Ataerkil bir toplum olan Türkiye’ de toplumsal cinsiyet eşitsizliği, toplumsal her alanı olduğu gibi kentin kurgulanmasını ve kentsel yaşam pratiklerini de etkilemektedir. Çünkü kentler, tüm yaşayanların gereksinim ve taleplerini gözeterek oluşturulmamaktadır. Oysaki ‘kentli hakkı’ gereğince, toplumun her kesimi tüm kentsel hizmetlerden eşit yararlanmalıdır. Ancak şehir planlama meslek alanının mevzuatına ve tüm ölçeklerdeki analiz ve uygulama alanlarına kadınların ve erkeklerin kenti deneyimleme farklılıkları yansıtılmadığından kadınlar kentleri erkekler kadar kullanamamakta ve sonuçta kent kadınlar için toplumsal cinsiyet rollerini yerine getirdikleri hizmet alanları haline gelmektedir. Bu yüzden şehir planlama bir bilim ve meslek alanı olarak kadınların kentsel yoksunluk yaşamamaları, kenti sınırlılıkları olmadan deneyimlemeleri ve kentteki güvensizlik problemlerinin giderilmesine yönelik yaklaşımlar geliştirmelidir. Bu tanımlamaya en uygun yaklaşım, kadınların kentsel yaşamın tüm alanlarında erkekler ile eşit bir biçimde yer almasını destekleyen, kentsel hizmetlere güvenli bir şekilde erişimini sağlayan Kadın Dostu Kent yaklaşımıdır. Bu metin kadın dostu kentin planlama dilinin oluşturulmasına katkı sağlamak üzere güvenli kent kapsamında bir model önerisi getirmeye çalışmaktadır. Bu doğrultuda metin, İzmir İli’ nin Çiğli İlçesi’ nde pilot alan olarak seçilen Köyiçi Mahallesi örneğinde böyle bir çalışma için hangi verilerin toplanması gerektiği ve bu verilerin nasıl analiz edileceği ve değerlendirileceği konularında bir taraftan başlangıç olma bir taraftan da geliştirilerek model olma amacındadır., In Turkey, which is a patriarchal society, gender inequality affects the creation of the city and urban life practices, as it does in every area. Because cities are not created by considering the needs and demands of all inhabitants. But, in accordance with the ‘urban right’, every segment of the society should benefit from all urban services equally. However, women cannot use the cities as much as men, since the differences in the experience of women and men are not reflected in the legislation of the urban planning profession field and the analysis and application areas at all scales, and as a result, the city becomes service areas for women where they fulfill their gender roles. Therefore, as a science and profession, urban planning should develop approaches to prevent women from experiencing urban deprivation, to experience the city without limitations and to eliminate the problems of insecurity in the city. The most appropriate approach to this definition is the ‘Women-Friendly City’ approach, which supports women to take part in all areas of urban life on an equal basis with men, and ensures safe access to urban services. This text tries to propose a model within the scope of the safe city in order to contribute to the creation of the planning language of the women-friendly city. In this direction, the text aims to be a model by developing it on the one hand, on what data should be collected for such a study and how these data will be analyzed and evaluated in the case of Köyiçi Mahallesi, which was selected as a pilot area in Çiğli District of İzmir Province.

