En el presente artículo se analiza el Plan Nacional de Gestión del Riesgo 2016-2020 de Costa Rica. En primera instancia se revisaron los objetivos, principales enfoques y algunas interrelaciones de los marcos internacionales que conforman la Agenda Global respecto al cambio climático (el Acuerdo de París), el desarrollo sostenible (la Agenda 2030) y la reducción del riesgo de desastres (el Marco Sendai). Se ubicará al lector en el contexto costarricense referente a esta Agenda Global Transformativa y la Política Nacional de Gestión del Riesgo 2016-2030. También, examina brevemente las relaciones entre esta Agenda y las prácticas de Gestión del Riesgo y los conceptos del riesgo de desastres en que se basa. Además, tiene como objetivo contestar las preguntas: ¿Cuál es el carácter de la transformación que la Agenda intenta inducir?, ¿Cuáles procesos requieren ser transformados? y ¿Quiénes tendrán que realizar estas transformaciones? Se concluye que la visión expresada en la agenda se ve bien reflejada en la Política Nacional de Gestión del Riesgo y en su primer plan quinquenio. A la vez se ofrecen recomendaciones con base en un análisis del cambio organizacional que se requiere para su implementación This paper analyzes the Costa Rican National Risk Management Plan for 2016-2020. It starts with a review of the objectives, main approaches and relationships between the international framework agreements that form the Global Agenda with respect to climate change (the Paris Agreement), sustainable development (the 2030 Agenda) and disaster risk reduction (the Sendai Framework). The reader is oriented on the Costa Rican context regarding this Global Transformative Agenda and the National Policy for Disaster Risk Management 2016-2030. The paper briefly analyzes the relations between this Agenda and risk management practices and conceptions of disaster risks on which it is based, and aims to answer the questions what is the character of the transformation that the Agenda seeks to procure, which processes need to be transformed and whom will have to realize these transformations. It is concluded that the vision expressed in the Agenda is well reflected in the Costa Rican National Policy and its first 5 year plan. At the same time recommendations are offered based on an analysis of the organizational change that is required for its implementation

Resumen La complejización de la gobernanta climática internacional en el contexto de la Convención Marco de Naciones Unidas sobre Cambio Climático ha generado que los Estados enfrenten una creciente demanda de recursos humanos especializados para afrontar los espacios de negociación en las Conferencias de las Partes (COP). A partir de la caracterización de las delegaciones argentinas en las COP de 2012 a 2019, se identificó al grupo negociador y luego se examinaron los temas de las agendas cubiertos por dichos equipos, conforme a un proceso de agrupamiento. Se afirma que existe una relación entre la cobertura de los temas y los intereses del Estado con relación a su política climática, lo que se refuerza en los países del Sur Global El artículo presenta información inédita recabada, principalmente, a través de técnicas cualitativas y se asienta en un proceso de revisión de la literatura sobre delegaciones nacionales en conferencias climáticas. Abstract As a consequence of the incremental complexity of international climate governance, particularly within the United Nations Framework Convention on Climate Change, States face an increasing demand on specialized human resources to participate in different negotiation settings during the Conferences of the Parties (COPs). We characterize the Argentinian delegations between 2012 - 2019, identify the negotiation team and analyze the coverage of the team's agenda. Interests regarding climate change international politics can be inferred from the participation or absence of negotiators within different discussions. This paper reviews previous empirical work on delegations in climate change negotiations and draws upon qualitative techniques in order to collect original data to perform an in-depth case analysis. Resumo A complexidade da governança climática internacional no contexto da Convenção--Quadro das Nações Unidas sobre Mudanças do Clima tem feito com que os Estados enfrentem uma demanda crescente por recursos humanos especializados para fazer frente aos espaços de negociação na Conferências das Partes (COP). A partir da caracterização das delegações argentinas na COP no período de 2012 a 2019, o grupo de negociação é identificado e, a seguir, os temas das agendas das referidas equipes são examinados por meio de um processo de agrupamento. Afirma-se que existe uma relação entre a abrangência das questões e os interesses do Estado em relação à sua política climática, a qual é reforçada nos países do Sul Global. O artigo apresenta informações inéditas coletadas, principalmente, por meio de técnicas qualitativas, e se baseia em um processo de revisão da literatura sobre delegações nacionais em conferências sobre o clima.

