Legacy effects describe the persistent, long-term impacts on an ecosystem following the removal of an abiotic or biotic feature. Redlining, a policy that codified racial segregation and disinvestment in minoritized neighborhoods, has produced legacy effects with profound impacts on urban ecosystem structure and health. These legacies have detrimentally impacted public health outcomes, socioeconomic stability, and environmental health. However, the collateral impacts of redlining on wildlife communities are uncertain. Here, we investigated whether faunal biodiversity was associated with redlining. We used home-owner loan corporation (HOLC) maps [grades A (i.e., "best" and "greenlined"), B, C, and D (i.e., "hazardous" and "redlined")] across four cities in California and contributory science data (iNaturalist) to estimate alpha and beta diversity across six clades (mammals, birds, insects, arachnids, reptiles, and amphibians) as a function of HOLC grade. We found that in greenlined neighborhoods, unique species were detected with less sampling effort, with redlined neighborhoods needing over 8,000 observations to detect the same number of unique species. Historically redlined neighborhoods had lower native and nonnative species richness compared to greenlined neighborhoods across each city, with disparities remaining at the clade level. Further, community composition (i.e., beta diversity) consistently differed among HOLC grades for all cities, including large differences in species assemblage observed between green and redlined neighborhoods. Our work spotlights the lasting effects of social injustices on the community ecology of cities, emphasizing that urban conservation and management efforts must incorporate an antiracist, justice-informed lens to improve biodiversity in urban environments.

Historical policies have been shown to underpin environmental quality. In the 1930s, the federal Home Owners' Loan Corporation (HOLC) developed the most comprehensive archive of neighborhoods that would have been redlined by local lenders and the Federal Housing Administration, often applying racist criteria. Our study explored how redlining is associated with environmental quality across eight California cities. We integrated HOLC's graded maps [grades A (i.e., "best" and "greenlined"), B, C, and D (i.e., "hazardous" and "redlined")] with 10 environmental hazards using data from 2018 to 2021 to quantify the spatial overlap among redlined neighborhoods and environmental hazards. We found that formerly redlined neighborhoods have poorer environmental quality relative to those of other HOLC grades via higher pollution, more noise, less vegetation, and elevated temperatures. Additionally, we found that intraurban disparities were consistently worse for formerly redlined neighborhoods across environmental hazards, with redlined neighborhoods having higher pollution burdens (77% of redlined neighborhoods vs 18% of greenlined neighborhoods), more noise (72% vs 18%), less vegetation (86% vs 12%), and elevated temperature (72% vs 20%), than their respective city's average. Our findings highlight that redlining, a policy abolished in 1968, remains an environmental justice concern by shaping the environmental quality of Californian urban neighborhoods.

Societal Impact Statement Over half of Earth's human population lives in urban areas where pollution from fossil fuel combustion threatens urban air quality and public health. The isotopic composition of plant tissues can be used as a tool to estimate local variation in the amount of fossil fuel–derived carbon dioxide. We present a case study that examines this variation against the backdrop of historic discriminatory policies in Saint Paul, Minnesota, USA. Data suggest higher loads of atmospheric fossil carbon in neighborhood greenspaces that are situated closer to large roads, which often correspond with historical policies. Evidence of unequal fossil fuel combustion, and potentially pollution load, may precipitate changes in urban management or pollution mitigation strategies. [ABSTRACT FROM AUTHOR]

Pittsburgh has changed considerably since deindustrialization, with a shift in industry from steel to medicine and from public to private infrastructure. Segregation patterns form in response to the economic statuses within a region. Exclusionary zoning codes have shaped segregation patterns in Pittsburgh. As these zones become increasingly obsolete with the decline of the steel industry and the subsequent rise in the white-collar economy, the potential for these zones to change increases. This study uses the Dissimilarity Index to measure changes in segregation levels in Pittsburgh’s twenty most segregated neighborhoods as measured in 1970, to 2020. Segregation levels have decreased in all neighborhoods evaluated except one. This reveals that overall, Pittsburgh is desegregating. The results of this study also indicate the effects of private infrastructure, decreasing population, and areas of concentrated poverty on the demographics of a city.

In addition to loss of property, these harms include inadequate reimbursement payments, diminished business and rental income, and higher post-relocation housing costs. Using Kingston and Newburgh, New York, and Asheville, North Carolina, as case studies, the article demonstrates how researchers can document the need for reparative justice policies using historical data drawn from local archival collections.

