China has evolved into an important provider of resources for developing countries, encompassing capital, know-how and expertise. China has also actively worked to strengthen diplomatic ties with developing regions since the early 2000s. Against this backdrop, the governments in many developing countries have moved to incorporate China as a significant factor in their geopolitical and geoeconomic considerations. Under the rule of the Justice and Development Party (Adalet ve Kalkınma Partisi, AKP), Turkey has also sought to foster relations with China, particularly since the early 2010s. This pursuit has been further triggered by Ankara's strained relations with the United States and the European Union. Turkish political leadership envisions China as a potentially crucial partner that could enhance the country's autonomy in relation to the West. While this expectation has not entirely materialized so far, there is an ongoing debate regarding the extent to which China can potentially be a transformative actor in Turkey's position within the international order. This paper contributes to this debate by locating Turkey-China engagement within a broader context of China's power and influence in the developing world. The paper suggests that the potential for Turkey's cooperation with China is likely to remain relatively limited for the foreseeable future. This is not only due to Turkey's deeply rooted ties with the West, but also because of the nature of China's global power, which is more partial and not as deep as commonly assumed. Son on yıllarda Çin’in ekonomik kalkınmadaki büyük atılımına bölgesel eşitsizliğin artışı eşlik etmiştir. Reformların başlangıcından bu yana, doğu bölgesi ülkenin ekonomik olarak en dinamik kısmı olarak ortaya çıkarken, batı, orta ve kuzeydoğu bölgeleri nispeten geride kalmıştır. Bu makale reform döneminde Çin’de bölgesel eşitsizliğin genel hatlarını değerlendirmektedir. Makale ilk olarak, bölgesel eşitsizliğin büyük ölçüde arttığı 1978'den 2000'lerin ortalarına kadar olan döneme odaklanmaktadır ve bu dönemde bölgesel eşitsizliğin artmasının ardında yatan faktörleri tartışmaktadır. Makalenin ikinci bölümünde, merkezi hükümetin dengeli bölgesel kalkınmaya dönüşü ve daha geniş makroekonomik eğilimler bağlamında 2000'lerin ortalarından bu yana bölgesel eşitsizliğin daralması incelenmektedir.Makalenin son bölümü, Pekin’in son yıllarda izlemeye başladığı finansal riski ve aşırı kapasiteyi azaltma politikalarının bölgesel eşitsizliğe yansımalarını incelemektedir., Widening regional disparity has accompanied China’s tremendous leap in economic development during recent decades. From the outset of reforms through today, the eastern region has emerged, by far, as the economically most dynamic part of the country, whereas the western, central, and northeast regions have relatively lagged behind. This paper reviews the broad contours of regional disparity in the reform China. The paper first focuses on the period from 1978 to the mid-2000s, during which regional disparity substantially widened, and discusses the drivers of regional disparity during that period. The second section surveys the narrowing of regional disparity since the mid-2000s amid the central government’s turn to balanced regional development and broader macroeconomic trends. The final section examines the implications of Beijing’s recent policies of financial de-risking and curbing overcapacity for the regional disparity.

Bu tez, orta ve büyük ölçekli şehirleri inceleyerek 2000'li yılların ortalarından buyana batı Çin'de gözlemlenen hızlanmış büyümenin bağlamını ve dinamikleriniaraştırmaktadır. Daha özel olarak tez, batı Çin'deki şehirlerin büyüme biçimlerininnasıl ve neden farklılaştığı bulmacasını ele almaktadır. Tez Chengdu, Chongqing,Xi'an ve Guiyang gibi batı Çin'deki bazı şehirlerin nasıl dışa açılma ve sektörelçeşitliliği artırma ve niteliği yükseltme konusunda dikkat çekici bir ilerlemekaydettiğine, buna karşın, Lanzhou gibi diğer bazı şehirlerin ise hızlananbüyümelerini daha çok doğal kaynak ürünlerindeki ve onlarla ilişkili sanayilerdekifiyat artışına ve altyapı yatırımlarına borçlu olduğuna dair bir anlayışgeliştirmektedir. Öte yandan, hem başarılı hem de ortalama performans gösterenşehirler hızlanan büyümeyle ilgili iki sorunu paylaşmaktadır: inşaat sektörününnispeten yüksek payı ve borçlarla finanse edilen altyapı yatırımlarıyla bağlantılıolarak yerel yönetimlerin artan borç stoku. This dissertation investigates the context and dynamics of the accelerated growth in western China since the mid-2000s through an examination of the mid and large-sized cities. In particular, the dissertation addresses the puzzle of how and why the cities in western China differ in their growth paths. The dissertation develops an understanding of how some cities in western China, such as Chengdu, Chongqing, Xi'an, and Guiyang, have remarkably progressed with opening up and sectoral diversification and upgrading, while some others, such as Lanzhou, have owed a great deal of their accelerated growth to infrastructure investments and the price boom in natural-resource commodities and their adjacent industries. On the other hand, both successful and mediocre cities share two particular problems with the accelerated growth: comparatively high share of the construction sector, and the surging debt stock on the part of local governments, which is linked to debt-financed infrastructure investments. With regard to how China's state-permeated, decentralized political economy operates in western China, the dissertation concludes that while a proactive and aggressive local leadership is the key to upgrading the industrial structure and forging close ties with global markets, the central government wields a significant capacity in defining the conditions of local development through place-targeted policy measures such as large-scale infrastructure investments, administrative arrangements, fiscal support, personnel appointments and as well as by way of specifying cyclical macroeconomic priorities. 223