Es indiscutible la estrecha relación que guarda el Acuerdo de París de 2015 con el objetivo de desarrollo sostenible número trece, “adoptar medidas urgentes para combatir el cambio climático y sus efectos”. Esta relación, si hablamos de ella desde el punto de vista de la “acción”, podemos incidir en la importancia que tiene la técnica de las Contribuciones Determinadas a Nivel Nacional, pues los compromisos adquiridos por los Estados Partes en el tratado han de conseguirse a través de una serie de acciones a nivel nacional. El presente trabajo pretende hacer una reflexión sobre la necesidad de una consistencia en la implementación tanto del Acuerdo de París como de la Agenda 2030. En este sentido, se va a realizar un análisis sobre los efectos negativos que, en el cumplimiento de ambos instrumentos jurídicos, pueden producirse si su implementación se realiza de una manera fragmentada y, por lo tanto, sin tener en cuenta las vinculaciones que los objetivos de desarrollo sostenible tienen entre sí y, éstos, con la técnica de las Contribuciones Determinadas a Nivel Nacional, en el marco del Acuerdo de París, The close relationship that the 2015 Paris Agreement has with the thirteenth sustainable development goal, "adopt urgent measures to combat climate change and its effects, is indisputable." The main objective of this article is to explore the climate responsibilities of corporations, in order to achieve the objectives established in the Paris Agreement and to ensure the necessary conditions for the enjoyment of human rights. On the one hand, this paper examines the role of corporations in the international climate change regime. On the other hand, it analyses some international soft law instruments that contain or clarify climate standards applicable to business operations or, failing that, recognize the role of corporations in the fight against climate change from a human rights perspective. El objetivo del presente artículo es explorar las responsabilidades climáticas de las empresas, con el fin de alcanzar los objetivos establecidos en el Acuerdo de París y de asegurar las condiciones necesarias para el disfrute de los derechos humanos. Para ello, por un lado, se exami­na el papel de las empresas en el régimen internacional del cambio climático. Por otro lado, se analizan algunos instrumentos internacionales de soft law que contienen o clarifican estándares climáticos aplicables a las operacio­nes de las empresas o, en su defecto, reconocen el papel de las empresas en la lucha contra el cambio climático, desde una perspectiva de derechos humanos.

Given the complexity surrounding climate change, it is argued that the willingness to cooperate on the part of the States is based on one of the faces that, for the climate field, can offer geopolitics: strengths or weaknesses (understood as vulnerability) of geographical conditions, location and territory. That is, the physical, geographic, economic and demographic factors of each State influence the decision making of the foreign climate policy, which induces them to cooperate or the abstention of it. This paper will address, broadly speaking, the participation of the main economies of the Asia-Pacific region in the institutionalization of climate change in the International Agenda; the importance of the economies of the Asia-Pacific region with regard to the Paris Agreement; and the geopolitical strengths and weaknesses that explain the cooperative or non-cooperative behavior of the region in the fight against climate change.