Ecologists often leverage contributory science, also referred to as citizen science, to answer large-scale spatial and temporal biodiversity questions. Contributory science platforms, such as eBird and iNaturalist, provide researchers with incredibly fine-scale data to track biodiversity. However, data generated by these platforms are spatially biased. Research has shown that factors like income, race, and historical redlining can influence spatial patterns of reported eBird and iNaturalist data. However, the role of contemporary residential segregation remains unclear. Additionally, we do not understand how these variables potentially relate to certain Census tracts having more or less biodiversity data than you would expect based on size or population density. To further understand the social factors that may contribute to spatial biases in eBird and iNaturalist data, we focused on three cities within the USA (Oakland, California; St. Louis, Missouri; and Baltimore, Maryland). We specifically investigated how income, race, segregation, and redlining via Home Owners' Loan Corporation grades (grades A = best, B, C, and D = hazardous and "redlined") are associated with the difference between reported and expected observations based on area and human population density. We find that census tracts with higher income and more White people generally have more observations than expected. We only find segregation to influence differences in reported and expected observations in Baltimore, with more segregated Census tracts having more observations than expected. Lastly, we find that grades C and D consistently have fewer data than expected compared with grades A and B for both platforms in each city. Our results show that although each city has distinct societal and ecological features, societal inequity permeates each city to shape the uptake of data for two of the largest sources of biodiversity data. Cities worldwide are grappling with complex urban environmental injustices. While environmental justice as a concept has gained prominence in both academia and policy, operationalizing and implementing environmental justice principles and norms remains underexplored. Notably, less attention has been given to centering the perspectives and experiences of community-based actors operating at the grassroots level, who can inform and strengthen urban environmental justice practice. Through ethnographic, participant-as-observer methods, interviews, and geovisualizations, this study explores the perspectives, experiences, knowledge, and practices of community-based urban forest stewards in Philadelphia, Pennsylvania (United States) who are invested in addressing environmental injustices through urban tree-planting and stewardship. Interviewees were asked how they were addressing issues of distribution, procedure, and recognition in urban forest planning and practice, as well as the socio-political and institutional factors that have influenced their perspectives and practices. Particular attention is given to how urban forest stewards implement recognitional justice principles. Findings from this study exposed several complex socio-political challenges affecting steward engagement in community-led tree initiatives and the broader pursuit of environmental justice, including discriminatory urban planning practices, gentrification concerns, underrepresentation of Black and Latinx voices in decision-making, volunteer-based tree-planting models, and tree life cycle costs. Nevertheless, urban forest stewards remain dedicated to collective community-building to address environmental injustices and stress the importance of recognizing, listening to, dialoguing with, and validating the perspectives and experiences of their neighbors as essential to their process. This article explores the lasting effects of redlining in the United States on wealth creation and economic opportunity. Due to rising mortgage rates and low supply, housing costs are growing. Redlining is the practice of discrimination in the homebuying and lending market that resulted in significant housing inequality. While illegal since the 1970s, redlining has not disappeared but rather evolved. Institutional economics provides a framework to understand the history, consequences, and solutions to modern redlining that can generate greater housing equality in the United States. This article uses the latest Federal Reserve Bank's Survey of Consumer Finances (2023) data to analyze the size and effects of housing inequality resulting from redlining practices and what groups are most affected. Redlining refers to discriminatory lending practices based on the demographic composition of neighborhoods. The term is often attributed to boundaries drawn on maps by the Home Owners' Loan Corporation (HOLC) in the 1930s to represent the perceived credit risk of neighborhoods. Combined with other discriminatory actions, redlining restricted access to mortgage financing for racial minorities, and areas subject to historic redlining practices still exhibit worse outcomes on various socio‐economic dimensions. This study examines contemporary differences in residential housing values along historic redlined boundaries. Boundary fixed effects models are constructed using contemporary property sale data for Seattle, WA and Richmond, VA from 2000 to 2018. Results indicate that properties inside a redlined boundary continue to sell at significantly discounted prices compared to houses across the redlined border. Further investigation, using historic data from the 1930s and 1940s, finds that there was also a large and significant historic difference in housing values across the redlined boundaries at that time, including before the advent of HOLC maps. This suggests that contemporary differences in housing values are likely not a direct effect of HOLC maps but rather depict the lingering effect of broader redlining and discriminatory practices that existed before the advent of these maps. Introduction: Historical maps of racialized evaluation of mortgage lending risk (i.e., redlined neighborhoods) have been linked to adverse health outcomes. Little research has examined whether living in historically redlined neighborhoods is associated with obesity, differentially by race or gender. Methods: This is a cross-sectional study to examine whether living in historically redlined neighborhoods is associated with BMI and waist circumference among Black and White adults in 1985–1986. Participants’ addresses were linked to the 1930s Home Owners’ Loan Corporation maps that evaluated mortgage lending risk across neighborhoods. The authors used multilevel linear regression models clustered on Census tract, adjusted for confounders to estimate main effects, and stratified, and interaction models by (1) race, (2) gender, and (3) race by gender with redlining differentially for Black versus White adults and men versus women. To better understand strata differences, they compared Census tract–level median household income across race and gender groups within Home Owners’ Loan Corporation grade. Results: Black adults (n=2,103) were more likely than White adults (n=1,767) to live in historically rated hazardous areas and to have higher BMI and waist circumference. Communities of color in the United States are systematically exposed to higher levels of air pollution. We explore here how redlining, a discriminatory mortgage appraisal practice from the 1930s by the federal Home Owners' Loan Corporation (HOLC), relates to present-day intraurban air pollution disparities in 202 U.S. cities. In each city, we integrated three sources of data: (1) detailed HOLC security maps of investment risk grades [A ("best"), B, C, and D ("hazardous", i.e., redlined)], (2) year-2010 estimates of NO2 and PM2.5 air pollution levels, and (3) demographic information from the 2010 U.S. census. We find that pollution levels have a consistent and nearly monotonic association with HOLC grade, with especially pronounced (>50%) increments in NO2 levels between the most (grade A) and least (grade D) preferentially graded neighborhoods. On a national basis, intraurban disparities for NO2 and PM2.5 are substantially larger by historical HOLC grade than they are by race and ethnicity. However, within each HOLC grade, racial and ethnic air pollution exposure disparities persist, indicating that redlining was only one of the many racially discriminatory policies that impacted communities. Our findings illustrate how redlining, a nearly 80-year-old racially discriminatory policy, continues to shape systemic environmental exposure disparities in the United States.

Government policies often target vulnerable communities on the premise of their socioeconomic status, race, gender, etc., and hinder their ability to attain proper resources. These discriminatory practices can have consequences that span generations when enforced upon expecting mothers that lack access to preventative care. Whether it be for education, basic needs, or even health, access is undoubtedly disproportionate. Redlining is a specific policy that has seeped its way into communities and continues to affect the socioeconomic status of hundreds of thousands of families. One aspect of health that is especially impacted is maternal and fetal health. Findings show increased health risks for mothers and an increase in potential fetal mortality in these areas. Expanding research on the topic is crucial to promoting policies and the expansion of programs that will help subside these harmful effects that pose a risk to these communities. Our environments, both physical and social, are determinants of our health and in reviewing existing literature, it is clear that where we live is vital to our livelihoods.