5. The role of intellectuals in policy-making in the post-Mao China: case of Labor Contract Law

Bu çalışma, Çinli entelektüellerin politika yapımındaki rolünü, İş Sözleşmesi Yasası örneği üzerinden incelemeyi amaçlamaktadır. Çinli entelektüeller, Maosonrası Çin'in şekillenmesinde önemli bir rol oynamışlardır. Çin KomünistPartisi (ÇKP) liderliği, reform politikalarının formüle edilmesinde ve geliştirilmesinde onların uzmanlıklarından hep yararlanmıştır. Ayrıca ÇKP'nin politikalarını ideolojik olarak meşrulaştırmada hala entelektüellerin desteğine ihtiyaç duyması, onların öneminin artmasına katkı yapmaktadır. Buna ek olarak, entelektüeller 1990'lı yıllardan itibaren giderek etkili hale gelen Çin kamuoyu üzerindeki tesirleri aracılığıyla ÇKP liderliğinin politika gündeminin belirlenmesine etki etmektedirler. Dahası, Çin'in tek parti sisteminde entelektüel tartışmalar, parti siyasetini ikame etme işlevi görebilmektedir. Bütün bunlar müştereken entelektüellerin Çin siyasetindeki rolünü arttırmış ve bu rolü önemli bir çalışma konusu haline getirmiştir. Çalışmanın örnek olayı- İş Sözleşmesi Yasası- sadece yüksek düzeyde halk ilgisi çektiği için değil, ayrıca güncel Çin siyasetinin merkezi konularından biriyle- ekonomik kalkınma yolu ve sosyal adalet- yakından ilişkili olduğu için seçilmiştir.İş Sözleşmesi Yasası'nın oluşturulmasına yönelik bu araştırma, yazarı, mevcut literatürün çoğunlukla odaklandığı liberal entelektüeller ve otoriter devlet arasındaki gerilim ve husumetin, Çin'deki entelektüel siyasetin sadece birboyutu olduğunu vurgulamaya yöneltmektedir. Piyasalaşmadan kaynaklanan güç ve refahın rekonfigürasyonu bağlamında, entelektüellerin toplumdaki konumu önemli ölçüde değişmiş ve Parti-entelektüel ilişki örüntüleri çeşitlenmiştir. Buyüzden, bu çalışmada, ortaya çıkan piyasanın ideolojik etkileriyle ve entelektüellerin Parti içinde ve dışındaki yeni ekonomik elitlerle olan ilişkiler yoluyla bağlantılı olduğu bir kurumsal güç/etki olarak dikkate alınmasıyla, Çin'deki entelektüel siyasetin parametrelerinin daha doğru anlaşılabileceği ileri sürülmektedir.Anahtar Sözcükler: Çinli Entelektüeller, Mao-sonrası Çin, İş Sözleşmesi Yasası This research aims to examine the role of Chinese intellectuals in policy-making through the case of Labor Contract Law. Chinese intellectuals have played an important role in shaping of the post-Mao China. The Chinese Communist Party (CCP) leadership have always benefited from their expertise in formulation and development of the reform policies. Also, the fact that the CCP still need intellectuals? support for ideological justification for its policies contributes to importance of intellectuals. In addition, intellectuals have affected the policy agenda-setting of the CCP leadership through their effectson the Chinese public opinion which has increasingly become influential since the 1990s. Furthermore, intellectual debates could function as a substitute for party politics in China?s one-party system. These all jointly enhance the role ofintellectuals in Chinese politics and make it a crucial subject to study. The case of this research, namely the Labor Contract Law, is selected not only for it received a high level of public attention, but also for it is closely related with one of the central matters of contemporary Chinese politics, i.e. economic development path and social justice.This inquiry into the making of the Labor Contract Law lead the author to emphasize that tension and animosity between liberal intellectuals and the authoritarian state, on which the existing literature largely focuses, is just oneaspect of the intellectual politics in China. In the context of re-configuration of power and wealth due to the marketization, intellectuals? position in the societyhas dramatically changed and patterns of the Party-intellectual relation have diversified. Thus, it is argued in this research that by taking into account the emergent market with its ideological effects and as an institutional force that is linked to intellectuals through ties with the new economic elite inside or outside the Party, parameters of intellectuals politics in China can be more accurately understood.Keywords: Chinese Intellectuals, Post-Mao China, Labor Contract Law 122