Osmanlı İmparatorluğu’nun son dönemlerinde başlayan modernite projesi, Cumhuriyetle birlikte ülkede planlı bir eyleme dönüşmüştür. Modernite projesi içinde, ekonomik bağımsızlık için planlı kalkınmaya ve sanayinin gelişmesine önem verilmiştir. İzmir İktisat Kongresi (1927) ve Birinci Beş Yıllık Sanayi Planı (1934) bu süreçte sanayi yatırımlarının gerçekleşmesini sağlamıştır. Bu yatırımlar devrimleri ayakta tutan unsurlar ve ekonomik/sosyal kalkınma için temel gereksinimler olarak görülmüş ve devlet eliyle gerçekleştirilmiştir. Ülkenin modernleşme sürecindeki ilk adımlarından biri olarak Kocaeli SEKA bu sürecin aşamalarının izlenebildiği somut bir örnektir. Cumhuriyetin ilk sanayi kuruluşu olan SEKA Kâğıt Fabrikası, Kocaeli ili için önemli bir endüstriyel miras değeri taşımakta ve bünyesinde barındırdığı yapılarla bir modernleşme modeli oluşturmaktadır. Kültürel ve endüstriyel mirasa sahip olan SEKA, geçmişe dair izlerin gelecek nesillere aktarıldığı mekânsal değerler içermektedir. Fabrika kuruluşundan (1936), kapatılmasına kadar (2004) geçen süreçte kente, kentlilere ve çalışanlarına sunduğu olanaklarla kentin belleğinde önemli bir yere sahiptir. Ancak, zaman içinde teknolojik gelişmelere uyum sağlayamadığına ve çevreye kirletici etkileri nedeniyle yer seçiminin uygun olmadığına karar verilmiş ve yavaş yavaş işlevini yitirmiştir. Fabrikanın kapatılmasıyla sadece bir üretim yerinin işlevi sonlandırılmamış, kentlilerin ve çalışanlarının fabrikayla kurduğu özel bağ da etkilenmiştir. İşlevi sona eren SEKA alanının, 2005 yılında belediyeye devredilmesi sonrasında, kente geri kazandırılması hedeflenmiştir. Kent tarihi açısından önem taşıyan bu alanın özgün fonksiyonları dışında ancak, özgün fonksiyonun oluşturduğu değeri koruyarak sürdürülmesi endüstriyel miras kavramı kapsamında değerlendirilmesini gerektirmektedir. Bu çalışmada kentin sosyal ve ekonomik yapısına etki eden SEKA’nın kıyı şeridi, taşıdığı tarihi ve endüstriyel yapıları, özellikle Sekapark Kentsel Dönüşüm Projesinin uygulanmasıyla birlikte değerlendirilecektir. Ayrıca, tüm alanın etkin ve verimli kullanımını sağlamak üzere, mevcut durumda göreli olarak atıl kalan ve/veya kullanımında sınırlılıklar bulunan yapı ve alanlara ilişkin öneriler geliştirilmiştir., The project of modernity, which started in the last period of the Ottoman Empire, turned into a planned action in the country with the Republic of Turkey. In this context, within the project of modernity, planned development for economic independence and the development of industry were given importance. The İzmir Economy Congress (1927) and the First Five-Year Industry Plan (1934) ensured the realization of industrial investments in this process. These investments were seen as the elements that sustain the revolutions and the basic requirements for economic/social development and were realized by the state. As one of the first steps in the modernization process of the country, the Kocaeli SEKA Paper Factory area is a concrete example where the stages of this process can be followed.With the global crisis in the second half of the 20th century, the service sector began to become a predominant sector in industrial cities. Industrial areas, which used to be located in city centers in the past, started to be decentralized towards the periphery. In this process, production areas in city centers began to lose their usability in terms of both location and production due to technological obsolescence. With its locations covering large areas in city centers, it has become attractive in terms of new uses. The need to maintain these areas, which are also important in terms of urban history, except for their original functions, but maintaining the value created by the original function, has revealed the concept of industrial heritage. After the transfer of the SEKA area, whose functioning ended, to the municipality in 2005, it was aimed to reuse. This area, which is important for the history of the city, needs to be evaluated within the scope of the concept of industrial heritage, apart from its original functions, but maintaining the value created by the original function.In this study, the coastline, historical and industrial structures of SEKA, which affects the social and economic structure of the city, will be evaluated especially with the implementation of the Sekapark Urban Transformation Project. In addition, in order to ensure the effective and efficient use of the whole area, suggestions have been developed regarding the buildings and areas that have relatively limited use in the current situation.

