Abstract

We have completed an optical spectroscopic survey of an unbiased, extinction-limited sample of candidate young stars covering 1.3 square degrees of the Rho Ophiuchi star forming region. While infrared, X-ray, and optical surveys of the cloud have identified many young stellar objects (YSOs), these surveys are biased towards particular stages of stellar evolution and are not optimal for studies of the disk frequency and initial mass function.We have obtained over 300 optical spectra to help identify 135 association members based on the presence of H-alpha in emission, lithium absorption, X-ray emission, a mid-infrared excess, a common proper motion, reflection nebulosity, and/or extinction considerations. Spectral types along with R and I band photometry were used to derive effective temperatures and bolometric luminosities for association members to compare with theoretical tracks and isochrones for pre-main-sequence stars. An average age of 3.1 Myr is derived for this population which is intermediate between that of objects embedded in the cloud core of Rho Ophiuchi and low mass stars in the Upper Scorpius subgroup. Consistent with this age we find a circumstellar disk frequency of 27% plus or minus 5%. We also constructed an initial mass function for an extinction-limited sample of 123 YSOs (A_v less than or equal to 8 mag), which is consistent with the field star initial mass function for YSOs with masses > 0.2 M_sun. There may be a deficit of brown dwarfs but this result relies on completeness corrections and requires confirmation., Comment: 46 pages, 7 figures, 4 tables

4. Optical Spectroscopy of the Surface Population of the rho Ophiuchi Molecular Cloud: The First Wave of Star Formation

We present the results of optical spectroscopy of 139 stars obtained with the Hydra multi-object spectrograph. The objects extend over a 1.3 square degree area surrounding the main cloud of the rho Oph complex. The objects were selected from narrowband images to have H alpha in emission. Using the presence of strong H alpha emission, lithium absorption, location in the Hertzsprung-Russell diagram, or previously reported x-ray emission, we were able to identify 88 objects as young stars associated with the cloud. Strong H alpha emission was confirmed in 39 objects with line widths consistent with their origin in magnetospheric accretion columns. Two of the strongest emission-line objects are young, x-ray emitting brown dwarf candidates with M8 spectral types. Comparisons of the bolometric luminosities and effective temperatures with theoretical models suggest a medianage for this population of 2.1 Myr which is signifcantly older than the ages derived for objects in the cloud core. It appears that these stars formed contemporaneously with low mass stars in the Upper Scorpius subgroup, likely triggered by massive stars in the Upper-Centaurus subgroup., Comment: 35 pages of postscript which includes seven figures (some of which are multi-panel) and four postscript tables. Abstract

The draft Global Biodiversity Framework proposes to increase protected areas and OECMs to at least 30 per cent of land and ocean by 2030 (30x30). Such areas are central to conservation, but only if effectively managed and equitably governed. In practice, governments often recognise areas that do not achieve successful outcomes or respect human rights and fail to recognise other effective governance systems. We argue that protected areas and OECMs should only be recognised as fully contributing to 30x30 if they are on track to achieve positive and sustained biodiversity outcomes while respecting human rights. Three principles are important: • Delivery of positive outcomes relating to biodiversity; • Recognition and respect for rights-holders and stakeholders living in or near the area or dependent on its natural resources; and • Meeting human needs through ecosystem services. Four levels in making progress towards Target 3 can be distinguished: 1. Areas that are currently fully effective; 2. Areas that are currently partially effective or on track to being effective; 3. Areas that are currently ineffective due to reversible issues; and 4. Areas that are currently and will continue to be ineffective due to irreversible issues. Some policy implications of this typology, its strengths and weaknesses, and how it might be further developed are discussed

Abstract

Several hundred species are hunted for wild meat in the tropics, supporting the diets, customs, and livelihoods of millions of people. However, unsustainable hunting is one of the most urgent threats to wildlife and ecosystems worldwide and has serious ramifications for people whose subsistence and income are tied to wild meat. Over the past 18 years, although research efforts have increased, scientific knowledge has largely not translated into action. One major barrier to progress has been insufficient monitoring and evaluation, meaning that the effectiveness of interventions cannot be ascertained. Emerging issues include the difficulty of designing regulatory frameworks that disentangle the different purposes of hunting, the large scale of urban consumption, and the implications of wild meat consumption for human health. To address these intractable challenges, we propose eight new recommendations for research and action for sustainable wild meat use, which would support the achievement of the United Nations Sustainable Development Goals. Abstract

Despite global policy commitments to preserve Earth's marine biodiversity, many species are in a state of decline. Using data on 22,885 marine species, we identify 8.5 million km(2) of priority areas that complement existing areas of conservation and biodiversity importance. New conservation priorities are found in over half (56%) of all coastal nations, including key priority regions in the northwest Pacific Ocean and Atlantic Ocean. We identify where different conservation actions, ranging from marine protected areas to broader policy approaches, might best overcome anthropogenic threats to these areas. This analysis shows 26%-41% of the ocean (depending on targets used for species representation) needs to be effectively managed and conserved through a combination of site-based actions and broad policy responses to achieve global conservation and sustainable development agendas.

Abstract

As the terrestrial human footprint continues to expand, the amount of native forest that is free from significant damaging human activities is in precipitous decline. There is emerging evidence that the remaining intact forest supports an exceptional confluence of globally significant environmental values relative to degraded forests, including imperilled biodiversity, carbon sequestration and storage, water provision, indigenous culture and the maintenance of human health. Here we argue that maintaining and, where possible, restoring the integrity of dwindling intact forests is an urgent priority for current global efforts to halt the ongoing biodiversity crisis, slow rapid climate change and achieve sustainability goals. Retaining the integrity of intact forest ecosystems should be a central component of proactive global and national environmental strategies, alongside current efforts aimed at halting deforestation and promoting reforestation.

Abstract

Massive overhunting of wildlife for meat across the humid tropics is now causing local extinctions of numerous species. Rural people often rely heavily on wild meat, but, in many areas, this important source of food and income is either already lost or is being rapidly depleted. The problem can only be tackled by looking at the wider economic and institutional context within which such hunting occurs, from household economics to global terms of trade. Conservation efforts must be placed within a landscape context; a mosaic of hunted and no-take areas might balance conservation with continued subsistence use. Successful conservation of hunted wildlife requires collaboration at all scales, involving local people, resource extraction companies, governments and scientists.

Abstract

The need for policy makers to understand science and for scientists to understand policy processes is widely recognised. However, the science-policy relationship is sometimes difficult and occasionally dysfunctional; it is also increasingly visible, because it must deal with contentious issues, or itself becomes a matter of public controversy, or both. We suggest that identifying key unanswered questions on the relationship between science and policy will catalyse and focus research in this field. To identify these questions, a collaborative procedure was employed with 52 participants selected to cover a wide range of experience in both science and policy, including people from government, non-governmental organisations, academia and industry. These participants consulted with colleagues and submitted 239 questions. An initial round of voting was followed by a workshop in which 40 of the most important questions were identified by further discussion and voting. The resulting list includes questions about the effectiveness of science-based decision-making structures; the nature and legitimacy of expertise; the consequences of changes such as increasing transparency; choices among different sources of evidence; the implications of new means of characterising and representing uncertainties; and ways in which policy and political processes affect what counts as authoritative evidence. We expect this exercise to identify important theoretical questions and to help improve the mutual understanding and effectiveness of those working at the interface of science and policy.