Racist and discriminatory federal, state, and local housing policies significantly contribute to disparities in cardiovascular disease incidence and mortality for individuals that self-identify as Black or African American. Here we highlight three key housing policies - "redlining," zoning, and the construction of highways - which have wrought a powerful, sustained, and destructive impact on cardiovascular health in Black/African American communities. Redlining and highway construction policies have restricted access to quality health care, increased exposure to carcinogens such as PM2.5, and increased exposure to extreme heat. At the root of these policy decisions are longstanding, toxic societal factors including racism, segregation, and discrimination, which also serve to perpetuate racial inequities in cardiovascular health. Here, we review these societal and structural factors and then link them with biological processes such as telomere shortening, allostatic load, oxidative stress, and tissue inflammation. Lastly, we focus on the impact of inflammation on the immune system and the molecular mechanisms by which the inflamed immune microenvironment promotes the formation of atherosclerotic plaques. We propose that racial residential segregation and discrimination increases tissue inflammation and cytokine production, resulting in dysregulated immune signaling, which promotes plaque formation and cardiovascular disease. This framework has the power to link structural racism not only to cardiovascular disease, but also to cancer.

We investigated historical redlining, a government-sanctioned discriminatory policy, in relation to cardiovascular health (CVH) and whether associations were modified by present-day neighborhood physical and social environments. Data included 4,779 participants (mean age 62 y; SD = 10) from the baseline sample of the Multi-Ethnic Study of Atherosclerosis (MESA; 2000 to 2002). Ideal CVH was a summary measure of ideal levels of seven CVH risk factors based on established criteria (blood pressure, fasting glucose, cholesterol, body mass index, diet, physical activity, and smoking). We assigned MESA participants' neighborhoods to one of four grades (A: best, B: still desirable, C: declining, and D: hazardous) using the 1930s federal Home Owners' Loan Corporation (HOLC) maps, which guided decisions regarding mortgage financing. Two-level hierarchical linear and logistic models, with a random intercept to account for participants nested within neighborhoods (i.e., census tracts) were used to assess associations within racial/ethnic subgroups (non-Hispanic White, non-Hispanic Black, Hispanic, and non-Hispanic Chinese). We found that Black adults who lived in historically redlined areas had a 0.82 (95% CI -1.54, -0.10) lower CVH score compared to those residing in grade A (best) neighborhoods, in a given neighborhood and adjusting for confounders. We also found that as the current neighborhood social environment improved the association between HOLC score and ideal CVH weakened (P < 0.10). There were no associations between HOLC grade and CVH measures or effect modification by current neighborhood conditions for any other racial/ethnic group. Results suggest that historical redlining has an enduring impact on cardiovascular risk among Black adults in the United States.

Background: Redlining has been associated with worse health outcomes and various environmental disparities, separately, but little is known of the interaction between these two factors, if any. We aimed to estimate whether living in a historically-redlined area modifies the effects of exposures to ambient PM2.5 and extreme heat on mortality by non-external causes. Methods: We merged 8,884,733 adult mortality records from thirteen state departments of public health with scanned and georeferenced Home Owners Loan Corporation (HOLC) maps from the University of Richmond, daily average PM2.5 from a sophisticated prediction model on a 1-km grid, and daily temperature and vapor pressure from the Daymet V4 1-km grid. A case-crossover approach was used to assess modification of the effects of ambient PM2.5 and extreme heat exposures by redlining and control for all fixed and slow-varying factors by design. Multiple moving averages of PM2.5 and duration-aware analyses of extreme heat were used to assess the most vulnerable time windows. Results: We found significant statistical interactions between living in a redlined area and exposures to both ambient PM2.5 and extreme heat. Individuals who lived in redlined areas had an interaction odds ratio for mortality of 1.0093 (95% confidence interval [CI]: 1.0084, 1.0101) for each 10 µg m−3 increase in same-day ambient PM2.5 compared to individuals who did not live in redlined areas. For extreme heat, the interaction odds ratio was 1.0218 (95% CI 1.0031, 1.0408). Conclusions: Living in areas that were historically-redlined in the 1930's increases the effects of exposures to both PM2.5 and extreme heat on mortality by non-external causes, suggesting that interventions to reduce environmental health disparities can be more effective by also considering the social context of an area and how to reduce disparities there. Further study is required to ascertain the specific pathways through which this effect modification operates and to develop interventions that can contribute to health equity for individuals living in these areas. The United States government sponsored the Home Owners’ Loan Corporation (HOLC) in the 1930s to assess and grade neighborhoods based on perceived financial risk. The grades were influenced by the presence of minority racial groups, immigrants, and residents with lower socioeconomic statuses and, even though the practice was eventually outlawed, the impact on low income and underrepresented minorities is still prevalent today. This study was designed to assess spatial patterns and intensity of flood risk to (a) HOLC grade, (b) proximity to coastal zones, (c) intensity of vegetative cover, and (d) relationship to buried (ghost) streams and wetlands to determine which variable has the most impact on flood risk. Flood risk data, acquired from First Street Foundation’s Flood Factor dataset, was summarized by HOLC grade, and ghost streams and wetlands were digitized from historical maps and aggregated by HOLC grade. The results show flood risk is higher in C and D graded neighborhoods, compared to A and B. Regardless of HOLC grade, neighborhoods near the Detroit River and Lake St. Claire have 10 times higher flood risk than inland neighborhoods. Interestingly, B-graded neighborhoods exhibit minimal impact from buried rivers and wetlands, but that risk increases substantially if there is a history of stream or wetland burial within a D graded neighborhood. Flood risk is disproportionately distributed, caused in part by outlawed, racist housing policies. Understanding where risk is highest can help identify optimum locations for adaptation measures to minimize flood damage in these neighborhoods.