The concept of resilience, which emerged with the literature in the aim of ensuring the sustainability of ecosystems, especially in the last 10 years has been developed and has begun to be addressed many different topics and perspectives. Today's planning approaches are focused on socio-economic development and do not define the risks that may be required in the urban area beyond disasters. However, the concept is an important issue that should be considered in all scale plans. The aim of the study was to develop a viable method for identifying and evaluating risks in order to ensure urban resilience and increase their levels of plans to be produced, and developed the present method of directing spatial contribution plans. The developed method was implemented by integrating Izmit District Disaster Response Plan and Izmit Bay Integrated Coastal Areas Plan on the basis of Kocaeli Province into the construction stages as two plans with different scales and limits. It is aimed to discuss the applicability of the method developed within the scope of the study to other plans and, as a result, whether the realization and sustainability of the solution proposals for existing problems can be achieved., Literatürde ekosistemlerin sürdürülebilirliğinin sağlanması hedefiyle ortaya çıkan dirençlilik kavramı, özellikle son 10 yılda geliştirilerek, pek çok farklı konu ve perspektifte ele alınmaya başlamıştır. Günümüz planlama yaklaşımları çoğunlukla sosyo-ekonomik odaklı olup, kentsel dirençlilik alanında afet risklerinin tanımlanmasından öteye geçememektedir. Oysaki kavram doğal kaynakların sürdürülebilirliğinin sağlanması, afet ve benzeri riskler ile ekonomik, sosyal ve fiziksel bağlamda kentlerde yaşanan veya öngörülen sorunların çözülmesine, hafifletilmesine olanak tanıyabilmesi sebebiyle her ölçekteki planda değinilmesi gereken önemli bir konudur. Bu çalışmada üretilecek planlarda kentsel dirençliliği sağlamak ve artırmak adına risklerin tespiti ve seviyelerinin derecelendirilmesine yönelik uygulanabilir bir yöntem geliştirmek, geliştirilen yöntemin mekânsal planları yönlendirmekteki katkısını sunmak çalışmanın amacını oluşturmuştur. Geliştirilen yöntem farklı ölçek ve sınıra sahip iki plan olarak Kocaeli ili İzmit İlçesi Afet Müdahale Planı ve Kocaeli ili İzmit Körfezi Bütünleşik Kıyı Alanları Planı yapım aşamalarına entegre edilerek uygulanmıştır. Çalışma kapsamında geliştirilen yöntemin diğer planlara uygulanabilirliğinin ve mevcuttaki sorunlara yönelik çözüm önerilerinin gerçekleşebilirliği ile sürdürülebilirliğinin sağlanıp sağlanamayacağının tartışılması hedeflenmiştir.

In Turkey, while urban area boundaries are enlarged by making decisions on investment areas in cities, development plans are made according to government decisions, rather than scientific criteria. Even environment protection laws state that “if public interest is at stake”, areas under mandatory protection can be transformed into investment areas. This leads to destruction of valuable agricultural lands. Paper demonstrates loss of agricultural lands by superimposing plans, Suitability of the Lands for Agricultural Use and Google Earth Images in an exemplary settlement, and expresses that urban area boundaries should be included in legislation as an official boundary for all settlements.

Article 83 of the Law on Political Parties states that “political parties cannot act against the principle that everyone is equal before the law regardless of language, race, color, sex, political opinion, philosophical belief, religion, sect and similar reasons”. This article is based on Article 10 of the Constitution which provides equality of everyone before the law. In parallel, in the Beijing Action Platform that has been accepted in the World Women’s Conference IV to which to which Turkey is also included, it was stated that “obstacles to women’s equal participation in private and public life can be eliminated through women’s participation in political decision-making positions and mechanisms”. Despite these binding factors, sense of politics in Turkey causes political roles and participation of women to be limited with majorly as voters. Even, there is no obligation in the Law on Political Parties for the parties to nominate women candidates. It was observed that whether the year, the province or the name of the party changes, the names of many candidates repeated; almost the same names have been observed in the process of continuous nomination. In addition to the fact that politicians are the same, other important factors of why women remain as voters in politics are; grand parties generally elect men for membership of general provincial councils while small scale parties try to elect women and those parties which are accepted to participate in elections do not present women and/or men candidates in each province and town, in other words those are the areas to which political parties do not show interest in. In this context, this study examined the number of parties and independent candidates who were elected in the 2009 and 2014 local elections and in the 2011 and 2015 general elections. In the study process, SPSS; ArcGIS programs were used for analyzing the data regarding electoral period. This study reveals the fact that the reason why some of the parties do not nominate any candidates for some provinces could be explained by NUTS 1 and NUTS 2 Regions (Classification of Statistical Region Units) and in parallel, it also reveals how to prevent the active participation of women in politics in these provinces districts where women are not nominated and also the status of independent candidates. The results contribute to gender mainstreaming studies by associating the total population of provinces with and without candidate nominations to the female population and to the ratio of participation of women in business life.