El cambio climático es un problema presente y de importancia vital en nuestro planeta. Debido a las consecuencias que acarrea y ante la necesidad de prestarle especial atención, en este estudio se lleva a cabo un análisis del consumo medio de energía eléctrica, tanto a nivel provincial como local, para el período 2001-2016. Una de las principales medidas que toma como objetivo directo la preocupación por el cambio climático es el denominado Acuerdo de París. Este acuerdo incluye una serie de medidas de control, fijando como objetivo a largo plazo el mantener el aumento de la temperatura media mundial por debajo de 2°C sobre los niveles preindustriales, y estableciendo que, cada 5 años, es necesario hacer un balance del estado de la implementación de las medidas incluidas en el Acuerdo. En concreto, en este trabajo se realiza un análisis de la evolución del consumo de energía eléctrica centrado en la provincia y en los municipios de Córdoba. Con este objetivo, se lleva a cabo un análisis mediante el desarrollo de gráficos y el cálculo de diversas tasas de variación, con la intención de aportar una visión actual del consumo de energía y de su evolución y posible tendencia. Se relaciona también esta evolución con otras variables socioeconómicas, como el nivel de renta, la superficie y la población. Para ello, se utilizan también gráficos de dispersión y el cálculo del coeficiente de correlación como herramientas para obtener una medida de la relación que guardan algunas de las variables incluidas en el análisis. Climate change is a present and vitally important problem on our planet. Due to the consequences and the need to pay special attention, this study carries out an analysis of the average consumption of electricity, both at the provincial and local levels, for the period 2001-2016. One of the main measures that takes as a direct objective the concern about climate change is the so-called Paris Agreement. This agreement includes a series of control measures, establishing as a long-term objective to maintain the increase in the global average temperature below 2 ° C above pre-industrial levels, and establishing that, every 5 years, it is necessary to take stock of the status of the implementation of the measures included in the Agreement. Specifically, in this paper an analysis of the evolution of electricity consumption centered on the province and the municipalities of Córdoba is made. With this objective, an analysis is carried out through the development of graphs and the calculation of different variation rates, with the intention of providing a current vision of energy consumption and its evolution and possible trend. This evolution is also related to other socioeconomic variables, such as income level, area and population. For this, dispersion graphs and the calculation of the correlation coefficient are used as tools to obtain a measure of the relation that some of the variables included in the analysis keep. Uno de los problemas más importantes a los que se enfrenta la humanidad en este nuevo siglo es el cambio climático. Una de las causas fundamentales es la emisión a la atmósfera de CO2. La producción de energía es la actividad que provoca más emisiones CO2. Por ello, los gobiernos, tanto nivel local como internacional, se proponen llevar a cabo medidas para reducir el consumo de energía, destacando a nivel internacional el Acuerdo de París y a nivel local el Pacto de los Alcaldes, y así contribuir a solucionar este problema que está presente en todo el mundo. Para poder llevar a cabo este tipo de medidas es fundamental llevar a cabo un análisis del consumo de energía, para que estas medidas sean más efectivas y eficientes. Este trabajo consiste en el análisis del consumo de energía eléctrica de la provincia de Huelva y sus municipios durante el periodo 2001-2016. El objetivo de este trabajo es, por tanto, estudiar la evolución de consumo relacionándolo además con varias variables socioeconómicas de los distintos municipios. Los resultados que arroja este estudio nos proporcionarán información sobre los sectores y municipios donde las medidas para reducir el consumo de energía eléctrica pueden ser más eficientes y efectivas para solucionar este proble One of the most important problems facing humanity in this new century is climate change, which is mainly caused by CO2 emissions into the atmosphere. In order to implement these types of measures in an effective way, it is essential to carry out an analysis of energy consumption. This paper focuses on the analysis of electricity consumption in the province of Huelva during the period 2001-2016. The objective of this research is, therefore, to study the evolution of consumption by relating it also to various socioeconomic variables of the different towns. The results of this study will provide us with information on the sectors and towns where measures to reduce electricity consumption can be more efficient and effective in solving this problem. This paper focuses on the analysis of the multilateral regime of climate change from the perspective of the regimental complex. It examines the role of the BASIC countries in the signing of the new climate agreement in Paris and its relationship with traditional powers like the United States and the European Union. The role of the BASIC countries has been crucial to close a new deal, and in exchange for that power, the group has accepted two conditions: a bottom-up agreement and nationally determined contributions as a vehicle for climate action. Similarly, the diffusion of power in the international system means that although the triangle formed by the BASIC-EU-US has been critical to achieving a new climate agreement, other actors also played an important role in the negotiation process of COP 21.