Objective: Examine the association between historic residential redlining and present-day racial/ethnic composition of neighborhoods, racial/ethnic differences in social determinant of health domains, and risk of home evictions and food insecurity. Research Design and Methods: We examined data on 12,334 (for eviction sample), and 8996 (for food insecurity sample), census tracts in 213 counties across 37 states in the USA with data on exposure to historic redlining. First, we examined relationships between Home Owners' Loan Corporation (HOLC) redlining grades (A="Best", B="Still Desirable", C="Definitely Declining", D="Hazardous") and present-day racial/ethnic composition and racial/ethnic differences in social determinant of health domains of neighborhoods. Second, we examined whether historic redlining is associated with present-day home eviction rates (measured across eviction filings rates, and eviction judgment rates for 12,334 census tracts in 2018) and food insecurity (measured across low supermarket access, low supermarket access and income, low supermarket access and low car ownership for 8996 census tracts in 2019). Multivariable regression models were adjusted for census tract population, urban/rural designation, and county level fixed effects. Results: Relative to areas with a historic HOLC grading of "A (Best)", areas with a "D (Hazardous)" grading had a 2.59 (95%CI=1.99–3.19; p-value<0.01) higher rate of eviction filings, and a 1.03 (95%CI=0.80–1.27; p-value<0.01) higher rate of eviction judgments. Compared to areas with a historic HOLC grading of "A (Best)", areas rated with a "D (Hazardous)" had a 16.20 (95%CI=15.02–17.79; p-value<0.01) higher rate of food insecurity based on supermarket access and income, and a 6.15 (95%CI =5.53–6.76; p-value<0.01) higher rate of food insecurity based on supermarket access and car ownership. Conclusions: Historic residential redlining is significantly associated with present-day home evictions and food insecurity, highlighting persistent associations between structural racism and present-day social determinants of health. The environmental studies laboratory is an exciting place where students investigate, analyze, and reflect. Students test and apply theories and make abstract concepts concrete. As an example, ecology and environmental science are increasingly using "big data" to expand and refine research questions. This commentary reflects on the design and integration of an environmental justice and data analytics module in an environmental studies lab course. The module introduces an environmental justice framework to give students an understanding of tools and strategies to engage, assess, and intervene at multiple levels; while also developing advocacy and communication skills. Poor and minority populations have historically borne the brunt of environmental inequalities in the United States, suffering disproportionally from the effects of pollution, resource depletion, dangerous jobs, limited access to common resources, and exposure to environmental hazards. Paying particular attention to "redlining" and the ways that race, ethnicity, class, and gender have shaped the political and economic dimensions of environmental injustices, this module challenges students to critically examine redlining, socioeconomic, and environmental factors in Atlanta, Georgia (USA) to develop and explore research questions that may visually and/or statistically illuminate trends, patterns, and processes of environmenATL justice. This module also introduces some of the basic data handling and data analysis skills that give students an understanding of data types, descriptive statistics, sampling, and basic inferential statistics. By intentionally incorporating environmental justice activities and conversations in the classroom, instructors afford students an opportunity to engage in authentic examination of their world and make positive changes. Many of the skills learned and knowledge gained in this activity are directly transferable to post‐baccalaureate studies (e.g., graduate school, medical school, professional training, etc.) and the world of employment. Climate adaptation policies have received attention in major due to the dual challenges of external factors like global warming, and internal factors related to the transition from rapid urbanization to sustainable development. However, previous research on heat or climate mitigation has often focused on external factors, neglecting the internal factors throughout the process of urban development and planning history. Research has revealed that city center where urban heat island phenomena is prominent, are subjected to external factors of intense heat exposure, as well as deeply influenced by the internal factors “urban development legacy.” An increasing body of research note that the inequitable legacy from urban development could impact environmental equity outcomes of cities. Based on this, we argue that urban heat mitigation research should adopt the perspective of the urban development process. We then utilize the Heat Mitigation Framework to examine the tangible outcomes of environmental equity over an extended period of urban development. This study focuses on the Charlotte city center that have undergone multiple processes of redlining policies and rapid urbanization, using a research framework for environmental equity-oriented urban heat management to examine whether a series of heat mitigation policies have effectively reduced heat exposure and whether they have truly benefited heat-vulnerable groups. Based on 20 years of multi-source heat exposure and urban spatial data, this paper provides evidence of ongoing enhancements to the heat exposure environment in the Charlotte city center. However, despite these improvements, heat vulnerable group that are particularly susceptible to the negative effects of heat exposure did not experience commensurate benefits. The conclusion of this article validates the ongoing trends of global sustainable studies in nature-based solutions and social-ecological systems, highlighting the issue of environmental equity evaluation.

How can credit unions differentiate on trust? This report reviews a key area where trust is increasingly at a premium: the use of consumers’ data in algorithmic credit scoring. With this change comes new questions and concerns, especially about the potential for bias and discrimination in algorithmic underwriting.