Urban planning doesn't cover the groups labeled as "other". This article explains urban effects and violence experienced by the LGBTTs (Lesbian, Gay, Bisexual, Transsexual, and Transgender) while concealing their sexual orientation due to the public pressure besides, their struggle to be visible in Turkey and discusses the necessary/potential role of urban planning on these topics. The article will provide social and economic variables about LGBTT individuals living in a homophobic country, such as Turkey, and the spatial variables that will contribute to urban planning activities will be analyzed. The methodology of this study evaluates68 questionnaires done by Kaos-GL Association in Ankara and 155 questionnaires returned bythe Black-Pink Triangle Initiative in Izmir, between July and September 2012. The contribution of this study to the literature will be to ensure that the LGBTT individuals can be "as they are".

ÖZET Kentlerin tarihi kadar eski olan bununla birlikte ancak 1970'li yıllarda çeşitli örgütler kapsamında incelenen ve geliştirilmeye başlanan kentsel alanlarda yapılan tarımsal etkinlik, bilinen adıyla kentsel tarım, ülkemiz için henüz yeni bir kavramdır. Diğer taraftan ülkemizde de kentsel alanlarda tarımsal etkinlikler yapılmaktadır. Dolayısıyla dünya ülkelerindeki kentsel tarım uygulamalarının nasıl. nerede, kimler tarafından ve hangi nedenlerle gerçekleştirildiğine ilişkin sorular cevaplarıyla birlikte incelenmiş ve ülkemiz koşullarında da irdelenmiştir. Çalışma kapsamında, öncelikle kentsel tarımın Türkiye'deki durumu, yasal ve yönetsel uygulanabilirliği bağlamında tartışılmış ve böylelikle kentsel tarımın mevcut Arazi Kullanım ve Sahiplik Sınıflaması içinde yeralmadığı saptanmıştır. Bu durum kentsel tarımın kentsel alanda etkinlik kazanması için yeni bir sınıflama önerisini gerektirmiştir. Bu paralelde, kentsel aktörlerin konu bütünündeki rolleri incelenerek ve kentsel tarımın ülkemiz pratiklerinde uygulanabilir olma durumu değerlendirilerek yeni bir `Arazi Kullanım Ve Sahiplik Sınıflaması` önerilmiştir. Öneri `Arazi Kullanım Ve Sahiplik Sınıflaması`, daha fazla tanınması ve ülkemiz kapsamında gerçekleşen imar planı uygulamalarında daha fazla kullanılması nedenlerinden dolayı Bayındırlık Bakanlığı'nın kullandığı sınıflamanın geliştirilmesiyle oluşturulmuş ve bu önerinin uygulanabilir olması için anılan sınıflamada yapılması gereken değişiklikler de ortaya konmuştur. ABSTRACT Urban agriculture which is a new term for our country, refers to the agriculturel activity done in cities. Although, its date goes back to the history of cities it has only been examined and developed by different organisations in 1970's. On the other hand, agriculturel activities are done in urban areas also in our country. Consequently, questions like who, why, how. where and by whom the urban agriculture is done around the world has been examined with their answers and analysed under the circumcitances of our country. First, the situation of urban agriculture in Turkey, in consistent with its legal and managerial applicability has been discussed. In this context, urban agriculture was determined to be out of the current Land Usege and Possession Classification. This situation required a new classification for the urban agriculture to become active in urban areas. In parallel, the roles of urban authorities in this context was analysed, applicability of urban agriculture under the circumcitances of our country was evaluated and a new `Land Usege and Possession Classification` has been suggested. This new land usege and possession classification is based upon the classification of Ministry of Public Works, because this classification is widely known and is widely used in development plans in Turkey. And for the applicability of this suggestion the requiredamendments are put forth. Dünya eko-sisteminin, artan nüfus ve bilinçsiz tüketim nedeniyle uzun vadede sürdürülebilirliğinin imkansız olduğu öngörülmektedir. Bilinçsiz tüketimin sebep olduğu iklim değişikliği ve biyolojik çeşitlilik kaybı, tüm dünyanın çözüm üretmesi gereken önemli problemler haline geldiğinden doğal kaynakların akılcı ve verimli kullanılmasına yönelik uluslararası politikalar geliştirilmekte ve Türkiye'de de buna yönelik düzenlemeler yapılmaktadır. Bu kapsamda eko-kentler kentin ve kalkınmanın sürdürülebilirliği için dünya çapında sürdürülebilir kentleşmenin bir uygulama aracı olarak görülmektedir. Çünkü eko-kentler sürdürülebilirliği temel ilke olarak benimsemektedir.