ÖZET 2000 Yılı Problemi, Bilişim Teknolojisinin elli yıllık kısa tarihinde karşılaştığı en büyük ve en geniş kapsamlı problemdir. 2000 yılına yaklaşıldıkça 31 Aralık 1999'dan sonraki tarihlerin de işlenmesi gereksiniminin doğması ile sorunlar başlamıştır. Problemin ana nedeni, tarih verilerinde yıl veri elemanının elektronik ortamda işlenirken bellek kullanımından kazanım sağlanması amacıyla dört basamak yerine iki basamakla gösterilmesi, diğer bir deyişle tarih verilerinde yüzyıl verisine yer verilmemesidir. Başlangıçta belleğin kısıtlı ve pahalı olması nedeniyle gereksinimden doğan iki basamaklı gösterim, eski verilerin paylaşılabilmesi için bellek kısıtının aşılmasından sonra da sürdürülmüş ve günümüze kadar gelebilmiştir. 2000 Yılı Probleminin bilgisayar sistemleri üzerinde gösterebileceği olumsuz etkiler genel çizgileriyle şöyle özetlenebilir: > Tarih verilerinin birer değişken olarak kullanıldığı çeşitli hesaplamalarda; çıkarma, karşılaştırma, sıralama ve istatistiksel analizlerde yanlış sonuç verme, > Beklenmedik veri kayıpları, > Bilişsel sistemlerde, bilgisayar ağlarında ve uygulamalarda fonksiyonel yanlışlıklar ve bozulmalar, > Sistem yönetim protokollerinde beklenmedik yanlışlıklar ve tutarsızlıklar, > Gömülü yonga (embedded chip) tarafından yönlendirilen elektronik cihazlarda fonksiyonel bozulmalar. Bilişsel Teknoloji günümüzde uzay araştırmalarından evlere kadar her alana girmiştir. Endüstri, taşımacılık, iletişim, bankacılık, sigortacılık gibi günlük yaşamdaki her türlü sosyal hizmet bilgisayarlara bağımlı olmuştur. Bu nedenle 2000 Yılı Probleminin olumsuz etkileri, sosyal hizmetlerin aksaması riskinden ve çözümün büyük para ve işgücü gerektirmesinden dolayı toplumun her bireyine, ekonomiye, sosyal hizmetlere ve tüm ulusal altyapıya kadar uzanabilir. Sorunların çözümü için çeşitli teknik yöntemler geliştirilmiş olmakla birlikte problemin bu çapta geniş tabanlı oluşu ve uygulamaların amaca göre büyük çeşitlilik göstermesi, standart bir çözüm yolunun üretilmesine olanak vermemiştir. Bunun yerine her uygulamanın ayrıntılarıyla incelenmesi ve içinde bulunulan koşullara göre çözüm üretilmesi gerekmektedir.11 2000 Yılı Probleminin çözümü sınırlı kaynak ve daralan zaman kısıtları altında bir kaynak yönetimi projesi gerektirir. Problem yalnızca Bilişim Teknolojisini ilgilendiren teknik bir problem olmakla kalmayıp aynı zamanda işletmelerin üst yönetiminden çalışanların^ tedarikçilerinden müşterilerine ve dağıtım kanallarına kadar herkesi ilgilendiren, çözümü büyük iç ve dış kaynakla birlikte analitik bir strateji gerektiren, hukuki boyutları ve riskleri olan bir işletmecilik problemidir. Bu çalışmada 2000 Yılı Probleminin olası etkilerine dikkat çekilmiş ve çözümünde Toplam Kalite Yönetimi Dkeleri'nin uygulanması önerilmiştir. Çözüme gitmek için izlenmesi gereken aşamalar ve bu aşamalarda etkinliği arttırabilecek: teknik ve yönetsel stratejiler ayrıntılı bir biçimde işlenmiştir. Ill SUMMARY Year 2000 Problem is the most serious problem the IT Industry has ever faced in its brief, fifty-year history. Problems have started to show up as systems encounter events of dates past December 31, 1999. The main cause of the problem is that most computer systems store only a two- digit year value instead of four-digits, in order to save memory. In other words, systems that employ two-digit year format omit the `century` information in representing date data. This means that 1996 looks as `96` to the majority of computer programs. The computer's concept of time will be distorted when it tends to compare two dates if one of them happens to occur after December 31, 1999 where 2000 is represented by a `00`. Two-digit year format was common sense when first computers were developed in 1950's, because memory was incredibly expensive and limited. However, replacement systems, in which the previous memory constrains were eliminated, continued to use the old data formats in order to be able to share the information stored in old systems. As a result, many of the original programs and corresponding data were brought from one generation of machine to another, up to now. A broad explanation of the consequences of the Year 2000 Problem on computer systems can be given as follows: > Incorrect calculations of date-dependent operations, substractions, comparisons and statistical analysis, > Distortion in functions > Lost data, > Application, system and network failures, > System management âilures, > Functional distortion in electronic devices that contain embedded chips. Almost every field has become dependent on computers in our age: Space satellites, telecommunications, nuclear plants, industry, production, transportation, financial operations etc. Due to this fact, the problem is very complicated and its solution requires large amounts of money and work power. The problem has the potential of affecting the economy, social and national services and even every member of the society either directly or indirectly. The technical solution of the problem is straight-forward. However, since the problem is so wide spread and applications vary so widely, there is no standard solution that can be applied to everyIV system. Instead, every application has to be analyzed independently and a special strategy of solution has to be determined Y2K problem concerns the staff of every level in organizations including top management and involves many organizations such as vendors, customers, distribution channels and many more. It is also expected to lead to extensive legal problems. Furthermore, the solution requires a considerable amount of internal and external resources. Under the constraints of limited resources and shortening time, the solution requires a Resource Management Project. As a result, it can be stated that Y2K problem is a managerial problem more than being a technical one. This study draws the attention to the possible consequences of Y2K problem and suggests the Total Quality Management principles to be applied in the solution processes. In this respect, technical and managerial strategies that could be effective are given. 75