IntroductionThere is a growing demand for urban forest management that prioritizes genuine community involvement, acknowledges power imbalances within society, and embraces the principles of environmental justice. To assess current initiatives and share better/best approaches, examining how environmental justice principles are applied in urban forest planning and practice is crucial. This study aims to understand the perspectives of urban foresters on the factors that either facilitate or impede the attainment of environmental justice goals.MethodsInterviews were conducted with urban foresters from non-profit organizations and municipal government in San Francisco, California, and Seattle, Washington. The interviewees were asked to identify and discuss their tree planting and maintenance strategies, public engagement protocol, and inter-organizational collaboration processes. To provide a contextual understanding of environmental injustice in the study cities, the historical racist practice of neighborhood redlining was examined alongside current tree canopy cover, locations of environmental hazards, and the spatial distribution of persons of color and those living in poverty.ResultsThe findings revealed that urban forestry professionals in each city approached environmental justice in distinct yet complementary ways: San Francisco prioritized distributional justice, while Seattle focused on elements of procedural and recognitional justice. The Race and Social Justice Initiative in Seattle and Proposition E in San Francisco have been instrumental in identifying and addressing inequities in urban forest planning and practice.Discussion/conclusionCreating fair and inclusive urban forestry practices that prioritize disadvantaged neighborhoods has been a difficult task for both cities. Acknowledging and addressing past policies and cultural perspectives that have led to marginalization is crucial for building trust with these communities. Moving forward, prioritizing recognitional justice in urban forest planning and management should be a top priority.