Çalışma dünyada eko-kent üzerine yapılan uluslararası çalışmalar incelemiştir. Ayrıca dünyadaki eko-kent örneklerini ele alıp, mevcut eko-kent kriterlerini ve standartları değerlendirilmiştir. Ardından durum Türkiye için incelenerek gerçekte Türkiye'de eko-kent modeli için dayanak olacak mevzuatın olduğu ancak eko-kent modelinin ve bu modele ilişkin standartların geliştirilmediği ortaya konmuştur. Çalışma yaptığı değerlendirmelere göre AB eko-kent kriterlerini Türkiye'de kullanılabilir kriterler olarak belirlemiştir. Bu belirleme, Muğla İlinin Ula İlçesi sınırlarında olan Akyaka Mahallesi'nde uygulanabilirliği kapsamında ele alınmıştır. Akyaka AB eko-kent kriterlerine göre bölgesel ve kentsel kapsam, ketsel yapı, ulaşım, enerji ve materyal akışı ve sosyo-ekonomik durumu şeklinde altı ana başlıkta değerlendirilmiş ve Akyaka'nın potansiyel ve sorunlarına göre önerilerde bulunulmuştur. Önerilerde, Akyaka'nın mevcut durumu ve yürürlükte olan planları gözetilmiştir. Sonuçta çalışma Akyaka'nın eko-kent olabileceğini ortaya koyarken sürdürülebilirliğin bir aracı olan eko-kentlerin eko-kentlerin Türkiye'de de uygulanabilirliğine yönelik literatüre katkı sağlamıştır. It is predicted that the sustainability of the world eco-system in the long term is impossible due to the increasing population and unconscious consumption. Since climate change caused by the irresponsible consumption and the loss of biodiversity has become important problems which must be found solutions globally, international policies aiming at the rational and efficient use of natural resources have been developed. Also, in Turkey some arrangements have been made for it. In this context, eco-cities are seen as an application tool of sustainable urbanization worldwide for the sustainability of the city and development. Because eco-cities adopt sustainability as a basic principle.The study examined international studies regarding eco-cities in the world. In addition, eco-city examples in the world have been handled and current eco-city criteria and standards have been evaluated. After examining the issue in Turkey, it is asserted that: despite the existence of related legislation in Turkey, the eco-city model and the standards for this model have not been developed.According to the result of an examination of this study, it is asserted that the eco-city criteria of the EU can be implemented in Turkey. This assertion has been handled within the scope of its applicability in Akyaka District, which is within the borders of Ula District of Muğla Province. Akyaka has been evaluated under six EU eco-city criteria as regional and urban scope, urban structure, transportation, energy and material flow and socio-economic and suggestions have been made according to Akyaka's potential and problems. In the proposals, Akyaka's current status and current plans which are in force were observed. While the result of this study has revealed Akyaka's feasibility to became an eco-city, it contributes to the literature about the applicability of eco-cities, which are one of the tools of sustainability, in Turkey as well. 145

