The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High‐risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by defoliated 1‐ or 2‐year old bare root plants for planting (grafted or not) of 12 Prunus species (Prunus armeniaca, P. avium, P. canescens, P. cerasifera, P. cerasus, P. davidiana, P. domestica, P. dulcis, P. fontanesiana, P. persica, P. salicina, P. tomentosa) imported from Moldova, taking into account the available scientific information, including the technical information provided by the applicant country. The evaluation identified three EU‐quarantine pests, Erwinia amylovora (protected zone quarantine pest), Xiphinema rivesi non‐EU populations and Xanthomonas arboricola pv. pruni (protected zone quarantine pest), which were selected for further evaluation, based on defined criteria, including their presence in the applicant country. It should be noted that there is uncertainty regarding whether all relevant pests have been identified due to a limited number of scientific publications and pest surveys in Moldova. For the three selected pests, the risk mitigation measures proposed in the technical dossier from Moldova were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on it, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with Erwinia amylovora being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9823 and 10,000 bundles (comprising 10–20 plants per bundle) out of 10,000 bundles would be free from E. amylovora. The plant nursery industry has become an ideal reservoir for Phytophthora species and other soilborne pathogens. In this context, isolation from tissues and soil of ornamental and forest plants from nurseries in four regions of Spain was carried out. A high diversity of Phytophthora species was confirmed. Fourteen Phytophthora phylotypes (P. cactorum, P. cambivora, P. cinnamomi, P. citrophthora, P. crassamura, P. gonapodyides, P. hedraiandra, P. nicotianae, P. niederhauserii, P. palmivora, P. plurivora, P. pseudocryptogea, P. sansomeana, and Phytophthora sp. tropicalis-like 2) were isolated from over 500 plant samples of 22 species in 19 plant genera. Nine species were detected in water sources, two of them (P. bilorbang and P. lacustris) exclusively from water samples. P. crassamura was detected for the first time in Spain. Abstract The EFSA Panel on Plant health was requested to prepare and deliver risk assessments for commodities listed in the relevant Implementing Acts as ‘High risk plants, plant products and other objects’ (Commission Implementing Regulation (EU) 2018/2019 establishing a provisional list of high risk plants, plant products or other objects, within the meaning of Article 42 of Regulation (EU) 2016/2031). This scientific opinion covers the plant health risks posed by the following commodities: (i) scions and (ii) grafted plants of Persea americana imported from Israel, taking into account the available scientific information, including the technical information provided by the Plant Protection and Inspection Services from Israel. The relevance of an EU quarantine pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) P. americana is a host of the pest and (iii) the pest can be associated with the commodity. The relevance of any other pest, not regulated in the EU, was based on evidence that: (i) the pest is present in Israel; (ii) the pest is absent in the EU; (iii) P. americana is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Twenty‐six pests (15 insects, one mite, 9 fungi and one viroid) that fulfilled all criteria were selected for further evaluation. For the 26 selected pests, the risk mitigation measures proposed in the technical dossier were evaluated. Limiting factors on the effectiveness of the measures were documented. For each of the 26 pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including any uncertainties. The fungi Lasiodiplodia pseudotheobromae and Neoscytalidium dimidiatum were the pests most frequently expected on the imported commodities. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,573 and 10,000 bundles of scions per 10,000; and 9,747 and 10,000 grafted plants per 10,000 would be free of these two fungi.