There is emerging evidence that structural racism is a major contributor to poor health outcomes for ethnic minorities. Structural racism captures upstream historic racist events (such as slavery, black code, and Jim Crow laws) and more recent state-sanctioned racist laws in the form of redlining. Redlining refers to the practice of systematically denying various services (e.g., credit access) to residents of specific neighborhoods, often based on race/ethnicity and primarily within urban communities. Historical redlining is linked to increased risk of diabetes, hypertension, and early mortality due to heart disease with evidence suggesting it impacts health through suppressing economic opportunity and human capital, or the knowledge, skills, and value one contributes to society. Addressing structural racism has been a rallying call for change in recent years—drawing attention to the racialized impact of historical policies in the USA. Unfortunately, the enormous scope of work has also left people feeling incapable of effecting the very change they seek. This paper highlights a path forward by briefly discussing the origins of historical redlining, highlighting the modern-day consequences both on health and at the societal level, and suggest promising initiatives to address the impact. Racial residential segregation is considered a fundamental cause of racial health disparities, with housing discrimination as a critical driver of residential segregation. Despite this link, racial discrimination in housing is far less studied than segregation in the population health literature. As a result, we know little about how discrimination in housing is linked to health beyond its connection to segregation. Furthermore, we need to understand how health impacts differ across different types of housing discrimination. This review aims to assess the state of the population health literature on the conceptualization, measurement, and health implications of housing discrimination. We used PRISMA guidelines for scoping reviews and presented the data on 32 articles that met our inclusion criteria published before January 1, 2022. Nearly half of the articles do not define housing discrimination explicitly. Additionally, there is considerable variation in how housing discrimination is operationalized across studies. Compared to studies using administrative data for housing discrimination exposures, studies using survey data were more likely to report a detrimental association with health outcomes. Synthesizing and comparing the results of these studies helps bridge methodological approaches to this research. Our review helps inform the debate on how racism impacts population health. Given the changing nature of racial discrimination over time and place, we discuss how population health researchers can approach studying various forms of housing discrimination. Childhood obesity is a precursor to future health complications. In adults, neighborhood walkability is inversely associated with obesity prevalence. Recently, it has been shown that current urban walkability has been influenced by historical discriminatory neighborhood disinvestment. However, the relationship between this systemic racism and obesity has not been extensively studied. The objective of this study was to evaluate the association of neighborhood walkability and redlining, a historical practice of denying home loans to communities of color, with childhood obesity. We evaluated neighborhood walkability and walkable destinations for 250 participants of the Healthy Start cohort, based in the Denver metropolitan region. Eligible participants attended an examination between ages 4 and 8. Walkable destinations and redlining geolocations were determined based on residential addresses, and a weighting system for destination types was developed. Sidewalks and trails in Denver were included in the network analyst tool in ArcMap to calculate the precise walkable environment for each child. We implemented linear regression models to estimate associations between neighborhood characteristics and child body mass index (BMI) z-scores and fat mass percent. There was a significant association between child BMI and redlining (β: 1.36, 95% CI: 0.106, 2.620). We did not find an association between walkability measures and childhood obesity outcomes. We propose that cities such as Denver pursue built environment policies, such as inclusionary zoning and direct investments in neighborhoods that have been historically neglected, to reduce the childhood health impacts of segregated poverty, and suggest further studies on the influences that redlining and urban built environment factors have on childhood obesity. The three decades from 1940 through 1970 mark a turning point in the spatial scale of Black–White residential segregation in the United States compared with earlier years. We decompose metropolitan segregation into three components: segregation within the city, within the suburbs, and between the city and its suburbs. We then show that extreme levels of segregation were well established in most cities by 1940, and they changed only modestly by 1970. In this period, changes in segregation were greater at the metropolitan scale, driven by racially selective population growth in the suburbs. We also examine major sources of rising segregation, including region, metropolitan total, and Black population sizes, and indicators of redlining in the central cities based on risk maps prepared by the Home Owners Loan Corporation (HOLC) in the late 1930s. In addition to overall regional differences, segregation between the city and suburbs and within suburbia increased more in metropolitan areas with larger Black populations, but this relationship was found only in the North. In contrast to some recent theorizing, there is no association between preparation of an HOLC risk map or the share of city neighborhoods that were redlined and subsequent change in any component of segregation. The non‐Hispanic African American or Black race/ethnicity group had the highest HVI score (18.51), followed by Hispanic or Latino (18.19). Historically redlined and contemporary CEJST disadvantaged census tracts and communities of color were found to be associated with increased vulnerability to heat. These findings can help promote equitable climate change adaptation policies by informing policymakers about the national distribution of place‐ and race/ethnicity‐based disparities in heat vulnerability. Plain Language Summary: As the Earth's climate warms, extreme heat is the most direct threat to human health. Due to various socioeconomic, demographic, health, and environmental factors, some individuals and populations are more vulnerable to adverse health events caused by extreme heat. Publicly available data were obtained for each of these factors, and statistical analysis yielded a quantitative measure of heat vulnerability for 55,267 U.S. census tracts. This paper explores how redlining has disproportionately impacted the Boston neighborhoods of Dorchester, Roxbury, and Mattapan. Initiated in the 1930s, the discriminatory practice of marking these neighborhoods as high-risk for lending has led to significant health inequities today. The paper focuses on how limited access to healthier foods in these areas contributes to a higher prevalence of chronic diseases such as hypertension and obesity, compared to wealthier neighborhoods. Additionally, the paper examines interventions aimed at reducing health disparities by improving affordability and access to nutritious foods. In the United States, systemic racism has had lasting effects on the structure of cities, specifically due to government-mandated redlining policies that produced racially segregated neighborhoods that persist today. However, it is not known whether varying habitat structures and natural resource availability associated with racial segregation affect the demographics and evolution of urban wildlife populations. To address this question, we repurposed and reanalyzed publicly archived nuclear genetic data from 7,698 individuals spanning 39 terrestrial vertebrate species sampled in 268 urban locations throughout the United States. We found generally consistent patterns of reduced genetic diversity and decreased connectivity in neighborhoods with fewer White residents, likely because of environmental differences across these neighborhoods. The strength of relationships between the racial composition of neighborhoods, genetic diversity, and differentiation tended to be weak relative to other factors affecting genetic diversity, possibly in part due to the recency of environmental pressures on urban wildlife populations. However, the consistency of the direction of effects across disparate taxa suggest that systemic racism alters the demography of urban wildlife populations in ways that generally limit population sizes and negatively affect their chances of persistence. Our results thus support the idea that limited capacity to support large, well-connected wildlife populations reduces access to nature and builds on existing environmental inequities shouldered by predominantly non-White neighborhoods. Disordered urban environments negatively impact mental health symptoms and disorders. While many aspects of the built environment have been studied, one influence may come from inequitable, discriminatory housing practices such as redlining, blockbusting, and gentrification. The patterns of disinvestment and reinvestment that follow may be an underlying mechanism predicting poor mental health. In this study, we examine pathways between such practices and internalizing symptoms (i.e., anxiety and depression) among a sample of African American youth in Baltimore, Maryland, considering moderation and mediation pathways including neighborhood social cohesion and sex. In our direct models, the inequitable housing practices were not significant predictors of social cohesion. In our sex moderation model, however, we find negative influences on social cohesion: for girls from gentrification, and for boys from blockbusting. Our moderated mediation model shows that girls in gentrifying neighborhoods who experience lower social cohesion have higher levels of internalizing symptoms. Likewise for boys, living in a formerly blockbusted neighborhood generates poorer social cohesion, which in turn drives higher rates of internalizing symptoms. A key implication of this work is that, in addition to standard measures of the contemporary built environment, considering other invisible patterns related to discriminatory and inequitable housing practices is important in understanding the types of neighborhoods where anxiety and depression are more prevalent. And while some recent work has discussed the importance of considering phenomena like redlining in considering long-term trajectories of neighborhoods, other patterns such as blockbusting and gentrification may be equally important. Background: In the 1930's the United States (US) sponsored Home Owners’ Loan Corporation (HOLC) created maps that determined risk for mortgage lending based on the racial and ethnic composition of neighborhoods leading to disinvestment in “redlined” or highest risk neighborhoods. This historical practice has perpetuated racial and economic segregation, and health disparities, that persist today. Interventions near schools where children spend large portions of the day, could impact large groups of children but schools are an often-overlooked environment for exposure. Despite a declining trend of ambient pollution in New York City (NYC) between 1998 and 2012, little is known about differences in air quality improvement near schools by historical redlining neighborhood status. Our objective was to examine if recent temporal trends of air pollution near NYC public schools differed in historically redlined neighborhoods. Methods: We examined annual average street-level concentrations of combustion-related air pollutants (black carbon (BC), particulate matter (PM2.5), nitrogen dioxide (NO2), and nitric oxide (NO)), within a 250-m radius around schools using NYC Community Air Survey land-use regression models (n = 1,462). Year of monitoring, historical redlining (binary), and summer ozone were included in multivariable linear regression using generalized estimating equation models. Average annual percent change (APC) in pollutant concentration was calculated. Models were further stratified by historical redlining and a multiplicative interaction term (year of monitoring × historical redlining) was used to assess effect modification. Results: Overall, there was a decreasing trend of BC (APC = -4.40%), PM2.5 (-3.92%), NO2 (-2.76%), and NO (-6.20%) during the 10-year period. Rarely do the public, community leaders, or policymakers engage the history of structural racialization. Despite this lack of public awareness, a large body of literature illustrates the importance of urban development history as a mechanism of upholding the philosophy of segregation upheld by Plessy v. Ferguson. The history of structural racialization in development is fundamental to understanding contemporary challenges such as segregation, concentrated poverty, and racial disparities. The following case study explores two Ohio community-based initiatives (in Cleveland and Columbus) that used historical analysis of racial discrimination in development practices as the focus of a community engagement process. Surveys, participant observations, and interviews document the outcomes, benefits, and impacts associated with engaging stakeholders using historical records of discrimination to inform contemporary policymaking. The study lends support to the importance of public engagement processes to uncover the various long-term ramifications of the “separate but equal” doctrine of Plessy.