Dünyada giderek mekânsal sınırların önemini kaybetmesiyle ekonomik, toplumsal, kültürel ve politik ağlar değişmektedir. Bunun sonucunda coğrafi mekâna ve yerleşik kurallara bağımlılık azaldığından ülkelerin bir bütün olarak hareket etmesi küreselleşme süreci olarak tanımlanmaktadır. Küreselleşme ile kaynakların aşırı ve dengesiz tüketimi, biyolojik çeşitliliğin azalması, çevre kirliliği ve iklim değişikliği gibi küresel insan eylemleri sonucu ortaya çıkan çevre sorunlarının çözümünün yine devletlerin ittifakı ve sivil toplum kuruluşlarının örgütlenmesi gibi küresel insan eylemleri ile sağlanabileceği anlaşılınca küresel düzeyde çevrenin korunması kaygısını taşıyan `ekolojik küreselleşme` süreci kapsamında birçok görüşme yapılmış ve sonucunda anlaşmalar imzalanmıştır. Türkiye de bu anlaşmaların birçoğunda taraf olmuştur. Coğrafi konumu itibariyle Akdeniz Havzası'nda yer alan Türkiye, Akdeniz Eylem Planı ve sonucunda imzalanan Barselona Sözleşmesi ile Akdeniz'de Özel Koruma Alanları Kurulmasına İlişkin Protokol'ün belirlediği kriterler doğrultusunda 1988 yılında Özel Çevre Koruma Bölgelerinin kurulması ve geliştirilmesi ile ilgili yasal çalışmaları başlatmıştır. Küresel koruma stratejilerinin Türkiye'de koruma politikalarına etkileri düşünüldüğünde Özel Çevre Koruma Bölgelerinin ilanı önemli bir adımdır. Ancak, bu alanlarda kısa vadeli çözüm getirecek faaliyet ya da projelerin yerine biyolojik çeşitliliğin ve sürdürülebilirliğin sağlandığı ve farklı aktörlerin etkin olduğu ortaklaşa faaliyetlerle çözümler üretilmesi gerekmektedir. Çalışma ile küresel koruma politikaları kapsamında Türkiye'deki Özel Çevre Koruma Bölgelerinin ilan süreçleri ve günümüzdeki durumlarının mevcut koruma yaklaşımı kapsamındaki konumu Datça Bozburun Özel Çevre Koruma Bölgesi örneği üzerinden planlama ve koruma politikaları ile incelenmiştir.Çalışma, Türkiye'nin küresel koruma politikaları kapsamındaki uygulamaları üzerine değerlendirmeler yapmaktadır. Bu değerlendirmeler sonucunda çalışma, mevcut durumun konuya yönelik sorunlarını ortaya koyması ve bu sorunlara çözüm önerileri sunması ile ekolojik küreselleşme konusunda literatüre katkıda bulunmaya çalışmaktadır. The globalization process is defined as the decrease in the dependence on geographical space due to the change in economic, social, cultural and political networks as a result of the loss of the importance of spatial boundaries in the World. With globalization, the solution of environmental problems arising from global human actions such as excessive and unbalanced consumption of resources, reduction of biodiversity, environmental pollution and climate change can be achieved through global human actions such as the alliance of states and the organization of non-governmental organizations. During the `ecological globalization` process, which can be defined by this relationship, many interviews have been held with the concern of protecting the environment at the global level and agreements have been signed as a result. Turkey also became a party to most of the agreements. In accordance with the criteria set by the Mediterranean Action Plan and the Barcelona Convention signed as a result of the Protocol on the Establishment of Special Environmental Protected Zone in the Mediterranean, in 1988, Turkey has initiated legal work related to the establishment and development of the Special Environmental Protected Zone. When the effects of global conservation strategies to conservation policy in Turkey is considered announcement of Special Environmental Protected Zone is an important step. However, instead of activities or projects that will provide short-term solutions need to be produced through joint activities where biological diversity and sustainability are ensured and producing solutions through joint activities where different actors are active.In this thesis, was examined by declaration process and current position within the scope of approaches existing protection status Datca Bozburun Special Environmental Protected Zone planning and conservation policies on the example of the global conservation policies within the Specially Protected Areas in Turkey.This thesis practices within the framework of Turkey's policies are making assessments on global conservation. As a result of these evaluations, the study tries to contribute to the literature on ecological globalization by presenting the problems of the current situation and offering solutions to these problems. 174