The relevance of any other pest, not regulated in the EU, was based on evidence that: (i) the pest is present in Israel; (ii) the pest is absent in the EU; (iii) P. americana is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Twenty‐six pests (15 insects, one mite, 9 fungi and one viroid) that fulfilled all criteria were selected for further evaluation. For the 26 selected pests, the risk mitigation measures proposed in the technical dossier were evaluated. Limiting factors on the effectiveness of the measures were documented. For each of the 26 pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including any uncertainties. The fungi Lasiodiplodia pseudotheobromae and Neoscytalidium dimidiatum were the pests most frequently expected on the imported commodities. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,573 and 10,000 bundles of scions per 10,000; and 9,747 and 10,000 grafted plants per 10,000 would be free of these two fungi. This Scientific Opinion covers the plant health risks posed by the following commodities: i) dormant and free of leaves 1‐year‐old bare rooted plants and ii) free of leaves 1‐year‐old liners of Ficus carica imported from Israel, taking into account the available scientific information, including the technical information provided by Israel. The relevance of any pest for this opinion was based on evidence following defined criteria. Four EU quarantine pests, Euwallacea fornicatus, Hypothenemus leprieuri, Scirtothrips dorsalis and Spodoptera frugiperda, and 11 EU non‐regulated pests fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Israel were evaluated separately for bare rooted plants and for liners, taking into account the possible limiting factors. For these pests, an expert judgement was given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The estimated degree of pest freedom varied among the pests evaluated. Aonidiella orientalis and Russellaspis pustulans were the most frequently expected pests on the imported bare rooted plants, and Scirtothrips dorsalis on liners. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,585 and 10,000 bare rooted plants per 10,000 would be free of Aonidiella orientalis and Russellaspis pustulans and between 9,456 and 10,000 liners per 10,000 would be free of Scirtothrips dorsalis.

Abstract Following a request from the European Commission, the EFSA Plant Health (PLH) Panel performed a risk assessment for Ceratocystis platani in the EU with the aim to assess the effectiveness of risk reduction options (RROs) on the basis of the mechanisms of spread identified in the pest categorisation (natural and human‐assisted means, including waterways, root anastomosis, contaminated pruning tools, machinery, insects, contaminated insect frass and sawdust). C. platani is a destructive pathogen of Platanus trees, which is currently present in the EU (in France, Greece and Italy). Three scenarios were considered: the current situation (A0 scenario); the situation without RROs (A1); and the application of additional RROs (A2). The risk of new introductions into the EU of C. platani by means of the main pathways of entry (i.e. plants for planting, wood and machinery, e.g. construction machinery and pruning/cutting tools) is relatively limited, but about 250 times higher for the A1 scenario compared to the A2 scenario (median numbers of established populations). The risk of spread from already affected EU regions is higher, but varies depending on the scenario. Machinery is the most important mechanism of long‐distance spread. Focusing the additional RROs in A2 scenario on this mechanism of spread – which is not currently regulated – would be an effective way to reduce the likelihood of further spread and thus impacts of C. platani to not yet affected EU regions. The emergency measures applied by the C. platani‐affected EU Member States (France, Greece and Italy) could be harmonised and improved. An enhanced programme could be developed which includes surveillance, early detection of the disease foci, effective eradication measures and planting resistant Platanus clones in new plantations in affected areas. Surveillance could also be intensified in the EU MSs not yet known to be affected by the disease.

Following a request from the European Commission, the EFSA Plant Health (PLH) Panel performed a risk assessment for Cryphonectria parasitica in the EU with the aim to assess the current EU phytosanitary requirements and identify the risk reduction options (RROs), which would preserve the protected zone (PZ) status in some parts of the EU, where the pathogen is not known to occur. C. parasitica, a bark-inhabiting fungus causing blight of chestnut trees (Castanea spp.), has a wide distribution in the EU (non-PZs). Three regulatory scenarios were considered for the whole risk assessment (RA) area: the current situation in non-PZs (scenario A0), the situation in the EU without measures (A1) and the current situation in PZs with additional RROs (A2). The Panel considered both the risk of potential spread to PZs of C. parasitica strains currently present in the non-PZs and the risk of introduction from Third Countries and spread in non-PZs of new, virulent strains that would be able to jeopardise the currently effective hypovirulence and cause severe impact. The number of new introductions of C. parasitica into the EU is reduced by approximately a factor 5,000 (median values) in scenario A2 compared to scenario A0. Under the A0, A1 and A2 scenarios, 2, 3.5 and 0.5 (median values) EU Member States, respectively, are expected to be affected in the next 10 years due to spread of C. parasitica strains. The estimated relative impact on ecosystem services, due to the introduction and spread in the EU of new, virulent