Plessy v. Ferguson provided the foundation for a system of segregation and exclusion that adversely affected African Americans throughout the twentieth century. Segregation was perpetuated by federal policies. During the 1940s and 1950s, the federal government facilitated the construction of suburban communities with Veterans Administration– and Federal Housing Authority–insured mortgages. These agencies invented redlining and required lending institutions to insert racially restrictive covenants in deeds for properties they insured. In the 1950s and 1960s, the federal government facilitated the construction of the interstate highway system. The freeways were frequently constructed through African American neighborhoods, displacing the residents. Urban renewal programs caused the destruction of African American communities across the nation. This long and tragic history of structural racism continues to adversely affect the well-being of African American families.

Systemic racism, which exists when minorities experience harmful outcomes from implicit or explicit bias, has recently been a much-discussed phenomenon. Systemic racism may exist, even though explicit bias is mostly illegal, because of structures of policy or behavior that generate deleterious outcomes. Bank financing for housing purchase or improvement is one such structure. An overtly discriminatory policy facilitated by an agency of the United States government, "redlining" on "residential security maps" depicted supposedly high-risk lending areas in red. These historical maps have led to low housing values today in formerly redlined areas. Even though the practice has been illegal for decades, traditional lenders nowadays decline loans in those areas because they are too small to be profitable. A system dynamics model shows the systemic structure of this situation. The model simulates various policies for its solution. Robust (but expensive) policies involve subsidies to lenders or lending from governments or nonprofits. Less robust but potentially cheaper policy would require lenders to make small loans anyway. Any of these policies would help break the adverse reinforcing loop of declining housing, inability to borrow to improve the housing, and further housing decline. [ABSTRACT FROM AUTHOR]

Racist and discriminatory federal, state, and local housing policies significantly contribute to disparities in cardiovascular disease incidence and mortality for individuals that self-identify as Black or African American. Here we highlight three key housing policies – “redlining,” zoning, and the construction of highways – which have wrought a powerful, sustained, and destructive impact on cardiovascular health in Black/African American communities. Redlining and highway construction policies have restricted access to quality health care, increased exposure to carcinogens such as PM2.5, and increased exposure to extreme heat. At the root of these policy decisions are longstanding, toxic societal factors including racism, segregation, and discrimination, which also serve to perpetuate racial inequities in cardiovascular health. Here, we review these societal and structural factors and then link them with biological processes such as telomere shortening, allostatic load, oxidative stress, and tissue inflammation. Lastly, we focus on the impact of inflammation on the immune system and the molecular mechanisms by which the inflamed immune microenvironment promotes the formation of atherosclerotic plaques. We propose that racial residential segregation and discrimination increases tissue inflammation and cytokine production, resulting in dysregulated immune signaling, which promotes plaque formation and cardiovascular disease. This framework has the power to link structural racism not only to cardiovascular disease, but also to cancer.

Through community-engaged research, we investi­gate how political and economic practices have cre­ated food apartheid and the ways in which this legacy complicates efforts toward equitable urban agriculture in Salt Lake City (SLC). The study takes place in SLC’s Westside, where an ample number of farms and gardens exist, yet food insecurity is a persistent issue. We partner with a small urban CSA farm operating in a USDA-designated food desert in SLC’s Westside to explore the farmers’ own questions about whom their farm is serving and the farms’ potential to contribute to food jus­tice in their community. Specifically, we examine (1) the member distribution of this urban CSA farm and (2) the underlying socio-political, eco­nomic, and geographic factors, such as inequitable access to land, housing, urban agriculture, food, and transportation, that contribute to this distribu­tion. GIS analyses, developed with community partners, reveal spatial patterns between contempo­rary food insecurity and ongoing socioeconomic disparities matching 1930s residential redlining maps. These data resonate with a critical geo­graphic approach to food apartheid and inform a need for deeper and more holistic strategies for food sovereignty through urban agriculture in SLC. While resource constraints may prevent some small farmers from attending to these issues, partner­ships in praxis can build capacity and engender opportunities to investigate and disrupt the racial hierarchies enmeshed in federal agricultural policy, municipal zoning, and residential homeownership programs that perpetuate food apartheid.

Previous studies estimating US population vulnerable to climate change have assumed that population is uniformly distributed within the geographical unit of analysis, typically a census block. That assumption overstates vulnerable population in places where people have avoided the most hazardous areas. After using independent samples of housing location and building footprints to validate a revised approach, this letter estimates the US population close to sea level and in floodplains based on the assumption that population in a hazard zone is proportional to the fraction of buildings in the hazard zone, for the period 1990–2020. The building-based assumption reduces population estimates about 30%. Over the 30-year period, the US population below 1 m increased 14%–18% from 1.85 (±0.19) million in 1990 to 2.2 (±0.25) million; population below 3 m increased 31%. Sea level rise accounts for 75% of the increase in population below 1 m, but only 14% of the increase below 3 m. Nevertheless, in 21 counties, net emigration from land below 1 m was greater than 1% of county population. Although this emigration was particularly great in the 2000s after Hurricane Katrina, it totaled 170 000 for the entire 30-year period. Similarly, the US population of inland 100-year floodplains increased 7%, but several hundred counties saw a steady emigration throughout the 30-year period which totaled about 240 000. Black residents accounted for 19% of the population below 1 m but only 12% of the nation’s population in 2020, meaning that Black residents were 63% more likely to live below 1 m than the general population nationwide. This disproportionality is more attributable to high Black populations in the most vulnerable localities (especially New Orleans) than to historic segregation. Black people also are almost five times as likely to have emigrated from land below 1 m than the general population since 1990.

