Abstract

This paper presents the main technical characteristics and working performances of coastal maritime surveillance radars, such as low-power High-Frequency Surface Wave Radars (HFSWR) and Over the Horizon Radars (OTHR). These radars have demonstrated to be a cost-effective long-range early-warning sensor for ship detection and tracking in coastal waters, sea channels and passages. In this work, multi-target tracking and data fusion techniques are applied to live-recorded data from a network of oceanographic HFSWR stations installed in Jindalee Operational Radar Network (JORN), Wellen Radar (WERA) in Ligurian Sea (Mediterranean Sea), CODAR Ocean Sebsorsin and in the German Bight (North Sea). The coastal Imaging Sciences Research (ISR) HFSWR system, Multi-static ISR HF Radar, Ship Classification using Multi-Frequency HF Radar, Coastal HF radar surveillance of pirate boats and Different projects of coastal HF radars for vessels detecting are described.

Abstract

The safety of navigation through all past ages has been a primary preoccupation for all seamen and shipping owners. Distress and disasters at sea caused by the blind forces of Mother Nature or by human factors have occurred during the course of many centuries on ships and in the life of seafarers. For many centuries, seafarers sailed without incoming information about trip, navigation and weather conditions at sea. At that time, only audio and visual transfers of information from point to point were used. However, no earlier than the end of the 19th century, were developed new disciplines, such as the transmission of news and information via wire initially, then by radio (wireless) and latterly, via modern satellite and stratospheric platform communications systems. The facts about airplanes and land vehicles are well determined and clear because these transport mediums have more reliable environments and routes than ships. After a disaster with airplane, train, truck or bus it is much easier to find out their positions and to provide alert, search and assistance. With the exception of safety demands, an important question is the utilization and development of new mobile radio and satellite communications and navigation systems for commercial and social utilization at sea, on land and in the air.

Abstract

This article describes the global international Cospas-Sarsat satellite distress and safety system (SDSS) integrated with low earth orbit (LEO), medium earth orbit (MEO) and geostationary (GEO) satellite constellations that provides services at sea, on land and in the air. The Cospas-Sarsat space segment integrated with the near-polar LEO constellation is known as the LEOSAR subsystem, the space segment integrated with the MEO is known as the MEOSAR subsystem and the space segment integrated with the GEO constellation is known as the GEOSAR subsystem. Similarly, the Cospas-Sarsat ground segment consists of local user terminal (LUT) stations, known as the LEOLUT, MEOLUT and GEOLUT subsystems, and the associated regional Mission Control Centers (MCC) connected with the Rescue Coordination Center (RCC) and local Search and Rescue (SAR) infrastructures. This article also reviews satellite repeaters providing SDSS service via satellite beacons known as emergency position indicating radio beacons (EPIRBs) for maritime, personal locator beacons (PLBs) for land, personal and emergency locator transmitters (ELTs) for aeronautical applications. In addition, types of satellite beacons and testers, LUT receivers with antennas, the Cospas-Sarsat Data Distribution Plan and the Alert Data Distribution and Operating System are described.