strains, is higher for scenario A1 compared to scenarios A0 and A2. The current EU requirements and the additional RROs considered in scenario A2 were assessed to be effective in reducing the risk of introduction and spread of C. parasitica, thus preserving the PZ status in some parts of the EU. Intensifying global trade will result in increased numbers of plant pest and pathogen species inadvertently being transported along with cargo. This paper examines current mechanisms for prevention and management of potential introductions of forest insect pests and pathogens in the European Union (EU). Current European legislation has not been found sufficient in preventing invasion, establishment and spread of pest and pathogen species within the EU. Costs associated with future invasions are difficult to estimate but past invasions have led to negative economic impacts in the invaded country. The challenge is combining free trade and free movement of products (within the EU) with protection against invasive pests and pathogens. Public awareness may mobilise the public for prevention and detection of potential invasions and, simultaneously, increase support for eradication and control measures. We recommend focus on commodities in addition to pathways, an approach within the EU using a centralised response unit and, critically, to engage the general public in the battle against establishment and spread of these harmful pests and pathogens. The trade in plants for planting is a major pathway for the introduction and further spread of alien plants, pests and diseases. Information about the structure of plant trade networks is not generally available, but it is valuable for better assessing the potential risks associated with the trade in live plants and the development of prevention and mitigation measures and policy. The discovery of two larvae of Anoplophora chinensis (citrus longhorn beetle -- CLB) in 2009, at a nursery importing Acer palmatum from China in one of the major Dutch tree nursery areas, has resulted in the creation of a detailed dataset on the intra-European Union trade in its potential hosts. This study describes European imports of the primary host of A. chinensis, Acer spp., into the Netherlands (1998-2012) and the effects of the finding in a tree nursery area. In addition, shipments of Acer spp. from 138 producers in the nursery area in 2009 were analysed in a one-off analysis of intra-EU trade. The volume of Acer spp. imports from Asia was stable early during the studied period, and declined to 5% of the initial imports after a period of interceptions, illustrating the effect of regulations. The number of notifications of A. chinensis infestations in imported consignments of Acer spp. increased sharply in the years up to 2007, then declined as imports also reduced. Although plants were shipped to destinations throughout Europe, each producer shipped plants only to few destinations in few countries. Most of the plants were shipped to nurseries in EU countries. These patterns could make it easier to target these high risk destinations for control measures. The lack of transaction records makes it difficult to trace the destination of plants. More systematic electronic record keeping by traders and growers and the data being collated in a database that can be made available to regulatory authorities, together with further studies of plant trade data using network approaches, would be beneficial for improving trace-back and trace-forward and provide better safeguards for plant health and quality. The trade in plants for planting (P4P) is one of the major pathways for the introduction of pests. The strong increase in world trade in the past decades appears to have led to an increase in introductions of species transported by this pathway, and highlights the need for effective phytosanitary legislation and measures. The phytosanitary regulations in most countries are based on the International Plant Protection Convention and the World Trade Organisation's Agreement on Sanitary and Phytosanitary Measures, but there are large differences in countries’ approaches to managing the risk of introducing invasive alien species through international plant trade. We reviewed elements of the phytosanitary legislations of ten countries on all continents and aimed to find regulations that prevent biological invasions. We found large differences in countries’ phytosanitary regulations. New Zealand and Australia have the strictest phytosanitary regulations, while Europe maintains a general authorization for P4P imports. The remaining countries have regulations between these extremes. The evidence is sparse regarding the quality of implementation and effectiveness, and impact of individual phytosanitary measures. We recommend that National Plant Protection Organisations collect detailed information on P4P imports and the effectiveness of phytosanitary measures. Following a request from the European Commission, EFSA was asked to provide urgent technical assistance in the field of plant health as regards the list of host plants of Xylella fastidiosa reported in Appendix В of the recently published EFSA Scientific Opinion on X. fastidiosa. In this technical report the list of host plants is categorised focusing on plant species traded as plants for planting and taking into account available data and information on the trade and cultivation of host plants and on infection with X. fastidiosa. Based on this characterisation, a definition of the host plants of X. fastidiosa which have been both (1) naturally infected and (2) confirmed by at least two different testing methods is provided, together with indication when vector transmission has been confirmed by two testing methods.