Structural racism, which is embedded in past and present operations of the U.S. housing market, is a fundamental cause of racial health inequities. We conducted an ecologic study to 1) examine historic redlining in relation to current neighborhood lending discrimination and three key indicators of societal health (mental health, physical health, and infant mortality rate (IMR)) and 2) investigate sustained lending disinvestment as a determinant of current neighborhood health in one of the most hypersegregated metropolitan areas in the United States, Milwaukee, Wisconsin. We calculated weighted historic redlining scores from the proportion of 1930s Home Owners' Loan Corporation residential security grades contained within 2010 census tract boundaries. We combined two lending indicators from 2018 Home Mortgage Disclosure Act data to capture current neighborhood lending discrimination: low lending occurrence and high cost loans (measured via loan rate spread). Using historic redlining score and current lending discrimination, we created a 4-level hierarchical measure of lending trajectory. In Milwaukee neighborhoods, greater historic redlining was associated with current lending discrimination (OR = 1.73, 95%CI: 1.16, 2.58) and increased prevalence of poor physical health (β = 1.34, 95%CI: 0.40, 2.28) and poor mental health (β = 1.26, 95%CI: 0.51, 2.01). Historic redlining was not associated with neighborhood IMR (β = −0.48, 95%CI: −2.12, 1.15). A graded association was observed between lending trajectory and health: neighborhoods with high sustained disinvestment had worse physical and mental health than neighborhoods with high investment (poor physical health: β = 5.33, 95%CI: 3.05, 7.61; poor mental health: β = 4.32, 95%CI: 2.44, 6.20). IMR was highest in ‘disinvested’ neighborhoods (β = 5.87, 95%CI: 0.52, 11.22). Our findings illustrate ongoing legacies of government sponsored historic redlining. Structural racism, as manifested in historic and current forms of lending disinvestment, predicts poor health in Milwaukee's hypersegregated neighborhoods. We endorse equity focused policies that dismantle and repair the ways racism is entrenched in America's social fabric.

How has prejudice in the local and regional housing market impacted African Americans in the island city of Alameda, California? From the 19th century to present, developers, homeowners, landlords, policy-makers, and realtors have discriminated against African Americans who, in response, consistently wage battles for more affordable housing and inclusionary policies in Alameda. Prejudice realtors and developers restricted black renters and homeowners to the specific areas of the island prior to the Second World War. During and after the war, housing discrimination limited the majority of African Americans to temporary housing projects. Policies to redevelop project lands and direct the island’s future development intentionally exclude low-income renters and people of color. African Americans contest residential exclusion, build community by creating organizations and institutions, forge interracial alliances for open housing, and challenge exclusionary policies and practices. Recent efforts allegedly seeking to disperse poverty mask attempts to destabilize African American solidarity and claims for equality. The literature on African American migration to California and the East Bay typically focuses on larger municipalities like Berkeley, Oakland and Richmond, while neglecting smaller, inner suburban cities like Alameda. Using historical analysis, archival research and oral history of the residential experiences of African Americans in Alameda allows us to reconstruct communities that no longer exist, upset the geographical imagination of the city by demonstrating the historic presence and participation of non-white settlers and migrants, and finally shed light on wider patterns of displacement taking place in the recent and not so distant past.

Studies have recently begun to explore the potential long-term health impacts of homeownership policies implemented in the New Deal era. We investigated the association between assigned grades of lending risk by the Home Owners' Load Corporation (HOLC) maps from the 1930s and present-day prevalence of three cardiovascular risk factors (diabetes and obesity in 2020, and hypertension in 2019), estimated at the census tract level in the United States. To minimize potential confounding, we adjusted for sociodemographic data from the time period when HOLC maps were made. We calculated propensity scores (predicted probability of receiving a HOLC grade) and created a pseudo-population using inverse probability weighting. We then employed marginal structural models to estimate prevalence differences comparing A vs. B, B vs. C, and C vs. D HOLC grades. Adjusting only for regions, a less desirable HOLC grade was associated with higher estimated prevalence rates of present-day cardiovascular risk factors; however, most differences were no longer significant after applying propensity score methods. The one exception was that the prevalence of diabetes, hypertension, and obesity were all higher in C vs. B graded census tracts, while no differences were observed for C and D and A and B comparisons. These results contribute to a small body of evidence that suggests historical "yellowlining" (as C grade was in color yellow) may have had persistent impacts on neighborhood-level cardiovascular risk factors 80 years later., (© The Author(s) 2024. The paper analyzes the intersection of racialized land development and U.S. buyout programs to advance a framework for socially sustainable climate adaptation. Using GIS and content analysis, we examine the relationship between the site of contemporary buyout programs and neighborhoods surveyed in the 1930s by the Home Owners' Loan Corporation (HOLC). To evaluate whether buyout programs are more likely to occur in redlined neighborhoods, we identify the spatial patterns and associations between these two policies. We find that the majority of FEMA-funded buyouts occurring in HOLC-surveyed cities were located outside of graded zones; yet for the buyouts occurring in the graded historic urban core, the majority were located in redlined districts. We then consider how the language used to describe each neighborhood by the HOLC characterizes amenity and hazard and how these descriptions influenced later policy interventions. Using buyouts and HOLC as an example, we engage the color-evasive policy literature to argue for climate adoption policies that recognize the racialized history that has produced unequal vulnerabilities to hazards rather than relying on buyouts as a technical solution to climate change. Moving past recognition towards an agenda of action, we contend that co-production of knowledge is essential to inform environmental-decision making and that the sustainability research community and its allied fields must center environmental justice frameworks for equitable climate adaptation.
