a detailed comparison of the ways in which IZ programs have been structured in the San Francisco and Washington metropolitan areas and in suburban Boston. Methods: We create a unique dataset on IZ in these three regions by combining original data collected from several previous surveys. We use these data to compare the prevalence, structure, and affordable housing output of local IZ programs. Results and conclusions: In the San Francisco Bay Area, IZ programs tend to be mandatory and apply broadly across locations and structure types, while including cost offsets and alternatives to onsite construction. In the Washington, DC, area, most IZ programs are also mandatory, but have broader exemptions for small developments and low-density housing. IZ programs in the Boston suburbs exhibit the most heterogeneity. They are more likely to be voluntary and to apply only to a narrow range of developments, such as multifamily housing, or within certain zoning districts. The amount of affordable housing produced under IZ varies considerably, both within and across the regions. There is some evidence that IZ programs that grant density bonuses and exempt smaller projects produce more affordable housing. Takeaway for practice: Although variation in IZ program structures makes it hard to predict effectiveness, IZ's adaptability to local circumstances makes it a particularly attractive policy tool. IZ programs can easily be tailored to accommodate specific policy goals, housing market conditions, and residents' preferences, as well as variations in state or local regulatory and political environments. During the 1990s and early 2000s, working-class and poor neighborhoods in San Francisco underwent dramatic economic and racial changes. One of the most heavily gentrified neighborhoods was the Mission District. As a result of local politics, housing and rental policies, real estate speculation, and development, thousands of Latina/o families were displaced. Using oral historical and ethnographic methodologies, print media, archival sources, and policy papers, this article traces the gentrification of the Mission District from the perspective of the Latina/o community. After almost 30 years of Federal retraction from anti-poverty initiatives, many American cities have been left with the dual burden of intensified poverty and far fewer resources to combat the problem. At the same time, such devolution has afforded cities the authority to forge poverty policy at the local level, such that the familiar neoliberal imperatives of state retraction and the mobilization of territory for capitalist expansion are frequently tempered by more progressive political imperatives at the local scale. What has thus emerged is a deeply ambivalent policy landscape, of which “kinder and gentler” poverty management strategies are a central feature. Using the example of a recent homeless program in San Francisco, “Care Not Cash”, this paper argues that such poverty management strategies, while less punitive than their revanchist predecessors, nonetheless introduce a new set of exclusions to the service delivery system, many of which are obscured by the language of compassion. In order to illustrate those new exclusions, I describe the city's homeless geographies—the public spaces, shelters, service sites, and housing models—that have been produced and reconfigured according to a logic of managing homelessness through the provision of care. San Francisco, since its global takeoff in the Gold Rush Days and long-standing trafficking in Bohemian, socialist, queer, and left-leaning energies in and beyond the Beat era of the 1960s, has a complicated global/local history of trying to disentangle its city-space and urban imaginary from the Greco-Roman will-to-supremacy that would turn California into a frontier settlement of Asian/Pacific domination and US-framed empire. Forces of social becoming like the Beats and post-Beat hippies as well as more experimental authors like Jack Spicer, Maxine Hong Kingston, Frank Chin, and Bob Kaufman helped to forge a different literary-social vision of San Francisco and the Pacific Rim city as a porous community of transnational innovation and outer-national becoming. This paper will invoke some literary and film texts from Howl and Tripmaster Monkey to Vertigo to Margaret Cho stand-up performances as well as some geopolitical studies, such as Gray Brechin's Imperial San Francisco and City Light Press's Reclaiming San Francisco to substantiate this double vision of San Francisco as global/local US site of (a) imperial ratification and (b) counter-orientalist deformation. With the huge influx of immigrants into the United States in recent years, considerable efforts have been devoted to describing the extent and variation of labour market concentration across ethnic groups within or between regions. However, there is no consensus among social scientists on how to measure and identify ethnic labour market concentration patterns. The issues mainly include, firstly, how to define an employment sector - as an industrial or an occupational sector; secondly, how to break down employment categories; and thirdly the extent to which a job sector can be identified as an ethnic-concentrated sector, that is, what index and what threshold value should be used to define a 'niche' sector? Using the case of Chinese in the San Francisco Consolidated Metropolitan Statistical Area, this paper demonstrates how different choices could encourage different evaluation and understanding of multi-ethnic urban labour market segmentation processes.
