Educational quality is one of the most important factors for having well-trained human resources that support the productivity, competitiveness, and economic growth of a nation. Teachers have always played dominant roles in ensuring education quality. Thus, teacher education is becoming ever more important. However, scholars have long warned about the ineffectiveness of teacher preparation. Indeed, a significant gap still exists between current pre-service teacher education and ideal training. Thus, a new professional performance evaluation system for pre-service teachers will be very helpful in resolving long-term public dissatisfaction with schools. To resolve this problem, developing a performance evaluation system that contains professional standards, performance evaluation criteria, and a precise performance evaluation mechanism is essential to guarantee the highest teacher quality in Taiwan. The authors designed a two-stage research effort for a professional performance evaluation system for Taiwanese pre-service teachers of automobile repair. In the first stage, the Delphi method is introduced to develop pre-service teachers&rsquo, professional standards and key evaluation criteria using two iterations of Delphi processes and 14 iterations of focus group meetings based on experts&rsquo, opinions. In the second stage, a professional performance evaluation and review mechanism for pre-service teachers is developed using focus group meetings to collect opinions from six vocational education experts. The final performance evaluation system will enhance the quality of pre-service teachers in vocational high schools and serve as a useful model for other countries and economies.

The location-based service (LBS) of mobile communication and the personalization of information recommendation are two important trends in the development of electric commerce. However, many previous researches have only emphasized on one of the two trends. In this paper, we integrate the application of LBS with recommendation technologies to present a location-based service recommendation model (LBSRM) and design a prototype system to simulate and measure the validity of LBSRM. Due to the accumulation and variation of preference, in the recommendation model we conduct an adaptive method including long-term and short-term preference adjustment to enhance the result of recommendation. Research results show, with the assessments of relative index, the rate of recommendation precision could be 85.48%.

Recent concerns about the issue of knowledge management (KM) within an organization have accentuated the need for more efficient and effective knowledge sharing - that is, knowledge sharing plays an increasingly significant role in determining the outcomes of KM. Most scholars explore this issue from the economic perspective, while only a few research studies have focussed on organizational capabilities. Drawing from the theories of resource-based view and KM, this study aims to investigate the relationship between organizational knowledge capabilities (OKC) and knowledge sharing (KS). Using regression analysis with data from questionnaires collected in different industries with a valid response rate of 62.4%, the results show that OKC have a positive association with KS. Technical, structural, and human knowledge capabilities are significant for organizational knowledge sharing. Moreover, the effects of implementing KM on OKC and KS are also significant.
